At Teachers' Housing Association (THA) we believe that we do something unique. Our legacy

stretches back many years, but we continue to be relevant today. Our mission has been

steadfast – to house people in need, particularly those associated with education. In the

current environment that means providing affordable housing solutions for teachers and

others in housing need, and older people in sheltered housing.

Our new Finance Director will be joining an executive team that includes our Maintenance

Director and Housing Services Director, who will welcome your expertise and new ideas. As the

leadership team in a smaller organisation, we work closely together to achieve organisational

objectives. Our size also means that we remain agile and responsive and you can see the

impact of your efforts on a daily basis. We find that rewarding and it’s a great way to have

exposure to all the different parts of our business.

You will be a finance professional, with a senior track record and a skills set that encompasses

business planning, treasury management and risk management. The coming months and years

in social housing are likely to require us to move at a faster pace in responding to ever-

changing policy that impacts upon our business and plans. So your energy and enthusiasm for

this role will be key. You will also have an appreciation of how to work well in a small team to

achieve results. I think we are a friendly group and the office is in a fantastic location. We work

flexibly, ensuring a responsive service but also enabling staff to get that work life balance.

An introduction to who we are:

THA was established in 1967 and provides rented accommodation for people in housing need,

particularly those associated with education. We offer sheltered housing for older

people nationwide and housing for teachers and others in need in the Greater London area. It is

our aim to offer safe, comfortable and affordable housing.

THA is a not for profit, charitable organisation registered with the Homes and Communities

Agency as a registered provider, affiliated to the National Housing Federation; registered with

the Financial Services Authority as a Co-operative and Community Benefit Society and registered

with the Charity Commission under the Charities Act 1960.

Our mission and objectives:

THA’s mission is to: “House people in need, particularly those associated with education”.

The environment in which we work is constantly changing, creating new challenges that we will

need to address. These include a difficult economic environment, not least the 1% rent cut that

has impacted upon our business plan, along with the impact of benefit reforms, changing

regulatory and statutory requirements regarding management and maintenance of our housing

and changing expectations from those we currently house and those whom we aim to house in

the future.

The key objectives for our business plan:

Continue to work in our existing geographical locations, providing the same types of

housing whilst our stock is appraised using the procedures and criteria within our asset

management strategy.

Continue to provide a quality service to our tenants reflecting the outcomes of our tenant

involvement strategy, service reviews and our value for money strategy.

Continue to actively explore expanding our provision of keyworker housing and seek

opportunities to act as managing agents.

Maintain our stock to a high standard.

In developing future strategy the Board has recognised that good planning minimises risk.

The executive team works closely with the Board which has overall responsibility for

Teachers’ Housing Association’s strategic direction. We operate in a climate of increasingly

prevalent risk and the tensions we face include keeping rents affordable for tenants while

meeting service delivery targets and delivering our maintenance, asset management and

development strategies. The Board recognise that these objectives will be delivered in the

context of our value for money strategy to ensure that our rent policy will be sustainable;

that our long term stock reinvestment needs will be met; that efficient, tenant focussed

services will be provided; and that any expansion and/or diversification into new areas will

be viable.

We will achieve the above by:

Effective implementation and regular review of our rent and income strategy;

Implementation of our value for money strategy, incorporating service reviews and

benchmarking our performance to improve our services;

Managing and maintaining our stock to high standards;

Providing additional homes to meet the housing needs of those working in education;

and

Working with local authorities, registered providers, the housing regulator and other

stakeholders who share our aims and objectives.

Our homes and services:

We are proud of the service we provide to those living in our teacher and family housing. In

addition to those who access our housing via local authority partnerships, we are able to

house people working in education in the London boroughs in which we operate. Many of

those who apply to us for housing are struggling to maintain their careers due to personal

challenges which can include relationship breakdown, health issues, homelessness and

stress. Our ability to provide secure, safe housing and a responsive service means that they

are able to focus on their professional commitments and the needs of their students.

Our sheltered housing offers affordable accommodation for older people enabling them to

continue to live independent lives but with the reassurance that support is available. We

continue to focus on providing a high level of service delivery as well as working closely with

local partners to support our tenants. A wide variety of activities are organised by tenants

and staff in our sheltered housing schemes, including work with local health care and support

groups to provide classes and services for our tenants and others. We are always keen to

extend our work within the communities where we operate. We also provide a

comprehensive management service to a small housing association and are keen to extend

our services to other registered providers by partnership working.

Responsible to: Chief Executive

Responsible for: Staff within the Finance Department

ROLE PURPOSE:

Reporting to the Chief Executive and the Board, a member of the senior management team (SMT), ensuring the delivery of THA’s mission and objectives.

Providing effective leadership to support a culture which delivers service excellence.

Advise the executive and the Board on financial strategy, taking lead responsibility for planning and implementing effective financial management, including regulatory returns and statutory reporting.

The organisational lead for the strategy and delivery of: governance, policy formulation; business planning, treasury and long term funding.

KEY RELATIONSHIPS:

- External: Internal and external auditors; the regulator; and funders.

- Internal: The Board, including Chair of Finance, Audit and Development Committee; Chief Executive and the rest of the SMT; the finance team; as well as the wider staff team.

CORE RESPONSIBILITIES:

A. Vision and leadership

- In conjunction with the senior management team provide vision, leadership and direction to the organisation, taking collective responsibility for SMT decisions.

- Ensure team compliance with key policies including for example: equalities & diversity; health & safety; data protection; confidentiality.

- Promote and represent the organisation, helping to maintain our good reputation.

B. Business planning, accounting and financial strategy

- Lead on the delivery of the annual and the 30-year business plan, including stress testing and recovery planning, using financial modelling and option appraisal.

- Lead on the annual cycle for the production of organisational budgets, with monthly reporting/management accounts and prepare annual accounts for audit and approval by the Board.

- Develop and maintain effective and timely systems of accounting, forecasting and financial control, liaising with the auditors.

- Ensure robust monitoring of the business plan, ensuring systems are in place for managing performance and taking timely and corrective action as necessary.

C. Funding and treasury management

- Advise and implement THA’s treasury policy, ensuring effective long and short term cash management and compliance with loan covenants.

- Develop financial strategy to secure appropriate funding for the delivery of agreed organisational objectives, particularly in asset management and development.

- Liaise as necessary with the organisation’s treasury management advisors.

- Prepare regular cash flow reports, monitor cash requirements and investment of surplus.

D. Risk, compliance and control

- Lead on the organisation’s risk management and assurance arrangements, including reporting to the Board and Committees.

- Ensure compliance with all statutory requirements (e.g. HCA, HMRC etc.) relating to the financial control, and accounting of the organisation.

- Establish appropriate internal and external audit arrangements, including any follow up to auditor recommendations.

- Maintain THA’s asset and liabilities register; data protection policy and compliance with the procurement process

- Responsible for the preparation, review and monitoring of financial regulations, standing orders and delegated authorities.

E. IT

- Lead on the development and delivery of the organisation’s IT strategy, providing advice and taking professional advice as needed.

F. Governance

- Advise on upholding high standards and compliance with governance practices.

- Support the CE in servicing the Board and in the provision of timely and accurate information, so that the Board can effectively discharge its duties.

- Keep the Board and SMT informed on the impact of new legislation and required changes in policy.

G. Performance and organisational management

- Provide leadership and professional development to the finance team creating a climate that ensures a reputation for service excellence, innovation and reliability.

- Ensure the team are appropriately structured, resourced, trained to provide a quality service to internal/external customers.

- Undertake all line manager responsibilities in respect of the Finance Manager.

- Support a culture of learning, responsibility and accountability.

PERSON SPECIFICATION CORE COMPETENCIES:

- Acts with integrity, actively promotes and supports the vision and values of THA.

- Relevant professional qualification e.g. ACA, ACCA, CIMA, CIPFA ICAEW, ICAS and full membership of a recognised UK accountancy body.

- Excellent analytical, verbal, written, presentation and interpersonal skills.

KNOWLEDGE AND EXPERIENCE:

- Substantial experience of operating at senior level in a finance function. Housing association experience would be an advantage.

- A good grasp of financial compliance with experience of working in a regulated sector.

- Knowledge of carrying our effective financial appraisals and reporting of results to non-financial experts.

- Experience of preparing budgets, and final accounts, business plans, including financial modelling and sensitivity analysis. Experience in treasury management would be useful.

- Experience of developing a strong service culture, to proactively support frontline services

Position:

Finance Director

Salary and package:

Circa £70k per annum (depending upon experience) plus pension (The Pensions Trust – money purchase scheme) with an 8.5% employer contribution for a 4.5% employee contribution. We are open to considering a pro rata salary if a candidate wishes to consider a 4 days per week post.

Holiday entitlement:

23 working days, plus all public holidays. This rises to 28 days after five years of service. Head office staff are also awarded additional leave for office closure over Christmas and New Year.

Working hours:

Normal hours of work are 35 hours per week based around the usual business working week. However, due to the seniority of this post there is a requirement for flexibility in meeting the full responsibilities of the post. Attendance at occasional evening meetings will be required.

THA operates a flexible working system and staff are entitled to take up to one additional day per month in lieu of additional hours worked.

Location:

Your normal place of work will be our office at Rugby Chambers, 2 Rugby Street, London WC1N 3QU, but occasional travel across all our operating areas is expected.

After an interview with a Campbell Tickell panel, there will be an opportunity to have a meeting with the THA Chief Executive on the same day.

Final interviews:

Friday 10th June

There will be an opportunity to have an informal meet with the senior management team. We will also ask you to undertake a technical test on the day. This will be followed by a final interview with the THA CE, Chair and the Chair of the Finance, Audit and Development Committee.

We provide homes for teachers and others in housing need. With continued financial constraints and ever increasing demand for affordable housing – our work has never been more important.

So while our new FD will be a qualified finance professional, we also want our passion for social housing that makes a difference to lives, to resonate with you and your values.

You will oversee the delivery of our business plan; treasury management; and operational finance function, as well as being the lead for ICT and governance. So the role will suit someone who likes variety.
