Project content

● Key words: o knowledge-based entrepreneurshipo Innovationo Growtho Social well-being

● Research focus: the interactions between knowledge, innovation, economic growth and social well-being in Europe.

● Rationale: o The main ideas behind this proposal are related to the perception of knowledge-

intensive entrepreneurship as a necessary mechanism and an agent of change mediating between the creation of knowledge and innovation and its transformation into economic activity.

o In particular, knowledge-intensive entrepreneurship represents a core interface between two interdependent systems: the knowledge generation and knowledge diffusion system, on the one hand, and the productive system, on the other.

o both systems – and therefore also entrepreneurship - shape and are shaped by broader social context – including customs, culture, and institutions. The project will therefore investigate also the social consequences and the effects on knowledge-intensive entrepreneurship on social well-being.

Obzor 2020, Sveučilište J. J. Strossmayera u Osijeku, 15.09.2014.

Main objectives (research thrusts) 1

● At the micro level - to study in depth the very act of knowledge-

intensive entrepreneurship, its characteristics, boundaries, scope and incentives. o knowledge-intensive entrepreneurship and innovation in high

technology as well as in low technology sectors and in services.o in addition to science and technology and the supply side, it will

pay a lot of attention to the demand side and to the social and cultural dimensions; and it will examine in depth the organization, networks and strategies related to knowledge-intensive entrepreneurship.

o the development of a conceptual framework for knowledge-intensive entrepreneurship will represent an important milestone for the pursue of these micro-level objectives, that will be the core of the first set of work packages (1.1 – 1.8) that will start at the very beginning of the project (month 1) and will end at month 27.

o different methodologies including econometric analysis, network analysis, case studies and surveys will be used for this part of the research

Obzor 2020, Sveučilište J. J. Strossmayera u Osijeku, 15.09.2014.

Main objectives (research thrusts) 2

● At the macro level - to study the link between knowledge entrepreneurship,

economic growth and social well-being, also extending to the socio-economic processes that help transform the “animal spirits” (John Maynard Keynes) into a self-reinforcing process for broader societal prosperity.

● to identify how it works within the contexts of various shades of capitalism in Europe and elsewhere, expanding beyond the growth accounting and endogenous growth approaches to novel concepts of the underlying issues of social well-being such as inclusion, cohesion, equity, opportunities, and social care.

● The macro level objectives will be pursued by two sets of work packages (2.1-2.4., 3.1-3.2), that will start in month 9 and end in month 27.

● From a methodological perspective: use of rigorous econometric techniques where entrepreneurship capital is an explanatory variable of economic growth, empirical analyses of firm entry and exit in various sectors, history-friendly theoretical modeling that examines the effects of firm entry in the various stages of evolution of an industry, and comprehensive qualitative analyses of growth and knowledge-intensive entrepreneurship in a set of regions across Europe.

Obzor 2020, Sveučilište J. J. Strossmayera u Osijeku, 15.09.2014.

A E G I SA E G I S

Main objectives (research thrusts) 3

● At the policy level - to translate the analytical findings into diagnostics tools for country and sector specific assessments of knowledge-intensive entrepreneurship and into concrete, operational policy recommendations, by taking into account different national/regional and sectoral systems of innovation within the member states of the European Union.

● Furthermore, the project will investigate the implications of the dynamism of knowledge-intensive entrepreneurship in some key large fast growing countries – i.e. India, China and Russia – for European knowledge-based competitiveness.

● Work packages 4.1 and 5 will start in month 9 and end in month 27; work package 4.2 will start in month 18 and end in month 30; work package 6 will start in month 27 and end at the end of the project. This work package will provide a framework regarding a system of policies related to knowledge-intensive entrepreneurship and innovation for economic growth and social well-being, and identify concrete evidence-based policy recommendations to the Commission.

What to take into account in designing the project? 1

● The objectives of the AEGIS project directly address the content of the specific call

● The project is forward looking as it concentrates on one of the most pressing issues that will critically affect Europe’s ability to maintain and enhance economic growth as well as its diverse, but distinct, socio-economic model(s).

● the AEGIS project will translate its analytical findings into diagnostics tools for country or sector specific assessment of knowledge-intensive entrepreneurship. To that effect, the project aims at providing operational policy recommendations

Croatian National Innovation System

● Only emerging through building institutional infrastructure based on policy framework (Science & Technology Policy, 2006-2010)o No up-dated policy framework

● 5 levels and its actors (high level policy formulation, system development, intermediary and financial bodies, research performers and supporting infrastructure)o Not well connected, no clear relationships

● Strong dominance of public institutionso Business sector employs only 15%of total researchers and

finance 36% of GERD
