  • Executive Summary Background The Central Visayas RDC coordinated the preparation of the Regional Development Investment Program (RDIP). This is pursuant to the mandate of the RDC and in response to Memorandum Circular No. 12, s. 2016, directing the formulation of the RDIP in accordance with the 0+10 poi nt socio-economic agenda of President Rodrigo R. Duterte. The RDIP supports the realization of the Central Visayas Regional Development Plan (RDP). It conta ins the programs, activ it ies, and projects (PAPs) that operationalize the fol lowing development agenda of the Central Visayas RDP: (a) increasing publ ic trust in government, (b) reducing inequality in access to development opportunit ies, and (c) attaining high and sustainable economic growth. To achieve these agenda, the ne cessary foundations for sustainable development in inf rastructure development and ecological integr ity are essential components of the RDIP. The RDIP was prepared fol lowing the formulation and approval of the RDP in February 2017. Compris ing the l is t of PAPs supportive of the plan, the RDIP is the l ink between planning and budgeting, as it serves as the basis of the RDC in endorsing and priorit iz ing PAPs for funding. To harmonize the region’s investment program with the nat ional government’s budgeting process, which commences a year ahead prior to a PAP’s implementation, PAPs included in the RDIP are to be implemented within CY 2018 to CY 2022. Its funding sources are the national government, off ic ia l development assistance (ODA), and public -pr ivate partnership (PPP). The PAPs in this investment program were approved by the Central Visayas RDC as of March 2018. In accordance with the updating of the Public Investment Program, the l is t of PAPs in the Central Visayas RDIP shall be also updated regularly. The RDC came up with Guidelines that govern the identif ication and selection of proposed PAPs for inclusion in the RDIP, taking into consideration the responsiveness of the PAPs to the region’s development agenda, and the feasibi l i ty of i ts implementation.

    Highlights of the RDIP A total of 1,170 PAPs were identif ied in support of the Central Visayas RDP. The total funding requirement of these PAPs for implementation in CY 2018 to CY 2022 would amount to Php 804.712 bil l ion. Table 1 shows the number of PAPs for each of the development outcomes, and its corresponding funding requirement.

    Figure I i l lustrates the distribut ion of the investment requirement towards the achievement of the region’s desired outcomes. The predominant PAPs in the region’s investment program are those that would lay down the foundations for sustainable development with 1,022 PAPs. It accounted for 90.68 percent of the total investment requirement in the region at Php 729.748 bil l ion. There are 136 PAPs aligned to reduce inequality in access to development opportuni t ies , with total funding requirement of Php 72.834 bil l ion. This is equivalent to 9.18 percent of the total required investment in the region for the period CY 2018 to 2022. PAPs that would enhance the social fabric and increase growth potentia l account for less than one percent of the total amount of investment . There are seven PAPs identif ied that would enhance the social fabric, accounting for the lowest amount at only Php 791 mil l ion. There are only f ive PAPs that would increase the region’s growth potential . Its investment requirement however reached more than a bi l l ion Pesos at Php 1.339 bil l ion.

    Enhancing the Social Fabric

    The Central Visayas Regional Development Plan (RDP), 2017-2022 envisions an increased trust in public inst itut ions that would ult imately lead to a high-trust society. The RDP outl ines the following strategies in enhancing the social fabric: (a) ensure people -centered, c lean, and eff icient governance, (b) pursue swif t and fair administrat ion of just ice, and (c) promote Phi l ippine culture and values. The pursuit of swif t and fair administrat ion of just ice is essent ial to increase public trust in government. I t is also crucial in the attainment of inclusive growth and progress. The Central Visayas Regional Development Investment Program focuses on pursuing swif t and fair administrat ion of just ice to enhance the socia l fabric.     There are seven programs, act ivit ies and projects (PAPs) identif ied, with total investment requirement of Php 791 mil l ion. Figure 1.1 shows the annual disaggregation of this amount f rom CY 2018 to CY 2022. The bigg est amount needed is in 2018 at Php 385 mill ion, which is almost half of the total investment requirement. Figure 1.2 Investment Requirement by Agency (Php Million)

  • Figure 1.2 indicates the implementing and/or funding agencies of the proposed PAPs. The implement ing agencies are the Parole and Probat ion Administrat ion (PPA) and the Bureau of Jail Management and Penology (BJMP), which are both under the Department of Ju stice. PAPs to be implemented by the PPA aims to improve the effect iveness and eff iciency of the administrat ion of the parole and probation system in Central Visayas. As the region st i l l faces the chal lenge of jai l congestion BJMP is proposed to construct addit ional municipal and distr ict jai ls. Funding f rom the Department of Publ ic Works and Highways would also be tapped for the construct ion of the new Hall of Just ice in Bohol. The proposed New Hall of Just ice wi l l replace the exist ing building that was damaged by the 7.2-magnitude earthquake in 2013. This project wil l aid in facil i tat ing the administrat ion of just ice by providing a safe and conducive working environment. Among the agencies, the Parole and Probation Administrat ion of the DOJ requires the highest amount at Php 455 mill ion. The amounts needed from DPWH and BJMP are Php 300 mil l ion, and Php 36 mil l ion, respectively. Figure 1.3 Investment Requirement by Location (Php Million)

    More than half of the investment requirement wi l l be implemented regionwide, which is largely PAPs of the DOJ-PPA. Figure 1.3 shows the distr ibut ion of the investment requirement by location. PAPs to be implemented in Bohol amount to Php 316 mil l ion, which is largely for the construct ion of the new Hall of Just ice. On the other hand, the Php 20 mil l ion funds needed for Cebu is for the construct ion of jails.

    Inequality-Reducing Transformation The Central Visayas Regional Development Plan (RDP), 2017-2022 seeks to reduce inequal ity in accessing development opportunit ies. The RDP has the following strategies to achieve inequal ity reducing transformation: (a) expand economic opportunit ies, (b) accelerate human capital development, (c) reduce vulnerabi l i ty of individuals and families, and (d) bui ld safe and secure communit ies. This Chapter presents the programs, act ivit ies, and projects (PAPs) that aim to accelerate human capital development, reduce vulnerabi l i ty of individuals and famil ies; and expand economic opportunit ies in agriculture, forestry and f isheries, industry, and services . The implementation of these PAPs is expected to lead to i mproved Human Development Index (HDI), and further expansion of the region’s economy. The investment requirement to bring about these desired outcomes would amount to PhP 72.834 bi l l ion. The amount needed for the PAPs identif ied is increasing annually f rom Php 12.234 bi l l ion in 2018 to Php 16.524 bi l l ion in 2022. Figure 2.1 shows the annual investment requirement towards achieving inequal ity -reducing transformation for the period CY 2018 to 2022. Figure 2.1 Annual Investment Requirement (in PhP Billion)

    As shown in Figure 2.2 , the bulk of the PAPs are lodged with the Department of Social Welfare and Development (DSWD). The agency’s PAPs has a total cost of PhP 57.982 bil l ion, which accounted for 79.6 percent of the total investment requirement to reduce inequal ity in access to development opportunit ies. Almost half of this amount is for the Pantawid Pamilyang Pi l ip ino Program (4Ps).

    The Department of Health (DOH) has the second highest amount of PAPs to be implemented at PhP 8.971 bi l l ion. More than half of this is devoted to the hir ing and deployment of physicians, nurses, dent ist s, medical technologists, pharmacists, and midwives to the dif ferent parts of Central Visayas. The Bureau of Fisheries and Aquatic Resources (BFAR) ranks third with cost of its PAPs reaching PhP 1.398 bi l l ion. This amount comprised mainly of the agency’s f isher ies regulatory and law enforcement act ivit ies, and aquaculture programs. Among the implementing and/or funding agencies are the Department of Agriculture (DA), Phil ippine Coconut Authority (PCA), Tourism Infrastructure and Enterprise Zone Author ity (TIEZA), Department of Trade and Industry (DTI), Technical Education and Ski l ls Development Author ity (TESDA), and the state universit ies and col leges composed of Bohol Island State University, Cebu Normal University, and Siquijor State Col lege.

    There are 55 PAPs to be implemented in Bohol and also regionwide. Those that are to be implemented regionwide has the lion’s share, or 97 percent of the required investment. Figures 2.3 and 2.4 i l lustrate the locational distr ibut ion of these PAPs. Bohol has the highest number of location -specif ic PAPs, which has an equivalent cost of Php 1.184 bi l l ion. Major ity of these are projects of the Bohol Is land State University. The PAPs in Cebu and Siquijor are to be implemented by TESDA and the SUCs in the respective provinces, i.e. Cebu Normal University and Siquijor State College. Most of the projects in Negros Oriental are ecotourism projects proposed by the local government units for funding by TIEZA.

Experts in CRM interventions attributed this phenomenon to complex issues collateral to human dynamics.     Sustainable Livelihood Program - The Sustainable Livelihood Program is currently being developed as a converging program addressing the needs for livelihood and income generation for the improvement of the level of well-being of Pantawid Pamilya beneficiaries. The SLP, which was initiated in January 2011, offers two tracks to its target beneficiaries: (1) the Microenterprise Development (MD) track and the (2) Employment Facilitation (EF) track. The MD Track uses the microcredit scheme of the old SEA-K Program, wherein participants are provided assistance in the establishment and expansion of their microenterprise.     Kalahi CIDSS- National Community Driven Development Program - Kalahi-CIDSS NCDDP, is one of the poverty alleviation programs using the community-driven development (CDD) approach. It helps communities in poor municipalities identify challenges around reducing poverty and make informed decisions on a range of locally identified options for development, including how this is made and in what form; Gives control of resources to address local poverty to communities; and Builds the capacity of both state (including local governments) and civil society stakeholders to provide assistance and respond to calls for support from poor communities as they implement development initiatives. The development objective of Kalahi-CIDSS is to have barangays/communities of targeted municipalities become empowered to achieve improved access to services and to participate in more inclusive local planning, budgeting, and implementation.

    Protective Service For Individual And Families In Difficult Circumstances (PSIFDC) - Through its Protective Social Welfare Program, the DSWD offers various types of assistance to those in need which include the Assistance to Individuals in Crisis Situations (AICS). Under AICS, the DSWD provides medical, educational, burial and transportation assistance to persons/families in crisis situations, specifically those belonging to the informal sector and other poor, marginalized, vulnerable, and disadvantaged individuals.

    Disaster Response And Management Program - The Philippines receives an average of 12 to 20 cyclones/typhoons annually. These cyclones brought flashflood, landslide, flooding and heavy rains to the different areas in the country. Being the Vice Chair of the Disaster Response pillar of the National Disaster Risk Reduction and Management Council, the DSWD considered this as an organizational outcome to contribute to the reduction of vulnerabilities of individuals and families.

    Increasing Growth Potential For 2017-2022, one of the focus of the Regional Development Plan (RDP) is the pursuit of economic growth that can be sustained beyond the term of the current Administrat ion. As one of the pil lars of the RDP, increasing growth potent ial wi l l employ as its major strategies, the promotion of science, technology and innovat ion to drive long -term growth of the regional economy. The science, technology and innovat ion (STI) programs and projects for 2017-2022 aim to vigorously promote and accelerate technology adoption and st imulate innovat ion in the region. Dur ing the plan per iod, the Department of Science and Technology (DOST) shall implement programs for technology transfer and commercializat ion for micro, smal l and medium enterpr ises (MSMEs) to improve product ivity and eff i ciency. The total investment cost of the agency’s regular programs for CY 2018 -2022 is est imated at PhP 1.34 Bi l l ion to be funded from the national budget. In 2018, the total cost of all p rojects is est imated at PhP 207 Mi ll ion which shal l increase by an average of 12.16 percent annual ly.     Two major sub-programs shall be implemented regionwi de to attain the region’s object ive of increasing growth potent ial namely: the Small Enterpr ise Technology Upgrading Program (SETUP) and the Community Empowerment/Regional Grant -In-Aid Program. Crucial to the implementation of these programs is the development of human resources in science, technology and innovation that can provide the technical expert ise needed to strengthen STI implementat ion and bui ld a strong STI culture in the region in the long run. Total investment cost of the human resource program is 63.5 percent or PhP 850 Mil l ion of total

  • investment in STI in the region which wi l l go to the development, ut i l izat ion and implementation of STI scholarships. The ICT network infrastructure shal l be upgraded to provide ICT Infrastructure backbone support for the STI program s and to accommodate the growing demand for ICT services in the region. Science and Technology Innovat ion Centers shall l ikewise be establ ished in al l the provinces in the region to provide a common area for learning, invent ion and innovation beyond the f rontiers of current knowledge in science, technology and engineering. A Science and Technology Center shall also be establ ished in Cebu to provide a venue for S&T events in the province.

    Technology Transfer and Commercialization Progam - The SETUP Program enables MSMEs to address their technological requirements and improve productivity and efficiency through infusion of appropriate technologies, human resource training, technical assistance and consultancy services, design of functional packages
