NOVEMBER 2010 Throughout New York State, school districts are preparing for the changes that are unfolding, as the bar on student achievement is raised. The Board of Regents has adopted aggressive reforms that are aimed to better prepare our students for success in college and the workplace. The key reforms include: building better instructional data systems that will measure student success and inform instructional practices; adopting common core standards that will drive our curriculum; implementing new state assessments that will be more rigorous and performance based; changing evaluation systems designed to ensure continued strong teaching and leadership in our schools. Many changes in Education Law have already been adopted by our legislators, which align with and support these reform efforts. The timelines for these critical reforms are aggressive and require thoughtful yet swift planning. Our district is up for the task. We believe we have a strong foundation to build upon, and an excellent learning community, that embraces challenges and works hard to overcome them. Our student achievement is steady, although we will have to reach even higher to meet the new cut scores that have been put in to place. We continue to focus on early interventions and closing the gap for all students and we will not be satisfied with meeting the minimum standards, but strive for standards of excellence, across the board. Our learning environment plays an equally significant role in our student success. Our Positive Behavioral Intervention Systems, such as the Cohen “Caught Ya” Program, Cohen Middle School Pillars of Knighthood Program and T.A.E. Spartan Program are reinforcing positive behaviors and making our schools more inviting for all students. Support from home to monitor student computer activities and eliminate cyber-bullying, is also a critical component to our success. We continue to work hard to improve our schools and help our students achieve. As we enter the winter months it may be necessary to delay the opening of school or close school due to inclement weather. All delays or closings will be announced through the following local media: WETM-TV, WENY-TV, WSKG, WELM, WATS, WINK, Lite Rock 97, WQNY, WHGL, WYXL, 870 AM, and 1470 WNYY. The Synervoice system will be activated only if we know of a closing ahead of time. Because of the number of calls that need to be made district wide we will not activate the system for last minute delays or cancellations as parents may not receive the information in a timely fashion. Please rely on the local media for up-to-date information. A two-hour delay may be called if it appears that inclement weather will pass quickly, giving way to weather which will allow staff and students to get to school safely. When a two-hour delay is called, the following will occur:

• The delay will be announced on the radio/TV by 7a.m.

• Students and staff should arrive to school two hours later than scheduled.

• Students may not be delivered by parents or guardians to Cohen ES until 9:55a.m. or to Cohen MS or TAE until 10:10a.m.

• Transportation pick-ups will be two hours later than usual.

• Breakfast will not be served at Cohen. Lunch will not be affected.

• There will be no first session of Pre-K. The second session will meet at usual time.

• Morning BOCES will be cancelled for TAE students.

• The school day will end at the normal time at each school. Transportation home will be at regular times.

Any transportation questions should be directed to Todd VanHouten at 739-1358.

Voter Registration To participate in our budget vote on May 17, 2011, district residents must be registered with the Chemung County Board of Elections. If you are now registered to vote in national, state and local elections, you are set to vote in district elections. If you are not registered with the Board of Elections, you may do one of the following: • Go to the Board of Elections located at 378 South Main Street in Elmira and complete the registration form. • Come to the District Office and complete the registration form. We will forward it to the Board of Elections. The forms must be returned to either the Board of Elections or the District Office by May 3, 2011.

Board of Education Vacancy The Board of Education has one five-year term vacancy that will be voted on during the budget vote May 17, 2011. We encourage all residents to consider serving your community by running for a Board of Education seat. If you would like more information, call the District Office at 734-7114.

Spirit Week: Homecoming 2010 School Spirit was alive and well in the Heights during Spirit Week on September 4-9. Each day of the week the student body and faculty engaged a theme to illustrate their school spirit. Monday was 80’s retro day which the faculty really enjoyed. Tuesday was crazy hat/hair day. Wednesday was pajama day. On Wednesday night each class competed by decorating a hallway with their assigned color. The sophomores won the hall contest. Thursday was color wars, where each class dressed their color. Friday was orange and blue Spartan day. There was an assembly in the auditorium featuring contests between the four classes. Friday ended with the “flag” football powderpuff game between the junior and senior girls. The seniors prevailed 22-6. Spirit Week concluded on Saturday a hard fought football game against Notre Dame. The sophomores, however, were able to retain the Spirit Jug by winning the class tug-o-war vs. the seniors at halftime. The day came to a close with all students having a great time at the homecoming dance Saturday evening.

Edison High School started its first Distance Learning class this fall. Math Teacher Eileen Cook is collaborating with the Hornell School District to provide students an

opportunity to earn credit for AP Statistics. Classes are held daily in the new Community Room. The students do need to arrive a bit earlier than their peers but

are very excited about participating in this unique opportunity.

2011-2012 Budget Preparation Preparation of the 2011-2012 budget has already begun. Below is a calendar of budget events to which the public is invited. In addition, the District will prepare a budget information letter in March 2011 which will be designed to provide the community with a snapshot of budget issues facing our district and provide an update of the

STAR Program Information

STAR is New York State’s School Tax Relief Program that provides a partial exemption from school property taxes. All New Yorkers who own and live in their own home are eligible for a STAR exemption on their primary residence. There are two parts to the STAR program: The Basic STAR exemption is available for anyone who owns and lives in his or her own home and earns less than $500,000. Basic STAR works by exempting the first $30,000 of the full value of a home from school taxes. The Enhanced STAR exemption is available for the primary residences of senior citizens (age 65 and older) with yearly household incomes not exceeding the statewide standard. For qualifying senior citizens, the Enhanced STAR program works by exempting the first $60,100 of the full value of their home from school property taxes. For property owned by a husband and wife, or by siblings, only one of them must be at least 65 years of age as of December 31 of the year in which the exemption will begin to qualify for the Enhanced exemption. Their combined annual income, however, must not exceed the STAR income standard which is $79,050 for the 2011-2012 school levy year. Senior citizens applying for the Enhanced STAR exemption must demonstrate that the combined income of all of the owners of the property, and of any owner’s spouse who resides on the premises, is no greater than the income standard for the applicable income tax year. You may do this in one of two ways: Option 1: Traditional method. Submit a copy of your income tax return(s) for the appropriate income tax year to the assessor with your STAR application by the application deadline each year. Option 2: STAR Income Verification Program. Supply your Social Security Number(s) and authorize the New York State Department of Taxation and Finance to verify your income eligibility each year. If you choose this option, you do not need to submit an application and copy of your tax return(s) to the assessor every year. To choose this option, in the initial year you must complete form RP-425-IVP and submit it to the assessor along with a traditional STAR application and the necessary income tax return(s) by the application deadline. To get your Basic and Enhanced STAR tax cut you must file an application with your local assessor. The application has been made as simple as possible. Property owners who are granted the Basic STAR exemption generally will not need to reapply in subsequent years because the Basic STAR exemption is granted regardless of income. However, Basic STAR recipients will need to notify their assessor if their primary residence changes. Contact your Town Assessor’s Office below for information about the application process. Forms and information are also available on the Office of Real Property Service web site (www.orps.state.ny.us) or call 1-877-6-STAR-NY (1-877-678-2769). The deadline for applications is March 1, 2011.

COHEN MIDDLE

Cohen Garden Club Continues To Grow The Garden Club at Cohen Elementary has been growing food for 7 years (and counting). The students in the Garden Club have learned how to prepare the soil, plant seeds and plants, control the weeds, and harvest the produce. The cafeteria collects compostable food scraps and the teachers contribute coffee grounds to add to the garden’s compost pile. In the Spring of 2010 the Garden Club had almost 25 students and grew a beautiful garden that produced over 200 lbs. of produce! The garden is funded by a Learn and Serve grant and all food is donated to the local Food Bank.

The Cohen Middle School Medieval Festival will be held the last week of school at either Oakridge Park or on the Cohen Campus. The students of Cohen Middle will be hosting the event and all that is included in preparing it. Faculty and students will be working throughout the 2010-2011 school year in small groups to develop the activities that will be featured at the festival. The festival will begin early afternoon and continue until the evening. This project will be a BIG undertaking, and will take lots of hard work and teamwork to pull off, but we are confident it will be a big success. More specifics on time, date and location will follow. Parent involvement is welcome and interested individuals should contact Cohen Middle School Principal Dawn Hanrahan, during school hours, at 734-5078 for further information

MEDIEVAL FESTIVAL

Student Council Elects Officers It has been an exciting few weeks at Cohen Middle School! The students have been busy campaigning for the offices of President, Vice President, Secretary and Treasurer. This is the first time our middle school has gone through the official process of electing the officers for Student Council. Anyone interested in running for one of the four executive offices had to state his/her intent by signing a Bid for Candidacy form which included 25 peer supporters. Then a primary election was held for all interested candidates. This included the students who were looking for a representative role as well. The top two for each executive office then advanced to the final election. Those students had to write a speech to introduce themselves and express any traits or talents they have that would make them the best candidate for the position they were seeking. On Tuesday, October 5 the speeches were presented during a school wide assembly. Every student then had the opportunity to vote during Social Studies class in a voting booth that was borrowed from the Village of Elmira Heights. What an experience that was! The final results were in by the end of the day. The newly elected officers are as follows: President – Maria Forte, Vice President – Cassie Goff, Secretary – Justyn McHenry, and Treasurer – Alle Jamison. Rounding out the Student Council as representatives are: Makia Hall, JonMarie Collson, Lauren Peters, Michael Beach, Keith Beach, Dylan Lee, Josh Cosgrove, Logan Ostrander, Josh Darrow, and Jenna Post. Mrs. Smith is the Student Council advisor and is looking forward to working with this fine group of ladies and gentlemen!

Exploring career options is a service of Career Development Council that helps students with the transition from high school to the workforce, military, or post secondary education. The following programs are available to help students obtain career awareness information:

Job Shadowing: This program is open to students in grades 10 – 12 to give them the opportunity to spend time with a professional in their field of interest learning more about their career. Students gain knowledge from seeing the work environment, learning the education and training required, the daily routine, and the skills used on the job.

Career Panels: Students meet with a number of professionals on specific careers areas such as social work,

legal, sports, criminal justice, medical, and business careers in a panel format.

Mock Interviews: Practice employment interviews with local business personnel are conducted through various classes to provide interviewing feedback.

Career Day: Area professionals speak to the middle school students about their careers. The date for this

year’s middle school career day is Thursday, March 24, 2011. Any business professional interested in sharing career information with our students should contact Becky Horton.

Career Research: Students will be directed to a host of websites and computer programs that have valuable

information to help them assess their interests and aptitudes in learning about career choices.

Classroom Speakers: Business professionals speak in various classes to provide students with real world applications to their course curriculum.

Business Site Visits: Tours of local businesses can be arranged for individuals or classes to learn more about

the business and the range of careers found there.

Workforce New York Career Center Registration: Students can register for employment opportunities with the New York State Department of Labor and receive free assistance with job search, resume writing, cover letters, job application material, and career counseling.

Library News

TAE High School Library Media Specialist Mary Ann Sheets is happy to announce the addition of four digital cameras and three video cameras that are now available for students to sign out and use for school related projects throughout the year. Over 500 new books have also been added to the collection for this year and students have been enjoying the new selections. The library lends books on a three week loan and appreciates it when students return their books on time. Students can also donate books through our gift book program in the high school library. We also welcome any donations of magazines for our magazine swap program. Please be sure to remove your address label. A database password sheet has been sent home with students so that they may access all of the library databases from home. Students can pick up another sheet from the library if necessary.

TAE Key Club Busy This Fall The TAE Key Club recently helped the Elmira Heights Historical Society spruce up their museum for the village’s Octoberfest celebration. Several girls from the club spent their beautiful Saturday morning cleaning and visiting with some of the “historians” of the community. The museum has some great displays of antiques, as well as school memorabilia that you might find interesting! (The Key Clubbers really enjoyed checking things out while they worked!) The club has big plans for the rest of 2010. They will be helping at the Tanglewood Nature Center’s “Haunted Happenings” event on October 23rd. We will be cleaning up a stretch of Route 14 near the Elmira College Domes on October 30th. Members will be “Trick or Treating for UNICEF” on Halloween. In November, members will be helping the food pantry. December will find the members “bell-ringing” for the Salvation Army, feeding performers and workers at the Arctic League Telethon on December 5th and assisting Elcor residents with Christmas shopping at the Arnot Mall. Our spring schedule has many “holes” to fill. If you would like the Key Club’s assistance with a community activity or event, please contact Key Club Advisor Missy Lutz, at TAE at 733-5604.

Mr. Richmond’s Participation in Government students have been busy this election season. They attended the Tom Reed – Matt Zeller District 29 Congressional debate at Corning Community College on October 21. Peg Woodard (incumbent) and Bill Fairchild (challenger) both came into class and spoke with students in regards to the District 8 County Legislature seat that they are both running for. Also, Mr. Richmond’s students have all registered to vote and are participating in a national mock election through www.youthleadership.net. The program is run by the University of Virginia’s Center for Politics.

Use this GPS to Estimate the Circumference of the Earth

For most of us, this would be a difficult task. Not for Mrs. Lutz’s Earth Science students at TAE. They have been using GSP units to investigate latitude and longitude, hill slopes, and to calculate the Earth’s circumference. Students got the opportunity to learn how a hand-held GPS unit measures distances, speeds, elevations, and latitude/longitude coordinates by making measurements on the football field. They performed many calculations to convert their measurements to meaningful units and to answer questions like, “How many miles would you have to walk to change your latitude/longitude by a degree?” They then used their measurements to estimate the circumference of the Earth. Some students were able to estimate it to within a few hundred miles! (Quite impressive when the circumference is 24,032 miles!!!)

Financial Literacy a Priority Business Education students at TAE will be taking part in a Financial Literacy Program for the second straight year. Nearly 50 students in Mr. Russ’s Business Applications classes will be administered two online financial literacy exams in early spring to measure their performance following an 8-10 week unit on Personal Finance. The first of these exams will be the National Financial Capability Challenge. The Challenge is an initiative launched by the Obama Administration, and designed to increase the financial knowledge and capability of high school aged youth across the country. Last year, more than 76,000 students in all 50 states participated

in the Challenge. The following 5 TAE students scored in the top 20 percent nationwide: Tim Corbin, Michael Grant, James Lorows, Shane Squires, and Raul Umana. The second of these exams is the Financial Literacy Certification Test sponsored by W!SE and the New York Financial Literacy Coalition. Schools with 75% of students passing the test are designated as Blue Star Schools. 95% of the students at TAE passed the exam. Sophomore Shane Squires scored a 96% and was invited to attend the Scholar’s Reception at the Museum of American Finance in New York City.

Developing Interview Skills Business education students will have the opportunity to practice their interviewing skills on November 18th. Congratulations to Lori Andreine

who was awarded a Paul Harris Fellowship. This is the highest award that can be bestowed by Rotary to an

individual, in recognition of outstanding leadership and

contributions to our world. Lori has volunteered as the Advisor to the

Junior Rotarians and has a kind heart with all she does.

MARCH OUT HUNGER

Congratulations to all students in the Heights for participating in the

March Out Hunger campaign. As part of our Learn & Serve initiatives, students collected canned goods for the Samaritan Center and Meals on

Wheels. The students at Cohen Elementary and Cohen Middle collected over 500 cans. Edison

Senior Chelsea Morseman collected over 100 cans from area businesses and the TAE faculty. Thanks to all

the students for their effort and gift to our local community.
