MINUTES OF 48TH MEETING OF OPERATION & COORDINATION COMMITTEE OF MP HELD ON 28TH OCTOBER 2015 AT 10.30 AM AT SLDC, MPPTCL, JABALPUR

The 48th meeting of Operation & Coordination Committee was held on 28th October at SLDC,

MPPTCL, Jabalpur. The list of participants is enclosed at Annexure-1.0. Shri P.A.R. Bende C.E.(SLDC) & Chairman OCC welcomed all the participants attending 48th

Operation & Coordination Committee. He high-lighted the various issues to be discussed in the OCCM. Chairman OCC stated that last 47th OCCM was held at SGTPS, Birsingpur and meeting was continued

upto post lunch session also and number of Operational / Energy Accounting issues which were pending have been resolved. Today’s meeting was proposed to be held at Omkareshwar but due to some unavoidable circumstances, meeting was arranged at SLDC, Jabalpur.

The Chairman informed that during the month of August & September 2015, frequency remained

70.00% and 59.83% respectively between 49.9 to 50.05Hz. He further informed that during the month of August & September 2015, frequency remained below 49.9Hz for 15.03% and 29.39% time. Though the frequency control is a collective effort of all the constituents of National Grid, the entities of State Grid also follow the grid discipline to maintain the frequency within operational limits. This would save the additional DSM charges which are to be paid when MP, being surplus state, under draw from the grid at high frequency.

The Chairman further elaborated about CERC’s Draft Procedure on Ancillary Services Operation

Regulation-2015 issued on 13th August 2015 and requested State Grid entities for offering comments on the Procedure before due date. He further requested State Grid entities to offer comments/suggestions to Hon’ble CERC on Draft of CERC (Deviation Settlement Mechanism and Related Matters) (Third Amendment) Regulations, 2015. He informed the Committee that the Madhya Pradesh Electricity Balancing & Settlement Code 2015 has been notified by the MPERC on 18.09.2015 which will become effective from 1st November 2015. Some of the key amendments incorporated in the BSC-2015 were deliberated.

He stated that 315 MVA ICTs at 765 KV Satna (PGCIL) were getting over loaded due to increased

irrigational demand in Satna, Panna, Singrauli, Rewa and Chhatarpur districts. To keep the ICT loadings within safe limits and also to avoid any interruption to round the clock supply in that particular areas, the load of Rewa & Sidhi area has been shifted from Satna to Birsinghpur and Amarkantak. For this purpose, 220 KV Birsinghpur-Satna and 220 kV Satna-Rewa bunched at certain location to make new circuit as 220 kV Birsinghpur-Rewa Ckt. bypassing 220 KV Satna. Now the load of Satna, Panna & Chhatarpur Districts are being fed through Satna ICTs. He informed that this arrangement helped to relieve lverloading the ICTs at Satna (PG) substation.

He further informed that grid disturbance of Category-GD1 was occurred at 220 KV S/s Satna on

dated 20.08.2015 and resulted in interruption of supply at about 11 substations of Satna, Chhatarpur and Panna districts, with load loss of 366 MW. Satna substation neither contacted SLDC nor attended telephonic calls for about 45 minutes. This communication gap had delayed the restoration of the system. He requested all the constituents of State Grid to be in contact with SLDC during the emergencies in the grid and one person should always be available in the Control Room for attending the telephonic calls. SLDC should be informed about the details and extent of tripping of the grid elements within minimum possible time so that normalization could be started at the earliest. It has been observed that 132 KV S/s Satna and 220 KV S/s Chattarpur had started normalizing the supply by their own without informing and obtaining code from SLDC. This is not desirable for safe & secure operation of the Grid and is a serious violation of Grid Code. He also informed the Committee that two nos. 315 MVA ICTs have been failed at 400 kV S/s Bina and the loading on one ICT at Bina is being maintained by shifting some of the load on adjoining ICTs of Damoh, Bhopal, Gwalior &

Shujalpur. One 315 MVA ICT at 400 kV S/s Indore is also failed in the month of July 2015. All these have reduced the reliability of system.

The Chairman deliberated that scheduling of some of the Solar Power Generators located within the

geographical area of MP have Long Term PPA with other States could not be commenced so far due to non-availability of any regulation for their deviation settlement. The matter has been taken up with the SECI trading power on behalf of Solar Generators for treating REGs as conventional Power Generator for computing their deviation and SECI has agreed to this proposal.

Thereafter Shri P.A.R. Bende, Chairman OCC requested Shri K.K. Prabhakar Secretary (OCC) to take

up the agenda items for discussion. ITEM NO. 1 : CONFIRMATION OF MINUTES: Minutes of 47th meeting of Operation & Coordination Committee of MP held on 25th August 2015 at SGTPS ,MPPGCL, Birsinghpur was forwarded to the Committee members vide No.07-05/SG-9B-II/3270 dated 21.09.2015. MPPGCL has sought amendment in Item No. 10.5 (i) of the MoM of 47th OCCM requesting to amend the date of settlement of energy of 40 MVA transformer w.e.f. 1 September 2015, instead of April 2015 as approved in the MoM. It has been verified from the voice recording of the meeting that power drawn through 40 MVA colony X-mer shall be treated as auxiliary consumption of SGTPS, Birsinghpur w.e.f.1st April 2015, and hence the amendment to the minutes is not required.

The minutes of 47th OCC meeting as circulated has been approved by the Committee.

ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTHS AUG 2015 TO SEPT 2015: 2.1 Frequency Particulars: Member Secretary informed the committee that during Sept 2015 the system frequency was below 49.9 Hz for 29.39% of time against 15.03% of time during Aug 2015. The system frequency was above 50.05 hz for 10.78% of time during Sept 2015 against 14.97% of time during Aug 2015. The system frequency was within the IEGC range of 49.9-50.05 Hz for 59.83% of the time during Sept 2015 against 70.00% of time during Aug 2015. The average monthly frequency was 49.95 Hz during Sept 2015 whereas it was 49.98 Hz in the month of Aug 2015. The system frequency did not touch 49.20 Hz during the above period.

The detailed frequency particulars for the month of Aug 2015 and Sept 2015 are enclosed at Annex-2.1.

2.3.1 Voltage Profile: Member Secretary informed the committee that date wise voltage profile at some of the important 400 KV and 220 KV substations during the months Aug 2015 and Sept 2015 is enclosed at Annexure -2.3.1.

2.3.3 Status of Shunt Capacitor Banks installed at various EHV Transmission Substation: Member

Secretary informed the committee that the updated information of the status of Installed capacitor banks (in MVAR) in EHV transmission system as on 30.09.2015 as submitted by MPPTCL is given below :

MPPTCL informed that all capacitor Banks in EHV sub-stations are in service.

2.3.4 Status of completion of ongoing Transmission Schemes being executed by MPPTCL : The Member Secretary, OCC informed the committee that the various ongoing Transmission Schemes completed during the current financial year 2015-2016 (upto Sept. 2015) and plan for completion of various ongoing Transmission Schemes for the Year 2015-2016 is enclosed as Annexure 2.3.4.

2.3.5 U/F and df/dt Relay Operation

(i) U/F and df/dt Relay Operation: Member Secretary, OCC informed the committee that frequency did not touch 49.20 Hz or below during Aug 2015 and Sept 2015. There was no df/dt operation during the same period.

Chairman, OCC requested MPPTCL to submit the revised list of AUFLS feeders as on 1st October 2015

due to allocation of group to new feeders commissioned after implementation of revised AUFLS. However the details report yet to be received from T&C, MPPTCL. T&C MPPTCL is requested to submit the same at the earliest to SLDC.

(ii) Defective u/f, df/dt relays: MPPTCL has informed that all the df/dt relays are in good/healthy

working condition. (iii) Revised df/dt Plan :Member Secretary informed the committee that the revised df/dt plan has been

prepared in consultation of MPPTCL and implemented by SLDC wef 20.08.2015.

2.4 Power Cuts / Load restrictions/Differential Load Shedding by DISCOMS & group allocation to 33 KV feeders :

(i) Member Secretary informed the committee that the details of DISCOM wise Power supply given to various domestic categories during the period Aug 2015 and Sept 2015 is enclosed at Annexure 2.4(i).

(ii) Group Allocation to Newly Commissioned existing EHV substations: Member Secretary, OCC informed the committee that the region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV substations for which groups have not been allocated is given in Annex.2.4 (ii). ITEM NO. 5 : SYSTEM DISTURBANCE IN MP DURING AUG 2015 AND SEPT 2015 : The Member Secretary informed the committee that the there was no major grid disturbance in MP during Aug 2015 and Sept 2015. However the Grid Disturbances and Grid Incidents in MP during these months are given in Annexure 5.0.

5.1 Grid Disturbance at Satna on 06.10.2015 –

The Chairman OCC informed the committee that the at 11.04 Hrs on dtd. 06.10.15 220 KV auxiliary bus side R Ph. P.I. of 220 KV Satna–Satna (PGCIL)-II Ckt. failed at 220 KV S/s Satna resulting in 220 KV bus fault and tripping of transformer and feeders. This resulted in interruption at 11 Nos. 220 KV and 132 KV substations. In the matter the fault should have been isolated at 220 kV S/s Satna and tripping of 400 / 220 KV, 315 MVA ICT I & II should not have occurred at 765 KV S/s Satna (PGCIL). Moreover, the substation staff at 220 KV S/s Satna have not contacted SLDC for about 45 minutes and charged 132 KV Satna-Rampur Baghlan and Satna-Maihar lines within 5 to 10 minutes of occurrence without obtaining prior permission of SLDC and such action by the substation staff is a violation of Grid Code and viewed seriously. He raised his concern for repetitive nature of such violation of Grid Code and requested entities to ensure compliance. The bus bar protection was also not operated else the severity of the disturbance would have been minimized. The phones at 220 KV Satna S/s were busy continuously for about 45 minutes post incidence. The detailed report is attached at Annexure-5.1.

To avoid overloading of these circuits, 220 KV Tons-Satna Ckt. and 220 KV Kotar-Satna Ckt. were kept

open till the completion of shut down on 220 KV Satna-Birsinghpur Ckt. and 220 KV Satna-Rewa Ckt. were completed. Load shedding of about 137.5 MW was availed in Rewa Region by substation officials without intimation and concurrence of SLDC which is also violation of CERC and MPERC Regulation.

Chairman OCC stated that the instances of not reporting the grid disturbance and all the phones remaining

busy during such instances is a matter of concern for safe & secure grid operation. It is desired that the entities shall issue instruction to substation staff that at least one person should be present in the Control Room on grid disturbance / incidence, though of local nature and the switching operations should be performed as directed by SLDC. Further he also stated that 2 No. feeders were charged without obtaining the charging code from SLDC. He requested MPPTCL to take preventive measures and issue suitable directives in the matter. ITEM NO. 6.0: IMPORTANT OPERATIONAL ISSUES: 6.1 Installation of 125 MVAR Bus Reactor at SSTPS : The Member Secretary informed the committee that in the 36th meeting of Standing Committee on Power System Planning of Western Region held on 29.08.2013 at NRPC, New Delhi, it was decided that Bus Reactors are to be installed on generator bus at Generating Stations having reactive compensation of the value corresponding to atleast 10% of the MW capacity.

Accordingly, SLDC has taken up the matter with MPPGCL many times to install 125 MVAR Bus Reactor at

Shree Singhaji TPS and 50 MVAR Line Reactor on 400 kV STPS-ISP line. In the meeting chaired by PS, Energy on dated 10.06.2015 at Jabalpur, MPPGCL had agreed to install these reactors on priority. The matter was also discussed in 44th, 45th ,46th & 47th OCC meetings of MP and MPPGCL was requested to submit the action plan along with time line for installation and commissioning of above reactors, but no plans submitted so far.

In the last OCC meeting MPPGCL informed the committee that preparation of estimate is in progress and

125 MVAR bus reactor shall be commissioned by October 2016, the same is again confirmed by MPPGCL in the meeting. As regards 50 MVAR line reactor on 400 KV STP-ISP line, the time line for installation is given as September 2016.

Management Schemes before 01.01.2011 to reduce over drawal. As per the regulation, SLDC through respective Distribution Licensees have formulated and implemented State of the Art and Demand Management Scheme for ADMS and as per GoMP instructions ADMS through Transco SCADA is being implemented.

The MPPTCL representative informed that the pilot project was successfully tested on 10.08.2015. The

scheme is to be implemented fully by December 2015.

6.5 Poor condition of 48 Volt Battery set and Battery Charger at Power Stations : The Member Secretary informed the committee that the condition of 48 Volt Battery bank and Battery Charger at Rajghat HPS and SGTPS Birsinghpur is very poor which are unable to keep important services of telemetry and voice communication healthy in case of interruption in AC supply. This issue was brought to the notice of concerned authorities several times for ensuring the healthiness of Battery Bank and 48 Volt Battery Charger at these stations. The continuity of telemetered data as well as voice communication is vital for safe, secure & reliable operation of the state grid, as during recent blackout at SGTPS the total communication & telemetry was interrupted.

MPPGCL, MPPTCL and IPPs were requested to ensure 48 V battery set in healthy condition all the times

so that in case of any grid incidents data and voice communication is not interrupted. State grid entities have not submitted status of replacement of old Battery & battery charger to SLDC

despite repeated requests in the last four OCCM. Further SLDC vide email dtd. 28.09.2015 and letter no. 07-05/9B-II/3272 dtd 21.09.15 requested all entities to submit the information to SLDC. The information has not been received from any state grid entities. Member Secretary requested the entities to submit the details of 48 Volts battery and battery charger in the attached format as Annexure- 6.5.

MPPGCL representative informed the committee that the tender for 48 Volt Battery Set at Gandhi Sagar

Hydel Power Station will be opened in fourth week of October 2015 and for remaining Power Stations the matter is being taken up.

6.6 Compliance Status observations made in Protection Audit (Quarterly Status Report) :- The Member Secretary informed the committee that in petition No. 220/MP/2012 filed by POWERGRID, CERC through order dated 21.02.2014 directed that CTU and SLDCs shall submit quarterly Protection Audit Report to the respective RPC latest by 15th day of the first month of next quarter and RPCs shall submit the report to the Commission latest by 15th day of the second month of next quarter and Member Secretary of RPCs shall monitor the protection related issues and bring to the notice of the Commission any instance of non-compliance of the Regulation 1.5 of the Grid Code in respect of the protection related issues considered in the instant petition.

Therefore the state entities are required to submit the quarterly report to SLDC by 15th July (1st Qrt), 15th

October (2nd Qtr), 15th January (3rd Qtr) and 15th April (4th Qrt). However, the report is received only after constant pursuance from SLDC.

The report for second quarter i.e. July to September 2015 was to be submitted to WRPC before 15.10.2015

but the information has not been received by SLDC. Member Secretary requested the entities to submit the information.

Member Secretary requested all the utilities to ensure submission of status report in hard and soft

copy within time limit i.e. by 15th day of next month of each quarter so that consolidated reply could be forwarded to WRPC for onward transmission to CERC.

6.7 Generator Dynamic Data Requirement for Modelling in PSS/E software :- The Member Secretary informed the committee that the PSS/E Software Modeling for Dynamic load flow studies is being done at

National level so that the grid security matters are dealt with efficiently and reliably to avert grid disturbance like situations. The same shall also be integrated into new SCADA/EMS system for online real time dynamic load flow studies. Work for this has been undertaken at regional levels throughout the country.

He further stated that the Western Regional Load Despatch Centre insisting hard to provide Dynamic Data

for Generators within the MP SLDC Control Area in the prescribed formats (Schedule-IV, V, VI, VII & VIII) which was forwarded to the Generating Companies. The information from Sri Singaji TPS, Amarkantak TPS, BLA and Omkareshwar HPS is not received by SLDC. SLDC had requested MPPGCL, NHDC and BLA to submit the same in the prescribed formats.

Chairman OCC informed the committee that WRLDC has requested for additional information regarding

dynamic data and formats received from WRLDC have been forwarded to all the concerned entities in soft copy. This data is urgently required by NLDC for developing PSS/E Software at national level and the work is getting delayed due to non-receipt of requisite data from the constituents. He requested all the concerned entities to submit the complete information on priority.

6.8 Provision of synchronization facility at EHV sub-stations of MPPTCL :- The Member Secretary informed the committee that as per Grid Code, the synchronization facility should be available at all the Power Stations, 400 KV Sub-stations and 220 KV Sub-stations. In last OCC meeting MPPTCL representative informed that synchronization facility is available at all 400 KV S/s and for 220 KV and 132 KV sub - station in the path of black start the matter for providing synchronization trolley is being taken up. It was pointed out by SLDC that synchronization trolley at 400 KV S/s Indore is not in order and require immediate attention for its proper functioning.

The MPPTCL did not submit any plan to provide the synchronization facilities at all the 220 kV S/s and

designated 132 kV S/s. The Chairman OCC requested MPPTCL representative to take immediate action for providing synchronization facility in substations on the route of black start, immediately.

6.9 SCHEDULING ACTIVITY BY MPPMCL ON BEHALF OF DISCOM :- MPPMCL through a letter dated 27.07.2015 requested to provide sitting arrangement in SLDC Control room for MPPMCL shift engineers till their CR is made operational from Shakti Bhawan which was agreed as an interim arrangement. The training of scheduling under ABT, forecasting of Demand to MPPMCL and DISCOMS was organized by SLDC in the month of September 2015 to MPPMCL Shift Engineers. As more than two months have completed and MPPMCL engineers have acquired sufficient knowledge of requisition/scheduling, it is requested that MPPMCL staff should take over the day-ahead and real time scheduling activity at the earliest so that requisitions for scheduling shall be done by MPPMCL CR in day ahead as well as in real time.

MPPMCL agreed to start the scheduling activities by MPPMCL control room in day-ahead as well as in real

time as soon as possible. The Chairman OCC insisted MPPMCL to begin real time scheduling activities in its Control Room w.e.f. 1st January 2016.

MPPGCL and JP Bina representative raised the problem of frequent ramping up and ramping down of the

unit without giving stablising time and requested to give atleast two hours of stablising time just after the ramping up / ramping down of the units to avoid thermal shock. The matter was discussed in the meeting. SLDC requested MPPMCL to give their comments. MPPMCL agreed to give one hour stablising time after ramping up /; ramping down of the units. After detailed discussion it was unanimously decided that one hour time shall be given for stablising the units after ramping up / ramping down of the units, however if there is system constraints lesser time would be considered by SLDC..

6.10 Preparation of LGBR for the year 2016-17 of Western Region :- The Member Secretary informed the committee that the 476th Operation and Coordination Committee Meeting (OCCM) of WRPC was held on 14th

October 2015 at Tiroda, Maharashtra. Matter in respect of preparation of Load Generation Balance Report of Western Region for the year 2016-17 was discussed during the meeting. The SE (Opn.), WRPC, Mumbai has requested all the entities of Western Region to furnish the information by 31st October 2015 to ensure timely preparation of LGBR for the year 2016-17. Accordingly SLDC vide letter dtd 16.10.2015 has requested to submit the following information to SLDC latest by 25th October 2015, so that the compiled information could be forwarded to WRPC well within the time :-

1. Annual Maintenance Programme along with Unit-wise projected month-wise generation of power and corresponding energy in MU of Thermal and Hydel Stations.

2. Month-wise hourly restricted and un-restricted requirement of power (MW) and energy (MU) for the period April 2016 to March 2017 along with month-wise minimum requirement of power (MW).

3. Annual Maintenance Programme in respect of transmission element for the period April 2016 to March 2017.

4. Expected date of commission date of new generating units likely to be commissioned during the period April 2016 to March 2017.

5. Month-wise details of power (MW) and energy (MU) in respect of IPPs/ Tied-up bilateral agreements/Short Term Open Access sought for availing assistance from other agencies during the above period).

The information has not been received by SLDC from any entities. Member Secretary requested all the entities to submit the information by 25th October 2015 or submit the same in the meeting.

None of the participants has submitted desired information in the meeting and hence Member Secretary

requested all the concerned entities to submit the information within 2 days. 6.11 SENDING DISTURBANCE RECORDER (DR)/SEQUENTIAL EVENT LOGGER (SERS) OUTPUT TO WRLDC: The Member Secretary informed the committee that with Reference to section 5.9.6(c) of the IEGC and section 9.5.3 of Operating Procedure of WR-2013, the DR/SER details for all grid incidents/disturbances need to be sent by the concerned agency to RLDC within 24 hrs of the incident. It is observed that in many grid incidents/disturbances DR’s and SERs outputs are not being submitted to SLDC even with the final report. The matter has been discussed in various OCC meetings over last 3 years but despite assurance none of the state entities is following the time line as well as not furnishing DR/SER output in soft/Hard copy.

Member Secretary requested all the state entities to instruct right up to Division level preferably through a

circular, to submit the detailed report in prescribed format along with DRs and SERs output in .cfg and .dat format for analysis within 24 hours of the incident to SLDC. However, the flash report is required within one hour of the incident.

6.12 Healthiness status of SERs/DRs of equipment in the system:- The Member Secretary informed the committee that the status of healthiness of SER/DRs equipment installed in the state grid are to be submitted to WRPC before 3rd of each month for OCC meeting of Western Region. All the T&C circles except 400 KV Bhopal & Jaypee Bina TPP are not furnishing the monthly report to SLDC. The information from MPPGCL is being received regularly. The matter was discussed in last 3-4 OCC meeting but the information has not been received by SLDC. The T&C MPPTCL and M/s JP Bina TPP are requested to ensure regular monthly submission of healthiness status of SERs/ DRs of equipment installed under their jurisdiction to SLDC before 3rd of each month.

6.13 Detailed procedure for ancillary services operations (DRAFT)- Chairman OCC informed the committee that with reference to the CERC (Ancillary Services Operations) Regulations-2015 notified on 13th August 3015, the Nodal Agency, NLDC, through the Regional Load Despatch Centres (RLDCs), shall be responsible for implementation of the Ancillary Services at the Interstate level. The Regulation-14 of the regulation stipulates that the Nodal Agency shall, after obtaining prior approval of the Commission, issue the detailed procedure within a period of three months of notification of these regulations.

In line with the above, POSOCO has prepared a Draft Detailed Procedure for Ancillary Services Operations. It can be downloaded from the respective NLDC/RLDCs website. All the entities are requested to go through the above procedure.

The Chairman OCC informed the Committee about some of the key aspects of detailed procedure prepared

by the NLDC.

6.14 Auto Reclosure with Generating Station lines – The Member Secretary informed the committee that the alternative scheme to put Auto Reclosure (A/R)

in service on the EHV lines connecting to Generating Stations – Chairman OCC informed the committee in 45th OCCM that in 123rd Protection Committee meeting of WRPC, MPPTCL intimated that, in order to avoid charging of faulty lines from generating stations, A/R was kept out of service for EHV lines connecting to these stations. Sometimes, tripping of these loaded lines on transient faults may result in power swing, emergencies for power evacuation and disturb the stability of the system and further it may be led to backing down of generation or other operations to save the system. It also intimated that in general, most of the transient faults are single phase to ground in nature and A/R of the line is the best option to maintain the reliability and stability of the system. But a possibility of A/R attempt on a faulty line and its anticipated impacts discouraging generating stations. Therefore from generating station’s point of view, an A/R scheme can be developed such that the line emanating from generating station with some time lag (i.e. about 400 msec) after successful reclosing of line from the remote end and also on confirmation of healthy voltages on line CVT at generating station end. Therefore problems related to switching on faulty line from generating station can be overcome and system availability and stability could be maintained in better way. The logic for this alternative scheme to put A/R in service on the EHV lines at Generating Stations may be developed as following; 1 Keep dead time setting of A/R 900 ms at remote end from generating station. 2 Keep dead time setting of A/R 1300 ms at generating station and make AND logic of reclose command with the line CVT voltages. The committee appreciated the proposal made by the MPPTCL. It was observed that this was discussed in 122nd PCM under item no. 2.7 and it was decided that A/R have to be in service for all lines including lines emanating from generating station, it was suggested that A/R of lines connected to generating station may be closed after confirmation of successful A/R closing at remote end and ascertaining that there is no permanent fault, as suggested by MPPTCL as above. CGPL representative intimated that CGPL being generating station, the A/R was kept in service for its lines. The logic adopted for A/R operation at their end is ascertaining successful A/R operation at remote end and healthy voltage in all 3 phases on the line. He also stated that the above logic can be adopted with lines having CVTs and may not be feasible at substations where bus VT is used for line protection. In view of concerns raised by members, it was felt that wherever it is possible, the above logic may be incorporated & A/R may be kept in service.

6.15 MADHYA PRADESH ELECTRICITY BALANCING AND SETTLEMENT CODE, 2015 (BSC) :- The Member Secretary informed the committee that the revised balancing and settlement code has been notified by Hon’ble MPERC on 25.09.2015 and shall come into force from the first day of the month proceeding the month of publication in the Official Gazette of Madhya Pradesh . The official Gazette of Madhya Pradesh has already been published in the first week of October -2015 and hence the Balancing and settlement code (BSC) shall be implemented from 01.11.2015. He requested all the entities to go through the BSC ITEM NO. 7 : BLACK-START MOCK DRILL OF HYDEL POWER STATIONS :

7.1 Black Start mock drill of Hydel stations of MPPGCL and NHDC : The Member Secretary informed the committee that the black start mock drill of Tons HPS and Bargi HPS has been completed successfully on 08.10.15 and 12.10.15 respectively. The proposed dates for black start mock drill of remaining hydel power stations is given below :-

In the last OCC meeting, MPPGCL has informed that the Black Start Mock Drill of Birsinghpur, Rajghat and

Madikheda HPS could not be possible due to non-operation of governor in auto mode. Member Secretary requested to submit the plan for readiness of these units for black start mock drill.

Chairman OCC stated that Black Start Mock Drill at OSP may be performed by one or two generators. OSP

is requested to inform for feasibility of black start mock drill and its readiness to perform.

ITEM NO 8: SOME IMPORTANT MATTERS REQUIRED IMMEDIATE ATTENTION:

8.1 Quarterly Review of Crisis Management Plan: The Member Secretary informed the committee that the NHDC & SLDC is submitting the quarterly crisis management report to Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai. However despite continuous persuasion by SLDC other state utilities i.e MPPTCL, MPPGCL and IPPs are not submitting the report to CEA. It is requested to submit the CMP report in prescribed format for the second quarter of 2015-16 (July to Sept 2015) to CEA under intimation SLDC.

8.2 Status of Physical & Cyber Security in Power Sector regarding: The Member Secretary informed the committee that the Status of physical & cyber security in Power Sector for the second quarter (Jul to Sep 15) is not received from any of the state utilities. In the past also this report is not being furnished by any of the state utilities despite constantly pursuing the same by SLDC in OCC meetings and also through correspondence. Member Secretary requested the state entities to furnish the Status of physical & cyber security in Power Sector for Second quarter (July to Sept 2015) directly to the Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai. ITEM NO. 9 : AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 9.1 Non receipt of complete ABT meter data through AMR system installed at SLDC: SLDC informed that complete data of ABT meters installed at interface points are not being downloaded through AMR system mainly due to connectivity / alignment problem of optical cable, network problem or modem not installed. He also apprised the Committee about the status of data received through AMR in the month of Sept 2015 and informed that the concerned SE(T&C) offices are not furnishing the monthly JMR data and missing load survey data by 5th and 8th of every month despite telephonic requests and email communication made by SLDC. MPPTCL has intimated that instructions have already been issued to all SE(T&C)’s to furnish the JMR data by 5th of every month and missing data by 8th of every month. Further following points are discussed and resolved as under –

SLDC informed that as per MPERC Balancing & Settlement Code 2015, STU is responsible for installation Special Energy Meters (SEMs) on all the interface points with Intra State entities, however, the cost of ABT meters and check meters installed in the premises of OAC & Renewable Energy Generating or in the EHV S/s of Transmission Utility shall be borne by the OAC & Renewable Energy Generating. It was further clarified that as per BSC 2015, all concerned Intra-State Entities (in whose premises the Special Energy Meters are installed) shall provide Automatic Meter Reading (AMR) facility for transmitting ABT meter data to State Load Despatch Centre remotely. In accordance with above regulatory provisions, SLDC requested the MPPTCL to provide AMR facility on 54 Nos newly commissioned substations / transformers / HT consumers / Open Access Customers / Renewable

Energy Generators. MPPTCL informed that tendering is in process for procurements of modems for providing AMR facility on newly commissioned substations / transformers / HT consumers / OACs / REGs.

ii. SLDC requested MPPTCL to arrange other service provider SIMs for the locations where there is a

network problem. MPPTCL informed that instructions have been issued to concerned officialsl for arranging other network SIMs.

iii. SLDC requested MPPTCL to advice M/s Secure Meters Ltd. to visit SLDC at least on fornightly basis to ensure smooth functioning of AMR system and for configuration / integration of newly installed meters & modems. SE(T&C) O/o CE(T&C), MPPTCL has opined to take up this issue with CE(Procurement), MPPTCL. It was agreed that CE (T&C) and CE(SLDC) shall take up the matter with CE (Procurement), MPPTCL.

9.2 Non reporting of replaced meter & CT details of ABT meter installed at interface points to SLDC: SLDC informed that the site officials are not reporting timely the change in CT of meter and replaced meter details of the interface meters and also revise the energy input to Discoms (JMR data) at a later date due to some or other reasons. He further informed that SLDC assess missing meter data on the basis of JMR data furnish by the site officials and revision in energy figures may affect the accuracy of MP transmission loss computation and energy accounts prepared by SLDC. MPPTCL informed that instructions to field offices shall be issued for reporting timely meter / CT replacement details immediately to SLDC and for furnishing the JMR data after ensuring its correctness. SLDC also informed that in the month of Sept 2015, the change in CT ratio of ACC Kymore was not informed to SLDC which necessitated revision of energy account at a later date. 9.3 Interface points of tapped HT Consumers: SLDC informed that at present as per MPERC grid code the interface points of HT consumers of Discoms where ABT meters are installed is substation of MPPTCL, reading of these ABT meters are being downloaded through AMR system at SLDC or through MRI and is being considered for accounting purpose. He further informed that Discom bill the energy at the meters installed at consumer premises and same is being considered by CE(Plg&Design) office of MPPTCL as energy input to Discoms for loss computation, due to different location of installation of ABT meters there is difference in energy recorded in meters due to line loss or different meters. SE(ABT&OA), SLDC proposed to consider the same location of interface points where ABT meters are installed so as to avoid the mismatch in energy data for computation of MP transmission loss. Chairman OCC requested MPPTCL to issue instructions to concerned offices for considering the same location of Interface points as per MPERC grid code. 9.4 Providing AMR facility for the ABT meters installed at MPPGCL / OSP : The Chairman asked the MPPGCL, OSP and ISP to apprise Committee about the status of AMR implementation.

MPPGCL representative informed that SIMs have been issued for for all the Thermal and Hydel power stations except Pench, Tons and Jinha HPS and configurations is being done by M/s Secure Meters Ltd. which will be completed within 15 to 20 days. SLDC requested the MPPGCL to explore the possibility of providing AMR facility at Pench, Tons and Jinha HPS by installing boosters at these locations.

The OSP representative has informed that order has been placed on M/s Secure Meters Ltd for installation

of ABT meters along with AMR facility and installation of meters with AMR facility shall be done by Nov 2015. The ISP representative informed that ABT meters with AMRfacility have been installed, but activation of

SIM is yet to be done, the same shall be activated within a week. 9.5 Scheduling of solar power from MP to Other States - The Chairman OCC stated that Solar Energy Corporation of India (SECI) has signed PPA with the Solar Power Generators installed in Madhya Pradesh with total installed capacity of 220 MW out of which 120 MW solar power is to be transferred through inter-state transmission system from State of MP to other States from 50MW Waneep Solar Pvt Ltd., 40MW IL&FS Energy, 20 MW Focal Energy Solar One India Pvt. Ltd. and 10 MW Focal Energy Solar Two India Pvt. Ltd for which SECI has signed an LTA with PGCIL and BPTA with MPPTCL. He further stated that since no methodology is available as per the prevailing regulations for settlement of imbalance of Intra state solar generators for sale of power to other states and WRLDC has also expressed their difficulty for replacement of

scheduled energy with actual, therefore scheduling of such generators could not be commenced due to commercial implication on the State on account of deviation by the Solar Generators. He also stated that SLDC has also requested the Hon’ble MPERC for providing the guidelines for the RE generators intending to sell power outside the state, but, no reply from Commission is received.

The Chairman OCC proposed that to start the scheduling of solar power to other states, the solar

generators intending to sell outside the state may be treated as a conventional generators (Sellers) and deviation charges shall be computed in accordance with CERC (Deviation Settlement Mechanism and related matters) Regulations 2014 and subsequent amendments thereof, till the regulations are notified by the MPERC. The Solar Energy Corporation of India (SECI) and all the four generators i.e. 50MW Waneep Solar Pvt Ltd., 40MW IL&FS Energy, 20 MW Focal Energy Solar One India Pvt. Ltd. and 10 MW Focal Energy Solar Two India Pvt. Ltd. have agreed for the interim arrangement proposed by the Chairman OCC and have assured to submit the affidavit for treating the solar generators as conventional generators to SLDC. The MPPMCL have also given their consent on the proposed interim arrangement.

ITEM NO 10: SCADA/EMS RELATED ISSUES : 10.1 NON AVAILABILITY OF TELEMETRY OF IMPORTANT 132KV S/s HAVING INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS -

SLDC informed that the telemetry of new 220KV S/s, important 132KV S/s having injection from renewable generating Stations, and Captive Power Plant, is to be provided through Dongfeng RTUS installed and commissioned under MPPTCL SCADA project. Total 51 Nos. Sub Stations has already been identified and forwarded to MPPTCL for arranging integration of telemetry. A special meeting of MPPTCL filed officers/T&C officers has already been held at SLDC Jabalpur wherein it was decided that all these RTUs shall be integrated by October 2015. Further in the meeting it was decided that progress of commissioning of these RTUs shall be monitored on weekly basis for which weekly commissioning schedule shall be provided by T&C. However, no such commissioning schedule is provided so far and only 08 no. RTU (out of 51) were integrated so far.

The telemetry of these S/s is urgently required before ensuing rabi season and hence the schedule of

commissioning, including for data channel, plan for arrangement of modems, arrangement of RTU configuration and providing data IO list may please be provided by T&C.

MPPTCL representative ensured to expedite the commissioning as well as to provide commissioning

schedule so that commissioning of RTUs may be carried out in coordinated manner. 10.2 ARRANGEMENT OF TELEMETRY REQUIRED FOR KUMBH MELA AT UJJAIN:-

SLDC informed that for ensuing Kumbh Mela scheduled to be held at Ujjain in April 2016, WRLDC has prepared a Contingency plan which also covers essential telemetry requirement for grid monitoring during the Kumbh Mela. As per contingency plan prepared by WRLDC telemetry of eight number S/s is 132KV Depalpur S/s, 132KV Sanwer S/s, 132KV Ingoria, 132KV Ghosla, 132KV Dewas MSP, 132KV Makshi, 132KV Ratodiya, 132KV Bherogad) required at SLDC for grid monitoring during Kumbh Mela. Further the telemetry at 220KV S/S Ratlam, 220 KV S/S Rajgarh, 220 KV S/S Pithampur, 132 KV S/S Indore (Chambel), 220 KV S/S NepaNagar, 220 KV S/S Barwaha is also required to be integrated before Kumbh Mela.

The matter was discussed in detail and MPPTCL assured to arrange the telemetry by January 2016.

10.3 PRESENT STATUS OF PROCUREENT OF RTUs BY MPPGCL:-

Representative from MPPGCL informed that the RTU procurement case initiated by them could not be

materialize so far and price bid under snap bidding is scheduled for opening on 06-11-2015. The CE, SLDC shown displeasure on slow progress and requested to expedite the procurement of RTU.

10.4 THE ARRANGEMENT OF DATA CHANNEL FOR REMOTE VDU INSTALLED AT

CORPORATE OFFICE/CONTROL ROOM OF GCC, DCC, MPPMCL, MPPTCL :

SLDC informed that the commissioning of new SCADA/EMS system is under final stage & expected to be completed by 15th November 2015. Further, due to expiry of AMC of new system, migration to new SCADA system is required to be completed by fifteen November 2015. Accordingly, 2 MBPS leased line is required to be arranged before 15th November 2015 for which all concern (MPPGCL, MPPTCL, East DISCOM, and MPPMCL) agreed. SLDC further informed that the arrangement of optical connectivity from backup SLDC at Govindpura to CZ control room is also to be arranged by end of November 2015. In response Central Discom officials informed that the work is under progress and expected to be over shortly. 10.5 LONG OUTAGE OF RTUS, PROBLEM IN DATA AND VOICE CHANNELS:

During the meeting, it was informed by SLDC that despite pursuance with all renewable generating

stations to provide telemetry from renewable generating stations end, only telemetry of 10 Nos, renewable

generating stations is commissioned so far and commissioning of telemetry of around five renewable generating stations is under progress. A special meeting of all renewable generating stations was called by SLDC on 24th August wherein it was agreed that all renewable generating stations shall provide telemetry by 15th November ( finalization of telemetry scheme by 30th September and final commissioning by 15th November) falling which action for disconnection of renewable generating station from the grid shall be initiated. Those renewable generating stations who have not finalised telemetry scheme till 30th September was again issued reminder notice on 30th September 2015. All members noted the same. 10.7 DISCREPANCY IN TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S &

POWER STATIONS & UPGRADATION OF EXISTING RTUS :

SLDC informed that the commissioning of new SCADA,EMS system is under progress and for successful implementation of EMS system the availability of complete telemetry including CB status is a prerequisite. Hence the work regarding telemetry discrepancy removal is to be taken up on top most priority. Further, it was also clarified by SLDC that removal of discrepancy with regard to circuit breakers is to be arranged by end of 2015. It was also decided that the matter shall be discussed in detail in the meeting scheduled to be held with field officers at SLDC on 08-09-2015. 10.8 THE ARRANGEMENT OF DATA CHANNEL FOR REMOTE VDU INSTALLED AT GCC,

DCC,MPPTCL, MPPMCL: SLDC informed that the migration to new SCADA/EMS system is planned by end of September 2015 hence

all concern (MPPGCL,MPPTCL, East DISCOM,MPPMCL) are required to arrange 2 mbps leased line by end of September 2015 else there remote Videos shall stop functioning. It was informed by MPPGCL, MPPTCL, East DISCOM that work for hiring of leased line is in final stage.

Similarly, SLDC informed that the optical cable along with media converters from 220KV Govindpura S/s

/backup SLDC to CZ, DCC is to be arranged by Central. The details of the same has already been forwarded by SLDC. The CZ representative agreed to arrange the same on priority basis. 10.9 DISCREPANCY IN TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S &

POWER STATIONS & UPGRADATION OF EXISTING RTUS The matter of telemetry discrepancy was discussed in detail and SLDC informed that for successful

implementation of EMS in new SCADA/EMS system, the rectification of telemetry discrepancy as well as measures to avoid outage of telemetry is required to be taken. The outage of 220KV Sagar RTU, problem in outage of analog values of Chemtrol RTU at several locations was discussed in detail and it was agreed by MPPTCL to arrange OEM support in the form of AMC contract/arrangement of expert services etc at the earliest. Further, regarding telemetry discrepancy of other S/s, power stations it was agreed by MPPGCL, MPPTCL to take up the action on top most priority. 10.10 ARRANGEMENT OF NECESSARY SPACE, AIRCONDITIONING AND POWER SUPPLY,

PLCC EQUIPMENTS FOR INSTALLATION OF WIDE BAND EQUIPMENTS & FOR HOT LINE PABX:-

Under Master telecom Plan of WR and URTDSM project, replacement of existing wideband equipments

are proposed for replacement and new wideband equipments are proposed to be installed at new locations.. For commissioning of these equipments, necessary space, air-conditioning and DC Power supply arrangement for all locations covered under master telecom project as well as in URTDSM project is required to be made by concern utilities. The same was requested in several OCCM meetings. SLDC informed that M/s Tejas, after recent site survey, informed regarding non availability of space at Barwaha and Chhegaon S/s. MPPTCL

representative informed that the space for wideband equipments at Barwaha and Chhegaon S/s has subsequently been identified and informed to Tejas. 10.11 COMMISSIONING OF COMMUNICATION CHANNELS FOR DUAL REPORTIG OF RTUS AS

PER BACKUP SLDC REQUIREMENT:-

SLDC informed that the commissioning of SCADA/EMS system at SLDC Jabalpur and backup SLDC Bhopal is already in advance stage and the additional communication channel is required to be extended to respective control centers for testing with new SCADA/EMS system. MPPTCL informed that the material has already been arranged and commissioning is under progress while MPPGCL informed that the procurement of material required for commissioning of additional channels is under advance stage. SA-1 DRAFT CENTRAL ELECTRICITY REGULATORY COMMISSION (DEVIATION SETTLEMENT

MECHANISM AND RELATED MATTERS) (THIRD AMENDMENT) REGULATIONS, 2015- The Member Secretary informed the committee that CERC has made the Draft Central Electricity

Regulatory Commission (Deviation Settlement Mechanism and Related Matters) (Third Amendment) Regulations, 2015 to amend the Central Electricity Regulatory Commission (Deviation Settlement Mechanism and Related Matters) Regulations, 2014. The Draft Regulations and the Explanatory Memorandum can be downloaded from the CERC website www.cercind.gov.in. The CERC has invited comments/ suggestions/ objections on the draft regulations which may be sent to the CERC latest by 16th November, 2015. Therefore it is requested that all the entities should go through the draft regulation and send their comments/ suggestion to SLDC latest by 10th November 2015, so that the consolidated comments/suggestion could be forwarded to Hon’ble CERC within time.

The matter was discussed and noted by the committee.

System Disturbance / System Incidence :

1. System Disturbance on 15.08.2015 at 220KV S/s Jabalpur : On dated 15.08.2015 at around 05:50 Hrs. MP System was normal and frequency of National Grid was 49.94HZ. At around 05:56 Hrs. Monkey fault occurred on 132 KV Jabalpur – Bargi Ckt – I between Circuit Breaker & CT, consequently 132 KV Bus Fault occurred at 220 KV S/s Jabalpur and 220/132 KV, 160MVA X’mer – I & II, 220/132 KV, 3X40MVA X’mer – I & II at 220 KV S/s Jabalpur, 132 KV Jabalpur – Maneri Ckt, 132 KV Jabalpur – Bargi Ckt – II, 132 KV Jabalpur – Marhotal Ckt, 132 KV Jabalpur – Panagar Ckt, 132 KV Jabalpur – Tejgarh(tap Patan) Ckt & 132 KV Jabalpur – Shahpura Ckt tripped. Due to above tripping interruption occurred at 220 KV S/s Jabalpur, 132 KV S/s Maneri, 132 KV S/s VFJ & 132 KV S/s Vinoba Bhave. Due to the above tripping there was load loss of about 184 MW, 42.93MWH. There was no generation loss and System was normalized in due course of time.

2. System Disturbance on 20.08.2015 at 220KV S/s Satna : On dated 20.08.2015 at around 18:55 Hrs. MP System was normal and frequency of National Grid was 49.91HZ. At 19:01 Hrs., ‘R’ – Phase conductor of 220 KV Satna – Satna (PGCIL) Ckt – II broke in between, bottom of wave-trap & high bus creating 220 KV Main Bus – I fault at 220 KV S/s Satna. hence 220 KV Main Bus – I at 220 KV S/s Satna became dead resulting 220 KV Satna – Satna (PGCIL) Ckt – II, 220 KV Satna – Tons Ckt, 132 KV Chatarpur – Bijawar Ckt, 220 KV Satna – Chhatarpur Ckt, 220 KV Satna – Kotar Ckt, 220/132 KV, 160 MVA BHEL X’mer – I & 220 KV Bus Tie at 220 KV S/s Satna, 220/132 KV, 160 MVA AREVA X’mer – II at 220 KV S/s Satna, 220 KV Kotar – Tons Ckt, 220/132 KV, 160 MVA X’mer at 220 KV S/s Maihar, 132 KV Kymore – Maihar Ckt, 132 KV Kymore – Satna Ckt, 132 KV KV Rewa – Rampur Bhagalen Ckt & 132 KV Maihar – Amarpatan Ckt tripped. Consequently interruption occurred at 220 KV S/s Satna, 220 KV S/s Chhatarpur, 220 KV S/s Maihar, 220 KV S/s Kotar, 132 KV S/s Majhgawan, 132 KV S/s Satna, 132 KV S/s Rampur Bhagalen, 132 KV Majhgawan, 132 KV S/s Nagod, 132 KV S/s Pawai, 132 KV S/s Panna, 132 KV S/s Khajuraho, 132 KV S/s Nowgaon. Due to the above tripping there was a consumer load loss of about 366 MW, 198.113 MWH. There was no generation loss and System was normalized in due course of time.

3. System Disturbance on 09.09.2015 at 220KV S/s Jabalpur : On dated 09.09.2015 at around 13:01 Hrs. MP System was normal and frequency of National Grid was 49.93HZ. multiple element tripping occurred in Indore region on 09.09.2015. Prior to fault at 400 KV S/s Indore, 400/220 KV, 315 MVA X’mer – I was out of service from 02.09.2015 as its tertiary winding was earth and thereafter it is continued. On date 09.09.2015 after completion of work on main CB of 220 KV Indore – Pithampur Ckt the permit to work was cancelled and thereafter at around 13:10 Hrs. as the isolators of 220 KV Indore – Pithampur Ckt was closed at 400 KV S/s Indore end for charging the Ckt through its Main CB, 220 KV bus fault occurred at 400 KV S/s Indore, as one of the earth-rod which was used during shut-down was not removed consequently all connected 220 KV feeders at 400 KV S/s Indore and 220 KV Indore East – Dewas Ckt tripped and interruption occurred at 220 KV S/s Indore East. At around 13:13 Hrs., 132 KV Balwada – Indore SZ Ckt & 132 KV Simrol – Barwaha Ckt tripped due to overloading and interruption occurred at 132 KV S/s Balwada.

Later, at around 13:14 Hrs., 220 KV Itarsi – Handia Ckt – I tripped on transient fault from 220 KV Itarsi end and at 220 KV S/s Handia, ‘B’- Phase pole of Main CB of the Ckt stuck and resulted in operation of LBB Protection at 220 KV S/s Handia consequently all connected 220 KV feeders at 220 KV S/s Handia tripped. Due to the tripping at 400 KV S/s Indore there was load loss of about 13.5MWH. Due to the above tripping there was load loss of about 184 MW, 42.93MWH. There was no generation loss and System was normalized in due course of time.

4. System Disturbance on 23.09.2015 at 400KV S/s Ashta : On dated 23.09.2015 at around 06:35 Hrs. MP System was normal and frequency of National Grid was 50.05HZ. At 06:37 Hrs., 220 KV ‘R’- Phase PT of 220 KV Main Bus – I at 400 KV S/s Ashta burst and created 200 KV Main Bus – I fault and tripped all feeders connected to 220 KV Main Bus - I. Further winding of failed PT hit the Main CB of 220 KV Ashta – Dewas – II consequently damaged it and earth its lower terminal, resulting in 220 KV Main Bus – II fault and tripped feeders connected to 220 KV Main Bus – II at 400 KV S/s Ashta. Consequently interruption occurred at 400 KV S/s Ashta, 132 KV S/s Ashta, 132 KV S/s Ichhawar, 132 KV Polaykala, 132 KV S/s Kannod & 132 SEL. Due to the above tripping there was a consumer load loss of about 34.65MWH. There was no generation loss and System was normalized in due course of time.

Annexure-5.1 Pre-Fault Condition On dated 06.10.2015 at around 11:00 Hrs. MP System was normal and frequency of National Grid was 49.98 HZ.

For load management & to restrict the overloading on 400/220 KV Satna ICT’s, arrangement was made at 200 KV S/s Satna, by diverting the load of Rewa region on SGTPS, by bypassing the 220 KV Satna – Rewa Ckt & 220 KV Satna – Birsinghpur Ckt through 220 KV Auxiliary Bus at 220 KV S/s Satna from 27.09.15. Prior to fault, shutdown was availed on 220 KV Satna – Rewa Ckt & 220 KV Satna – Birsinghpur Ckt at 11:03 Hrs. & 11:04 Hrs. respectively, for bunching work at 220 KV S/s Satna and to make these Ckt’s as 220 KV Birsinghpur – Rewa Ckt (only one Ckt. after bunching work).

For load management following arrangemet was made:- 1. 220 KV Satna(PG) – Maihar Ckt – open. 2. 132 KV Chattarpur – Bijawar Ckt – open.

Hence complete load of 220 KV S/s Satna & Chattarpur was radially fed through 400/220 KV, 315 MVA X’mer – I & II at 400 KV S/s Satna (PGCIL).

At 220 KV S/s Satna Double Main Transfer Scheme exists and 220 KV feeder/transformer

arrangement was as below:-

Due to the above tripping interruption occurred at following substations:-

1. 220 KV S/s Satna. 2. 220 KV S/s Chhatarpur. 3. 220 KV S/s Kotar. 4. 132 KV S/s Majhgawan. 5. 132 KV S/s Satna. 6. 132 KV S/s Rampur Bhagalen. 7. 132 KV S/s Nagod. 8. 132 KV S/s Pawai. 9. 132 KV S/s Panna. 10. 132 KV S/s Khajuraho. 11. 132 KV S/s Nowgaon. The relay indications appeared in various transmission elements provided by the Superintending

Engineer (T&C), MPPTCL, Satna is enclosed as annexure – I to IV. Note:-The instances of not reporting/delayed reporting the Grid disturbance and all the phones remaining busy during such instances is a matter of concern for safe & secure grid operation. It is desired that the entities shall issue instruction to substation staff that at least one person should be present in the Control Room on grid disturbance / incidence, though of local nature and the switching operations should be performed as directed by SLDC.

Remedial Measures At 220 KV S/s Chattarpur:- 1. 132 KV Chattarpur – Bijawar Ckt – charged at 11:15 Hrs. 2. 132 KV Chattarpur – Khajuraho Ckt – charged at 11:16 Hrs. 3. 132 KV Chattarpur – Nowgaon Ckt – charged at 11:17 Hrs.

At 132 KV S/s Satna:- 1. 132 KV Satna – Maihar Ckt – at 11:15 Hrs. (Ckt charged without intimation/taking code from

SLDC). 2. 132 KV Satna – Rampur Bhaghela Ckt – at 11:15 Hrs. (Ckt charged without intimation/taking

code from SLDC).

At 400 KV S/s Satna (PGCIL):- 1. 400/220 KV, 315 MVA X’mer – I – charged at 11:40 Hrs. 2. 400/220 KV, 315 MVA X’mer – I – charged at 11:40 Hrs. 3. 220 KV Satna(PGCIL) – Katni Ckt – charged at 11:45 Hrs. At 220 KV S/s Satna- after isolationg the faulty section supply was resumed as below:- 1. 220 KV Satna – Satna (PGCIL) Ckt – I at 12:40 Hrs. 2. 220/132 KV, 160 MVA X’mer – I – at 12:41 Hrs. (charged without code). 3. 132 KV Satna – Majhgawan Ckt – at 12:42 Hrs. 4. 132 KV Satna – Pawai Ckt – at 12:44 Hrs. 5. 132 KV Satna – Nagod Ckt – at 12:45 Hrs. 6. 220/132 KV, 160 MVA X’mer – II – at 12:46 Hrs. 7. 132 KV Satna – Panna Ckt – at 12:47 Hrs. 8. 132 KV Satna – Satna Cement Ckt – at 12:48 Hrs. 9. 132 KV Satna – Prism Cement Ckt – at 12:49 Hrs. 10. 132 Satna – Satna Interconnector – I & II – at 13:05 Hrs.

Conclusion

• The above tripping occurred as 220 KV Auxiliary Bus side ‘R’ – Phase P.I of 220 KV Satna – Satna (PGCIL) – II failed/ flash over spot observed on P.I. of Aux. Bus at 220 KV S/s Satna.

• The instances of not reporting the Grid disturbance and all the phones remaining busy during such instances is a matter of concern for safe & secure grid operation. It is desired that the entities shall issue instruction to substation staff that at least one person should be present in the Control Room on grid disturbance / incidence, though of local nature and the switching operations should be performed as directed by SLDC.

• The fault should have been isolated at 220 KV S/s Satna and tripping of 400/220 KV, 315 MVA ICT – I & II should not have occurred at 400 KV S/s Satna (PGCIL).

• The status of Bus Bar Protection at 220 KV S/s Satna has not been intimated to SLDC on regular pursuance.

• After the above tripping complete load of 220 KV S/s Rewa & 220 KV Sidhi was fed through 220 KV Amarkantak – Sidhi Ckt (about 244MW) and 220 KV Tons – Rewa Ckt – II. To avoid over loading of these Ckt, 220 KV Tons – Satna Ckt. & 220 KV Kotar – Satna Ckt was kept open till the completion of shutdown on 220 KV Satna – Birsinghpur Ckt & 220 KV Satna – Rewa Ckt were completed. Later the feeders were charged as follows:- 1. 220 KV Satna – Kotar Ckt – at 17:12 Hrs. 2. 220 KV Birsinghpur – Rewa Ckt (new) – 17:46 Hrs. 3. 220 KV Satna – Satna(PG) Ckt – II – at 18:06 Hrs. (after rectification of the fault). 4. 220 KV Satna – Chattarpur Ckt – at 18:16 Hrs. 5. 220 KV Satna – Tons Ckt – at 19:16 Hrs.

• During the shut down period load shedding of about 137.5MW, 119.5MWH was availed in Rewa region without intimation & consent of SLDC. Availing of load shedding without

• As 220 KV Bus fault occurred at 220 KV S/s Satna its Bus Bar Protection should have operated hence status of Bus Bar Protection at 220 KV S/s Satna shall be submitted & it should always be in service & operational condition.
