About the Building and Social Housing Foundation

Who we are

BSHF believes that everyone should have access to decent housing and is committed to promoting housing policy and practice that is people centred and environmentally responsible.

We are an independent research organisation that promotes sustainable development and innovation in housing through collaborative research and knowledge transfer. Established in 1976, BSHF works both in the UK and internationally to identify innovative sustainable housing solutions and to foster the exchange of information and good practice.

BSHF is a registered charity whose objectives are to carry out research into all aspects of residential housing and publish the results of that research. As a company limited by guarantee it has no shareholders and all its funds are used to deliver its charitable objectives. BSHF is governed by a Board of directors, who are also the trustees of the charity. BSHF has a small, dedicated team of staff and works in collaboration with a range of organisations throughout the world.

BSHF is financially independent, deriving its income from the land, property and investments that it owns. It is based in the former mining town of Coalville in the East Midlands region of the United Kingdom, where it has strong historical ties.

BSHF is recognised by the Department of Public Information of the United Nations. Since 2006 we have held Special Consultative Status with the United Nations Economic and Social Council,

reflecting our work in support of the goals of UN-HABITAT.

What we do

BSHF carries out a range of research and knowledge transfer activities, both in the UK and internationally, including:

Our vision and mission

BSHF believes that everyone should have access to decent housing. When we say that housing should be decent, we mean that it should:

Provide durable shelter from the elements;

Be sufficiently affordable that other basic needs can be met;

Provide secure tenure without fear of eviction;

Have access to clean water and sanitation;

Be large enough for the household;

Be energy efficient and environmentally responsible;

Offer access to livelihood opportunities and health and education provision; and

Promote a sense of safety, well-being and belonging.

How are we going to achieve our vision?

BSHF is working to help people access decent housing through identifying innovative housing policy and practice, promoting these ideas and examples and supporting the exchange and transfer of good practice. BSHF works both in the UK and internationally, in collaboration with a range of organisations. In 2010 the Board of trustees carried out a strategic review of the organisation and decided to expand its activities.

The key areas of activity in the period 2011-2014 are to:

Continue to identify innovative and sustainable housing practice internationally, giving increased emphasis to the transfer of approaches and solutions identified;

Continue to identify innovation in UK housing policy and practice through the annual Consultations at St. George’s House, Windsor Castle and work to ensure that the recommendations made are widely discussed, disseminated and, wherever possible, put into action;

Continue to encourage our partnerships with other organisations including UN-HABITAT, housing-related NGOs and academic organisations, and meet the obligations of our United Nations Economic and Social Council Special Consultative status;

Work with CECODHAS and other organisations to identify and encourage the transfer of good housing practice within Europe; and

Work with locally based organisations to help develop innovative housing practice and policy in our local area.

Meet the Board of Trustees

John Strange, Chair

John farmed in Lincolnshire after leaving school but later switched to stockbroking, initially in Lincoln but moved to London in 1960 to join an old established firm. He became a member of the London Stock Exchange (LSE) in 1963 and then a partner in the firm. In 1971 he moved to Leicester to join Hill Osborne & Co and became Senior Partner from 1978 to 2000 when Hill Osborne joined Brewin Dolphin, a national firm of stockbrokers and investment managers. He remained a director of Brewin Dolphin until retirement in 2009 having completed a fifty year career in stockbroking. He became a trustee of BSHF in 2009 but had known the charity for some years beforehand. He is also a trustee of the Leicestershire and Rutland Community Foundation and a local village charity.

Stephanie Bamford

Stephanie is a third sector consultant with an extensive background in governance and accountability, compliance, regulation and scrutiny, business planning and performance management, housing policy and communications. Stephanie spent eight years as Deputy CE at William Sutton Trust, then one of the largest not for profit housing providers in the UK. She has also worked for CLG, CIH and the NHF as well as for a wide range of not-for-profit housing providers, local authorities and charities. Retiring after 10 years’ service, she is the immediate past Chair of the professional advisory group working for the UNECE’s Committee on Housing and Land Management. She is an independent member of A2Dominion Housing Group’s Audit and Risk and Governance and Remuneration Committees and a Trustee of the Town and Country Planning Association.

Dr Carol Dair

Carol was a research fellow with the Oxford Institute for Sustainable Development at Oxford Brookes University. She is a Chartered town planner and has a DPhil in Science and Policy Research from Sussex University. She has several years’ experience of obtaining and undertaking UK Research Council funded research relating to the sustainability of the urban environment, sustainable behaviour and wellbeing. Latterly, she carried out the independent evaluation of a large Higher Education Funding Council for England knowledge transfer project which aimed to increase knowledge on how to build sustainable communities. She was a member of an EU-funded Expert Network addressing the complex multi-stakeholder issues that are raised by brownfield regeneration and has experience of working with different levels of government, government agencies, other organisations and the academic community.

Pat Elderfield

Pat has been involved with BSHF since its formation in 1976 and acts as its Honorary Treasurer. Pat was the former Chief Executive and Secretary of East Midlands Housing Association from 1985 to 2004, having served as its Head of Finance from 1969 to 1985. The re-allocation of EMHA’s non-state-aided assets in 1976 provided the gift that enabled the establishment of BSHF. Pat has a lifetime of housing provision and international connections in co-operative housing that gives her a particular insight into BSHF’s evaluation work. She was also Honorary Treasurer of Care and Repair which delivered an advice and support service for elderly homeowners in West Leicestershire enabling clients to obtain grants and improvements to their homes.

Jill Gibbs

Jill holds a degree in Geography from University College London and is a Fellow of the Chartered Institute of Housing. She has over 30 years’ experience in the housing and charitable field and she was employed in the housing association sector from 1979 to 2000 in housing management, development and special needs fields in the East Midlands, London and East Anglia and has written for CIH. Jill has been a member of the BSHF Council of Management since 1991 and has served as its Chair. Jill is a trustee of the Ipswich Housing Action Group and is a Board member and currently Chair of Orwell Housing Association, an HCA lead development partner. Orwell manages approximately 3,200 properties of mixed tenure in Cambridgeshire, Norfolk, Suffolk and North Essex.

Bosa Opacic

Bosa has twenty-eight years’ experience in housing. Her move to work as a housing consultant in 2005 built on her experience as Director of Midlands Rural Housing and Regional Director of the Rural Housing Trust. Prior to this, she held various posts with Local Authorities from 1980 until the early 1990s. Bosa is experienced in most areas of housing at both strategic and operational levels, including strategy and business planning, new business development, organisational leadership, governance, finance, development, housing management, maintenance, community regeneration, best practice and benchmarking. Her consultancy experience includes neighbourhood renewal assessments and research projects for a social housing partnership. Bosa has an MBA from Nottingham Business School and is a member of the Chartered Institute of Housing. She joined the BSHF Council of Management in 2004.

Geoff Payne

Geoff has more than four decades of professional experience, of which 36 has been engaged on housing and urban development in developing countries. Following initial research on squatter housing in India and Turkey, he has undertaken consultancy, research and training assignments in most parts of the world for a wide range of development agencies. Geoff founded GPA in 1995 – a housing and development consultancy that focuses on improving options for the urban poor in developing countries through a range of activities including obtaining access to land and affordable credit. Geoff has published extensively on housing, land policy, property rights, regulatory frameworks, public-private partnerships and other urban development issues. He is an External Associate Adviser to the British Council and was a founding member of the Homeless International Management Council.

Alan Pearson

Alan began his career as a deep mine engineer in the Leicestershire coalfields and has played a leading role in the community as a local authority councillor. He is currently working in the housing sector carrying out planning consultations for a number of clients, providing development advice and support to social housing providers as well as to the private sector. He is a Parish Councillor and school governor and he joined the BSHF Council of Management in 2000.

Members of staff

Isobel Ashford, Head of Communications

Isobel is responsible for managing the development, delivery and evaluation of BSHF’s communications strategy, which supports the successful delivery of our key programmes.

She joined BSHF in October 2012 with over ten years’ experience of managing marketing/communications functions in the public and not-for-profit sectors.

Isobel is a Member of the Chartered Institute of Marketing and is a Chartered Marketer.

Joanne Hall, Financial Controller

Joanne’s main responsibilities are to process and record all the financial information including preparing income and expenditure statements and providing analysis on the BSHF investment portfolio. She also prepares the BSHF Annual Report with the Director for submission to the Auditors.

Joanne joined BSHF in September 2009 having previously worked as a Financial Analyst for a global marketer.

Joanne is a qualified accountant.

Kate Hartshorne, Research Administrator

Kate joined BSHF in October 2013. Kate’s job-share role is to provide administrative support to the co-ordination of good practice transfer programmes, the World Habitat Awards and the annual St George’s House Consultations as well as to produce the newsletter and to assist with other on-going projects.

Jenny Line, Senior Researcher (UK Team)

Jenny joined BSHF in February 2013 as a Senior Researcher having worked in local government and in a housing research consultancy.

In her previous roles Jenny developed research skills such as using GIS analysis of large data sets, data mining and she specialised in housing market analysis.

Jenny has a degree in International Business Studies with Italian.

Megan McFarlane, Researcher (UK Team)

Megan joined BSHF in December 2012 and has contributed to a number of publications and areas of research.

She previously worked in the housing and social care sectors and within international development. Having initially trained as a Housing Officer, Megan later worked as a Programme Coordinator for a children’s charity based in Kathmandu, Nepal.

Megan has an MSc in Social Research.

Jelly Moring, Research Officer (International Team)

The focus of Jelly’s role is to carry out housing-related research and knowledge transfer activities. She is currently working on a post-disaster reconstruction project.

Jelly joined BSHF in April 2012. Her recent research interests include climate change, displaced persons and housing/land rights, community resilience and energy efficiency in housing.

Jelly has a degree in Sociology and a Master’s degree in Environmental Governance.

Jennie Neville, Research Administrator

Jennie’s job-share role is to provide administrative support to the co-ordination of good practice transfer programmes, the World Habitat Awards and the annual St George’s House Consultations as well as to produce the newsletter and to assist with other on-going projects.

Jennie joined BSHF in February 1999 as administrative support to the Director and Deputy Director.

Jen Pearce, Researcher (UK Team)

During her time at BSHF Jen has contributed to a number of publications and has also conducted research into changes in both social and private rented housing.

She joined BSHF in 2010 as a Policy and Research Intern.

Jen has a degree in Psychology.

Theo Schilderman, Senior Researcher (International Team)

Theo’s work focuses on research, networking, advocacy and writing on post-disaster people-centred reconstruction and recovery.

Prior to joining BSHF Theo worked for 24 years for Practical Action as Head of the International Infrastructure Programme.

Theo holds a BSc and an MSc in Architecture.

Sharon Smith, Executive Assistant

Sharon’s main duties include providing secretarial and administrative support for the Director and the organisation as a whole including arranging all travel requirements in the UK and overseas.

Other duties include providing administrative support to meetings of the Council of Management. Sharon joined BSHF in October 2000.

Mariangela Veronesi, International Programme Intern

In her role Mariangela contributes to the running of the World Habitat Awards and the organisation of peer exchanges for the transfer of good housing practices. She joined BSHF in January 2013 after undertaking research projects in Ghana and Benin.

Mariangela has a BSc in Economics and International Development and an MSc in Environment and Sustainable Development.

Silvia Yafai, Head of International Programmes

Silvia oversees the organisation’s international activities, with responsibility for providing strategic direction, running the World Habitat Awards and working with BSHF partners to facilitate the scaling up and transfer of innovative housing policy and practice.

She joined BSHF in 2002, having previously worked in Brazil, the USA and Germany. She has a degree in Architecture and Urban Planning and a Master’s degree from the University of California, Berkeley.

Reporting to The Board of Trustees (the Board)

Line managing Head of Communications, Head of Programme (UK), Head of International Programmes, Executive Assistant, Financial Controller, Research Administrator.

Purpose of role

To lead the organisation, working with the Board to ensure BSHF continues to play a central and innovative role in influencing domestic and international housing matters in the context of social justice - through the delivery of high quality research and knowledge exchange.

Key relationships

External:

Present the outward face of BSHF building on existing national and international relationships and developing strong alliances and networks to further BSHF’s knowledge exchange role.

Internal:

Lead the staff and volunteers through effective communication and business planning to ensure that BSHF is a sustainable organisation built on sound knowledge and independent research and the principle that housing has a key role to play in influencing matters of social justice.

Core tasks and responsibilities

1. Strategic development

Work with the Board and lead the staff team in ensuring that BSHF’s mission, vision and values remain relevant and under-pin all organisation activities.

Work with the Board and lead the staff team in formulating BSHF’s strategic plans and programmes, and ensuring their effective communication.

Maintain up-to-date knowledge of domestic and international housing issues and opportunities so that strategic development is informed by changes in legislation and practice.

Establish a dynamic and responsive environment in which learning, ideas and new approaches and solutions are encouraged and can be further developed.

2. People leadership

Build and maintain effective and constructive working relationships with the Board, staff, volunteers, external stakeholders and partners.

Motivate staff and volunteers to ensure they remain positive and committed to the organisation and its values.

Ensure an appropriate reward and appraisal mechanism for staff that supports an effective performance management culture and one that promotes staff and volunteer personal development.

3. Finance and business

Develop an effective business planning mechanism which deploys financial, staffing and other resources effectively and in the best interest of BSHF.

Ensure BSHF assets are effectively managed, working with agreed advisors and the Board to establish the parameters for investment decisions, ensuring compliance with those agreements and proactively advising on any required changes to the endowment strategy.

Ensure that there is an effective risk framework, enabling risks to be assessed and controlled and assets to be protected.

Maintain financial viability of the business, ensuring solvency, robust financial control and maintaining proper overview of the budget setting process.

4. Operational performance

Ensure that BSHF is adequately resourced to achieve the delivery of planned projects in line with agreed strategic objectives.

Establish control, monitoring and reporting systems, to ensure accountability for performance to the Board.

Lead in organising and delivering knowledge development and sharing activities, project evaluations and research on behalf of BSHF.

Participate in knowledge sharing activities, project evaluations and research as a representative of BSHF, when such activities are organised by others but are still in line with BSHF strategic objectives.

5. Communication and promotion

Establish BSHF’s communication strategy, identifying opportunities to promote the work, values and strategic objectives of BSHF.

Ensure that new ideas, good practice and learning are modelled and disseminated effectively.

Represent BSHF across international and domestic housing networks to influence housing matters in the context of social justice.

Write academic and other papers, articles and features and participate in media and professional network activities to highlight BSHF and the outcomes of its knowledge sharing work.

Build a high personal and media profile within the housing and related sectors, being seen as an influential and authoritative figure, and a reliable partner.

6. Governance

Work with the Chair and the Board to ensure effective standards in governance practices including Board appraisal, skills audit, recruitment

A proven track record of developing and sustaining effective partnerships with a wide range of stakeholders. International partnership work experience will be an advantage.

Comprehensive knowledge of social housing policy and justice and related sectors. Knowledge within an international setting will be an advantage.

Skills and abilities

Strong strategic planning skills, able to translate strategic objectives into project delivery and targets for staff.

Able to assess risk and promote risk awareness without being risk averse.

Skilled at bringing people together to generate a strong team spirit, encourage collaborative work between staff and between partner organisations.

Likely to have at least a degree or equivalent working experience. Ability to produce good quality written work and present well is critical. A track record in published work in a relevant field will be an advantage.

IT literate, comfortable with using MS Office including email and able to understand the potential of IT to further the organisation.

Principal terms and conditions (For information purposes only)

1. Position Director 2. Salary and benefits

£75k - £80kpa (depending upon experience), plus pension, we will match your monthly contributions up to 6%.

3. Holiday entitlement

You will be entitled to 25 days annual leave per annum, plus 10 bank holidays. Your leave entitlement will increase by one day for every completed year of service after 2 years service, until a maximum of 30 days.

4. Working hours Normal hours of work are 34.5 hours per week based around the usual business

working week. 5. Location

Your normal place of work will be our office at Building and Social Housing Foundation, Memorial Square, Coalville, Leicestershire, LE67 3TU but given the seniority of the role, National & International travel is expected.
