Minister for Finance, Revenue, Economic Affairs, Statistics and Privatization (Mr. Muhammad Ishaq Dar): (a) The Companies (Rehabilitation of Sick Industrial Units) Rules, 1999 were notified through S.R.O. dated 3 rd August, 1999. However, the said rules have practically remained in abeyance due to two reasons (i) concerns of the banks, and (ii) reservations of the management of such companies owning sick units. Therefore, the actua number of sick industrial units could not be determined. (b) A comprehensive law titled “The Corporate Rehabilitation Bill” has been drafted by the Securities and Exchange Commission o Pakistan (SECP) and is under process fo enactment. The law will encompass al aspects and would address the issues o rehabilitation of closed, sick industrial and SME units in a much better and effective manner than the previously notified rules. Al out efforts are underway to get all the legal formalities completed and to get the said law passed by the Parliament as soon as possible.

26. *Shamas Un Nisa:(Deferred during 20th Session)

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) a)the total number of public and private sick industrial units inthe country at present separately; and

(b) the steps taken by the Government to revive those sick units?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) The Companies (Rehabilitationof Sick Industrial Units) Rules, 1999 were notified through S.R.O. dated 3rd August,1999. However, the said rules have practically remained in abeyance due to tworeasons (i) concerns of the banks, and (ii) reservations of the management of suchcompanies owning sick units. Therefore, the actua number of sick industrial unitscould not be determined.

(b) A comprehensive law titled “The Corporate Rehabilitation Bill”has been drafted by the Securities and Exchange Commission o Pakistan (SECP)and is under process fo enactment. The law will encompass al aspects and wouldaddress the issues o rehabilitation of closed, sick industrial and SME units in amuch better and effective manner than the previously notified rules. Al out effortsare underway to get all the legal formalities completed and to get the said lawpassed by the Parliament as soon as possible.

95. *Ms. Naeema Kishwar Khan:(Deferred during 20th Session)

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) the country-wise total number of the vehicle’s scanners plannedto import during the tenure of previous Government alongwiththe cost thereof;

(b) the total number of said scanners imported alongwith thelocations of installation thereof;

(c) the performance of the said scanners; and

(d) the number of such scanners proved useful alongwith the presentcondition thereof?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) A commercial contract was signed between Government of Pakistan (MOI)and NUCTECH Company (China) in June, 2009 for procurement of 24 scanners.Exim Bank, China financed this project through sofa loan of US $ 72.166 million.

As per contract, the project was to be implemented in two phases. Four(04) scanners and 05 hand-held detectors were imported at a cost of Rs.1000.340million, during the pilot phase. The second phase was subject to satisfactoryperformance.

(b) Two (02) scanners and two (02) hand-held detectors imported duringthe Pilot Phase were handed over to ICT Police. Later one of the scanners wasshifted to Sindh Rangers for Installation at Karachi. Two (02) scanners and three(03) hand held explosives detectors imported in July 2014, were handed over toKP Police on14 May, 2015.

(c) According to ICT police report submitted on 15-7-2013, thesescanners do not meet the requirements as they can not detect explosives.

(c) Since, these scanners as per ICT police report, are not useful for thepolice, therefore, GOP/MOI decided not to pursue main phase of the contractand the company has been informed accordingly.

185. *Sheikh Salahuddin:(Deferred during 20th Session)

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) whether it is a fact that Pakistan has been included in the list ofdangerous countries for Journalists; if so, the details thereof;

(b) the number of Journalists killed/injured/kidnapped during thelast five years alongwith the action taken by the Government in this regard; and

(c) the steps being taken by the Ministry for the security ofjournalists?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):

(a) Such categorization is normally made by international media organizations.The “Reporters Without Borders” (RWB), “Reporters Sans Frontieres”(RSF) is a Paris-based international non-profit organization that promotes anddefends Freedom of Information and Freedom of Press world wide. It has aconsultant status at the United Nations. (www.rsf.org). Their annual report declaredPakistan a dangerous country for journalists. It issued a list of 180 countries rankingthem with respect to freedom of Press and placed Pakistan on 158th position inthe list. This appears to be an exaggeration and based on improper understandingof the situation on ground. The organization has done so without taking intoconsideration the peculiar circumstances prevailing in the country owing to the on-going war on terror. The Government is fully committed to uphold freedom ofexpression in the country and the Press and Media enjoy absolute freedom.

(c) The government attaches high degree of importance to freedor andindependence of media as necessary ingredient of a democratic society.

The government has reaffirmed its resolve to take all necessary measuresto ensure speedy investigation of all cases involving attack on journalists and mediapersons. The preventive measures adopted by the government for the security ofjournalists and Media houses are:

A mobile phone panic alert system developed by ICT Police to seek helpof Law Enforcement Agencies (LEAs) through a Push Button Application providedby the ICT police to security officials and working journalists of each mediaorganization based in Islamabad. Provincial Home and Information Departmentsare replicating the said application in their provinces in consultation with ICT Police.

A security audit was conducted by the ICT Police to comprehensivelyassess security related needs of media establishments located in Islamabad.Provincial Home and Information Departments are replicating the same in theirjurisdictions.

A cell in NCMC/NACTA is monitoring progress to ensure implementation.

Media can register complaints with the National Crisis Management Cellof Ministry of Interior through accessing their dedicated helpline number (1717).

The Prime Minister also constituted committees under Minister forInterior and Narcotics Control and Minister for Information andBroadcasting to look into security threats faced by media houses and for workablesolutions. Minister for Interior held meeting with Journalists on 17-01-2015 andevolved a strategy and action plan for the security of journalists. SimilarlyInformation Minister held meeting on 20-01-2015 in this connection. The securityplan is being implemented in the provinces & ICT.

5. *Ms. Tahira Aurangzeb:(Deferred during 21st Session)

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) the names of Federal Government forces working to controlthe smuggling at the borders of Pakistan; and

(b) the steps being taken by the Government to improve theperformance of said forces in this regard?

Minister for Finance, Revenue, Economic Affairs, Statistics and

Privatization (Mr. Muhammad Ishaq Dar): (a) Federal Government Forcesengaged in anti smuggling operations at the borders are Pakistan Customs, FrontierCorps (KP). Pakistan Rangers (Punjab/Sindh), Pakistan Coast Guards, PakistanMaritime Security Agency, Political Administrative Authorities (FATA). These forcesare empowered under section 6 of the Customs Act, 1969, to perform anti-smuggling activities.

Pakistan Customs controls the border Customs stations where its primaryfunction is to regulate imports/exports, monitor revenue collection and to preventsmuggling.

(b) The Federal Anti-smuggling Coordination Committee, comprisingmembers of all Law Enforcement Agencies, working under Ministry of Interiorhas convened multiple meetings to address the issue of smuggling. A comprehensiveanti-smuggling strategy has been chalked out. Available resources and manpower

have been pooled up for optimum use. The Director General (Intelligence &Investigation), FBR has been assigned the new role to coordinate anti-smugglingactivities with other Law Enforcement Agencies.

In order to improve the anti-smuggling performance of said forces, jointoperations have been planned on the basis of information sharing. Through thesededicated efforts made by Pakistan Customs in coordination with ProvincialAdministration, Police, Pakistan Rangers, Frontier Corps, Pakistan MaritimeSecurity Agency and Coast Guards, successful joint operations in years 2013-14and 2014-15 have been conducted. During the operation; 185 Petrol Pumps selling illegal POL weredemolished/sealed.

As a result of heightened enforcement efforts made by Pakistan Customs, a visibleincrease in seizure of smuggled goods can be observed. Following is an overallabstract of smuggled goods seized during the last three years:——————————————————————————————

——————————————————————————————Further steps taken by FBR to improve the coordinated anti-smuggling

efforts with LEAs are as follows:

i. F.C (Khyber Pakhtunkhwa) is entrusted to carry out anti-smugglingwithin 20 K.M of the international borders vide SRO 1090(1)/2010dated 01-12-2010.

ii. Anti smuggling powers have also been given to Pakistan CoastGuards vide SRO No.682(I)/2015 and Pakistan Maritime Security

Agency vide SRO No.681(I)/2015 dated 15-07-2015 to checksmuggling in the coastal areas/ high seas.

iii. Similarly, the Political Administration has also been entrusted withanti-smuggling powers vide SRO 60(1)/2000 dated 14-02-2000.

iv. Major entry points/smuggling routes in the country are being monitoredthrough establishment of check posts manned by Pakistan Customswith the assistance of LEAs.

v. FBR is in the process of recruitment of fresh Human resource in allcadres which will not only cater for the current shortage of forceespecially on the enforcement side but induction of the young slotwill result in reinvigoration of the force.

vi. Special attention will be given to proper training of the enforcementforce to enable them face the challenges in the field of anti-smuggling.

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether the social and living standards are being surveyed/measured in the country; if so, the benchmarks of the presentGovernment therefor;

(b) the short comings reported/identified in the said measurementsparticularly in the education, health and social sectors; and

(c) the steps being taken by the Government to improve such shortcomings?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Yes, social and living standardsare being surveyed / measured in the country through Pakistan Social & LivingStandards Measurement Survey (PSLM) project, which was started w.e.f.01-07-2004. PSLM is a PSDP funded project designed to provide Social &Economic indicators in the alternate years at provincial and district levels. Thedata generated through surveys is used to assist the government in formulating thepoverty reduction strategy as well as development plans at district level for therapid assessment of programs in the overall context of Millennium DevelopmentGoals (MDGs). As such this survey is one of the main mechanisms for monitoringthe benchmarks set by United Nations for MDGs indicators. It provides a set ofrepresentative, population-based estimates of social indicators and their progressunder the PR SP/MDGs.

For MDGs, UN has set 18 targets for 48 indicators for its member countriesto achieve by 2015. Pakistan has committed to implement 16 targets and 37indicators out of which 6 targets and 15 indicators (annexed) are monitored throughPSLM Surveys, which are conducted at district level and at provincial levelrespectively at alternate years. PSLM District level survey collects information onkey Social indicators whereas through provincial level surveys (Social & HIES)collects information on social indicators as well as on Income and Consumption.Main sectors are Demographic characteristics, Education. Health, Employment.Income & Consumption, Household Assets, Household Amenities, PopulationWelfare and Water Supply & Sanitation are developed at National/Provincial/District levels. Planning Commission also uses this data for Poverty estimation.

(b) The survey reports of eight rounds in printed form are placed onPBS website and hard copy is also available in the Library of National Assembly.

(c) The Pakistan Bureau of Statistics has not observed any short-comingin regard to conduct of Survey. As regards the results; the same are shared withconcerned Ministries, particularly planning Commission and Finance Division.

(b) The applicant company is required to submit application on theprescribed from (Annex-A) and to provide following documents under Rule 3(i)of Private security Companies Rules 2001 (Annex-B):—

i. Certificate of Registration issued by the Securities & ExchangeCommission of Pakistan under the Companies Ordinance, 1984.

ii. Article of Memorandum and Association.iii. NOC issued by the Ministry of Interior for operating as a Private

Security Company.iv. Copies of National ID cards of Directors.v. Documentary proof of address of office of the company in Islamabad.

vi. An undertaking on non-judicial Stamp papers that the company willabide by relevant Laws/rules and instructions issued by theGovernment from time to time.

The application received from the Company is forwarded to the DistrictMagistrate. SSP (Operation) and AIG of Police (Special Branch), Islamabad forinspection of antecedents of the Directors and other related matters includingestablishment of Strong Room for safe storage of arms and ammunition of thesecurity company. In case Directors belong to other Provinces, the matter is referredto the Home Departments concerned for verification of their antecedents. Afterreceipt of satisfactory reports, license is granted under section 6 of the CompaniesOrdinance, 1984, to the Company to operate as a private security company inICT subject to the terms and conditions mentioned in the License (Annex-C).

(c) During the period under report operating licenses of following 06private security companies have been revoked by the Licensing Officer, Islamabadwithin the jurisdiction of ICT under Section 10 of Private Security CompaniesOrdinance, 2001 on account of violation of terms & conditions of license andrelevant rules/regulations:—

i. M/s Special Security Services pvt. Ltd.

ii. M/s Oqab Security Services Pvt. Ltd.

iii. M/s Page Protective Security Services Pvt. Ltd.

Will the Minister for Planning, Development and Reform be pleasedto state:

(a) the details of the expenditure incurred on the Lawari TunnelProject as on 31-12-2014;

(b) the total amount of funds released therefor as on 31-01-2015;

(c) whether it is a fact that the NHA revised estimated cost ofRs. 26.95 billion for completion of the said project; if so, thetime by which the Executive Committee of the National

Economic Council (ECNEC) will approve the revised cost fortimely completion of the said project; and

(d) the fresh estimate of annual finances required for completion ofthe said Tunnel as announced by the Honourable Prime Ministerin his speech delivered recently in Havelian?

Minister for Planning, Development and Reform (Mr. Ahsan Iqbal):(a) As reported by the NHA, an amount of Rs. 10.6 billion has been incurred onthe project upto December, 2014 against approved cost of Rs 18,132.5 million.

(b) Initially, an allocation of Rs 2000 million was made for the said projectin PSDP 2014-15 out of which Rs 1600 million were released to Ministry ofCommunications / NHA upto January, 2015.

Moreover, an additional allocation of Rs. 2450 million has also beenprovided to the said scheme through re-appropriation. Thus amount of Rs. 4450million stands released to the project during 2014-15.

(c) The 2nd revised PC-I costing Rs. 26.954 billion was considered byCDWP on 27-02-2015 and recommended in principle for consideration ofECNEC subject to rationalization / review of the scope and cost by a Committeeheaded by Member (I&RC), Planning Commission and comprising Chief (T&C),Chief (EA) Section of PD&R, Joint Secretary (Dev), Finance Division andrepresentative of M/o Communications & NHA.

A summary for ECNEC will be submitted after rationalization by theCommittee.

(d) As reported by NHA / MoC, the project is expected to be completedby 2017-18 Rs 2000 billion have been allocated during 2015-16, of this amount,Rs. 400 have since been released to the project Additional funding would beconsidered subject to availability of fiscal space.

179. *Chaudhary Nazeer Ahmad:(Deferred during the 21st Session)

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) whether it is a fact that the women and eunuchs beggars arefrequently seen at most of the intersections of Islamabad;

(b) whether it is also a fact that they snatch purses and mobile setsfrom the citizens;

(c) whether it is further a fact that the said beggars speak Englishwith foreigners for begging in most of the posh areas of the saidcity;

(d) if the answers to parts (a), (b) and (c) above are in theaffirmative, whether they are also causing the traffic blockade;and

(e) whether any Cell of Islamabad Police is working to prevent thesaid crime; if not, the reasons thereof?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) It is correct that women and eunuchs are at times seen at the intersections ofroads in Islamabad. However, ICT Police is vigilant and take action as and whenthey are found begging of roads. From 01-01-2015 to 19-04-2015, 1223 male,670 (female, 1198 male children, 1178 female children 49 eunuchs were arrested.Most of them were sent to Edhi Homes and Child Protection Centre. Four hundredand forty four (434) male beggars and 170 female beggars were challaned underVagrancy Act, 1958.

(b) No complaint about snatching of purses mobiles by eunuchs or femalebeggars has been made to ICT Police during the current year.

(c) No such happenings are in the notice of Police.

(d) No traffic jam is caused by the eunuchs beggars on Islamabad roads.

(e) Two Anti Beggary Squads (Mujahid Squad) with 01 ASI, 02Constables and 01 lady Constable are a patrolling duty round the clock, to nabeunuchs beggars found on roads.

61. *Ms. Asyia Naz Tanoli:

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) whether it is a fact that clearance is not being given by theNADRA since long to such citizens, having knowingly/un-knowingly dual CNICs, even after surrendering one CNIC;

(b) whether it is also a fact that said citizens have paid fee/finetherefor; if so, the justification thereof; and

(c) the steps being taken by the Government to expedite the processof said clearance?

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether there is any proposal under consideration of theGovernment to privatize the Printing Corporation of Pakistan;

(b) if so, the time by which it will be implemented?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) The Cabinet Committee onPrivatisation (CCoP) in its meeting of October 3, 2013, approved the privatisationprogram comprising of 69 entities, which inter-alia included Printing Corporationof Pakistan (PCP).

(b) The timeline will be finalized in consultation with all the stakeholders.However, since the transaction is not in the current “Programme for earlyimplementation”, a timeframe for its implementation cannot be given at this stage.

66. *Ms. Munaza Hassan:

Will the Minister for Planning, Development and Reform be pleasedto state:

(a) the details alongwith names of the priority projects invarious sectors in which Government is investing at present;and

(b) whether funds have been allocated for the said projects; if so,the total amount thereof?

Minister for Planning, Development and Reform (Mr. Ahsan Iqbal):(a) Keeping in view the constrained Indicative Budget Ceilings, Ministries / Divisionspropose prioritized development projects for budgeting in PSDP as per assignedrespective rules of business. Sectoral / regional priorities are determined under theguidelines of National Economic Council in line with development agenda of theGovernment. Funds are so allocated for those projects which help achieve thedevelopment agenda / objectives of the Government and objectives emanatingfrom five year plan / Vision 2025. Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) The total taxes and customduties collected during tax year 2014 were Rs. 2,266 Billion. Out of thisRs. 2,025 Billion were collected by Inland Revenue Services (IRS) i.e. IncomeTax, Sales Tax and Federal Excise Duty (FED). Moreover, the taxes assessedthrough audit and assessments by IRS were Rs. 758 Billion. Out of this, Rs. 361Billion was recovered / settled (already reflected in the above collection figure)leaving a balance of Rs. 397 Billion, which is the non paid amount of tax. The ratioof non-payment for tax year 2014 is computed by equating the taxes not collectedvis-a-vis total taxes collected. The ratio of non-paid taxes is l9%.

(b) The recovery of tax demand is being pursued as per given law andprocedure. The modes of recovery, as provided under the law, such as bankaccount attachments, arrests, prosecutions, and attachment of immovable andmovable property are being, actively used to affect balance recovery.

Direct Taxes

Bulk of the income tax revenues emanates from corporate sector. Therates of income tax vary from withholding to corporate tax and individual to company.The maximum rate for corporate tax was 35% for 2010-11 to 2012-13. However,income tax for corporate sector was 34% for 2013-14 and for FY: 2014-15,these were applicable @33%. Similarly, rate of corporate income tax has furtherbeen reduced to 32% in the Budget 2015-16.

However, the rates of non-corporate income tax have been annexed as “A”

(b) FBR is making efforts to increase direct tax collection through thefollowing measures.

(i) Broadening of taxbase by issuing notices to potential taxpayers onthe basis of data indicating expenditure patterns. Moreover, thirdparty data has also been utilized to broaden the net.

(ii) Differential taxation for filers and non-filers.

(iii) Withdrawal of exemptions and concessions relating to direct taxes.

(iv) Expansion of audit coverage for direct taxes.

(v) Campaign against non-compliant high net worth individuals-FIRs/attachments.

i. In order to continue broadening the tax base, FBR through itsBroadening of Tax Base(BTB) Wing collected life style data . from anumber of third party sources that included Motor Vehicle RegistrationAuthorities nationwide, car manufacturing companies, ElectricitySupplying companies, SNGPL, properties and constructioncompanies, Telecommunication companies, organizations that registerprofessionals like doctors, Engineers, Architects etc. Furthermore,additional data from High Court Bars, Insurance CompaniesEducational Institutions is also in the pipeline.

ii. In view of importance of the broadening of tax base, a fresh initiativeto expand the tax net was launched by the government in FY 2013-14. This exercise made use of data relating to quantifiable economicactivities of significant value that were indicative of significant assetcreation or consumption expenditure by persons not on tax roll.

iii. For this purpose, a National Data Warehouse has been created inFBR. The data warehouse primarily includes the data collected throughthird party sources such as motor vehicle registering authorities,educational institutions, CVT collected by FBR and provincialgovernment on purchase of immovable property, electricitydistribution companies, SNGPL, automobile companies, insurancecompanies, telecommunication companies, banking companies,NADRA, PMDC, Bahria town, Pakistan Engineering Council, andthe withholding tax statements.

iv. Government had tasked FBR to add 100,000 new taxpayers everyyear. The target was achieved in 2014-15 and FBR is on track toachieve the target for 2015-16.

v. All RTOs have been directed by FBR to maintain computerized stockregisters for all potential taxpayers (both filers & non-filers).

vi. The new policy measures taken through Finance Act, 2014 to broadenthe tax base include a new regime wherein different rates of adjustablewithholding of Income Tax for income tax returns filers and non filerson certain transactions have been introduced. This includes sale andpurchase of immovable property, purchase, registration and transferof ownership of motor vehicle, cash withdrawal from banks andpayment of profit on debt and dividend income, The higher rates oftax for non filers will not only prod non filers to file returns and declaretheir income from all sources, but also provide a database to FBRfor identification of potential taxpayers to be pursued for broadeningof tax base. Further such measures have been proposed in the budgetfor Fiscal year 2015-2016.

vii. In the Finance Act, 2014, Special Procedure has been adoptedwherein sales tax is charged from unregistered retailers through theirmonthly electricity bill at the rate of 5% where monthly bill does notexceed Rs. 20,000 and seven and half percent where the bill exceedsthe aforesaid amount. Big retailers working in air-conditioned shoppingmalls or whose cumulative electricity bill of preceding twelveconsecutive months exceeds 600,000 or who are part of a chain arerequired to pay sales tax at standard rate.

74. *Mr. Muhammad Muzammil Qureshi:

(a) the total outstanding amount of the Government against thePakistan Telecommunication Company Limited (PTCL) atpresent;

They are implementing NAP from within their own resources andallocated budget under the overall supervision of Apex Committees headed byChief Ministers of respective Provinces.

2. Implementation status of National Action Plan till 14/07/2015 isattached as (Annex-A) for information.

(b) 1. The implementation of most of the areas of NAP falls within purviewof Provincial Governments and Ministries/Divisions of Federal Government. Theyare implementing NAP from within their own resources and allocated budget underthe overall supervision of Apex Committees headed by Chief Ministers of respectiveProvinces.

2. NACTA has been allocated Rs. 100.336(M) for the financial year2015-16 under NIS System. However for allocation of additional fund forestablishment of JID a summary has been submitted.

Iqbal): (a) The subject of human development has primarily been devolved to theprovinces after the 18th Amendment. However, the Federal Government has takenvarious policy initiatives to improve Human Development Indicators in the country.Pakistan’s performance in the human development remains below par and it willgradually improve. The individuals involved in research per million of populationalso improved from 196 in 2005 to 329 in 2013. Number of degree awardinguniversities has increased from 54 in 2000 to 160 in 2013. Total enrollment inhigher education in 2014 stood at almost 1.2 million students representing about 5percent of the age cohort of 17-23 year old in the country which is a significantincrease over 2.6 percent in 2002. A number of initiatives have been taken toenhance employability of youth through youth technical training.

Moreover, the government has allocated Rs.20 billion for MDGs and CommunityDevelopment, increased allocations for HEC in recent years ( Rs.14 billion in2011-12 to Rs. 27 billion in 2014-15), opening of campuses/ sub-campuses ofpublic sector universities in every district headquarter to enhance access to Nigereducation, National Endowment Scholarship for Talent (NEST) to provideaccessibility to quality education on need cum talent basis for deserving students,establishment of National Curriculum Council for uniformity of educational andcurriculum standards across the country, Modernization and Standardization ofExamination system to improve quality of education, Scaling Up Nutrition (SUN)movement to improve nutritional situation, Science Talent Farming Scheme (STFS)for 300 students per annum from all over Pakistan, Holding of National Games toexplore young sporting talent, establishment of Cancer Hospital in Islamabad aresome initiatives to improve Human Development conditions in Pakistan withadequate budgetary allocations.

(c) The long-term road map for socio-economic development has beenprepared by the Planning Commission through extensive consultations with provincialgovernments and people from all walks of life. In Vision 2025 the social capitaland human development is made the first pillar and presents a comprehensiveapproach to addressing human and social development gaps with an emphasis ondeveloping human and social capital to take full advantage of Pakistan’s youthbulge.

Finance Division sanctioned Supplementary Grants amounting to Rs.760.5million to Ministry of Interior/ICT police in connection with long march/dharnawhich was a burden on exchequer.

The exchange rate which was Rs.98.82 on Aug 5, 2014 depreciated to103.19 on Aug 25, 2014 a depreciation of 4.4% which adversely affected importbill as well capital loss on foreign liabilities due to rupee depreciation. Similarly,foreign exchange reserves targeted to reach $ 15 billion by end September delayedon account of delay inflows of US$ 2.4 billion. Resultantly exchange rate wasunder pressure.

The external public debt was US $ 51.4 billion (Rs 5,076 billion at exchangerate 98.81) at the end of FY 14 and due to currency depreciation it increased toRs 5,304 billion showing a loss of almost Rs 228 billion.

Capital market remained most sensitive to the sit in. The market wasperforming well at 29000 KSE index with market capitalization of Rs 7.2 trillion.Due to sit in the capital market loss occurred and it crashed down to 27,000 levelKSE Index with market capitalization of Rs 6.7 trillion.

The major setback was the extension in OGDCL Transaction timelinewhich was scheduled to be completed in September 2014. OGDCL share pricewas trading at Rs.270 per share in September, 2014. Extension in time line togetherwith falling oil prices resulted in OGDCL share price to drop from Rs.270 inSeptember, 2014 to Rs. 230 in November, 2014 and as a result GOP could notcomplete US$ 800 million OGDCL offering.

Foreign Direct Investment inflows declined from US$113.6 million in July2014 to US$92 million in August 2014.

Completion of 4th Review under IMF program delayed. However,Pakistan and IMF successfully completed the negotiations on the Fourth & FifthReview in September, 2014 and sixth Review in January 2015.

High profile visit of Chinese President was postponed. The developmentagreements of US$ 46 billion which were to be signed in September 2014 werefinalized in April 2015 after the visit of Chinese President. The development activities,delayed by six months.

(b) REPLY OF MINISTRY OF INTERIOR

Political parties and individuals are free to congregate as fundamental rightsgranted in the Constitution. However, calls for civil disobedience from a particularparty received attention in the media and general public in 2014.

That the Government took no harsh measures against those who announcedand encourage civil disobedience. That calls for civil disobedience amount totreason was highlighted in the media.

The government ensured that no high handed measures were taken andthe matter fizzled out naturally as the people of Pakistan did not respond to theattempted civil disobedience call.

That the government has restricted assembly of large crowds in the RedZone due to security reasons and to preserve free movement of citizens of Islamabad.

The government remained open to negotiations with all political andapolitical groups to maintain political stability in the country. There was a feebleresponse to civil disobedience calls and it was largely rejected by the public.The administration and police are also receiving additional training and funds torespond efficiently to such political turbulence to maintain law and order, andensure continuity of public life.
