When you visit North Balwyn Village, you may notice our Service Crew dressed in fluorescent orange, working hard to keep the centre clean and attractive.

The Service Crew is a Council initiative to improve the way we take care of our shopping centres. The crew add to the current maintenance program by offering a more personalised and immediate service at some of our major shopping centres.

They focus on the cleaning, repair and maintenance of Council assets, and enhance the centres by carrying out minor repair works on the spot. Since starting in November, the crew have carried out more than 35 inspections at North Balwyn Village, including more than 160 cleaning tasks and 30 maintenance works.

The devoted crew has proved to be a hit with shoppers, traders and visitors.

Sam Freijah from the Village Café said “It’s really good to see a bit of action from the Service Crew around the street. I like seeing our rates at work!”

When you see the Service Crew van, it means our small team are nearby making North Balwyn Village a more pleasant environment for all.

I struggle to believe that we are half way through 2019 – and at the start of a new financial year! Well they do say time flies when you’re having fun – so I suppose I must be! There are so many great things about being a Councillor, and it certainly means there is not much downtime – always a full diary, always many things going on! Our Budget has been released and there are projects, big and small going ahead in the near future.

I recently attended the Kew Rotary Club annual Leaders’ Changeover dinner; Rotary is a wonderful organisation which really does inspire and connect. Rotary stands beside the City of Boroondara in so many key events including the Boroondara Farmers Market, Camberwell Sunday Market, our Boroondara Community Strengthening Grants program, the upcoming Literary Awards and many more. If you are thinking of volunteering and giving back to our community, you may like to consider Rotary, or contact our wonderful Boroondara Volunteer Resource Centre who can connect you with other local organisations.

The days will now get longer and hopefully the weather a little warmer, but while it is chilly perhaps you might like to download Library applications called ‘Libby’ and ‘RBdigital’ on your device and read best sellers, magazines and more anytime, anywhere!

Update on Kew Heritage Gap Study Council is progressing implementation of the Kew Heritage Gap Study through Amendment C294, which proposes to include approximately 400 properties in the Heritage Overlay.

More than 90 submissions from property owners and other interested parties were

received through the public exhibition process, held between February and March 2019. Council officers have reviewed the submissions and prepared a report for consideration by the Urban Planning Special Committee (UPSC) in August. All affected property owners and occupiers, as well as people who have made submissions, will be invited to this meeting and will have the opportunity to address the UPSC.

While the permanent Heritage Controls are progressed through Amendment C294, the Minister for Planning approved interim Heritage Overlays for all places recommended in the Kew Heritage Gap Study. The Heritage Overlays were gazetted on Thursday 16 May 2019 (Amendment C293) and will expire on Monday 23 March 2020. Any proposals for demolition and other buildings and works may now require a planning permit.

In 2020, FOGO is a go go Council’s 2019-20 Budget contains funding to start a Food Organics and Garden Organics (FOGO) service from May 2020. This initiative is a key part of Council’s Waste Minimisation and Recycling Strategy.

A FOGO service allows residents to put all their food waste into the same bin as their green garden waste. This bin will be collected weekly as part of Council’s regular kerbside collection services.

FOGO provides a solution for recycling all cooked and uncooked food waste, even items that can’t be placed in a worm farm or home compost, such as fish, meat, bones, bread, dairy, even things like onion, chili, citrus peel and garlic.

Currently, Boroondara’s kerbside waste bins contain 46 per cent food and organic waste. This is sent to landfill, which creates harmful greenhouse gases. By diverting food waste via the new FOGO service, we have the potential to reduce waste sent to landfill by up to 19,000 tonnes a year, stopping thousands of tonnes of harmful greenhouse gas emissions.

Collected FOGO waste will be recycled into Australian standard soil-conditioning products like soil enhancers for agricultural and horticultural use. It may also be blended with other products and made available in hardware stores and nurseries for purchase by everyday gardeners.

Early in 2020, Council will provide every resident with a FOGO ‘kitchen caddy’ (a small plastic tub with a lid) and a roll of approved caddy liner compostable bags.

There’s still a lot of preparation work to be done before FOGO collection starts, so please don’t start adding food waste to your garden waste bin until you hear from Council in 2020.

The appointed architects have reviewed the community feedback and are developing a concept design for the new centre. The second stage of consultation will commence in late 2019 where the community will be able to view the proposed design, provide feedback, and hear from the architects and our officers about the design.

The Kew Recreation Centre will undergo a major redevelopment in 2020 that will see it transform into a facility catering to a wide range of health and wellbeing needs for our community.

Late last year, the first stage of community consultation engaged with more than 1,500 people who provided ideas and preferences on what they want to see at the new centre.

We are committed to improving and regenerating our playground facilities and equipment to give children in Boroondara great places to play in a natural environment.

Council believes that children need more than just ‘traditional’ playgrounds - we want to give them spaces where they can develop social skills, learn about nature and challenge their creativity. Council has allocated $250,000 in its 2019-20 Budget to start designing a regional playground in Kew’s Victoria Park, as part of our master plan for the area. The playground is a major project and this funding will help Council develop a public consultation process and design for the project, giving the community the chance to have their say. More details about the project will be released in due course.
