FOREWORD

This document has been drawn up by the Safety and Health Protection Coordinator at the request of the Ownerto satisfy the requirements of law 93-1418 of 31st December 1993 and its decree of application 94-1159 of 26thDecember 1994.

It is based on the general principles of preventions, to wit:

a. Avoiding risks,

b. Evaluating risks that cannot be avoided,

c. Combating against risks at the source,

d. Adapting work to man, especially concerning the design of work stations as well as the choice of workequipment and work / production methods, in view especially to limiting monotonous and rhythmic work andreducing their effects on health,

e. Taking the state of technology evolution into account,

f. Replacing what is dangerous by what is not, or at least less, dangerous,

g. Planning prevention by incorporating work organisation, working conditions, social relations and theinfluence of ambient factors in a coherent whole,

h. Taking measures for collective protection, giving them priority over individual protection measures,

i. Giving appropriate instructions for workers.

Principles a, b, c, e, f, g and h are applicable to the owner, the engineer and the SHP coordinator; principles a,b, c, d, e, f, g, h and i are applicable to enterprisers; principles a, b, c, e and f are applicable to independentworkers.

The General Coordination Plan constitutes a applicable documents for companies, including subcontractors andindependent workers, and the dispositions it includes are of such a kind as to have a notable influence on thesums to commit for carrying out the work.

The elements contained in the General Coordination Plan have the strength of basic data for contractingcompanies. They should be based on the General Coordination Plan to establish the Particular Safety andHealth Protection Plan.

The General Coordination Plan is completed and adapted by the coordinator according to the evolution of thework.

1. GENERAL OPERATION INFORMATION

1.1. PRESENTATION OF THE OPERATION! Address, nature of the operation, general completion calendar

Address:- Guyana Space Centre - KOUROU- Former ELA1 installations.

Summary description:- Demolition of block installations and ELA1 launch table.- New block layout.- Installation of a gantry with mast for VEGA launcher assembly and preparation.- Connection of CDL3 installations.- Misc. liquids supply.- Refurbishment of the road from METEO to UPG.

Destination of the building:- Launch area for preparation and launch of the VEGA rocket.- A concrete building and metal launcher preparation gantry.

Number of levels:- 2 for concrete block = 16 for gantry.

Operation time: 30 months

Start date:- July 2003.

End date:- December 2005.

Forecast effective operation means:- 20,000 hours x day.

Considering the forecast work time and forecast numbers of workers for the task, the owner has classed thisoperation in category 1 in the meaning given by article R.238-8 of the Code of Work. This operation is under CISSCT (see appendix n°7). ! Construction mode in separated work packages with 5 main work packages:

- Infrastructure,- Mechanics,- VEGA checking bench,- Instruments liquid,- CCS. Information relating to contractors and possible subcontractors shall be kept up to date throughout the operationthrough a Log Register by the coordinator. Contract standard: private contract of European law.

! Designation of the subcontractors

On submission of tenders, and before any work is carried out, the companies holding one or several workpackages, are bound to state the name of subcontractors taking part in the construction of the works. The subcontracting companies have to be approved by ESA and SDS. They have to establish, on the same basis as the contracting company, a particular safety and health protectionplan within the following time from the moment the contracting company receives the contract: 30 days (or 8days for second-work companies). ! Administrative constraints or charges for the Owner:

Compulsory planning permission (Permis de construire) for any construction on the Z.L. of the C.S.G.

Flying over all the Z.L. prohibited.

! Administrative or particular constraints for the company:1.2. ENVISAGED DEMOLITION AND CONSTRUCTION MODES

Demolitions of concrete block installations with pneumatic drills, BRH, mechanical diggers, blowlamps.

Demolitions of the old launching table (weight: 200 tons).Removing it from its place with jacks and rollers, then blowlamp dismantling.

Refurbishment of installations in the block.

Construction of a metal portico of 50 m height with covering and pre-lacquered equipment boarding with metalstairs and catwalks.

Installation of energy air conditioning and necessary fluids for trouble-free operation.

1.3. INVENTORY OR DANGERS AND CONSTRAINTS

This inventory of dangers has been drawn up in the design phase. Modifications in the nature of work, phasing,the organisation, completion operating modes shall always be given to the SHP (SPS) coordinator by theOwner, the Engineer or the enterpriser, especially by planning updates and the PSHPP (PPSPS).

The evolution or appearance of new dangers shall be analysed by the SHP coordinator.

The possible adaptations of coordination measures shall be brought to the knowledge of operation participantsthrough Genal Coordination Plan updates, or the Coordination Log Register.

2. GENERAL ORGANISATION AND COORDINATION MEASURESGeneral organisation and coordination measures have been established by the owner, the engineer and the SHPcoordinator together.

2.1. ACCESS TO THE WORK SITE! Highway roads dispositions Company, task carried out,

time takenFrom the space route to the work site, the future Fardier route shall be laid andmaintained throughout the work over a width of 6m allowing two trucks to pass eachother. InfrastructureRoads and areas shall be laid out on the work site for stationing installations, parking,storage areas and work site areas. They shall be maintained in order up to theacceptance of the work.Around the block, an area of 4 m width shall be built to allow running of machines andthe nacelle.

Evacuation of the ELA in case of dangerous operation caused by the operationalactivities of the site: - transfer of Ergols,- transfer of Ariane 5 table with launcher.- launching A5 : stopping works form J-1 to J-0.

The access to CSG is prohibited during official holidays (Sunday and 1th of May)except for interventions concerning safety of equipments, people or environment.This type of intervention needs an agreement of the site manager.The contactor has to obtain the necessary permission from the prefecture services.

2.2. WORK SITE INSTALLATIONS

2.6. COLLECTIVE PROTECTION

! General measures Company, task carried out,time taken

The company shall be charged with implementing collective protection as necessaryfor its work, especially against falls from a height, on floor edges, cavity edges, to theright of the front openings and until the installation of final protection.

Any enterpriser working on the site is responsible for personally checking at all timesthe strict and constant application of the regulation dispositions for ensuring staffsafety.This check must bring him, in the case where implemented safety measures by thepreceding enterpriser proved unsuitable for risk incurred, to implement the necessaryprotection and ensure its maintenance until another enterpriser takes charge, at hisexpense.

All companies

In the case of a company having to replace collective protection for the needs of itswork, it must replace it during its work, through a disposition ensuring an equivalentprotection for all persons working on the site.

Each company must, after its work, re-establish at least a degree of protectionequivalent to the one initially in place at the place of his work.

In case of failure of a company to implement collective protection, the absence ofwhich can cause a risk for its own staff and others, the engineer shall have collectiveprotection installed by a company of its choice, at the expense of the negligentcompany.Consequent work stoppages of shall also be at the expense of the negligent company.

Site evacuation on order for specific operations:- launch countdown,- transfer of Ergols,- transfer of Ariane 5 table with launcher,- launding A5 from J-1 to J0.

5. COOPERATION PROVISIONS BETWEEN ENTERPRISERS, EMPLOYERS ORINDEPENDENT WORKERS

Especially in order to avoid double use of site and/or site equipment, and to facilitate the implementation anduse of common dispositions, all those involved must cooperate in the context of work and site organisation.

When the site is assigned to a general firm, it must play a predominating role in the cooperation in matters ofsafety.

For all working opérations in interface with équipments of the CSG the companie in charge work has to askbefore his intervention.

Over the half to the SDS ingineer or site day of safety training all the operators will received from their hierachya delaided explanations or safety orders and special characteristies of the site.

Each companie will be maintain permanently on the building site an operator, able to understand and translateto others operators safety orders in French and English language.

Independent workers must conform to the prescriptions of decrees 95-607 and 95-608 of 6th May 1995.

APPENDIX 6: PARTICULAR SAFETY AND HEALTH PROTECTION PLANHEALTH (PPSPS)

All enterprisers, including independent workers, working on the site must establish a PSHPP within the followingtime limits :

• Enterpriser holding a contract signed by the Owner: 30 days from reception of the signed contract.• Subcontracting firm: 30 days from reception of the contract signed by the contracting firm.

Particular cases:− this limit is brought to 8 days for second works in a building operation or accessory work in an civil

engineering operation.− In the case of demolition work, removal or closing in of asbestos, diffusion must be done 1 month

before the beginning of work. The PSHPP (PPSPS) is established according to:

• the operation’s own constraints• general safety obligations applicable to any company.• particular prescriptions of the general coordination plan in matters of safety and health protection.

A PSHPP (PPSPS) must analyse the construction and completion procedures in a detailed way, as well as theretained operating modes as soon as they have a bearing on health and safety of workers on the site. It must beimperatively suited for the site and company work. It must define the foreseeable risks links with operating modes, equipment, dispositions and installationsimplemented, with the use of substances or preparations, staff movements, site organisation, and describe thesafety measures implemented to eliminate these risks. The PSHPP (PPSPS) enumerates the content of information the company must give as well as the measures itmust take to ensure the safety of its staff and that of other firms working on the site. A PSHPP (PPSPS) can of course be modified or completed with additions. Prior to any work, each enterpriser shall proceed with a joint inspection of the site with the safety coordinator inview to clarifying instructions to observe according to the characteristics of work to be carried out. This jointinspection shall take place before final publication of the PSHPP in such a way as to incorporate instructionsresulting from this inspection in this document as the need arises. All publishers must give their PSHPP to the coordinator in matters of safety and health protection before thebeginning of their work. The firm charged with main building work and/or particularly risky work shall also send its PSHPP (PPSPS) to:

• the Work Inspector• the CRAM or the MSA;• the OPPBTP.

In the case of building work, the safety coordinator shall send the companies (or leave it for consultation on thesite) a copy of the particular safety and health protection plan for the main building work or the main workpackage, and packages carrying out particularly risky work.

Any particular safety and health protection plan may be obtained by each of the enterprisers taking part in theoperation on simple demand from the SHP coordinator.

APPENDIX 7: INTER-COMPANY HEALTH AND SAFETY ASSEMBLYAND WORKING CONDITIONS (CISSCT)

1. CONSTITUTION OF THE CISSCT

In accordance with article L 235-11 and in application of article R 238-46 of the Code of Work, the owner isbound to constitute an inter-company health, safety and working conditions assembly when the site goesbeyond 10,000 men x days and that the number of firms, independent workers and subcontracting firmsincluded, is more than 10 for a building operation or 5 for a civil engineering operation.

This constitution must be in effect 21 days before the beginning of work by the latest.

2. ROLE AND COMPOSITION

The subcontractors must be a part of the Assembly.

The role of the Inter-company Assembly is defined by article L 235-13 of the Code of Work.The Inter-company Assembly may define, especially on the coordinator’s proposal, certain common rules forensuring the respect of safety and health protection measures as applicable on the site. It verifies that all theprescribed rules, either by itself or through the coordinator, are effectively implemented.The intervention of the Inter-company Assembly of safety, health and working conditions shall not modify thenature and extent of liabilities encumbering on the participants in the building or civil engineering operations, inapplication of the other dispositions of the Code of Work, or the attributions of the institutions representing thestaff competent in matters of health, safety and working conditions.

The composition of the Inter-company Assembly is defined by article L 2338-47 of the Code of Work.Throughout the time of its work on the site, each firm is represented in the Assembly by:

1. The company director or his representative empowered for this purpose,2. An employee effectively employed on the site, designated by the health, safety and working

conditions committee or, failing this, by staff delegates or, in their absence, chosen by themembers of the team assigned to work on the site.

Each firm gives the Assembly Chairman the names of its two representatives in writing, before the meetingforeseen in article R 238-54 by the latest.

However, the firms not employing at least 10 employees for at least 4 weeks on the site are not bound to takepart in the Assembly’s work, as soon as they have not to carry out one of the types of work on the work listincurring the particular risks mentioned in article L 235-6.

The nominative list of representatives of firms and the other members of the Inter-company Assembly of safety,health and working conditions, and those mentioned in article L 235-11 able to come to Assembly meetings in aconsultative capacity, is kept up to date and displayed on the site by the coordinator.
