Temporary Mobile Home PermitMobile Home Permit # 40• A request for temporary placement of a mobile home, not to

exceed 1 year, during construction of a permanent home on the same 3 acre site in a Ranch & Estate (R&E) zoning district, on the following property:

• 1105 West 48th Street, located approximately 320 feet east of the intersection of Lake Drive and West 48 Street; more specifically occupying the Chandler Subdivision, Section 1, Block 1, Lot 2, in northwest San Angelo.

Ten (10) notifications were sent, one in favor.

Staff Recommendation• City staff recommends approving the temporary

placement of a mobile home on the subject to one condition.

Analysis – Basis for Recommendation• Mobile homes – on a permanent basis – are designated to

MHP and MHS districts and through a special permit;

• This request seeks to provide temporary living quarters, while construction of the primary structure is underway;

• This permit does not allow for a long-term variance, once the year duration has elapsed the use must no longer be a place of residence;

• Approval of this request allows for the possibility of a one year extension. Any period longer than this, staff believes, would be a contradiction to the spirit and intent of R&E zoning.

Analysis – Basis for Recommendation• While the Vision Plan calls for Commercial, the area is

characteristic of low density residential development;

• The area is rural, tracts in the area are quite sizeable (many of the lots are greater than 2 acres). Staff recommends approval given the location and that it is a low intensive use and will not disturb the natural environment of the area.

• Staff affirms that R&E zoning districts are required to comply with applicable standards - allowing this temporary permit is consistent with the spirit of the Ordinance given the long term, permanent plans for the property.

Analysis – Basis for Recommendation• The temporary use would provide an exception that

will not result in an inequitable situation, which the Article in the Zoning Ordinance seeks to avoid.

Proposed Conditions1) The mobile home shall cease to be a dwelling unit on

the property by February 1, 2014 as requested by the applicant, unless an extension is approved by the City Council.
