Abstract
Remote Desktop Licensing (RD Licensing), formerly Terminal Services Licensing (TS Licensing),
manages the Remote Desktop Services client access licenses (RDS CALs) that are required for
each device or user to connect to a Remote Desktop Session Host (RD Session Host) server. In
this guide, you will set up a Remote Desktop license server to install, issue, and track the
availability of RDS CALs.

Technology review When a client, either a user or a device, requests a connection from an RD Session Host server,
the RD Session Host server determines if a license is needed. The RD Session Host server then
requests an RDS CAL or VDI Suite license from a Remote Desktop license server on behalf of
the client. If an appropriate license is available from a license server, the RDS CAL or VDI Suite
license is issued to the client, and the client is able to connect to a session-based desktop,
RemoteApp program, or virtual desktop.
Although there is a licensing grace period during which no license server is required, after the
grace period ends, clients must have a valid license issued by a license server before they can
connect to a session-based desktop, RemoteApp program, or virtual desktop.
Important
Important
Remote Desktop supports two concurrent connections to remotely administer a
computer. You do not need a license server for these connections.
To use Remote Desktop Services, you must also have at least one license server deployed in
your environment. For small deployments, you can install both the RD Session Host role service
and the RD Licensing role service on the same computer. For larger deployments, it is
recommended that the RD Licensing role service be installed on a separate computer from the
RD Session Host role service.
You must configure the Remote Desktop license server correctly in order for your session-based
desktop, RemoteApp program, or virtual desktop to accept connections from clients. To allow
ample time for you to deploy a license server, Remote Desktop Services provides a licensing
grace period for the RD Session Host server during which no license server is required. During
this grace period, connections can be accepted from unlicensed clients without contacting a
license server. The grace period begins after installation of the RD Session Host server. The
grace period ends after whichever of the following occurs first:
A permanent RDS CAL is issued by a license server to a client connecting to the RD Session
Host server.
The grace period of 120 days is exceeded.
Scenario: Deploying Remote Desktop Licensing We recommend that you first use the steps provided in this guide in a test lab environment. Step-
by-step guides are not necessarily meant to be used to deploy Windows Server® features without
additional deployment documentation and should be used with discretion as a stand-alone
document.
Upon completion of this step-by-step guide, you will have a Remote Desktop license server
managing the Remote Desktop Services client access licenses (RDS CALs) that are required for
each device or user to connect to the RD Session Host server. You can then test and verify this
functionality by connecting to the RD Session Host server from the Remote Desktop client as an
authorized remote user, and reviewing license usage.
The test environment described in this guide includes four to nine computers connected to a
private network using the following operating systems, applications, and services, depending on
the environment licensing is supporting.

RD Licensing
The automatic activation method used by this scenario requires Internet connectivity from
the license server (RDL-SRV).
The computers form a private network and are connected through a common hub or Layer 2
switch. This step-by-step exercise uses private addresses throughout the test lab configuration.
The private network ID 10.0.0.0/24 is used for the network. The domain controller is named
CONTOSO-DC for the domain named contoso.com. The following figure shows the configuration
of the test environment.

Step 1: Setting Up the Contoso Domain
To prepare your Remote Desktop Licensing (RD Licensing) test environment in the CONTOSO
domain, you must complete the following tasks:
Configure the Remote Desktop license server (RDL-SRV)
Configure the server to license
Configure the RD Session Host server (RDSH-SRV)
Configure the RD Connection Broker server (RDCB-SRV)
An RD Licensing server running the Beta version of Windows Server 2008 R2 with
Service Pack 1 will only install, issue, and track the availability of licenses for a
deployment that contains Remote Desktop Services roles running on the Beta version of
Windows Server 2008 R2 with Service Pack 1. An RD Licensing server running Windows
Server 2008 R2 will only install, issue, and track the availability of licenses for a
deployment that contains Remote Desktop Services roles running Windows
Server 2008 R2. Deploying the Beta and released versions of Remote Desktop Services
roles in the same environment, will result in connections being denied, and a licensing
protocol error will be displayed.
Use the following table as a reference when setting up the appropriate computer names,
operating systems, and network settings that are required to complete the steps in this guide.
Before you configure your computers with static Internet Protocol (IP) addresses, we
recommend that you first complete Windows product activation while each of your

Configure the Remote Desktop license server (RDL-SRV)
To configure the Remote Desktop license server, you must:
Install Windows Server 2008 R2.
To configure licensing using the new VDI licenses, you must use Windows
Server 2008 R2 with Service Pack 1 (SP1)
Configure TCP/IP properties.
Join RDL-SRV to the contoso.com domain.
Install the RD Licensing role service.
First, install Windows Server 2008 R2 on a stand-alone server.
1. Start your computer by using the Windows Server 2008 R2 product CD.

2. When prompted for a computer name, type RDL-SRV.
3. Follow the rest of the instructions that appear on your screen to finish the installation.
Next, configure TCP/IP properties so that RDL-SRV has an IPv4 static IP address of 10.0.0.12.
1. Log on to RDL-SRV with the RDL-SRV\Administrator account.
2. Click Start, click Control Panel, click Network and Internet, click Network and Sharing
Center, click Change adapter settings, right-click Local Area Connection, and then
click Properties.
3. On the Networking tab, click Internet Protocol Version 4 (TCP/IPv4), and then click
Properties.
4. Click Use the following IP address. In the IP address box, type 10.0.0.12. In the
Subnet mask box, type 255.255.255.0. In the Default gateway box, type 10.0.0.1.
5. Click Use the following DNS server addresses. In the Preferred DNS server box, type
10.0.0.1.
6. Click OK, and then close the Local Area Connection Properties dialog box.
Next, join RDL-SRV to the contoso.com domain.
1. Click Start, right-click Computer, and then click Properties.
2. Under Computer name, domain, and workgroup settings, click Change settings.
3. On the Computer Name tab, click Change.
4. In the Computer Name/Domain Changes dialog box, under Member of, click Domain,
and then type contoso.com.
5. Click More, and in the Primary DNS suffix of this computer box, type contoso.com.
6. Click OK, and then click OK again.
7. When a Computer Name/Domain Changes dialog box appears prompting you for
administrative credentials, provide the credentials for CONTOSO\Administrator, and then
click OK.
8. When a Computer Name/Domain Changes dialog box appears welcoming you to the
contoso.com domain, click OK.
9. When a Computer Name/Domain Changes dialog box appears telling you that the
computer must be restarted, click OK, and then click Close.
10. Click Restart Now.
To install and configure a Remote Desktop license server, you must add the RD Licensing role
service. Windows Server 2008 R2 includes the option to install the RD Licensing role service by
using Server Manager. This topic covers the installation and configuration of the RD Licensing
role service on the RDL-SRV computer in the CONTOSO domain.
To configure TCP/IP properties
To join RDL-SRV to the contoso.com domain
Finally, install the RD Licensing role service by using Server Manager.
1. Log on to RDL-SRV as CONTOSO\Administrator.
2. On the server on which you want to install the RD Licensing role service, open Server
Manager. To open Server Manager, click Start, point to Administrative Tools, and then
click Server Manager.
3. Under Roles Summary, click Add Roles.
4. On the Before You Begin page of the Add Roles Wizard, click Next.
5. On the Select Server Roles page, select the Remote Desktop Services check box, and
then click Next.
6. On the Remote Desktop Services page, click Next.
7. On the Select Role Services page, select the Remote Desktop Licensing check box,
and then click Next.
8. On the Configure Discovery Scope for RD Licensing page, select the Configure a
discovery scope for this license server check box, click This domain, and then click
Next.
9. On the Confirm Installation Selections page, verify that the RD Licensing role service
will be installed, and then click Install.
10. On the Installation Progress page, installation progress is noted.
11. On the Installation Results page, confirm that installation of the RD Licensing role
service was successful, and then click Close.
You have prepared your test environment. Now you can proceed to Step 2: Activating the
Remote Desktop License Server.
Step 2: Activating the Remote Desktop License Server
In this step, you will activate the Remote Desktop license server. A license server must be
activated to certify the license server and allow the license server to issue Remote Desktop
Services client access licenses (RDS CALs), or VDI Suite licenses. You can activate a license
server by using the Activate Server Wizard in the Remote Desktop Licensing Manager tool.
1. On the license server, open Remote Desktop Licensing Manager. To open Remote
Desktop Licensing Manager, click Start, point to Administrative Tools, point to Remote
Desktop Services, and then click Remote Desktop Licensing Manager.
2. Right-click the license server RDL-SRV, and then click Activate Server. The Activate

Server Wizard starts.
3. In the Activate Server Wizard, on the Welcome to the Activate Server Wizard page,
click Next.
4. On the Connection Method page, in the Connection method list, select Automatic
connection (recommended), and then click Next.
5. On the Company Information page, type your name and company, select your country
or region, and then click Next.
6. On the Company Information optional information page, specify any other information
that you want to provide, such as e-mail and company address, and then click Next to
activate your license server.
7. On the Completing the Activate Server Wizard page, ensure that the Start Install
Licenses Wizard now check box is cleared, and then click Next.
You have activated the Remote Desktop license server. Now you can proceed to Step 3:
Installing Remote Desktop Services Client Access Licenses (RDS CALs) on the Remote Desktop
License Server.
Step 3: Installing Remote Desktop Services Client Access Licenses (RDS CALs) on the Remote Desktop License Server
In this step, you will install Remote Desktop Services client access licenses (RDS CALs), or VDI
Suite licenses on the Remote Desktop license server.
You must have a valid license agreement to install licenses. Do not install licenses if you
do not have a valid license agreement. The license server will issue a temporary license
that is valid for 90 days.
The automatic installation method requires Internet connectivity from the computer running the
Remote Desktop Licensing Manager tool. Internet connectivity is not required from the license
server itself.
If you are installing licenses for a Virtual Desktop Infrastructure environment on an
existing RD Licensing server, see Appendix A: Rebuild the RD Licensing Database.
1. On the license server, open Remote Desktop Licensing Manager. To open Remote
Desktop Licensing Manager, click Start, point to Administrative Tools, point to Remote
Desktop Services, and then click Remote Desktop Licensing Manager.

2. Right-click the license server RDL-SRV, and then click Install Licenses.
3. In the Install Licenses Wizard, on the Welcome to the Install Licenses Wizard page,
click Next.
4. On the License Program page, select the appropriate program through which you
purchased your RDS CALs, and then click Next.
Important
If you are installing licenses for a Virtual Desktop Infrastructure environment,
select Select License for License program.
5. The License Program that you selected on the previous page in the wizard determines
what information you need to provide on this page. In most cases, you must provide
either a license code or an agreement number. Consult the documentation provided
when you purchased your licenses.
Important
If you are installing licenses for a Virtual Desktop Infrastructure environment,
enter your enterprise Volume Agreement number for the Agreement number.
6. After you enter the required information, click Next.
7. On the Product Version and License Type page, select the appropriate product
version, license type, and quantity of licenses for your environment based on your license
purchase agreement, and then click Next.
Important
If you are installing licenses for a Virtual Desktop Infrastructure environment,
select Windows Server 2008 or Windows Server 2008 R2 for the Product
version, and then select VDI Premium Suite Per Device subscription license,
or VDI Standard Suite Per Device subscription license for the License type.
Select the quantity of licenses for your environment based on your license
purchase agreement.
The Microsoft Clearinghouse is automatically contacted and processes your request. The
RDS CALs are then automatically installed onto the license server.
8. To complete the process, click Finish. The license server can now issue RDS CALs to
clients that connect to an RD Session Host server.
You have installed Remote Desktop Services client access licenses (RDS CALs), or VDI Suite
licenses on the Remote Desktop license server. Now you can proceed to Step 4: Configuring the
RD Session Host Server to Support RD Licensing.
If you are installing licenses for a Virtual Desktop Infrastructure environment, skip Step 4:
Configuring the RD Session Host Server to Support RD Licensing and proceed to Step 5:
Configuring the RD Connection Broker Server to Support RD Licensing.
Important
Step 4: Configuring the RD Session Host Server to Support RD Licensing
After you have installed and configured the license server, you need to do the following on your
RD Session Host server to ensure that the RD Session Host server can contact the license server
to request RDS CALs for clients:
Specify the Remote Desktop licensing mode on an RD Session Host server.
Specify a license server for an RD Session Host server to use.
1. On the RD Session Host server, open Remote Desktop Session Host Configuration. To
open Remote Desktop Session Host Configuration, click Start, point to Administrative
Tools, point to Remote Desktop Services, and then click Remote Desktop Session
Host Configuration.
2. If the User Account Control dialog box appears, confirm that the action it displays is
what you want, and then click Continue.
3. In the Edit settings area, under Licensing, double-click Remote Desktop licensing
mode.
4. On the Licensing tab of the Properties dialog box, click either Per Device or Per User,
depending on which is most appropriate for your environment.
5. Click OK to save your changes to the licensing settings.
After you have specified a Remote Desktop licensing mode, you must specify a license server for
the RD Session Host server to use.
1. On the RD Session Host server, open Remote Desktop Session Host Configuration. To
open Remote Desktop Session Host Configuration, click Start, point to Administrative
Tools, point to Remote Desktop Services, and then click Remote Desktop Session
Host Configuration.
2. If the User Account Control dialog box appears, confirm that the action it displays is
what you want, and then click Continue.
3. In the Edit settings area, under Licensing, double-click Remote Desktop license
servers.
4. In the Remote Desktop Session Host Configuration window, click Close.
5. On the Licensing tab of the Properties dialog box, click Add.
6. In the Add License Server dialog box, select RDL-SRV from the list of known license
servers, and then click Add.
7. Click OK to close the Add License Server dialog box, and then click OK to save your
changes to the licensing settings.
To specify the Remote Desktop licensing mode
To specify a license server for the RD Session Host server to use
You have configured the RD Session Host Server to Support RD Licensing. Now you can
proceed to Step 6: Verifying RD Licensing Functionality.
If you are installing licenses for a Virtual Desktop Infrastructure environment, proceed to
Step 5: Configuring the RD Connection Broker Server to Support RD Licensing.
Step 5: Configuring the RD Connection Broker Server to Support RD Licensing
After you have installed and configured the license server, you need to do the following on your
RD Connection Broker server to ensure that the RD Connection Broker server can contact the
license server to request VDI Suite licenses for clients:
Specify the Remote Desktop licensing mode on an RD Connection Broker server.
Specify a license server for an RD Connection Broker server to use.
1. Log on to RDCB-SRV as CONTOSO\Administrator.
2. Click Start, point to Administrative Tools, point to Remote Desktop Services, and then
click Remote Desktop Connection Manager.
3. In the Notification area, under Virtual Desktops: Resources and Configuration, for
RD Licensing click Specify.
4. On the Licensing Settings tab of the Properties dialog box, select Apply the following
settings to all servers, and then click Per Device.
5. In the Specify a new license server, and then click Add. box, type rdl-srv, and then
click Add.
6. Click OK to save your changes to the licensing settings.
You have configured the RD Connection Broker Server to Support RD Licensing. Now you can
proceed to Step 6: Verifying RD Licensing Functionality.
Step 6: Verifying RD Licensing Functionality
To verify the functionality of the RD Licensing deployment, log on to CONTOSO-CLNT as Morgan
Skinner and use Remote Desktop Connection (RDC) to connect to the remote host. The use of
the license will be verified on the Remote Desktop license server.
Verify client connectivity:

To verify client connectivity in a Virtual Desktop Infrastructure environment: Establish a
client connection in a Virtual Desktop Infrastructure environment using a valid license
Verify the RDS CAL by using Remote Desktop Licensing Manager
1. Log on to CONTOSO-CLNT as Morgan Skinner.
2. Click Start, point to All Programs, point to Accessories, and then click Remote
Desktop Connection.
3. In the Remote Desktop Connection dialog box, click Options, and then click the
Advanced tab.
4. On the Advanced tab, click Settings.
5. On the RD Gateway Server Settings page, click Use these RD Gateway server
settings, enter the following settings, and then click OK.
Server name: RDG-SRV.contoso.com
Logon method: Allow me to select later
Bypass RD Gateway server for local addresses: Clear check box
6. On the General tab, in the Computer box, type rdsh-srv, and then click Connect.
7. In the Windows Security dialog box, type the password for contoso\mskinner, and then
click OK.
8. If the connection is successful, a Windows desktop will appear on the screen for RDSH-
SRV.
1. Use the appropriate deployment guide to verify client connectivity. After client
connectivity has been established, verify the RDS CAL by using Remote Desktop
Licensing Manager.

To connect to RDSH-SRV with RDC using a valid license
Establish a client connection in a Virtual Desktop Infrastructure environment using a valid license
1. On the license server RDL-SRV, open Remote Desktop Licensing Manager. To open
Remote Desktop Licensing Manager, click Start, point to Administrative Tools, point to
Remote Desktop Services, and then click Remote Desktop Licensing Manager.
2. In the console tree, expand All servers, and then click RDL-SRV.
3. In the results pane, verify that a license is used in the Issued column.
You have successfully deployed and demonstrated the functionality of RD Licensing on Remote
Desktop Services by using the simple scenario of connecting to a remote host with a licensed
remote user account by using Remote Desktop Connection. You can also use this deployment to
explore some of the additional capabilities of Remote Desktop Services through additional
configuration and testing.
You have completed all the steps. For more information, see Appendix A: Rebuild the RD
Licensing Database.
Appendix A: Rebuild the RD Licensing Database
You can use the Managing licenses Wizard in Remote Desktop Licensing Manager to rebuild the
RD Licensing database on a license server that is running Windows Server 2008 R2. The
automatic rebuilding method requires Internet connectivity from the computer running the Remote
Desktop Licensing Manager tool. Internet connectivity is not required from the license server
itself. This method uses TCP/IP (TCP port 443) to connect directly to the Microsoft
Clearinghouse.
Rebuilding the RD Licensing database deletes any RDS CALs that are currently installed
on the license server. After the RD Licensing database is rebuilt, you must reinstall your
licenses onto the license server. Therefore, before you rebuild the RD Licensing
database on a license server, ensure that you have your RDS CAL or VDI license
purchase agreement documentation available.
Membership in the local Administrators group, or equivalent, on the RD Licensing server that
you plan to configure, is the minimum required to complete this procedure. Review details about
using the appropriate accounts and group memberships at Local and Domain Default Groups
(http://go.microsoft.com/fwlink/?LinkId=83477).
1. On the license server, open Remote Desktop Licensing Manager. To open Remote
Desktop Licensing Manager, click Start, point to Administrative Tools, point to Remote

To rebuild the RD Licensing database automatically
Desktop Services, and then click Remote Desktop Licensing Manager.
2. Right-click the license server RDL-SRV, and then click Properties. On the Connection
Method tab verify that the connection method for the Remote Desktop license server is
set to Automatic connection (recommended), change the connection method if
necessary, and then click OK.
3. Select the license server RDL-SRV, and then on the Action menu, click Manage
Licenses.
4. On the Welcome to the Manage licenses Wizard page, click Next.
5. On the Action Selection page, click Rebuild the license server database.
6. Select The license server is being redeployed from the Select a reason for
rebuilding the RD Licensing database:, and then click Next.
7. On the Confirm Deletion of licenses page, select the Confirm deletion of licenses
currently installed on this license server check box, and then click Next.
8. After the contents of the RD Licensing database have been deleted, on the Reinstalling
licenses page, click Next.
Note
You can only reinstall one set (or pack) of licenses at a time. After you have
reinstalled the first set of licenses, the wizard asks you if you want to reinstall
another set of licenses. You are asked this after each set of licenses is
reinstalled.
9. On the License Program page, select the appropriate program through which you
purchased your RDS CALs, and then click Next.
Note
If you are installing licenses for a Virtual Desktop Infrastructure environment,
select Select License for License program.
10. The License Program that you selected on the previous page in the wizard determines
what information you need to provide on this page. In most cases, you must provide
either a license code or an agreement number. Consult the documentation provided
when you purchased your licenses.
Note
If you are installing licenses for a Virtual Desktop Infrastructure environment,
enter 67679281 for the Agreement number.
11. After you have entered the required information, click Next.
12. On the Product Version and License Type page, select the appropriate product
version, license type, and quantity of licenses for your environment based on your license
purchase agreement, and then click Next.
Note
If you are installing licenses for a Virtual Desktop Infrastructure environment,
select Windows Server 2008 or Windows Server 2008 R2 for the Product
version, and then select VDI Premium Suite Per Device subscription license,
or VDI Standard Suite Per Device subscription license for the License type.
Select the quantity of licenses for your environment based on your license
purchase agreement.
The Microsoft Clearinghouse is automatically contacted and processes your request. The
RDS CALs are then automatically reinstalled onto the license server.
13. To reinstall another set of RDS CALs, on the Reinstalling Additional licenses page,
click Continue reinstalling additional licenses, and then click Next. Repeat steps 9
through 12.
To finish rebuilding the RD Licensing database, click Finish rebuilding the
RD Licensing database, click Next, and then click Finish.
