About us Age UK Herefordshire & Worcestershire was established in October 1990 and is an independent charity providing a wide range of services for older people from all communities and backgrounds in Herefordshire & Worcestershire. Our mission is to improve the quality of life for all older people across Herefordshire and Worcestershire by promoting choice, opportunities, and independence.

We offer care services, information, wellbeing and active ageing opportunities for people aged 50 plus. We also support other groups working with older people, and we offer training for professionals. We raise issues of concern for older people, work with local media, contribute to campaigns and sit on advisory groups and statutory agency advisory bodies.

Our range of services We have a wide range of services, which include: Day Centres, Dementia services, Veterans service, Befriending, Foot Care, Home from Hospital, Help at Home, Information & Advice provision, specialist Benefits Advice and Training. We also offer activities including gardening, sport and crafts.

In the 2019/20 reporting year we helped: • 25,000 people to remain independent and make the most of later life• over 3,500 people through our Dementia Wellbeing Service and• over 5,500 people with information, advice and guidance

Our partnership with Age UK nationalAge UK Herefordshire and Worcestershire is an independent local charity, but we share a Brand Partnership with Age UK. This trusted and well-known brand helps to open doors for us locally. Of course, we always have to deliver, but it helps to have the strength of the Age UK brand with us. Nationally, there are around 130 Age UKs, each with a defined geographical area and separate charity number.

Our charity number is 1080545 and we are a company limited by guarantee – our company number is 3942023.

We align ourselves with the work Age UK does nationally by supporting their campaigns, sharing reports and news stories, and using their research to underpin grant and tender applications.

Age UK also provides our local MPs with information about older people that can help drive forward local policies and influence at a national level.

Being an Age UK Brand Partner brings certain responsibilities – to deliver services to agreed quality standards and to subscribe to shared values of being:• Caring • Effective • Enabling • Influencing • Innovative • Inclusive

While we are aligned with Age UK, we are still a local and independent charity. The services we deliver, the money we raise, the people we support are all in Herefordshire and Worcestershire. Our Trustees are responsible for strategy, polices and legal compliance.

There are also other local Age UKs, Bromsgrove, Redditch & Wyre Forest, Worcester & Malvern Hills and Hereford & Localities working and providing shops and services in our area.

Our governance structureAge UK H&W has one subsidiary company AC H & W Trading Limited.

Age UK Herefordshire & Worcestershire is an Open College Network accredited centre and a member of the approved trainer provider list for Worcestershire County Council. We also deliver training for NHS Health Education West Midlands, Clinical Commissioning Groups across Herefordshire, Worcestershire and Warwickshire, and the voluntary, independent and private sectors, including nursing or residential homes, and domiciliary care agencies.

As a not-for-profit organisation, all income generated through training helps to support our work with older people in local communities.

Board & committeeAge UK H&W has a Board of Trustees with between 3 and 8 Trustees at any time. Our Trustees ensure Age UK H&W has a clear strategy, and that our work and goals are in line with our vision. The Trustees have independent control over, and legal responsibility for, the charity’s management and administration. They are also responsible for the corporate governance of the organisation and report annually to the Charity Commission and Companies House.

We have Board meeting six times a year. The Finance sub-committee also meets six times a year. Other sub-committees, including Marketing and Service Overview are currently on hold due to the Covid 19 situation. There may be other ad hoc groups or task groups formed from time to time as required.

Community linksWe believe in working with others to make Herefordshire & Worcestershire a better place to grow older and have a range of networks and partnerships to ensure we can:

• Raise awareness of the support and services we offer• Stay up to date with local developments • Represent the voices of older people • Influence local services.

These community links can also generate income, contracts and services. We currently or have worked with:

Age UK, Worcestershire CCGs, Herefordshire Council, Worcestershire County Council, Worcester City GP Locality, Fortis Living, Upton and Pershore GP Practices, Social Finance, Droitwich Spa Meeting Centre, University of Worcester, Age Concern Regional Support Services (West Midlands)

Summary of role

The main purpose of the Chief Executive Officer (CEO) role is to be responsible to the Board of Age UK Herefordshire & Worcestershire (AUK H&W) for managing, developing and promoting the organisation’s operations and policies, and to act as an advisor to the Board in establishing and implementing the strategic direction of the charity. The role includes responsibility for financial planning, service development, ensuring compliance with Charity rules and legal regulations, and acting as the organisation’s representative externally. All that we do is aimed at improving the quality of life of older people living in the two counties. We expect the post holder to become fully conversant with, committed to, and enthusiastic about the values and objectives of the charity.

Like all charities, we are faced with the fallout from the Covid-19 pandemic, an uncertain economic environment and the challenges arising from the greater expectations and requirements of beneficiaries, funders, commissioners and partners. A key requirement is, therefore, to ensure the financial sustainability of the organisation through sound financial planning, risk and business management. We expect the CEO to sustain and improve our financial resilience through diverse income generation measures e.g. expanding existing services, developing new services and working with other partners in new and innovative ventures.

Much of our funding comes through competed and contracted work and sometimes through partnership agreements. We believe that working in partnerships is a key component of sustainability. It is therefore essential, in fact for all of our work, that the post holder has excellent interpersonal skills, tact and empathy, to support and lead the teams on existing operations and on building collaborative working with a diverse range of other bodies. It follows that the CEO must be capable of cultivating positive relationships with key commissioners, local authorities, stakeholders and bodies in the voluntary sector.

The two counties are largely rural and sparsely populated, but our aim is to improve our service provision and ‘presence’ so that we can reach and help older people no matter where they live. This is no easy task, but we would expect the post holder to apply their business and organisational acumen to devising ways and means to make progress towards this aim.

We have a team of excellent staff and volunteers who provide exemplary services for older people. The CEO must nurture and develop the team’s skills and provide inclusive and inspirational leadership and the management ability to take the organisation forward.

In short, the role requires someone with excellent people skills and proven management and business acumen along with a dynamic and inspirational way of thinking and vision that will help lead the charity through to a new and exciting period.

JOB PURPOSE AND ROLE:The Chief Executive Officer will lead the organisation in all management and operational areas, whilst supporting and advising the Trustees in the governance of the organisation. Building collaborative and partnership approaches to working within the AUK network, local Age UKs (a high priority), and as a Brand Partner within AUK and as a member of the Age England Association network.

KEY RESPONSIBILITIES AND DUTIES:

1. STRATEGIC DIRECTION a) Ensuring that the Board of Trustees is kept aware of the changing external environment and the needs of older people including policy initiatives, research, publications, consultation and other initiatives both locally and nationally. b) Informing and advising the Board of Trustees in the formulation of policies and strategies for AUK H&W and for implementation of the Board’s decisions. c) Working with senior staff in preparing, monitoring and updating the organisation’s Strategic Business Plan and, subject to approval from the Board of Trustees, determining and implementing actions to achieve the desired outcomes of the Plan. d) Identifying opportunities for providing innovative services for older people via a broad range of funding and income generation mechanisms. e) Keeping the voice of service users at the centre of the organisation’s work and vision, by ensuring AUK H&W reaches older people from across the two counties. f) Continuing to develop collaborative working arrangements with AUKs locally, wider community and Voluntary and Community Sector (VCS) groups to ensure comprehensive services are available across the two counties to meet the needs for all older people.g) Advising the Board of Trustees on all matters relating to their legal obligations and charity law.

2. LEADERSHIP AND MANAGEMENT a) Providing leadership to encourage, motivate and inspire all staff and volunteers working for Age UK H&W whilst providing leadership in the management of change and fostering innovation to ensure that Age UK H&W develops appropriately to meet the future needs and challenges.b) Providing leadership, line management and support to senior and other relevant staff and ensuring all staff and volunteers are effectively led and supervised in a way which encourages optimum performance and dedication. c) Fostering a continual learning environment where all staff and volunteers can maintain and develop their skills to enhance and ensure an excellent quality of services provided for older people in the two counties.d) Overseeing the work of senior staff and ensuring full legal and ethical compliance in all areas, ensuring the retention of external accreditation as appropriate.e) Demonstrating an inclusive management style that incorporates consultative decision making, good communication and sharing of good practice within the organisation. Maintaining an environment that continues to attract, retain, and motivate high quality staff and volunteers. f) Ensuring that all internal policies, management and quality systems, including equal opportunities and health and safety policy, are fully developed, implemented and regularly reviewed. g) Ensuring that all resources are managed efficiently and effectively focused on achieving the organisation’s mission and objectives.h) Keeping up to date with new developments in the field of care of older people and ensure that the organisation can respond effectively to them.

3. FINANCE, INCOME GENERATION AND RISK a) In accordance with the policy of the Board of Trustees and charity legislation, working with the Finance Committee and Senior Leadership Team (SLT) , to develop, review and implement the financial strategy for the organisation.b) Ensuring the formulation of the annual budget in a timely fashion and that regular financial information is provided to the Board and SLT. To monitor performance against budget at least monthly and to take necessary corrective action. c) Overseeing the growth and building of the income streams and reserves of AUK H&W. Identify possible future areas for development and/or partnerships and implement effective income-generating and trading services. d) As the appointed Senior Information Risk Owner [SIRO], ensuring that a risk management policy is in place and that the risk register is maintained and reviewed on a regular basis. e) Ensuring that comprehensive and appropriate internal control mechanisms are in place to mitigate key risks. This includes risk assessment evaluations for all new projects and activities. 4. SERVICES AND PERFORMANCE MANAGEMENT To lead and direct the operational activity of AUK H&W to deliver the strategic and business plans through:a) Ensuring systems and methods are in place to support, monitor and performance measure services and activities of AUK H&W to ensure targets and outcomes are achieved along with continued high quality.b) Collaborating and consulting with local older people to identify what services and support they need and want. c) Ensuring that quality marks appropriate to the activities of AUK H&W are achieved and maintained. d) Ensuring that all staff and volunteers are aware of specific requirements within Insurance policies, quality compliance, and that they receive timely and regular training and guidance accordingly.e) Ensuring that AUK H&W’s policies and procedures are up to date, relevant and fair in the current business environment and that the organisation is managed in line with current best practice.f) Ensuring an effective complaints and safeguarding system is in place, dealing personally with serious complaints, as necessary.

5. PEOPLE AND CULTUREa) To build a staff culture where everyone is valued and equipped to do their job in a safe environment where our people are encouraged to speak freely. AUK H&W’s approach to ensuring ‘dignity at work’ applies to all employees and volunteers, regardless of their rank or seniority. b) To actively promote a culture of learning and development, to improve skills and fulfil individual aspirations for all. c) Facilitate a learning environment where all staff and volunteers can maintain and develop their skills to enhance the quality of services for older people across Herefordshire and Worcestershire and from all communities. d) Ensure all Senior Managers and Team Leaders receive appropriate training and guidance to effectively manage staff and volunteers in their teams in order to ensure AUK H&W staff and volunteers are effectively led, supervised, and motivated.e) To promote diversity, equality, and inclusion of opportunity in all AUK H&W’s work and practices, embracing and celebrating individualism.

6. MARKETING, PROMOTION AND PUBLIC PRESENCEa) Representing and campaigning for the rights and aspirations of local older people and representing the positive contribution made by older people in the community and to society. b) Implementing effective and appropriate external, and internal, communication strategies. c) Managing and maintaining good relationships with stakeholders and funders, and ensuring AUK H&W is represented on appropriate groups and forums as required by the needs of the organisation. d) To build and maintain strong links with organisations working for the benefit of older people, particularly those under-represented communities across the two counties. e) To maintain and develop effective working relationships and partnerships with local AUKs, regional, and national AUK networks, public agencies, VCS and commercial organisations which can further the objectives of AUK H&W.e) Continually seek to grow the organisation’s presence and impact in various ways.f) Maintain and develop activities consistent with any local agreements in place.

7. GOVERNANCE a) As Company Secretary, ensuring that all requirements of the Companies Act and other appropriate legislation is met. b) Advising the Board of Trustees on their legal responsibilities, policy issues related to the work of the organisation and its management. c) Overseeing the publication of the Annual Report and Review and the Annual General Meeting. d) To support and service the Board providing them with timely, relevant, and transparent information and support the Chair in further developing the Board and its role. e) Working with the Chair of the Board of Trustees to recruit new members onto the Board, and providing induction and training for new Trustees as appropriate. f) To maintain a strong and trusting relationship with the Board
