The purpose of this general presentation is to give a technical over view of the VEGA Ground Segmentbased on the Preliminary Design Review.

3. VEGA GROUND SEGMENT PRINCIPAL MISSIONS
VEGA Launch Site (SLV), ICPE classified site, is a compound dedicated to perform VEGA launchcampaign operations:
- transport and storage of launcher components (P80, P23, P9, AVUM and payload),- final integration and acceptance of the launcher 1st stage (P80),- preparation and integration of the payload on the launcher,- integration and verification of the launcher.
Ariane Launch Base is also involved to provide general and specific supports including:
- telemetry and radar tracking of the launcher in flight,- post-launch flight data analysis.

4. GENERAL OPERATIONAL REQUIREMENTS AND CONSTRAINTS
The VEGA ground segment must be operational for an initial launch scheduled for mid 2006:
- rate = 4 launches per year for at least 10 years,- inter-launch interval = minimum 1 month,- launch campaign = 10 to 11 days,- final preparation phase and countdown = max. 1 day,- number of countdown over 3 consecutive days = 3,- standardisation of equipment with that of other ELA sites must be taken into account for
optimised synergy with operating teams and spares,- availability requirements: ground segment launch probability factors are :
� 82.8% at H0,� 10.2% after H0,� 6.5% for J1,� 0.5% after J1.
4.1. Operational requirements for chronology
- countdown duration = < 2 hours (TBC),- reference launch window = 3 hours (TBC),- synchronised sequence duration = < 5 min (TBC). If the synchronised sequence is stopped,
the systems are returned to the "Synchro ready" state, ready for restart at the beginning ofa new synchronised sequence,
- number of synchronised sequences per countdown = 5,- countdown breakdown:
� ground segment and launcher preparation phase,� "synchro ready" phase, during which the ground and On Board systems are
ready and waiting for the synchronised sequence,� synchronised sequence phases, comprising final pre-launch operations,
confirming launcher readiness on the ground and referenced to time H0,� ignition/lift-off phase,
- it must be possible to stop the launch safely at any time before H0.

4.2. Operational requirements and constraints with respect to A5
The design of ground and on board systems must provide minimised operational constraints betweenAR5 and VEGA campaigns during VEGA countdowns.
The design of ground and on board systems should not lead to operational constraints outsidecountdown rehearsals with the BLA, launch countdown (for which links with the BLA are configured)and stage transfers.
Ground checkout equipments must be independent from the ELA3 ones (apart from utility services).The delay required for configuration of links with the BLA and associated verifications shall beminimised.
Ariane 5 transport and handling facilities (apart from the gantry travelling crane) of the CSG shall bereused for VEGA.
4.3. Operational requirements with respect to Pay Loads
Mission change: at least 2 months (TBC) before the launch date.
Operational constraints between the launcher and payload campaigns must be reduced to theminimum.
The design of ground and OB systems shall allow integration of the payload at the latest possiblestage of the launch campaign, so as to meet the requirement of launching a payload at TBD daysnotice.
If the countdown is stopped at the end of the launch window on launch day J0, it must be possible toexecute a fresh countdown the following day (J1).
Intervention time on the launcher between two successive countdowns: max. 18 hours (TBC). Accessto the launcher and payload in the ZLV requires the rollback of the gantry.

7. DESIGN CONSTRAINTS
7.1. Ground Segment cost related design constraints
To reduce recurrent and development costs, existing facilities will be adapted:- the launch zone will be the ELA1 and the control room will be the CDL3,- the Vega Launch Site will use Ariane Launch Base facilities (telecommunications, energy
supply, fluids, gases, water and the access road system, etc.),- Ariane 5 telemetry, ground stations,radars and safety facilities will be reused for VEGA,- the upper composite (S/C, adapter, fairing) will be integrated in the EPCU S3,- existing facilities will be used for launch campaign support purposes (BT, BGQ, COPA,
restaurants, etc.),- small pyrotechnic equipment will be prepared in existing facilities (pyro laboratory ),- launcher batteries will be prepared in existing facilities,- the P23 and P9 stages will be stored in the existing pyrotechnic zone, and other Ariane
storage zones will be reused if necessary.
7.2. Ground Segment technical design constraints
- the P80 will be transferred from the BIP to the SLV by road in the vertical position,- the launcher will be assembled on the bunker in the vertical position,- the launch zone will incorporate a mobile gantry (air-conditioned) with its rail track, a fixed
launch table referred to as the "bunker", an umbilical mast and existing flame chutes adaptedas necessary to meet acoustic requirements,
- the umbilical mast must support and protect the launcher and payload ventilation system,communication links between the launcher and payload and their respective groundcheckout equipment, and the umbilical disconnection system from atmospheric conditionsand launch effects, and must be air-tight and pressurised,
- the P80 stage will be stored in its production zone or in the gantry (this storage function isnot a (Vega) ground segment responsibility).
7.3. Ground Segment general design constraints
Validation of the SLV, including degraded modes, software and procedures, will be carried out onmock-ups of the launcher and simulators, at least for electrical, mechanical and fluids equipment,prior to the first launch campaign.The Ground Segment must take into account the Launch Vehicle growth potential.Vega ground segment development costs must be kept to a minimum by using Ariane 5 systemswhen applicable, or by reusing available studies and models.Constraints induced on Ariane 5 operations will be kept to a minimum during the development andproduction phases.The facilities must withstand climatic conditions encountered in French Guyana, as also launcheffects.Discharges and effluents will be processed in accordance with applicable laws and regulations.

8. COMPOSITION OF THE GROUND SEGMENT
To take due account of the constraints mentioned above, the VEGA Ground Segment will comprise theVEGA launch site (SLV) is composed of:
- the VEGA launch zone (ZLV), formerly ELA1, incorporating the mobile gantry forintegration and preparation of the VEGA launcher, the bunker including a launch table andumbilical mast, and supporting the gantry,
- the VEGA Launch Center (CDLV), located in CDL3, where is operated a dedicated,independent operational control and monitoring system (BCV), also sharing other ArianeLaunch Site (ELA) components (COPA, BCS, BT, BGQ, etc.).
SLV will interface with the following ELA components:- radio communication facilities with the launcher and payloads,- ELA3 CCS and computer centre,- energy and fluids production facilities,- optics, public address and video facilities.
The VEGA Ground Segment will use the following Ariane Launch Base (BLA) facilities:- EPCUs,- dedicated launcher facilities for the flight phase (telemetry, tracking, flight safety and
optics),- general ground facilities (FO network, STFO, SPHINX, RF, SYNCER, PABX link, etc.),- storage sites (pyro zone, storable propellant zone, HA, stores),- transfer facilities (convoys including UPG trailer, roadways),- data post-flight analysis facilities (TM data processing),- meteorological data,- Jupiter control center,- Storage and preparation zones (P80 front skirt, Z9, Z23, AVUM, fairing),- KEPLER, BESSEL Offices.

The mobile gantry is in the form of "U" and uses the existing Cosway track of the former ELA1 site.
The gantry will comprise the following zones and premises:
- integration hall: This hall is positioned on the table and provides for integration of the VEGAlauncher on the table. The hall contains all table sub-system connection facilities andtravelling crane with a capacity of 40 T serving the ZLV erection zone, freight hoist with acapacity of 2200 kg, internal stairway, emergency stairway and rapid evacuation chute,
- propellant room: This room is designed to take the UDMH or NTO KART, and a large part ofthe ground equipment required for fuelling the AVUM. It will incorporate a system forcollection of effluent and connected to a mobile tank;
- connection room will serve for connections between the gantry and bunker- various technical rooms will include services like power supply, air conditioning, ...

9.2. Ground Segment general design: Bunker
The bunker is located on the former ELA1 site. It will comprise:- table supporting the launcher (210 T),- mast serving to supply energy and ventilation to the payload,- western flame chute without cover and without deluge: eastern flame chute in option (TBC),- following premises:
� air conditioning room,� power supply rooms for batteries, LV distribution switchboard, HTBT, DC-AC
inverters/converters,� rooms for BCV+CCS+I/F racks, Payload bays,� safety systems room,� communications room,� fluids room,� gantry connection rooms: one in forward position and one in backward position,� withdrawal room of capacity for 40 persons, the room must be capable to keep all the
operators working in the ZLV, with or without the P80 in the gantry).

9.3. Ground Segment general design: BCV
The VEGA ground checkout equipment is autonomous and independent from the A5 CCO.
The Vega data processing center will enable preparation of data needed for operation to beperformed on the BCV, independently of its activities.
The BCV itself will perform:
- first stage Vega launcher acceptance at gantry level i.e. to enable:- nozzle attitude control checking,- inter-stage cable network continuity (TBC),- stage measuring lines operational checking (TBC),- safety state assurance,- data storage for on-line and off-line result processing,- launch campaign organisation, i.e. mainly,- control, operation and monitoring of tested model and ground fluid process,- countdown and final sequence (synchronised sequence),- safety state assurance,- data storage for on-line and off-line result processing.
9.4. Ground Segment general design CDL
The CDL will be integrated in CDL3, and will include the VEGA launch control room located in thebunkerised part of the building.
The existing Services control system. CCS will be modified to integrate dedicated VEGA functions.
The CCS must provide the same functions as defined for Ariane and will use the same technology:
- fire detection and extinction for all premises,- monitoring of Cat. I, II and III energy,- air conditioning,- optics,- toxic vapor detection,- O2 shortage detection,- monitoring of valve positions, etc.

11. MODIFICATION OF THE EXISTING FACILITIES
Some facilities used in common with Ariane 5 will not be modified as VEGA size is not critical. Thesefacilities concern:
- EPCU (payload preparation complex) for preparation of the upper part,- installations for preparation of the batteries (TBC),- pyrotechnic storage area,- UDMH storage area (rehabilitated for the Storable propellant stage (EPS)),- NTO storage area (created after closure of the ELA2),- low current facilities, transportation.
Installations re-used after the closure of ELA2 may be modified in order to accommodate VEGA.
These installations concern:
- the BESSEL and KEPLER building for VEGA team dedicated offices,- the assembly hall (HA), refitting according to the storage surface area,- the ZES (TBC), refitting for collection of the sewage,- the solid booster (PAP) storage area, fitting out to be examined for preparation of the
stages,- roadway systems, mainly filling of potholes.
