The meeting was called to order by Priscilla Cornelio, Chair, at 9:03 a.m. and introductions were made.
2. Election of Chair and Vice Chair
Motion was made by Mr. Glock to nominate Priscilla Cornelio as RTA TPC Chair and Craig Civalier as RTA TPC Vice Chair to continue in their respective offices and close the nomination process, seconded by Mr. Moghimi, unanimously approved and accepted by the candidates.
3. Approval of Minutes of January 5, 2011
Motion was made by Mr. Moghimi to approve the minutes of the Jan. 5, 2011, meeting, seconded by Mr. Civalier, and unanimously approved.

4. Call to the Audience No discussion occurred. 5. Announcements/Comments
Mr. Liosatos mentioned that a calendar of upcoming meetings and events is available to attendees. Other announcements followed:
• The next RTA Board meeting is scheduled for March 24, 2011; subject to change. The Board will likely have a Special Session/Study Session in early March dealing with financial issues, such as bonding and the desired extent of roadway improvement expenditures over the next five years.
• Mr. DeGrood introduced Carlos de Leon who has joined PAG as the Director of Transit Services.
• There will be an RTA Technical Management Policy Subcommittee meeting Monday, Feb. 7, at 3 p.m. in the small conference room.
• Mr. Moghimi announced the memorial services for Dennis Skelton to be held at Rancho Resort Clubhouse in Sahuarita, Saturday, Feb. 5 at 2 p.m. Mr. Skelton served on both CART and EPAC Committees.
• Ms. Cornelio extended an invitation to Pima County’s first major corridor ribbon cutting ceremony, the I-19 Frontage Road project, to be held in Green Valley Thursday, Feb. 3, at 2 p.m. This is the third fully completed RTA project.
• Mr. Civalier announced that the RTA and Sun Tran Oro Valley will unveil the Dial-A-Ride in Oro Valley on Feb. 14, at 9:30 a.m.

7. Report on Recent RTA Board, RTA TMC and RTA CART Meetings
Mr. DeGrood reported that all three of the committees met last month. CART met on the Jan.18, TMC on Jan.19 and RTA Board on Jan. 27. The major issues presented to these committees follow:
• The cash flow forecast looking at potential revenues over the coming five years. There is a considerable gap between the low revenue forecast and Eller College forecast, which is more aggressive. Recommendations will be taken to the RTA Board study session.
• FY 2012-2013 projects are about the same in all scenarios.
• Reports were also given on transit and the current IGA status.
• Recommendation for Project Review and the Value Analysis process.
• The RTA Board approved the Policies, Objectives and Procedures Revision.
• The implementation of the ThinkTank comment process recommendations. The ThinkTank identified work that needs to be done with the utility partners and public outreach processes.
• Currently, a ThinkTank is in development that deals with 404 permitting issues.
• The RTA Board approved multiple IGA amendments to include: the Town of Sahuarita, Downtown Links, Broadway Blvd., Bike Lanes in Sahuarita and the SR 77 Wildlife Viaduct.
In response to a question by Mr. Glock about the ThinkTank results Mr. DeGrood mentioned that better data analysis tools are being developed by staff. Mr. Liosatos explained that to speed up and make the process better, PAG is using a software program that looks for key words, the program searches for the words and does the counting.

8. RTA TIP Subcommittee Report
Mr. Benavides, TIP Subcommittee Chair, reported that the group met on Jan. 18, with a presentation on recent activities of the RTA Safety Working Group.
Mr. Liosatos added that a draft TIP 2012-2016 is being prepared for the Open Houses.
9. RTA Working Groups’ Monthly Report
Paul Casertano, PAG Lead for the RTA Safety Working Group, reported that the working group recommends expenditures in the following RTA Safety Element categories: Intersection Safety and Capacity Improvements with recommendation on selection of improvements, At-grade Railroad Safety/ Bridge Deficiencies providing recommendations on selection of at-grade improvements and Signal Technology upgrades to improve intersection traffic flow. The Working Group received the following requests for funding and project modifications:
• Pima County requested an increase in funding for Ina/Oracle Road. The recommendation was approved by the Working Group, TPC and RTA Board.
• The County also requested a Railroad Bridge reallocation of funding to a bridge rehabilitation based on some savings that were being experienced for the Sabino Canyon Road Bridge. The recommendation was approved by the Working Group, TPC and RTA Board.
• Oro Valley recently requested funds to modify a signal communications project to allow for remote signal timing adjustments. Increased funds were approved by the Working Group. The request is being reviewed internally by RTA before moving forward to the RTA TIP Subcommittee, then on to RTA TPC.
• Work continues on the Regional Traffic Signal Services Program overseen by the RTA Safety Working Group. This program is aimed at the retiming of traffic signals throughout the region. The program work was started about 24 months ago. More than 600 intersection traffic signal timing plans have been updated since the start of the program. These include signal timing optimization as well as updates to the pedestrian walk phase to ensure compliance with national standards.
10. RTA Project Review Process
Mr. DeGrood mentioned that this report has been added as a standing item. The biggest process in the next few months is dealing with financial issues. Projections are varied and somewhat bleak. Priorities will be set for which projects and funds are available to build which projects. New financial constraints have been put into place. The Value Analysis Program needs to be implemented, with the first projects subject to the new process likely to be the Houghton and Grant Road projects. In answer to Mr. Carlson’s question about “projects that currently have less than adequate funding,” Mr. DeGrood said, “What is in the ballot is what we committed to the public to deliver.” Focus will be on how we comply with that requirement. Everything will be looked at. Mr. Hayes commented on the specifics of the plan based on four, five-year cycles. Each five-year cycle has very specific projects to “begin construction.” He reemphasized “begin construction” during that first five years. That doesn’t mean you have to do everything in year one, which would be 2011-2012. We’ve got until 2016 to “begin construction” on the elements that are defined in the second five years. Discussion continued on the two phases of the Kolb Road extension project.
11. RTA Project Update (construction, billings and IGAs)
Mr. DeGrood reported that to date, the RTA Board has collected $302.5 million in excise taxes since 2006 with $267.7 expended through the end of December. At the end of December the balance was $55.8 million through the end of January, which has now declined to $49 million, with a burn-off of

$6.7 million last month. There is a total of $568 million worth of funding committed on 403 projects, 28 of which are under construction and, 174 are complete. Of the RTA Roadway element projects, four projects are now completed: the Twin Peaks TI, Camino de Manana, Houghton/Old Vail intersection (part of the Houghton Corridor project), and Phase I of Sahuarita Road. The I-19 Frontage Road will be completed this week. Current roadway element projects under construction are: Speedway Blvd. (between Camino Secco & Houghton), Tanque Verde Road (between Catalina Hwy & Houghton), La Canada Drive (Ina to Calle Concordia) and La Cholla (between River & Ruthrauff). There was a recent bid opening by Pima County on Jan. 25, for Magee Road (between Mona Lisa & La Canada Drive). That project was estimated at $23 million, the low bidder was Ashton at $15.7 million, 32 percent under the engineer’s estimate. Mr. DeGrood reported that of the major projects bid to date, the RTA is 29 plus percent under the engineer’s estimate that were current at the time of the bid. The track record shows that we are considerably under those estimates. Mr. DeGrood said the only thing that is up is the soft costs. The four Safety element projects that are under construction now: Starr Pass and Mission intersection, Starr Pass and Santa Cruz HAWK, Ft. Lowell/Campbell intersection (down to paving and due to wrap up in a month), and Wilmot/Nicaragua intersection. Other projects outside the roadway and safety element include the Phase 3, Bus Storage and Maintenance Facility project and the Modern Streetcar waterline relocations, scheduled to start upon the conclusion of the gem & mineral show. Last month the revenues collected (posted two months after they are collected at the cash register) represent sales that occurred during November 2010. In 2009, $504 million or about 2.23 percent was collected in the same month the year prior. The RTA fund balance stands at $49 million.

5. RTA Project Discussion Jim DeGrood reported on the following RTA updates:
Mr. DeGrood reported that the RTA Board has approved $565 million of project funding to date and about $279 million has been expended. The RTA has collected just above $300 million, received a deposit yesterday in the amount of $6.49 million, which is about 7.9 percent above the same month last year. This represents December holiday receipts. This is a healthy increase but not quite as high as we saw in 2008 and is still about 2 percent under what was collected in December 2008. Mr. DeGrood reported the RTA Board approved nine IGAs last month, including the wildlife crossing on State Route 77. The Technical Management Policy Subcommittee has been working on the recommendations from the RTA project review that concluded last summer. The RTA Board approved revisions to its policies, objectives and procedures document. Also presented to the RTA Board was the value analysis process that is needed to move forward with for all RTA projects. All RTA projects over $25 million would mandatorily receive this analysis. There is a short version of this for projects that are over $10 million but less than $25 million. The value analysis process would be optional for projects under $10 million. The RTA Board also received copies of the RTA Charter. The Technical Management Committee approved the RTA Charter and this will be used on future projects. A presentation was made to the RTA Board on the 5-year financial outlook. As mentioned in the past, $465 million in projects have been identified in the Roadway element only. If a 3% growth rate is looked at, in the coming 5 years, the conservative revenue growth rate would be at about less than $335 million in collections. Compared to the $465 million in the Roadway element alone, not including the Modern Streetcar expenditures, or the $74.5 million of outstanding RTA Safety and Environment and Economic Vitality element projects that have yet to be constructed. Needing to be discussed is how much of the $465 million project requests are felt comfortable going forward with, and how much bonding will be done. There will be a special study session with the RTA Board on Feb. 28. Recommendations will be presented to the board on what course of action with respect to bonding is recommended. Mr. DeGrood has put together a number of scenarios looking at construction programs that vary between $285 million in roadway expenditures to the full $465 million in expenditures, and what that means. In all of the scenarios, the projects that are ready now to go to construction will be moved ahead under any circumstance. This is what is being looked at as a baseline recommendation. For the projects further out, the recommendation will be to move cautiously with those and slow down the development of those projects and develop them in a fashion that they can be readily phased, and then re-evaluate the financial position again in 2 years.

• Transit Working Group – Oversees nine funding categories which include; Transit Corridor, Bus Pullouts, Weekday and weekend Bus Service Improvements, Bus Frequency Improvements, Special Needs Transit, Neighborhood Transit Circulators, Express Service, Streetcar Project and Park-n-Ride Transit Centers.
• Mr. Papuga said the working group continues to work on a number of projects for delivery of the RTA plan, including design of the Broadway/Houghton Park-n-Ride. The design work on this project continues and is at about 95 percent completed. He said half of the approved bus pullout projects are in the construction phase and the remaining are still in right-of- way acquisition. Phase 3 of the bus storage facility is 40 percent completed. At the last working group meeting, the City of Tucson

reported that the construction of this project has created 69 jobs in the community. The Transit Working Group also monitors the Sun Shuttle route performance on a monthly basis. The group has been discussing how it plans on moving forward in the next year in regard to expected performance levels. A new Sun Shuttle Dial-a-Ride (DAR) was implemented yesterday in Oro Valley in partnership with Coyote Run. Monthly updates have been received in regard to the Modern Streetcar project. Last month the streetcar project received a “finding of no significant impact” regarding the environment.
• A project that the TWG has been working diligently on is the Regional Para-Transit System Plan that was completed about a year ago and the group is still working on implementing plan recommendations. The RTA recently has taken over the county’s contract for Handi-car para-transit services, which is a curb-to-curb transit service. The group has been discussing what policies should be implemented to regionalize those services. It has been recommended that the fares for Handi-car service match the fares for the urban Sun Van service. Also the TWG will continue to discuss duplicative services in the region and find ways to minimize the financial impact and consolidate those services.
• Lastly Mr. Papuga discussed the implementation of new fare technology. Smartcard technology is coming to the region, with a “go live” date of August. The first phase of implementation has already begun. The special services office of the City of Tucson already issuing reduced fare IDs and has a new workstation to get people onboard with the transition in August.
• Mr. Jose Rodriguez asked if there are any benches installed for the bus pullouts and who is responsible. Mr. Papuga replied the installation benches and shelters are part of the project.
7. RTA TIP Amendments as Needed
Mr. Thurein reviewed Amendment #9 to the FY 2011-2015 TIP which contains the following RTA items (Handout of TIP Amendment 9 is available upon request)
• Item D –Includes TIP ID # 2.08, Valencia Road Street Lighting and Sidewalk. Proposing the addition of $550,000 of Highway Safety Improvement Program (HSIP) funding, reducing the amount of RTA funding by $474,000. The HSIP discussion will occur at the next meeting of the PAG TIP following this meeting. Staff is asking for a recommendation of approval of this TIP amendment item in the caveat that the HSIP item is approved in the next meeting. Mr. Paul Casertano was available for any questions regarding this TIP amendment.
Motion was made by Mr. Caccavale to recommend approval of the RTA item (Item D), contained in Amendment #9 to the FY 2011-2015 TIP to the RTA Board, seconded by Mr. Garcia, and unanimously approved.
8. Other Business
Mr. John Liosatos wanted to take a few moments to announce Ms. Pat Kendall’s retirement in early
April and thank her for many years of service to the TIP Committee and wish her well. No other discussion occurred. 9. Adjournment

The project is at 90% design for the 22nd/Kino Interchange. Construction ready to start July 2011. TDOT had just approved a design contract for the widening of 22nd from Park to Tucson Blvd, including a new
bridge over the UPRR. However, due to funding constraints a stop work order was issued in December, 2010. Right-of-way acquisitions for both segments are underway, pending available funding. See 22nd St: I-

The planning team has completed the data collection and historic assessment for the corridor. The original M/C 1987 approved alignment, which has the impacts for the widening occurring largely on the North
side of the street will be the recommended alignment. We are in midst of conducting a traffic engineering analysis and integration of the bus rapid transit system as part of that analysis to help us clarify mobility
needs. RTA Project charter needs to be rewritten for this project. Stakeholder meetings will be planned in spring 2011 Kick off open house planned for May-late spring. Citizen Task Force selected and finalized

The total known project deficit, at this point, is now at least $16M. Recent public open houses were held on 101910 & 102110 in Tucson and Marana, respectively. As recently as November 2010, RTA staff was
resistant to the City's request for additional RTA dollars to cover all/a portion of the archeological costs. It is anticipated that the DCR will be completed in early 2011. Remaining items within the current
preliminary engineering contract are the locating of water lines and working with the USACE to try to figure out what it takes to obtain a Preliminary Jurisdictional Delineation.

The City of Tucson received FTA approval to enter Project Development as an exempt project on October 2, 2009. FTA granted the city pre-award authority to move forward with the procurement of the
streetcars and rail, utility relocations, demolition and property acquisition. A Notice To Proceed was given to Oregon Ironworks on June 4, 2010. Last Progress report was February 9, 2011 at OIW. URS is
moving forward with track design for the entire project with 90% submittals to be submitted by March 2011. GLHN is moving forward with the design of the maintenance facility site. The City of Tucson was
awarded $63 million in TIGER funds on February 18, 2010. Grant Agreement was signed Decmeber 27, 2010. COT and RTA signed IGA for $45 in May 2010. COT met with FTA and the PMOC December 13,
2010 for Quarterly Report. Draft EA Supplemental was approved for public comment (comment period is November 2nd through December 2nd). FONSI was issued in January 2011. PMOC reviewing Bottoms
up cost estimate. Draft Finance Plan was submitted December 2, 2010 and approved by FTA. Awaiting funding for Cushing Street Bridge project. Water package began in December 2010.
