• Desired Outcome:• Acceptance of the planning document, so that it may be

utilized moving ahead

Discussion and possible action regarding strategies for obtaining compliance with Zoning Ordinance for existing parks

• Staff-initiated research on existing parks• Current regulations:

• Allow RVs within approved “campground/RV parks”, but not for living purposes, & only in R&E, MHP, CG, CH, OW, ML, MH, & CG/CH zoning;

• Allow RVs within MHP zoning districts, up to 30% of the total units;

• Allows various types as specified within a PD district specifically labeled;

• Allow manufactured homes and mobile homes within MHP zoning district or MHS zoning district.

• Staff-initiated research on existing parks• Past regulations:

• Allow RVs within approved “special permits” for RV parks, regardless of underlying zoning;

• Allow mobile homes within approved “special permits” for mobile home parks, regardless of underlying zoning;

• Special permits do not expire, but may be removed by City Council;

• Each special permit ordinance has specific conditions that may have been placed upon it by previous Councils;

• Characteristics of existing MHP zoning district:• Only allows the following uses:

• Household Living• Parks & Open Areas• Community Services (CU)• Telecommunications Facilities (CU)• Golf Courses (SU)• Campground/RV Parks (SU)

• Only allows manufactured home & mobile home building types;

• Required setback standards;

• Rezoning allowance (Section 212.A.2)

“An application for amendment of the Official Zoning Map shall only be filed by the following persons… c. The City Council, Planning Commission…acting of its own volition or at petition of the public. A resolution to initiate the amendment process shall appear in the minutes of the official body initiating the request.”

• Note: state requirements for notice must still be met, & involvement by Planning Commission still required.

• Option 1: Rezoning existing parks to MHP – • 3 of the 14 parks within the current city limits have less

than the required three acres of property;• 5 of the 14 parks have exceeded the 30% limitation

(that RVs only account for 30% of the total units);• 3 of the 14 parks exceed the maximum density of 8

units per acre;• These three items would require involvement by the

ZBA in order to possibly be granted variances from the standards.

• Option 2: Leaving existing parks as-is, & having staff enforce as deemed appropriate

Petition for Annexation• Consider a petition for possible annexation to the city

limits of certain property situated in southwest San Angelo

• Area encompassing a 4 acre tract extending southwest from Southland Boulevard, and located directly east of an 8.995 acre tract annexed to the City Limits on March 5, 2013 that comprises the Prestonwood Addition, Section Two in the southwest part of the city

Intent & Background• No property is being annexed today or committed to be

annexed today• Approval would direct staff to begin looking into the

possibility of annexing the property

• Property is situated directly east of property annexed on March 5, 2013 to City Limits. Staff was directed by City Council in April 2013 to contact current applicant regarding annexation.

Proposed Timetable• First public hearing – January 21, 2014

• Second Public hearing – February 4, 2014

• First reading and introduction of an ordinance annexing the property – February 18, 2014

• Second and final reading of an ordinance annexing the property – March 4, 2014
