I represent a congressional district that includes a large number of non-English or limited-English speaking constituents. In my capacity as the electedRepresentative for the 33rd California Congressional District, I am often called uponto make presentations and respond to questions in Spanish. Speaking to myconstituents in Spanish is important because it is less formal and more intimate formof communication and dispenses with the need to provide for translation services. Istrongly believe that improved Spanish language fluency will enable me to be moreeffective and responsive to the needs of my constituents.

In order to improve my fluency in Spanish, I have identified a number oflanguage immersion programs in the United States and Mexico specificallydesigned to improve fluency in a relatively short period of time. The programstypically require expenditures for travel, tuition, meals, and accomodations.

QUESTION

Is it permissible to use campaign funds to pay for all or a portion of the costsof a language immersion program offered in the U.S. or Mexico?

Pursuant to your request, I am attaching additional information relating to arequest for an Advisory Opinion dated June 19, 1997. We requested an opinion asto whether campaign funds may be used to pay for the cost of Spanish languageinstruction for a Member of Congress whose congressional district includes a largepercentage of non-English and limited-English speaking constituents.

You requested that I provide course descriptions and cost estimates for theseprograms. We have explored two well reputed programs located in Monterey,California and Cuernavaca, Mexico. In both cases, we have settled upon a two-week immersion program as the most suitable option.

The estimated cost of these programs are as follows:

(1) Monterey Language Academy

Tuition: $3,000

Airfare: $ 133

Lodging: $1750 to $1,825

THE HONTEREY LANGUAGE ACADEMY

The Monterey Language Academy offer* year-round American Englishand Foreign Language instruction to business and professionalindividuals from the us and abroad in highly individualizedcourses .

THE FACULTY

The Monterey Language Academy's instructors are experienced inusing the intensive training method in their language courses.They are mature, travelled, and well regarded in their field. Theyhave taught at all levels from Survival Skills to Advanced Businesscourses. Their expertise enables them to assess the students'needs and focus the program accordingly.

TUB COURSES

Classes are taught in two hour blocks with a ten minute bireak ateach hour. Bach two hour block is taught by a differentinstructor. Classes are held five days per week, six hours perday. Students are expected to spend at least three hours each nightreviewing and organizing the day's lessons and preparing for thenext day. A cassette recorder with a reverse mode is required.The dress code is casual at the Academy. Shorts and jeans areacceptable attire.

Monterey has central California ocean weather. Quick changes inthe weather often necessitate a sweater or light jacket.

An enjoyable walking tour around Monterey will give students anoverview of US and California history.

The Academy may obtain Twilight (after 4:00 pm) green fees forstudents on selected golf courses. The cost is $15.00.

A new and complete health club for the city of Monterey is fourblocks from the Academy and available for the student's use.

The world famous Monterey Bay Aquarium is ten minutes away from theAcademy.

Continuing south on Highway 1 from Monterey is the Big Sur coastroad.

Monterey is a two hour drive from San Francisco.

Wine tasting tours in the Salinas Valley are a beautiful one hourdrive from Monterey.

Thank you for your inquiry regarding the Center for Bilingual Studies in Cuemavaca, Mexico.Enclosed is our 1996 brochure which will provide you with further details regarding the Center.

The Center, considered the foremost Spanish language school in Cuemavaca, has new classesstarting every Monday throughout the year. For the regular study program, students range in agefrom 16 to 80, and come from throughout the U.S., Canada & Europe. For the High SchoolProgram, conducted only during the summer months, students range in age from 13 to 17.

Should you decide to enroll, please complete the registration form on both sides and send it withthe $100 Registration Fee to the U.S. Office to reserve the dates you have requested. The U.S.Office can accept ONLY tuition payment, either by personal or company check. If you prefer topay tuition at the Center, it must be paid in traveler's checks, pesos or dollars. The Center doesNOT accept personal checks. Lodging MUST be paid to The Center in either traveler's checksor US dollars. Personal checks or credit cards are not accepted. Should a student find itnecessary to cut short his/her stay at The Center, a refund will be made.

Should you be interested, we can arrange transportation from Mexico City Airport toCuemavaca. The school's driver will meet your flight and take you directly to the Center or tothe home where you will be staying. The charge is $60 one-way, paid directly to the driver. Personnel develop aknowledge of terminology used by the airlines and gain fluency tocommunicating with the passengers. In addition to obtainingproficiency In Spanish, those who successfully complete theircompany's language requirements can better their position.

Weuse a variety of Instructional modes known in theteaching profession as audio-lingual, or direct techni-ques • structured drills, practice In everyday dialogueand role-playing. This is the same method used to trainU.S. Armed Forces personnel, those In the U.S. PeaceCorps and diplomatic personnel.LANGUAGE TESTING AND PLACEMENT. Ourstudents range from 18 to 80. (Under The High SchoolSummer Program, the age range Is 13 to 17.) Some havestudied Spanish, or lived In Spanish-speaking countries,and speak it reasonably well. Others never have been ex*posed to the language. Because of the variance InSpanish-speaking capabilities, all students are given abrief assessment of their oral and written Spanish skillsprior to being assigned to a class.

Subsequent periodic evaluations assure that eachstudent's placement remains aproprlate to hisadvancing level.THE GROUP-5 SYSTEM. More than 20 years ago, thefaculty of the Center developed the concept of intensive,small-group study for Spanish language instruction. Nomore than five students are assigned to a professor, whoworks on a personal basis with each student. Class ses-sions involve dialogue, brief written exercises and informalconversation. Sessions also Involve board games whichteach vocabulary, simulations of social experiences,skits which provide insight into Latin American humorand walking trips to markets and shops where studentscan put their Spanish to practical use. The Group-5System draws every student into constant interaction athis or her own level of ability in Spanish,

LOCATION. The center le located In a quiet residentialdistrict of Cuernavaca • an atmosphere moat conduciveto study. Twenty-seven apaclous classrooms and 35professors give The Center the distinction of having theonly campus In Cuernavaca specifically designed forlanguage Instruction. Landscaped grounds, fountains,swimming pools and an outdoor patio/cafe contributetoward it being called "Cuernavaca's most attractivelearning center."

FACULTY. The Center IB staffed by 35 experiencedSpanish-speaking Instructors born In Mexico. Dedicatedprofeaalonats, they not only deliver our meticulouslystructured and Innovative language program, they alsoparticipate In The Center's social, cultural and researchprograms. Our faculty and staff are determined tostimulate confidence in your ability to speak Spanishand Increase your language skills.DOCTOR ON PREMISES. From 10 AM until 2 PM,Monday through Friday, there Is a doctor on thepremises for consultation or assistance at no charge.ENROLLMENT. New classes begin every Monday,year-round, 52 weeks a year. A minimum study course oftwo weeks Is required, but a student may enroll for asmany weeks as he desires. The two-week period is idealfor those students with some prior knowledge ofSpanish and who wiah to improve their skills. To attainproficiency, beginners should allow four to six weeks.ORIENTATION. An orientation session is held eachSaturday beginning at 10 AM. Thla Orientation Class Ismost Important and we strongly recommend thatstudents arrive In Cuernavaca on Thursday or Friday toparticipate in It. HOMEWORK. Written exercises are assigned toreinforce verbal skills. Beginners often are pleasantlysurprised at how soon they are able to write a simpleessay In Spanish while advanced students generallyfind writing In Spanish as easy as conversation.

SPECIAL PROGRAMS. The Center can adapt Itsbasic study program to specific technical, professionalor commercial Interests. At the end of each week an evaluation of thestudent's progress is recorded and a final examinationcan be given upon request A written summary of coursework snd individual achievement can be provided for astudent receiving credit.

Students also can generate one credit for eachminlcourss successfully completed (16 hours). Forcredit purposes, a two-to-three-page paper must be sub-mitted on each mlnlcourse taken. The vlaa should ba laauad for longer time than youplan to apend In Mexico (usually a visa can ba extended30, 60, 90 or 120 daya). To obtain a vlaa, you will naadproof of citizenship (valid passport or birth certificate).

We recommend that you make photocopies of yourvisa and all other Important documents before beginn-ing your trip. Replacing lost or stolen papers can bacostly and very time-consuming.

Should you wish transportation from Mexico City toCuemavaca, arrangements can be made for the school'sdriver to meet your flight, or pick you up at your hotel InMexico City. The charge for this one way service Is 160In US dollars, travelers checks or in pesos. This service|s offered 24 hours a day. Designed to develop or Improve theability to apeak Spanish in a condensed period of time,the course emphasizes listening comprehension,vocabulary, language structure, culture and customs ofMexico and Latin America. There are nine houra daily ofIntensive Spanish Instruction, Including vocabularygeared to specific occupational fields. The course canbe taken by students of all levels, beginners toadvanced. An Executive Center, exclusively for the useof students enrolled In the Intensive Executive Program,la equipped with telephones, Fax machines and otheramenities enabling executives to maintain contact withtheir companies.LIBRARY • The modem functional library with books ofgrammar, history, art, religion, Latin American novelsand tourist guides to Mexico, IB a quiet retreat wherestudents can study, or where small groups can holdroundtable discussions.CHILDREN'S SUMMER PROGRAM: A summerprogram similar to a summer day camp is available forchildren between the ages of five and 12 whose parentsare enrolled at The Canter.
