PROJECT DESCRIPTION

The Hagley Oval International Cricket Venue is to be constructed in the historic Hagley Park on the edge of the existing revitalised cricket oval. The project includes the demolition of one of the existing cricket pavilions, construction of a new pavilion and the forming of a 2 m high grass embankment surrounding the existing oval.

The Pavilion consists of a 2 level block and precast structural frame fitted out with timber internal walls. The envelope with be made up of a tin roof in sections, glass facades and tensioned membrane roof supported by structural steel.

The grass embankment will be on average height of 2.2 metres and approx. 28metres wide at the base.

This Construction Methodology is to be read in conjunction with the Project Management, Crisis Management plan, H,S & E plan for this project

TRAFFIC MANAGEMENT

MANAGEMENT OF THE PUBLIC

Resource Consent items – 56j, 56e, 56i, 57k, 56j

Management of the public and isolating construction activities from the public is a high priority within the site establishment. The public interface is also to be managed with a detailed Traffic Management Plan (TMP). The resource consent requires placement for secure fencing to the perimeter of the construction site. Temporary fencing is to be placed around the perimeter of the site as well as the outer extents of the sports turf to contain the construction activities and create a barrier for the public. This fencing consists of panels 1.8m high and 3.45 wide mounted on weighted rubber footings. The fencing is to be setup in three distinctive stages – Pavilion Construction (sketch 1), Stage 1 of the Embankment construction (sketch 2) and stage 2 of the Embankment Construction (sketch 3).

The interface between the stages will be moved and changed throughout the project. The section of fencing in front of the grounds keepers facilities will be established as additional sub-contractors mobilise to site.

All site fencing will be removed within 1 week of construction activities finishing.

ONSITE TRAFFIC MOVEMENT

Resource Consent items – 54, 56f, 56g, 57f

Traffic movement onsite will be controlled by the 10kph speed limit. The embankment related traffic will be kept separate for the Pavilion construction via separate work areas. Embankment traffic is to enter and exit site via the Christ’s Collage Gates while the Pavilion related traffic is via the Horticultural access. Loading in of construction material for the pavilion via the Horticultural access is detailed in the TMP, throughout the construction of this pavilion there will be a requirement for materials to be lifted into the site from the carpark just outside the Horticultural Hall. Detailed in sketch 4 are the proposed crane positions required to access the building for loading in construction materials such as Precast panels, stairs & flooring, Pumping concrete, structural steel, tensioned membrane roofing to name a few.

Detailed in the Resource Consent the hours of operation shall be confined to 7:00am to 6:00pm. There are certain activities that will require work to be completed outside this time frame for instance the pouring of concrete for floor slabs. Typically this activity starts in the early hours of the morning to ensure concrete can cure and be finished in a timely manner. We would propose for this activity to be carried out in the early hours of the morning to minimise the impact on traffic in the area with the goal of having heavy traffic activities complete before the 7:30am hold point for heavy traffic movements.

All plant onsite is to be refuelled via a mobile fuelling rig, no fuel will be stored onsite for the embankment works. The fuelling rig will carry appropriate spill and accident response equipment. The Resource consent states “The refuelling of plant and machinery shall not be undertaken within 50 metres of any tree or 20 metres of the Addington Drain.” This is not able to be achieved on this site. At no point within the site that is there clearance of 50 metres from trees.

Note: Due to the limited area surrounding the pavilion site and the requirement to store a large amount of topsoil onsite construction related parking will be restricted to only vehicles that sub-trades are required to work out of. Southbase are investigating parking options to comply with the Resource Consent.

SITE ACCESS

Resource Consent items – 49, 50, 51,56f, 57j, 57i

The TMP has been set up taking into account the requirements within the Resource Consent. Heavy goods vehicles relating to the construction of the pavilion are to entre/exit from Riccarton Ave using the Horticultural Hall assessway and with “left turn in” and left turn out” movements only. Heavy goods vehicles associated with the construction of the embankment shall enter/exit from Riccarton Ave using the Christ’s College accessway and with “right turn in” and “left turn out” movements. To enable the exiting of heavy goods vehicles via the Horticultural accessway there is a single lane pinch point, in the TMP it details the vehicle that is required to give way at this point and it is also noted on a large sign that only heavy goods vehicles are to exit via this route. The single direction arrow at the entrance is to be changed to two lane markings with directions detailed, parking to the right of the entrance has also been blocked off for access. Southbase will also endeavour to have a spotter on hand should it be required for movements involving numerous vehicles. Regular Toolbox meetings will be held onsite, this will be the form to communicate any traffic movement issues with site operators and gain feedback on access to site as well as the public interface.

Heavy Good Vehicles shall only access site between the hours of 7:00am to 7:30am, and 9:30am to 4:30pm Monday to Friday, and 7:00am to 6:00pm Saturday and Sunday. If any movement is required to happen outside this time frames it is our goal to completed movements prior to the 7:30am cut off.

Please refer to the TMP attached as Appendix 1. The traffic will be managed in accordance with the approved TMP and will be audited by Whites Traffic.

CONSTRUCTION NOISE

Resource Consent items – 49, 52,57d

Within the Resource Consent construction activities are to comply with NZS 6803:1999 Acoustics – Construction Noise so that noise does not exceed the limits in Table 2 of the Standard. These are set out in Table 3a and 3B of City Plan noise rule volume 3, 11-1.3.44

It is proposed that on occasion tasks such as concrete pours will be carried out in the earlier hours of the morning to ensure this activity is competed prior to the time frame hold for peak traffic.

Anticipated Noise Levels

The sound rating levels presented in the table below are based upon a database of measured noise levels from various construction sites and are cognizant of noise levels likely to be resultant at the Hagley Oval.

Noise Management and Mitigation Measures

This section will outline noise management measures to keep within the recommended range to comply with NZS6803:1999 (Construction Noise Standard).

Southbase Construction may put in place the following measures to mitigate and minimise noise during the construction process:

Maintain the tight timeframe for the construction of the basement and superstructure to ensure minimal construction time

Ensure that our subcontractor’s plant and equipment is well maintained and fitted with appropriate sound baffles and or mufflers

Noise Monitoring

Construction noise levels and the compliance with NZS6803:1999 may be monitored by the Christchurch City Council (CCC) during the course of construction. Any attended noise monitoring shall be undertaken by a suitably qualified and experienced consultant in accordance with the relevant New Zealand Standard.

Should monitoring be required the response shall be that:

The source of the excessive noise shall be identified

The most practical mitigation solution shall be determined in consultation with the Construction Project Manager

Undertake monitoring once solutions have been implemented

Procedures for Handling of Complaints

In all probability a noise related complaint will firstly be directed to the CCC, it would them be expected that the CCC would inform Southbase Construction within 24 hours of the complaint having being lodged, from which Southbase Construction will investigate.

The procedure will be as follows:

The caller’s name and contact details will be recorded and immediately forwarded to the appropriate Southbase Construction Manager

The Southbase Construction Manager will then inform the associated subcontractor and take the most practical action to address the noise issue

The Southbase Construction Project Manager shall inform the complainant of the actions taken to address the issue and ensure that the matter is closed out

A complaints file shall be maintained onsite which shall be made available for inspection by the CCC and any affected party.

STORMWATER AND SEDIMENT CONTROL

STORMWATER CONTROL

Resource Consent items – 56b, 56c, 57d, 57e

Southbase Construction proposes that the following erosion controls will be put in place to protect any stormwater outlets associated with the project:

Water management due to the concentrated flow due to the de-watering of site

Surface protection from rainwater

Surface protection from wind

Water Management – Concentrated Water Flow

Looking at the bore logs within the geotechnical investigation we expect to encounter water at 2 to 3 m below ground level (bgl) the Excavation for the gravel raft is just on this measurement. In the event we do encounter water rising or pounding in the excavation a dewatering will be setup and managed. Settlement control tanks will be used and the water exiting once settled the water will be filtered through hay bales and filter cloth before being discharged.

Surface Water Protection

Surface protection shall be managed by ensuring that the site is stabilised during construction. Protection to the stormwater at street level will be managed with filter cloth covering all grates.

Surface Protection from Wind

Dust control will be monitored on a daily basis during the excavation period, on days where there is a perceived issue with dust the ground surface shall be sprayed such that it will not cause run off in to the storm water. There will be a water truck onsite for the duration of the embankment works to control dust. Southbase will keep a log of watering times to be used to compare against any complaints arising from dust. Use of the water truck will be restricted to a “when required” basis as not to create ponded surface water which in time would create a mud issue effecting quality of embankment works and minimising the distribution of material on Riccarton Ave. At the exit point from site for the embankment a rumble strip will be installed to remove excess material from vehicle tires when leaving site.

SEDIMENT CONTROL

Resource Consent items – 56a, 56c, 57b, 57o

Southbase Construction proposes that the following sediment controls will be put in place to protect any stormwater outlets associated with the project:

Silt Fences

Filter Cloth

Site Exit Points

Southbase Construction will stabilise the entry and exit points to site for the embankment traffic, this will either be via use of a rattle grate situated within the site boundary. For the formation of the gravel raft traffic flow will also use the embankment entrance where ever possible.

Silt Fences

Silt fences will be set up around the perimeter of site attached to the site fencing at any major natural collection points. However, these will not be used to filter construction water.

Filter Cloth

All stormwater inlets will be covered with filter cloth regardless of whether or not they are protected by a silt fence as an added precaution.

Maintenance

Maintenance of the protection systems will be as follows:

Weekly formal inspection of all the systems as part of Southbase Construction Health Safety & Environmental audits

Removal of sediment deposits to a designated area to ensure capacity and integrity of the protection system

Immediate maintenance as required to ensure the capacity and integrity of the protection system

RESOURCE CONSENT MANAGEMENT

The Approved Resource Management Consent for this project is very involved regarding traffic associated to the project as well as protecting the existing environment.

PROTECTION OF SURROUNDING TREES, BUILDINGS & ACCESSWAYS

Resource Consent items – 53, 56j, 55, 56d, 56h, 57h, 57l, 57m, 57n

To ensure the surrounding tree root systems are not damaged in the construction of the embankment a CCC approved Arborist is to be consulted to give advice on the protection of the trees during construction. This arborist will carry out a survey on the trees closest to the embankment works to the north & south of the oval. The survey will be produced to detail the current state of the trees, measurement of drip line and root zone. This survey will then be over laid with the embankment layout, this overlay will identify the trees of interest for the excavation of the topsoil. Excavation around these trees of interest will then be supervise by the arborist. Material is not to be sorted within the drip line of the trees, the top soil excavated for the embankment will be mounded up to prevent vehicles entering the drip line of the trees and the storage of materials, site fencing will be pushed to the extremes of the boundaries to ensure the public is kept at a safe distance.

The historic Umpires Pavilion will be protected from construction activity when the embankment works nears it. Prior to work commencing a dilapidation survey is to be completed as well as surveying the levels of the building. The area in front of the pavilion is to be dedicated as an accessway for the grounds staff to service the oval, site fencing around the embankment works will isolate the pavilion from the construction activities and allow it to remain useable throughout construction.

Prior to work starting on the project a full dilapidation survey will be completed on the surround access ways as well as the Umpires Pavilion. Upon completion of works the area will then be re surveyed to establish any impact on the area from the construction works. Any repairs necessary will be carried out as required. The Umpires Pavilion will also receive a clean to remove any construction related material.

COMPLAINTS AND RESPONSITILIES

Resource Consent items – 57a, 57b, 57c, 57o

Representing Southbase onsite for the project will be Ross McCulloch – Senior Site Manager and Tom Quin – Site Manager. Ross is the primary point of contact for construction works. Ross reports to the operations manager Richard Jack. Throughout the project the site team will be responsible for ensuring the Resource Consent is enforced, this will be managed through daily site walks and contact with the CCC compliance department. Any complaints/no conformances lodged with the CCC will be sent to Ross for action. These will then be logged and dealt with as soon as possible and outcome reported to the CCC. Complaint numbers and actions will be elevated to the Project Control Group and discussed at monthly meetings.
