PD 07-01 (2nd Amendment): Concho River RV Resort• Amendment to a Planned Development (PD) District intended for a recreational vehicle park with tourist cabins and horse boarding, specifically to allow additional time for a single manufactured (mobile) home to remain on the subject property, as follows:• 20+ acres bordering the west side of South Chadbourne Street and situated within 1,000 feet of the South Concho River in southern San Angelo

BackgroundMarch 6th of 2007 the City Council approved this Planned Development District for a Recreational Vehicle Park

In March of 2007 the City Council approved each of the following: •one (1) building for use as an office and accessory apartment for on-site management;•two (2) buildings for restroom, bathing and/or laundry facilities;•two (2) tourist cabins;

Background•a swimming pool and other outdoor recreation (playground) equipment;

•parking spaces (approximately 20 of them) for automobiles;

•parking spaces for horse trailers;

Background•parking spaces for short-term (not overnight) occupancy by recreational vehicles, without utility hook-ups;

•stalls for stabling horses, which may or may not be enclosed by a building; and

•a paddock (fenced-in area) for exercising horses

AnalysisApril 1st of 2008 the City Council approved an amendment to this Planned Development District allowing the placement of a manufactured home, subject to the following conditions:

1.If the RV park site is not fully developed within 3 years following final approval (on April 1, 2008) of this amendment of the PDD, then allowance for this manufactured home shall be considered null and void, and the manufactured home shall be removed at the owner’s expense.

Analysis2.In order to maintain seclusion, no trees or brush shall be cleared in a 50-foot area surrounding the manufactured home.

3.The driveway leading to the manufactured home location shall be configured in such a way to accommodate a curve which does not allow visibility from the (principal access drive) in the RV park to the manufactured home.

Analysis4.The specific location for placement of this manufactured home shall be as generally indicated on a site plan for development for this RV park.

RecommendationThe Planning Commission and City staff recommends approving this proposed amendment this Planned Development (PD) District to allow additional time (5 years from the final approval, on March 22, 2011) for a single manufactured (mobile) home to remain on the subject property. The Planning Commission’s recommendation for approval was unanimous.

through their garage sale regulations – of the 55 cities surveyed:– 56% allow 2/year, – 20% allow 3/year, and – 22% allow 4/year.

Council• Staff drafted an ordinance and posted

to the general public the numbers 2, 3, 4, 5, or 6 as possibilities;

• Today, we’re asking the Council to select a specific number so that staff can craft the ordinance and bring it back to be finalized.
