Message from the Mayor

Consider street trees when building

May celebrates our volunteers

Translated from the Woiwurrung language, “boroondara” means “where the ground is thickly shaded”, and our City is famous for its beautiful tree-lined streets.

Did you know that 23.6 per cent of Boroondara residents volunteer? According to the latest ABS census data this is the highest rate of participation in the Greater Melbourne region. Given that I believe you can tell the health of a community by its level of

volunteering, Boroondara must be in a very healthystate indeed.

National Volunteer Week is being celebrated throughout Australia from 9 to 15 May 2016. To reflect our City’s increasingly diverse community, the Boroondara Volunteer

Resource Centre (BVRC) is encouraging volunteers from culturally and linguistically diverse backgrounds to put themselves forward.

It’s also a great time to recognise the vital role played by our volunteers, and to thank them for their efforts and commitment.

This year, celebrating National Volunteer Week happens to coincide with Neighbourhood House Week. Over the next few months, the BVRC will be seeking skilled volunteers to take up a range of roles in local

community organisations, including our neighbourhood houses. Volunteers with the following skills are needed - business and strategic planning, project management, human resource and legal, financial oversight, marketing and promotions, community engagement, and occupational health and safety, and risk.

For more information, contact the BVRC on 9278 4550 or [email protected] .

With best wishes,

Councillor Jim Parke Mayor of Boroondara

However, some of our street trees are being placed under stress as a result of various forms of development, changing weather conditions (heat and drought) and an ageing tree population.

In the case of increasing urban development, whether it’s building multi or single dwellings, garages, underground car parks or even fences – many of these projects place added pressure on our limited tree stock.

When you begin planning the construction of a new house, garage or fence, think about how it might affect the street trees, and what you can do to

protect them. These trees not only provide important habitat for birds and animals, they help reduce the ‘heat island effect’ by shading our homes, streets and footpaths, and make a valuable contribution to the look and feel of our suburbs.

It is important to consider the trees both within and outside your property boundary. It may be useful to engage an arborist early in the design process to provide specialist advice on whether your plans will endanger street trees, and wherever possible, plan your project to preserve and protect these important natural assets.

There is an Australian standard based on research and observations relating to the area surrounding a tree that it needs to stay healthy - calculate the diameter of a tree at chest height and multiply that by 12. It doesn’t mean you won’t be able to build within this area, it just means that you should seek advice from an arborist as to how you can best accommodate the tree, and complete your building project.

With multi-unit developments, Council considers street trees when assessing the planning permit. Single dwellings generally do not require a planning permit,

however an asset protection permit may be required which includes requirements not to damage street assets, including trees.

When the works are on a smaller scale, it’s up to the property owner to seek advice from an arborist and look after the street trees during construction. We have leafy and well-shaded neighbourhoods in Boroondara because over many years we have worked hard to protect street trees. It is up to everyone – Council, residents and trades people - to ensure they stay this way for generations to come.

The City of Boroondara is celebrating the Give Happy, Live Happy themed National Volunteer Week from 9 to 15 May, which this year happens to coincide with Neighbourhood House Week. The contribution of volunteers’ time and expertise to programs and activities are essential to community organisations, including our neighbourhood house programs. And it’s not just about what volunteers give, but equally about what they receive in return.

Theresa Bonasera is a volunteer at Alamein Neighbourhood and Learning Centre (ANLC). Theresa says “I love the time I spend volunteering. The team here is friendly and welcoming, creating a wonderful environment for community members, many of whom are regulars and volunteers alike. Volunteering is a great thing to do and ANLC is a great community hub. I love it!”

The work that Theresa does at the ANLC is diverse. Theresa is a significant asset; she contributes to a range of areas from preparing marketing materials for community activities to helping ANLC staff with important administrative duties.

Theresa also provides class support to the centre’s tutors, and engages with students to help them get the most out of

the classes they attend. She helps to reinforce the things that they are taught, answering questions and providing support and guidance as required.

Theresa’s experience is an example of one of the many varied volunteer possibilities within neighbourhood houses. Boroondara has 10 neighbourhood houses, each with its own character and focus, and all offer a huge range of opportunities to get involved, whether through volunteering, running an activity, taking part in

a course or one of the hundreds of activities on offer.

The neighbourhood houses provide a unique resource to the community, giving people the opportunity to join a class from learning the ukulele to boxing, to playing mahjong or going bike riding, being part of a social event, using the childcare facilities or undertaking some vocational training. There are opportunities for people of all interests, ages and backgrounds.

The full range of activities is listed in Boroondara’s Neighbourhood House Short Course Guide, which can be found at your local library, Council’s Customer Service desks or by visiting boroondara.vic.gov.au/community-centres .

Balancing various uses of sportsgroundsOur City is home to almost 60 high-quality sportsgrounds, which are used by a variety of people for many different purposes. In terms of organised activities, sporting clubs and schools make regular bookings to use sportsgrounds for training and games, on weekdays and weekends. With personal training more popular than ever, our sportsgrounds are also regularly booked by personal trainers wishing to conduct sessions with clients who want to get fit. There are also those who use our City’s open spaces more casually. Whether it’s walking the dog, having a relaxing picnic or going for a run,

many residents also love using sportsgrounds.Given the mix of users, it is important that we respect each other’s rights to using sportsgrounds and understand when bookings need to be made. Bookings are essential for organised activity, such as personal training sessions, and sports club training and games.Council regularly checks use of sportsgrounds, and unauthorised users can be subject to necessary enforcement. To find out more about booking sportsgrounds for organised use, contact Council’s Sport Services Department on 9278 4745 or [email protected] .

Free booklet to help nurture nature and plantsGardens that support wildlife are growing in popularity. Many people are contributing to revegetation projects and participating in citizen science programs such as ClimateWatch and the Aussie Backyard Bird Count, which build knowledge of flora and fauna in our backyards, local parks, reserves, creeks and rivers. Are you interested in nurturing nature in your own garden? We can help you get started. During May, residents can pick up a free copy of the Backyard Biodiversity booklet from our Camberwell and Hawthorn customer service centres. With the booklet you will also receive a free voucher for five indigenous plants that can be redeemed at Greenlink Nursery in Box Hill South.

A limited number of vouchers are available and they must be used before the end of June, so you’ll need to be quick! The Backyard Biodiversity booklet provides information on native plants and animals in Boroondara, and provides a selection of suitable indigenous locally native plants for home gardens.By planting even a small patch with locally native plants, your garden can provide food and shelter for local species and create habitat stepping stones across the City to link up our parks and biodiversity corridors. For more information, visit boroondara.vic.gov.au/biodiversity or contact Andrea Lomdahl via [email protected] or 9278 4889.

Join the compost revolution Even if you’ve never composted before, it’s easy to get started and prevent the wasteful transport of food scraps to landfill where they produce harmful greenhouse gases.Between Monday 2 and Sunday 8 May, it’s International Compost Awareness Week, and the City of Boroondara has partnered with The Compost Revolution to help you begin. The Compost Revolution provides an online, step-by-step guide to composting and worm farming, and Boroondara residents are eligible for a compost bin or worm farm at 30 per cent off the regular price, and will also receive free delivery to their door.

To order a subsidised worm farm, bokashi bin or compost bin, visit compostrevolution.com.au/Boroondara and follow these steps:1) Complete the tutorials to learn more about composting and worm farming2) Take the quiz. 3) Claim the reward by placing an order for either a compost bin (with or without aerator), a bokashi bin (with free enzyme spray) or a worm farm (with or without worms) and receive a Council subsidy on the purchase. Please note, this service is only available online directly from Compost Revolution.

Customers without internet access can purchase a compost bin, bokashi bin or worm farm from their nearest hardware store. Alternatively, visit your local Boroondara library to take advantage of free internet access.

HAVE

YOUR

SAY!

Let’s talk about Balwyn public space

Council meetings

Have your say on the proposed budget

Economic Development and Tourism Strategy

We are investigating the opportunity to transform a section of Yerrin Street, Balwyn through the creation of a new public space at the heart of the thriving Balwyn Shopping precinct on Whitehorse Road. We invite you to become involved at this initial stage to gather your thoughts about what this future public space at Yerrin Street could be. The proposal is in keeping with a recommendation from the adopted Balwyn Access Plan to “investigate a Yerrin Street Public Space that could integrate with tram, community bus and pedestrian crossing facilities, where possible”. The proposal would involve the permanent closure of Yerrin Street between Whitehorse Road and the car park, to create an open, pedestrian-friendly environment that has the potential to be designed for a variety of recreational purposes. The car park to the rear of the shops would be extended across the northern side of the proposed public space with little or no loss in overall parking. Access to car parking would remain from Mangan, Iramoo and Yerrin streets. Council officers will be available to discuss this proposal at Yerrin Street, next to Whitehorse Road, at the following times:• 10am to 1pm, Saturday 7 May 2016 • 2pm to 5pm, Wednesday 11 May 2016.You can also have your say and share your ideas on creating a new public space through the survey at boroondara.vic.gov.au/your-say .Please complete the survey by Friday 27 May 2016.Should you require any further information, or wish to discuss the proposal, contact Hywel Rowlands on 9278 4891 or [email protected] .
