BackgroundSince 1862 HMLR has provided trust and confidence to owners and buyers in the property market of England and Wales by safeguarding and guaranteeing ownership and interests in land and property through our expertise in compiling and maintaining an accurate record of who owns what. The Land Register of England and Wales contains more than 25 million titles covering more than 86% of the land mass and is estimated to hold £4 trillion of property value and more than £1 trillion of mortgages. Critically we also provide property information that influences the decisions of property buyers, sellers and legal and financial institutions. Citizens, businesses, solicitors and conveyancers come to us on behalf of their clients to search our records to find out as much as possible about the property before transacting.

HM Land Registry todayHMLR provides statutory and non-statutory services to the property market available either through third-party, professional customers or directly to citizens and businesses. These services span the many stages of property ownership, from looking to buy or sell a property, to the entirety of the conveyancing process, to guaranteeing property ownership.

It is a vital ingredient in maintaining the economic fabric of the UK, underpinning the property and financial markets, and providing the collateral and guarantees for mortgages and loans to businesses which enable economic growth.

Our strategyOur ambition is to become the world’s leading land registry for speed, simplicity and an open approach to data.

Digital is where the future lies but HMLR is a critical component of the national infrastructure today. Unless HMLR functions effectively the residential and commercial property market, and financial institutions whose economics are based on mortgages and other secured lending, would be severely impaired.

Our primary focus will therefore always be the delivery of core land registration services to provide assurance to the property and financial markets through the integrity of the Land Register. This means continued focus on operational excellence while our transformation enhances and expands our digital services, releases more data and improves our customer service making buying, selling and leasing property simpler, faster and cheaper. Our transformation is well underway. “Digital Street” has captured the imagination of lawyers, bankers and companies by defining how blockchain, artificial intelligence (AI) and machine learning could revolutionise the property market and make it efficient and frictionless.

We have helped reshape the law to enable digital conveyancing and recently achieved a historic milestone by accepting the first ever digitally signed mortgage in the UK.

The geospatial data in our register underpins Britain’s land and property intelligence. That is why HMLR is a founding member of the new Geospatial Commission through which we will maximise the value of our data by linking it with other government and private sector data to create an unrivalled source of geospatial intelligence for the nation. SalaryThe post is at Senior Civil Service Pay Band 2 level.

Bearing in mind the scrutiny on public sector pay, external candidates should expect to receive up to £160,000 per annum. More may be available for an exceptional candidate, dependent on skills and experience. Standard pay rules apply for existing civil servants.

The roleHMLR provides security of title for property owners in England and Wales. Its services span across residential or commercial property transactions and it provides the definitive register of mortgages or loans secured against property, thus playing a critical role in underpinning the economy.

HMLR has recently embarked on a transformative change journey within the Government’s ambition to simplify the property buying process radically and has set itself the ambition of becoming the world’s leading land registry for speed, simplicity and an open approach to data.

As Chief Executive Officer (CEO) and Chief Land Registrar (CLR), your role is to deliver this vision by executing a clearly articulated five-year plan, and by thinking longer term about the opportunities presented byleading-edge technology to further transform the customer experience. Working closely with HMLR’s Board and senior executive team, you will engage our 5,000 expert colleagues to maintain and improve the delivery of HMLR’s core services while leading the transformation of HMLR into a modern, digital and customer-focused organisation.

Specific responsibilities of the CEO and CLR are to:

— properly discharge the statutory responsibilities of Chief Land Registrar for England and Wales, as well as being Accounting Officer for an operational delivery organisation with turnover of more than £300m per annum, and more than 5,000 expert colleagues across 14 locations;

— bring to life a clear vision for the transformation to a modern, digital organisation, delivering a high quality, streamlined service to property owners in England and Wales and ensuring this is well understood by colleagues, customers and partners, including other parts of government;

— ensure the vision is delivered through a well governed and resourced programme, with clear delivery milestones and key performance indicators. Ensure the right capabilities are in place at all levels in the organisation to support the transformation alongside “business as usual” services which ensure HMLR is brilliant at the basics;

— grip the operations challenge by ensuring delivery and continuous improvement of HMLR’s existing operations with a particular focus on driving enhanced productivity through lean techniques, consistency of process, better use of technology and ensuring our people have the right skills;

— act as a strong ambassador for the organisation, setting the direction for HMLR across government, demonstrating the role that HMLR can have in driving forward the agenda and ensuring partner bodies and industry view HMLR as an innovative and evidence-driven organisation;

— work with the Geospatial Commission and with other land registries around the world to maximise the potential of data, including the opportunity to capitalise on advances in artificial intelligence, machine learning and technologies such as blockchain to radically transform the customer experience.

You will have had an exceptionally fast start to your career with a track record of providing inspirational leadership.

HMLR has approximately 5,000 colleagues (including more property lawyers than any professional firm in the UK) in 14 locations. Each year it handles millions of service requests making more than £2 billion worth of residential property and commercial property transactions. This is a demanding role that requires an inspirational leader who is now ready to step up to one of the most exciting positions in the public sector.

The role requires commercial acumen with a strong professional background, with some board experience and a track record of delivery, able to provide strong leadership to HMLR through a period of significant change. It requires a high degree of financial literacy with previous P&L or significant budgetary responsibilities.

It is important that, through your CV and supporting statement, you are able to demonstrate the full range of skills necessaryto operate as CEO of a high-profile, valued

national asset. You should provide evidence and examples of proven experience against each of the selection criteria and you will need to be able to demonstrate your capability and potential against the following essential criteria:

— Excellent communication skills – able to influence and engage effectively with a range of stakeholders, including HMLR’s, the property industry, Government ministers, the legal industry, the public, our colleagues and their representatives and the National Audit Office (NAO) during a period of significant change.

— Understanding of how the public sector works – including evidence of successfully working within political ambiguity and under scrutiny.

— Successful candidates will be expected to demonstrate their commitment to:

— the UK Corporate Governance Code and best practice in the area of commercial governance;

Desirable skills and qualificationsIn addition to a first degree or equivalent, a postgraduate qualification or equivalent relevant to the role possibly in disciplines like computer science, economics, business or law could be an advantage.

Generous leave allowanceHMLR offers 25 days of annual leave on entry, increasing on a sliding scale to 30 days after five years of service. This is in addition to eight public holidays.

This will be complemented by one further day’s paid privilege entitlement to mark the Queen’s Birthday.

We provide competitive maternity, shared parental leave and adoption leave, including:

— maternity leave, shared parental leave and adoption leave of up to 26 weeks on full pay, followed by 13 weeks statutory pay and a further 13 weeks unpaid;

— paternity leave of up to 14 days’ leave on full pay; and

— parental leave of up to 18 weeks for each child under the age of 18, unpaid.

What is the role of the Civil Service Commission in relation to recruitment into the Civil Service?

The recruitment process

The Civil Service Commission has three primary functions:

— to provide assurance that selection for appointment to the Civil Service is on merit on the basis of fair and open competition as outlined in the Civil Service Commission’s Recruitment Principles. For the most senior posts in the Civil Service, the Commission discharges its responsibilities directly by overseeing the recruitment process and by a Commissioner chairing the selection panel;

— to hear and determine appeals made by civil servants under the Civil Service Code which sets out the Civil Service values – Honesty, Integrity, Impartiality and Objectivity – and forms part of the relationship between civil servants and their employer; and

— Civil Service Commissioners chair selection panels for all external recruitment

competitions at Senior Civil Service Pay Band 2 (Directors), Pay Band 3 (Director General) and Permanent Secretary levels. An external competition is one that is advertised outside the Civil Service and candidates who are not existing civil servants may apply.

Assessment— If you are shortlisted, you will be asked

to take part in a series of assessments which will include psychometric tests and a colleague engagement exercise. These assessments will not result in a pass or fail decision. Rather, they are designed to support the panel’s decision-making and highlight areas for the panel to explore further at interview.

— You will also have the opportunity to speak to the Chair and other non-executive board members prior to the final interview to learn more about the role and the organisation. This may include visiting Doug Gurr at Amazon’s new UK head office, Kirsty Cooper at Aviva’s worldwide corporate centre or Angela Morrison at one of Debenhams’ newest stores. Please note this is not part of the formal assessment process.

— You will be asked to attend a panel interview in order to have a more in-depth discussion of your previous experience and professional competence in relation to the criteria set out in the Person Specification.

— Two professional references will be required in advance of the final interviews. Please be assured we will not contact your referees without your permission to do so.

— Full details of the assessment process will be made available to you if you are shortlisted.

Offer— We expect to be able to notify you of the

outcome of the recruitment process, and make an offer to the successful candidate, during March.

Expected timeline

We will try to offer as much flexibility as we can but it may not be possible to offer alternative dates for assessments or interviews. You are therefore asked to note the timetable, exercising flexibility through the recruitment and selection process, including participating in assessments via video (such as Skype and Google Hangout) where necessary in order to meet the dates given. 1. Can I apply if I am not currently a civil servant?

Yes. This role is open to suitably qualified people in the private sector and to existing civil servants and those in accredited non-departmental bodies.

2. Is this role suitable for part-time working?

This role is available for full-time, part-time or flexible working arrangements. If you wish to discuss your needs in more detail please get in touch with the named point of contact in this pack.

3. Will the role involve travel? Some travel will be required for this role.

The current CEO travels one or two days per week to other offices.

4. Where will the role be based? If successful you will be based mainly

in Croydon with regular working in London and travel to other HMLR offices. Relocation costs will not be reimbursed.

5. Can I claim back any expenses incurred during the recruitment process?

No. Unfortunately we will not be able to reimburse you, except in exceptional circumstances and only when agreed in advance.

6. What nationality do I need to hold in order to apply?

10. Do you offer a Guaranteed Interview Scheme for Disabled Persons?

11. Will this role be overseen by the Civil Service Commission?

Yes. As this role is one of the more senior posts within the Civil Service, a Commissioner will oversee the recruitment process and chair the selection panel.

The law requires that selection for appointment to the Civil Service is on merit on the basis of fair and open competition as outlined in the Civil Service Commission’s Recruitment Principles.
