AdvocAcy in ActionSuccess is not a matter of chance. We have to first decide where we want to go, and then chart a course to reach our destination.

At MCUL & Affiliates, our focus will remain on removing the barriers that inhibit credit unions from effectively serving the communities in which they operate. Together with CUNA, we are continually working to reduce regulatory burdens at the state and federal levels. While significant challenges exist at the national level, we must set forth a bold agenda designed to make a positive impact for credit unions. As we did in 2003, we are working to update and improve the Michigan Credit Union Act by increasing flexibility, addressing exam issues and reducing unnecessary burdens.

To succeed in this dynamic environment, it is critical that we speak with a single voice as we work to advance the credit union movement.

Bold initiatives — Partnering with CUNA, we need to chart a bold vision of our future—and we can’t be afraid to think BIG, like seeking an outright CFPB exemption for credit unions and laying a foundation for modernizing the Federal Credit Union Act. One thing is certain, if we don’t chart a course to meet our goals, we will never achieve them.

Reducing unfair burdens — Policymakers need to understand that while Wall Street banks earned CFPB oversight through their bad conduct, community based institutions like credit unions are being crippled by the onslaught of Dodd-Frank regulations.

Continuous improvement — While we made significant gains in 2003 when we modernized the Michigan Credit Union Act, we remain committed to identifying new ways to make our state charter even more progressive. We are working with key policymakers to craft a package of bills designed to reduce burdens and increase flexibility for Michigan state chartered credit unions.

Pursuing solutions — Our advocacy team works to identify ways of streamlining state laws to reduce regulatory burdens, such as recent efforts to reform state foreclosure laws.

Strengthening relationships — We look forward to another productive year with Gov. Rick Snyder, our state legislative leaders, and our congressional delegation.

For many credit union professionals, regulatory exams evoke feelings of angst and trepidation. Credit unions—as clients of regulatory agencies—should look forward to exam reports as helpful tools designed to highlight possible improvements. Unfortunately, in some cases the exam process devolves into a game of “gotcha,” focused on compliance with hyper-technical details rather than overall safety and soundness of their institutions. Ultimately, this isn’t good for regulatory agencies, and it certainly isn’t good for credit unions.

Fear of retaliation — In a recent CUNA survey, 24 percent of credit unions felt the need to appeal their most recent supervisory decision; however, only three percent of credit unions followed through with an appeal, the remainder citing fear of retaliation.

Exam issues remain key — In our recent review of the Michigan Credit Union Act, exam issues remained one of the most passionately discussed topics over a period of months. A widespread concern involves the use of so-called “best practices,” or examiner suggestions that aren’t required by law or safety and soundness. Many credit unions believe that the increasing use of “best practices” is becoming an important exam issue.

To appeal or not appeal — Credit unions that disagree with an exam rating or finding should have a clear understanding of the appeal process. More importantly, credit unions that file appeals should never face examiner backlash.

While our competitors are driven to generate profits for shareholder return, our focus is on providing the highest quality member experience at the most reasonable cost. In order to grow our market share in this fiercely competitive environment, it is critical that we continue to cooperatively pool our resources and differentiate ourselves from banks and other competitors.

The CU Link campaign is designed to maximize every dollar that your credit union invests. By developing a sophisticated, high-quality, professionally produced campaign utilizing consumer-tested messages, we have steadily increased credit union participation and confidence in the annual initiative. Those credit unions willing to leverage even further by integrating their own marketing efforts in with the state-wide campaign realize even greater return on their investment.

u For this year’s effort, MCUL and CUSG have invested over $1 million in the campaign – more than twice as much as the next highest contributing league.

u Once again, credit unions that invest their Full Fair Share contribution will receive 50 percent of their investment back to use for integrated marketing initiatives.

u As always, integration materials and guidelines have been created so that credit unions can easily leverage the state-wide media buy.

Our recent membership gains and other positive results can be partially attributed to our aggressive cooperative advertising efforts. The campaign uses a variety of messages clustered around core themes designed to enhance credit union share of wallet; and at the same time reinforces credit union member acquisition efforts.

u In 2004, only 56 percent of consumers reported that they would consider a credit union. That number that has steadily climbed to 82 percent in 2014.*

u Credit union consideration has been significantly higher than bank consideration since 2012, and continues to rise.*

u Over 60 percent of Michigan consumers recall seeing or hearing credit union advertising.*

u In the past 10 years, the combined efforts of cooperative advertising and individual credit union advertising have helped Michigan credit unions gain more than 240,000 members – despite declines in the state’s population during the same time period.

u Michigan credit unions continue to report increasing loan growth, higher earnings and increased deposit market share.

The CU Link Cooperative Advertising Campaign is the largest voluntary credit union cooperative advertising initiative in the country; and our hard work is paying dividends! One positive indicator—Michigan credit unions continue to see steady growth in both membership and asset size. Additionally, a higher percentage of Michigan consumers than ever before would choose a credit union as their primary financial institution.

looking ahead

While we have made much progress in the last several years, we can’t afford to rest on our laurels. Wall Street banks have rebounded after the financial turmoil, and we have a lot of work to do in cultivating members in the ranks of Gen Y, many of whom are skeptical of traditional banking institutions.

u Digital tactics have been shown to resonate nearly as well as radio and television with the under 35 age demographic. They are cost efficient and easily measurable in terms of return on investment. Recognizing the need to connect with the younger demographic, digital tactics are projected to increase to 25 percent of the overall media buy.

u We continue to sponsor community events in order to find new and non-traditional ways to connect with those in the younger demographic. To ensure that our creative and messaging resonates with consumers, we have conducted focus group testing for the 2016 campaign.

u In order to further encourage 100 percent voluntary CU Link participation, starting in 2016 we will be changing the MCUL dues structure. Credit unions making a minimum voluntary CU Link contribution will be eligible for a “Premier” dues schedule, which will be 50 percent less than our already low dues.

Our social mission drives community involvement – it’s what compels credit unions to reach beyond the confines of their membership to positively impact society at large, including people of modest means. Credit union social mission activities come in all shapes and sizes. From school based credit unions, to financial literacy events, to specialized programs designed to get members out from under the thumb of payday lenders—credit unions continue to innovate, and members continue to benefit from these good works. To leverage these efforts, MCUL has created and invested in a number of turnkey financial literacy solutions that are made available, free of charge, for credit unions to use in local communities across the state.

u Michigan has 343 credit union branches in areas designated by the U.S. government as low-income, and 29 credit unions registered as Community Development Financial Institutions.

u 33 Michigan credit unions offer community development loans, and 91 offer economic development loans.

u 144 Michigan credit unions offer short-term lending products as an alternative to the predatory services of payday lenders. More than 67,000 of these loans have been originated for more than $128 million.

u Save to Win, a joint venture of MCUL and CU Solutions Group, has resulted in more than $100 million saved nationwide since 2009.

u Skilled trades materials developed by MCUL have been presented to over 1,000 school counselors and business educators across Michigan.

u Michigan leads the nation in student-run credit unions with 49 cooperatives operating 301 in-school branches with more than 66,000 student members.

reinventing the miChigan Credit union foundation

We have worked closely with the MCUF to sharpen its focus and to create a clearly understood value proposition for Michigan credit unions. In the future, the MCUF will ramp up efforts to help Michigan credit unions serve local communities across the state by offering more community reinvestment grants and more aggressively funding financial education efforts, like our highly successful financial education fairs. Providing professional development for credit union professionals will still remain a priority, but we increasingly will be looking to the MCUF as a source of innovative examples of credit unions making a difference in local communities through the use of small dollar—high impact grants.

u In 2014, eight grants were issued to leverage local community initiatives and conduct financial education fairs.

u The MCUF provided 19 scholarships in 2014 to help credit union professionals sharpen skills and obtain valuable training.

u With 135 donors in 2014, we started with a strong base of support; and will be stepping up efforts to build our aggregate donations by increasing the percentage of credit unions participating, and net contribution per credit union.

u CU Solutions Group, and its member discount program Love My Credit Union Rewards, are teaming up with CUNA to make charitable donations in the name of individual credit unions through our first annual Share the Love campaign.

CU Solutions Group and its member discount program Love My Credit Union Rewards are teaming up

with CUNA to help credit unions do what they do best – help their communities. Share the Love is a five-month campaign that asks credit unions nationwide to create and submit videos on how they give back in their neighborhoods. Winning credit unions will receive donations on their behalf to their charity of choice.
