Artistic Brief Waterways for Wildlife, Anderson Park Mural Boroondara Arts is seeking an artist to transform the ‘rebound wall’ in Anderson Park, 5

Anderson Road Hawthorn East, through a site-specific mural. The artist will need to facilitate

workshops with primary school students to develop and deliver an innovative design with the

theme of Waterways for Wildlife. This theme is to increase community awareness around

environmental suitability and the impact of litter on waterways.

Submissions are welcome from individuals and groups with the intention of facilitating

workshops, designing and painting the mural throughout February - April 2019.

A quote and return brief are to be submitted to Boroondara Arts no later than 5.00pm on

Monday 4 February 2019.

Objectives The transformation of rebound walls throughout Boroondara is an initiative outlined in the

City of Boroondara’s Graffiti Management Strategy 2016 www.boroondara.vic.gov.au,

aiming to:

• discourage vandalism (graffiti and illegal posters)

• improve the appearance of rebound wall

• enhance the community’s engagement with, and enjoyment of the local parks and

streetscape.

Project delivery

The Waterways for Wildlife mural project is to be delivered in two stages:

1. Workshops

• Artist will develop and deliver a series of workshops to grade five and six students at a designated local primary school.

• Workshops must have links to Victorian Curriculum F-10: Levels 5 and 6 (VCSSU075, VCCCC0016 and VCAVAP031).

2. Delivery of mural

• Outcomes of student art work will aid in determining the final design of the rebound wall.

• Design will not impede on its main objective for community use and will fit into the landscape of the park.

Project site The location of the rebound is at Anderson Park, 5 Anderson Park Hawthorn East. The

dimensions of the wall are 8m x 3.3m.

Project co-ordination Day to day management of the workshops will be of the responsibility of the City of

Boroondara Environmental and Sustainable Living team, along with support from

Boroondara Arts.

Day to day management of the mural delivery will be the responsibility of City of Boroondara

Landscape and Design team, along with support from Boroondara Arts.

Project scope Key tasks include:

1. Confirm the project timeline to deliver key milestones

2. Finalise workshops delivery with Council

3. Develop an Occupational Health and Safety plan

4. Facilitate workshops in school

5. Finalise artwork for rebound wall

6. Approval of final artwork by City of Boroondara

7. Implement the works from February - April 2019

8. Provide a maintenance manual at time of handover.

Project budget primary responsibilities

The artist will:

• be responsible for project development

• supply all materials and equipment required to produce workshops, artwork, including

preparation of the surface prior to the work commencing and anti-graffiti coating of

the final artwork (type of anti-graffiti coat used will need to be approved by Council).

• Have excellent verbal communication with the school and general public when

working on site.

• Hold a current Working with Children’s Card.

Project budget

Council have allocated a budget of $11,000 for an artist to deliver workshops to a school and

a mural at Anderson Park, Hawthorn East. It is expected that the total cost will incorporate:

• planning and delivery of workshops at a designated primary school

• final design of mural

• preparation of mural including cleaning as required

• installation of a washable anti-graffiti coating over the artwork (specify type/performance)

• all transport and travel expenses

• all materials

• all labour and installation costs

• attendance at nominated meetings

• all costs associated with occupation, health and safety

• telephone calls, facsimile or like messages

• rental of specialised equipment (where required)

• insurances

• any other cost incurred that is not nominated above.

Considerations The following must be considered:

• existing character of the area of mural

• maximising coverage of rebound wall

• the natural lighting

• minimising areas of flat colour to reduce the likelihood of graffiti tagging or being

noticeable should it occur

• the final artwork will be seen by a broad range of people.

Submission / return brief

Your return brief shall include at a minimum:

• description of initial concept idea/s for the workshop delivery which respond to the

project brief and message (max 200 words)

(N.B.: please see Attachment 1: Workshop development information and Victorian Curriculum Levels F - 10)

• description of mediums to be used to deliver the mural

• two professional referees who know your practice and commitment to the arts

• full CV and with visual concepts of previous work

• outline timeline for project delivery

• evidence of Public Liability insurance for $20M.

Assessment criteria Submissions will be assessed by Boroondara Arts against the following set of criteria:

• artistic merit of proposal in line with the Artistic Brief

• artistic merit of previous work

• evidence to work with primary age students

• capacity to be delivered within allocated budget

• capacity to be delivered within project timeline.

Payment The Artist shall submit invoices for each phase of the work completed. Invoices must:

• be submitted in a form approved by Council

• detail the payment claimed for the services completed, including the Purchase Order

Number, the Contract Number and Name, the services being claimed for and the

dates on which the services were performed and completed

• be in a form approved as a Goods and Services Tax (GST) Tax Invoice.

Invoices submitted to Council by the twenty-eighth (28th) day of the month shall, unless the

amount of the invoice is disputed, be paid by the end of the following month. Deductions for

statutory reasons or contract retentions shall be made where applicable.

Payments by Council will be made by electronic funds transfer (EFT) to the Bank Account

nominated by the Artist. The Artist shall provide the Bank Account details to Council on the

form provided by Council on acceptance of the Artist’s proposal.

Part payment shall be made on receipt of satisfactory work at the end of each of the phases.

Payment will be as set out below:

• Phase 1 - 20% to be paid at signing of contract.

• Phase 2 - 30% to be paid after confirmed design is approved.

• Phase 3 - 50% to be paid at completion of work, installation and maintenance manual

provided.

Final completion A final inspection will be made by City of Boroondara after installation. This will be

undertaken to inspect for any defects and will include concept compliance. The Artist will be

required to rectify any defects or compliance matters identified in the final inspection prior to

Council confirming ownership of the work.

A Maintenance Manual will be provided by the artist as part of the handover of the artworks.

Once approved, the work will then become the property of City of Boroondara.

Copyright Copyright and intellectual rights remain with the artist. The City of Boroondara reserves the

right to photograph the installations and document the project for unlimited use in

publications promoting the Council.

Attachment 1: Workshop development information and Victorian Curriculum Levels F - 10

Main message: Help us prevent litter from ending up in our beautiful waterway

environments and harming the animals who call these waterways home.

Secondary message: Litter on the ground risks getting washed into stormwater

drains and ending up in our creeks, rivers and streams. This litter can harm our

precious water animals and can even kill them.

Victorian Curriculum F – 10: Levels 5 & 6

Science Understanding The growth and survival of living things are affected by the physical conditions of

their environment. (VCSSU075)

Through artwork students will tell the story of the pressures litter places on water

animals and their environments, and will gain an understanding of the dangers

human impact can have on wildlife and their environments.

Civics and Citizenship Investigate how people with shared beliefs and values work together to achieve their

goals and plan for action. (VCCCC016)

Through artwork students will explore how communities can work together to reduce

waste entering waterways and negatively impacting the environment and the animals

that rely on these environments for survival.

Visual Arts Present and Perform: Create and display artwork considering how ideas can be

expressed to an audience. (VCAVAP031)

Through artwork students will express ideas and understanding around the

environmental theme of litter and the impact it has on local waterways and wildlife.
