Water Project

Karachi Water Supply Scheme (K-IV) — Phase-I was approved by theECNEC on 18-07-2014 at a cost of Rs. 25,551.770 million on 50:50 cost sharingbasis between Government of Pakistan and Government of Sindh. The Projectaims to provide additional 260 million gallon per day water to augment existingwater demand of Karachi City. So far Rs. 2.7 Billion has been released byGovernment of Pakistan and the allocation for PSDP 2016-17 is Rs. 1000 million.The project is expected to be completed in 2018.

Power Projects

The details of power projects being executed in Karachi and times bywhich the said projects will be completed is as follows:

Karachi Coastal Power Project K-2/K-3 (2200 MW)

(a) The project will generate 2200 MW through Nuclear Power Plants.The project is under implementation by PAEC and funded throughPSDP.

(b) The project is expected to be completed by November, 2020 (1stPower Plant) and October, 2021 (2nd Power Plant).

Bin Qasim Power Plant (1320 MW)

(a) The project will generate 1320 MW using imported coal. The projectis under implementation by PPIB under CPEC umbrella in IPP mode.

(b) The project is expected to be completed by 2017/2018.

Evacuation of Power from Karachi Coastal Nuclear Power Plants

(a) The project will evacuate 2200 MW, It is under process of approvalin the Planning Commission. The project will be implemented byNTDC through its own resources/loan.

(b) The project is expected to be completed by February, 2020.

Evacuation of Power from Bin Qasim Power Plant

(a) The project will evacuate 1320 MW. The project will be implementedby NTDC through its own resources/loan.

(b) The project is expected to be completed by August. 2017.

Imported coal based PowerProject near Port Qasim (660 MW)

(a) The project will generate 660 MW using coal. The project will beimplemented by Lucky Electric Power Company Limited / PPIBthrough private sector funding.

(b) The project is expected to be completed by June, 2020.

Imported coal based Power Project at Port Qasim Karachi (350 MW)

(a) The project will generate 350 MW using coal. The project will beimplemented by Siddiqsons Limited/ PPIB through private sectorfunding.

153. *Ms. Aisha Syed:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state the steps taken by the presentGovernment to make the Benazir Income Support Programmetransparent?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): Following steps are taken by thecurrent government to make BISP more transparent:

Current Management of BISP has safeguarded separation offunctions to ensure transparency and efficiency of the organization.

BISP is already adhering zero-tolerance policy against malpractices/corruption. Complaints regarding employees are dealt strictly in lightof BISP service regulation. Foregoing in view, Seven (07) employeeswere suspended, 112 employees were show caused and 7 cases ofemployees were forwarded to FIA for criminal proceedings.Moreover, Departmental committees are formed at various levelsfor vigilance purpose.

BISP has developed a rigorous technology enabled beneficiarycomplaint management system being operated at Tehsil levels;

BISP developed Management Information System (MIS) for all itsoperations and maintained a state of the art poverty database;

Financial literacy has been enhanced through issuance of about 4.9million Debit cards, smart cards;

A Toll Free helpline i.e. 0800 26477 has been established foraddressing the beneficiary complaints;

Complaint regarding fraudulent SMS can be sent to 0335-1058050,0335-1058051 for further action by PTA.

BISP has initiated a pilot of biometric payment system to beneficiariesfor ensuring real time beneficiary verification. Four Smart Carddistricts presently being shifted to biometric enabled payment system;

BISP has achieved all the major goals set by the internationaldevelopment partners and government from time to time.

DFID conducted the ‘Annual Review 2015’ of BISP with an overallscore of A+.

BISP has conducted data sanity exercise a complete audit of itsbeneficiaries wherein 125,714 suspicious beneficiaries weresuspended.

Since inception of BISP in 2008 till 30th June, 2013, the cashtransfer amount for beneficiaries remained as Rs. 1,000 per monthper family.

Current government has increased the amount during everyfiscal year. Details of increased in amount are as under:—

(a) the time by which the Custom Clearance Office will beestablished at the Wahga Border;

(b) the steps taken by the present Government to control thesmuggling at the Afghan-Balochistan Border; and

(c) the success ratio thereof?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Land Freight Unit (LFU) Waghais already operational since 2007-08 for export and import of goods to and fromIndia through land route. Passenger facilitation Centre (PFC) at Wagha border tofacilitate the passengers travelling through land rout was also established in 2008.Similarly, Customs clearance and immigration of passengers travelling to India bytrain (Samjhota Express) also started at Wagha Railway Station in the year 1997.

(b) Balochistan shares around 930 Km long porous border withAfghanistan which is entirely manned by Frontier Corps (FC) Balochistan. PakistanCustoms is present only at the notified Custom Station at Chamman for facilitationof bilateral legal trade between the two countries and to regulate the Pak-Afghantransit trade. As such Pakistan Custonis has no physical presence on Pak-Afghanborder other than mentioned above.

The following steps have been taken by the government to controlsmuggling at Pak-Afghan border in Balochistan;

(i) Three new Custom stations on Pak-Afghan border have been notifiedin Balochistan to facilitate legal trade and to discourage smugglingthrough unfrequented / non-notified routes along the border.

(ii) All the existing check posts on the major routes leading to Quettaand other parts of the country have been re-enforced.

(iii) Three new check posts at Yaroo, Zhob, Rakhni and Darakshan(Bolan) have been established to check the flow of contraband/smuggled goods from Balochistan to other parts of the country.

(iv) Pakistan Customs made efforts to engage other Law EnforcementAgencies including FC Balochistan to evolve an effective inter-departmental co-ordination for fighting the menace of smugglingcollectively.

(c) With the active assistance and support of Police and FCBalochistan, organized smuggling gangs have been disrupted to a large extentand have been compelled to revert to legal trade. The success ratio in theresult of heightened anti-smuggling efforts undertaken in Balochistan byPakistan Customs are highlighted as under;

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state whether it is a fact that thepopulation census will be conducted in the November, 2016?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): No

Council of Common Interests in its meeting of 25th March, 2016 haddecided that “efforts should be made to conduct Census in the Calendar year2016 subject to availability of required Armed Forces personnel in order to ensuretransparency and credibility. Furthermore, Statistics Division shall remain engagedwith all stakeholders including Ministry of Defense for the availability of requiredarmed forces personnel and shall keep the CCI updated on the progress”.

In pursuance of the CCI decision dated 25th March 2016, meetings wereheld with stakeholders including M/o Defense and position has emerged as follows:

“The M.O. Directorate will reassess, by end of the year, availabilityof Armed Forces Personnel for census exercise in the country. Incase, necessary strength of Armed Forces Personnel is made available,a fresh date will be proposed to the CCI for holding of census in thecountry, possibly in March /April 2017.”

Furthermore, an International Conference on Population and HousingCensus Pakistan, inaugurated by Finance Minister, was also held on 25th & 26thof July, 2016 to discuss various issues regarding Census. Further consultationswith the stakeholders are continuing in pursuance of the CCI decision dated 25thMarch, 2016. Requisite funds have been placed in the block allocation of FinanceDivision’s Budget 2016-17.

156. *Ms. Sajida Begum:

Will the Minister for Interior and Narcotics Control be pleased tostate whether it is a fact that number of National Identity Cardshave been blocked by the National Database and RegistrationAuthority; if so, the reasons thereof?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):NADRA has taken many initiatives for facilitation of general public. Directionshave been issued to all Registration Centers with the salient features that recordshould not be blocked merely on the basis of doubt, dialect or ethnic grounds.Cards are mainly blocked due to fake particulars/documents, or on the reportof verifying agency regarding clarification of national status of individual.However, before blocking the card, a Legal Notice is issued to an individualunder Section 23 of NADRA Ordinance 2000 for appearing before the Zonal/Regional level Board alongwith requisite documents. If the Individual fails toappear before Verification Board constituted by NADRA, CNIC is blockedafter issuance of a final Legal Notice. Later on, if individual approachesNADRA with correct particulars and documents, his / her card is modifiedand revoked after systematic procedure and board proceedings. For thispurpose, revocation boards have been constituted in all zones and regions ofNADRA. However, cases of “Confirmed Aliens” are not revoked till the timeNational Status is verified by verifying agency as “Pakistan National”. Total96,579 applicants are blocked as Confirmed Alien (Non National).

In addition to this following persons were blocked due to suspectnationality.

Out of these 40,124 were cleared in 2015 and 34,130 were clearedin 2016.

157. *Ms. Naseema Hafeez Panezai:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether it is a fact that the number of beneficiaries of BenazirIncome Support Programme (BISP) is less in Balochistan thenthat of other areas of Pakistan;

(b) if so, the steps being taken by the Government to increase thenumber of beneficiaries of the BISP in the said province?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) A total of 1,056,336households (HHs) were surveyed from Balochistan comprising of population of6,688,703 individuals. Out of these 450,472 (45 % of total surveyed HHs)households’ fulfilled BISP eligibility criteria and currently 207,496 families arereceiving BISP cash grants whereas 242,946 are pending due to multiple reasonsmainly non-availability of CNICs. It is a fact that the number of BISP beneficiariesin Balochistan is less than that of other areas of country because, 242,946 familiesdespite falling in the eligibility score (BISP cut-off score is 16.17 or less on ascale between 0-100) did not appear for completion of mandatory requirementsof availing BISP benefit, i.e. registration for CNIC with NADRA, and availingthe BISP Debit Cards for withdrawal of payments.

(b) Following steps were taken to increase the number of beneficiaries.

A public information campaign was launched to sensitize pendingbeneficiaries for completion of documents; currently BISPmanagement is planning to increase the number of its tehsil offices inorder to facilitate the beneficiaries in enrollment and BDC process.

A web-based grievance and redressal system was developed &operationalized to cater complaints and process the updates ofpending beneficiaries.

Honorable MNA(s), MPA(s) of Balochistan were approached andprovided with the list of pending households to facilitate BISP forreaching out these pending beneficiaries and encourage them to gettheir CNICs from NADRA.

However, recently Government has decided to conduct the re-survey inentire country. In first phase of survey 3 districts of Balochistan (total 16 Districtsfrom Pakistan) including Kech, Naseerabad, Qila Saifullah will be covered.First Phase of the re-survey in Balochistan would start from Naseerabad inSeptember, 2016 and entire phase is expected to be completed by March, 2017and 2nd Phase in entire country is expected to be completed by March, 2018.List of test-phase districts annex-A.

158. *Dr. Nafisa Shah:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state the steps being taken forinvestigating the offshore companies revealed in the Panama Papers?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar):

Federal Board of Revenue (FBR)

At the outset, it may be mentioned that offshore companies may belegitimate and economically beneficial, or in certain cases harmful and evencriminal. The basic principle of taxation around offshore companies is toascertain whether these companies are formed for benign business purpose orfor illegal and tax evasion purposes. If any Pakistani national, being residentfor tax purpose, has shifted his after-tax money from Pakistan and formed anoffshore company in foreign country, including tax haven such as Panama, forbenign and legal business purpose, there is no illegality in that case. However,if any Pakistani national, being resident for tax purpose, has shifted his hiddenor untaxed money from Pakistan through covert or illegal channels and formedan offshore company for the purposes of tax avoidance or money laundering,then it would certainly be treated as an illegal action. It is pertinent to mentionthat a Pakistan individual is treated as resident for tax purpose, if he is presentin Pakistan for a period of, or period amounting in aggregate to, one hundredand eighty-three days or more in the tax year.

In view of the above, FBR is in the process of taking the following stepsunder the law about the offshore companies revealed in the Panama Papers:

(i) As a first step, FBR is obtaining information and documentaryevidence about the investment or income of the offshore companiesof Pakistani residents.

(ii) The information once received shall be cross matched with thedatabase of FBR and the taxpayers record.

(iii) In case it is found that the person has filed the return and theinformation matches with the declared particulars of his income, nofurther action shall be taken.

(iv) In case no record of the person is found available with FBR, theperson shall be issued notice u/s 114 of the Income Tax Ordinance,2011 to file his income tax returns. In response thereto, if the personprovides complete documentary evidence that the person is non-resident for tax purposes, no further action is taken under the incometax laws. In case of resident persons, however, all the relatedprovisions of the Income Tax Ordinance shall be applied.

(v) In case, the return has been filed but the offshore investment or income,as the case may be, has not been declared by the person, the taxpayer will be issued a show cause notice to explain the sources ofinvestment and income derived there-from, including any other details/documentary evidence as are necessary. As a result of proceedings,if any evasion of tax is detected, the relevant provisions of the laware applied accordingly to retrieve the loss of state revenue.

Securities & Exchange Commission of Pakistan (SECP)

The SECP has initiated investigation into the offshore companies. In thiscontext, the details are:—

(i) No direct investment has been made in offshore companies given inPanama Papers, registered in Pakistan relating to identified persons.

(ii) Prima facie, the investments mentioned in the Panama Papers weremade by the persons in their individual capacity and same has notbeen routed through the company’s account.

(iii) Certain companies have entered into transactions with companiesregistered in foreign jurisdictions, which is not prohibited interms of Companies Ordinance, 1984. The SECP has initiatedcorrespondence with such companies. The instances where non-compliance would be observed, necessary legal proceedings shallbe initiated in accordance with relevant provision of the law.

(iv) In order to handle such matters on immediate basis, special provisionspertaining to maintenance of record of foreign investment in shape ofCompanies’ Global Register of Beneficial Ownership has beenintroduced in Draft Companies Bill, 2016.

(v) Further enhanced disclosures have been proposed in the financialstatements in the proposed Companies Bill, 2016 in respect ofinvestments in foreign companies.

Will the Minister for Interior and Narcotics Control be pleased tostate whether Mullah Mansoor an Afghan Taliban was eligible toacquire a Pakistani Passport?

(a) whether it is a fact that Law Enforcement Agencies (LEAs) arefacing lack of skills, trainings and modern equipments for preparedness to fight against terrorism;

(b) whether any robust programme has been initiated bythe present Government to enhance the performance of LEAs;if so, the salient features thereof ; and

(c) the successes achieved therefrom?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) It is clarified that theoutstanding principal amount on account of privatised units (except PTCL)is ~ Rs. 108.21 million (Annex - A). The main reason for the aforesaidoutstanding amount is largely due to the deferred payment plan(s) approvedprior to the enactment of Privatisation Commission Ordinance, 2000. In theaforesaid matters, where the sale proceeds are outstanding, the purchasershave taken the matters before the Courts and the recovery thereof is subjectto the final outcome of the pending litigations.

(b) PC has made all efforts and has been successful in recovery of ~Rs. 1661 million from the purchasers since 2009 (Annex - B), whereas in regardsto the matters pending adjudication before the Courts, Privatisation Commission(the ‘PC’) is diligently pursuing the same for earliest recovery.

(c) Since the purchasers have taken the matters before the Courts foradjudication therefore in all likelihood recoveries can only be affected once thelegal process is either exhausted or concluded. However, PC Board has alsoauthorized negotiations with defaulting purchasers in certain cases for out of courtsettlement.

(b) No. But debt servicing is included while working out the foreignresources need of the country.

(c) Borrowing decisions are made rationally keeping in view financingrequirement of the country. However, in order to ensure availability of requiredfinancial resources, the present government has taken following measures to enhanceits own resources:

(a) Promotion of exports through product sophistication; enhancing sharein existing markets; intensive trade diplomacy and trade facilitation;institutional strengthening; reducing cost of doing business; andcreating an enabling environment.

(b) Incentives on remittances from abroad under the Pakistan RemittanceInitiatives (PRI) to further encourage overseas Pakistanis to use formalchannels.

(c) Improved macroeconomic conditions and security situation as evidentfrom upgraded outlook of Pakistan’s economy by International RatingAgencies namely: Standard and Poor’s, Moody’s and Fitch whichwill further enhance investors’s and confidence leading to greaterforeign inflows.

(d) Increase revenue through reforms in tax administration which include:

(i) Eliminating tax exemptions and concessions;

(ii) Introducing the concept of differential tax treatment for filersand non-filers; and

(iii) Re-engineering and automating business processes in taxadministration.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) The Federal Government andFBR, in the last five years i.e. 2011-12 to 2015-16 have issued 143 SROs ofIncome Tax, 158 SROs of Sales Tax, 28 SROs of Federal Excise and 127 SROsrelating to Customs.

(b) Article 77 of the Constitution of the Islamic Republic of Pakistanprovides that taxes can be levied by or under the authority of the Act of theParliament. The Customs Act, 1969 contains provisions enacted by the Parliamentwherein the legislature has given specific powers to the Federal Government/FBRto bring certain changes in the regulatory, procedural and revenue environmentwithin limits prescribed by law. The Statutory Regulatory Orders (SROs) areform of subordinate legislation and are issued under relevant provisions of therespective statutes to fulfill different policy and operational requirements.Consequently, all the SROs have been issued under relevant provisions of thestatute duly passed by the Parliament. Therefore all the SROs mentioned in replyto (a) have been issued without the approval of the Parliament but under thedelegated authority by the Parliament.

172. *Ms. Munaza Hassan:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state the details of action taken bythe Government against non-filers of Income Tax by the FederalBoard of Revenue during the last five years?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): Following steps are being takenby the FBR against non-filers:

(i) A National Data Warehouse has been created in FBR. The datawarehouse primarily includes the data collected through third partysources such as motor vehicle registering authorities, educationalinstitutions, Property Registrars Offices, Development Authorities,Housing Societies, electricity distribution companies, automobilemanufacturing Cos and the withholding tax statements. The systemis monitored by the Directorate of Broadening of Tax Base (BTB) ofFBR with the help of Field formations. The data is matched withFBR data and those persons which are not found on tax roll areconfronted through notices under the various provisions of IncomeTax Ordinance, 2001, inquiring about the source of investment. incase the taxpayer does not respond in the stipulated time, exparteorder is issued whereby tax liability is determined and recoveryproceedings are initiated accordingly which include coercive measuresof Bank Account attachment and imprisonment.

(ii) A data of 5.2 million financial transactions was developed on thebasis of third party information from the sources mentioned above.Based on the said information 345.430 notices to non-filers havebeen issued up to 30.6.2016 since the initiation of this exercise in2013. As a result, 121,031 Income Tax Returns have been enforced,along with tax amounting to Rs.1.769 B. Besides, 72,673 orderspassed against non-filers whereby tax demand of Rs. 22,478 M hasbeen created out of which Rs.851 M have been recovered.

(iii) The data declared in the withholding tax statement and sales taxreturn is analyzed to identify person who carryout financial transactionsbut are not on tax rolls. Appropriate action as mentioned in reply to(i) above in respect of such persons is initiated in accordance withvarious provisions of Income Tax Ordinance, 2001.

(iv) To timely detect and take appropriate legal actions against non- filersautomated systems have been developed and used, e.g. ComputerizedRisk Based Evaluation of Sales Tax (CREST).

(v) To broaden the tax base and discourage non-filers, a new regimewherein different rates of adjustable withholding of Income Tax forincome tax returns filers and non filers on certain transactions havebeen introduced. The higher rates of tax for non filers will not onlyencourage non filers to file returns and declare their income from all

sources, but also provide a database to FBR for identification ofpotential taxpayers to be pursued for broadening of tax base.

(vi) FBR Directorate General of Intelligence & Investigation is exclusivelypursuing cases of non-filers and evasion. This Directorate Generalgathers information on cases of tax evaders/non-filers and investigatestax and fiscal frauds and this Directorate recommends to fieldformations for appropriate action where ever required.

(vii) To control tax evasion and non-declaration various penal provisionsare in place under Income Tax Ordinance, 2001, which include:

- Where a person fails to furnish Income Tax Return, a penaltyof 0.1% of the tax payable for each day of default subject to amaximum penalty of 50% of the tax payable is imposed,provided that if the penalty worked out as aforesaid is less thantwenty thousand rupees or no tax is payable for that tax yearsuch person shall pay a penalty of twenty thousand rupees.

- Where a person fails to furnish Wealth Statement or WithholdingStatement, a pay penalty of Rs.25, 000/ is imposed for eachday of default subject to a minimum penalty of Ten ThousandRupees.

- Further, tax evasion is an offence punishable on conviction witha fine or imprisonment for a term not exceeding one year, orboth under section 191 of the Income Tax Ordinance, 2001.

- Section 192A of the Income Tax Ordinance, 2001, providesfor prosecution for concealment of income. Such an offencewill attract imprisonment upto 2 years, or five, or both.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): As per policy, the rates of profiton National Savings Schemes (NSSs) are fixed on the basis of 95% of the weightedaverage yield of Pakistan Investment Bonds (PIBs) for medium and long termSavings Schemes. The rates of profit on Short Term Savings Certificates (STSCs)are linked with 95 % weighted average yield of Treasury Bills of respectivematurities. Rates are reviewed after two months keeping in view the increase/decrease in discount rates announced in the monetary policy by the State Bank ofPakistan.

Profit rates of National Savings Schemes are linked with interest ratesannounced by the State Bank of Pakistan which are lowest in the last four decades.However, upward revision in the profit rates will be considered in case of increaseof interest rates by the State Bank of Pakistan.

174. *Ms. Parveen Masood Bhatti:

Will the Minister for Interior and Narcotics Control be pleased tostate the steps taken against the act of child labour at hotels by theIslamabad Administration during the tenure of the presentGovernment?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):Child labour is prohibited under Employment of Children Act, 1991. Inspectionsof hotels are carried

’ out regularly. Twenty-one (21) hoteliers have been prosecuted

under Employment of Children Act, 1991 in current calendar year, and challanssubmitted in the courts.

Moreover, three NGOs are working in collaboration with Labour WelfareDepartment, ICT, for eradication of child labour and for inculcation of awarenessabout rights of children.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) BISP conducted a nationalhousehold survey between 2009-2012, using an objective and verifiable ProxyMeans Test (PMT) approach. As a resul4 27.385 million households (HHs) weresurveyed and this data became an asset in the form of national socio-economicregistry (NSER) that is being used for welfare of the poor using targeted interventionby various federal & provincial governments & non-government organizations.The survey covered entire Pakistan, except for North & South Waziristan, andfew tehsils of Balochistan including Basima, Naag, Mach, Kohan And lowi PatwarCircle of Lasbella district. Survey in these areas could not be conducted due tolaw & order situation and non-clearance by the security agencies.

(b) BISP is committed to serve the poor and vulnerable segment of thecountry. To keep on effectively serving socially excluded class, BISP has alreadyinitiated the process of re-survey across the country including FATA and followingsteps are being taken in this regard

Experts from throughout Pakistan were asked to be part of initialdeliberations of the re-survey process. International DevelopmentPartners i.e. World Bank, ADB and DFID, all the provincial andregional governments representatives were also part of the consultativeprocess. Poverty Scorecard has been revised though this consultativeprocess.

Since the process of re-survey is lengthy and technically complex innature, therefor, it will take time to be fully scaled up and BISP is inprocess of launching pilot of the re-survey as directed by BISP Board.Therefore, re-survey will be conducted across the country in phasedmanner starting from the first phase covering 16 Districts, (Annex-A)and then national roll out based on the results and lessons of the firstphase. For the first time BISP is using two approaches for there-survey, including desk approach for self registration and door todoor approach. Computer assisted personal interview (CAPI)approach will be used for re-survey.

BISP has already started re-survey in District Haripur in June2016 using desk-approach which is expected to be completed inNovember 2016. Bahawalpur, Sukkar and Nasirabad will beinitiated in August 2016 and completed simultaneously inNovember 2016.

Survey in 12 Districts of door to door approach will start in October2016 and will be completed in February, 2017.

National Roll out is expected to be started by June 2017 and isexpected to be completed by March, 2018.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Currently, BISP is implementingonly Unconditional Cash Transfer (UCT) and Waseela-e-Taleem as its majorInitiatives. Following are the updates in this regards:

BISP has successfully disbursed Unconditional Cash Transfer(UCT) of Rs. 412 billion in 5.3 million families across the countrysince inception whereas Rs. 250 billion has been disbursed duringlast three years;

BISP has exceeded the target of enrolling more than 1.3 millionchildren in primary school through its Waseela-e-Taleem Programmeand disbursed Rs. 2.145 billion on admission and attendancecompliance of these children;

(b) BISP is committed to serve the poor and vulnerable segment of thecountry. To keep on effectively serving socially excluded class, BISP has alreadyinitiated the process of re-survey across the country including FATA and followingsteps are being taken in this regard:

Experts from throughout Pakistan were asked to be part of initialdeliberations of the re-survey process. Technical Committeescomprising of International Development Partners i.e. World Bank,ADB and DFID, all the provincial and regional governments’representatives were also part of the consultative process. PovertyScorecard has been revised though this consultative process;

Since the process of re-survey is lengthy and technically complex innature, therefore, it will take time to be fully scaled up and BISP is inprocess of launching pilot of the re-survey. Therefore, re-survey willbe conducted across the country in phased manner starting from thefirst phase and then national roll out based on the results and lessonsof the first phase;

First Phase is further divided in two parts i.e. Desk based selfregistration (in 4 districts), which has already been started and doorto door survey (in 12 districts), which is expected to be started fromOctober, 2016;

BISP has improved the design of re-survey to minimize the exclusion& inclusion errors of previous targeting/survey;

BISP has decided to use advanced technique of survey by usingComputer Assisted Personalized Interview (CAPI);

BISP has planned to use door to door and desk approach/selfregistration approach to establish value for money of both approachedas directed by BISP Board;

The entire first phase of NSER- update in 16 districts (List attachedas Annex-A) across the country is expected to be completed by

February, 2017. 2nd Phase of the aforesaid activity in remainingareas of the country will be completed by March, 2018;

Resurvey will provide an opportunity to more poor people acrossthe country to become eligible for BISP benefit.

(c) In FATA Mohmand Agency will be covered in first phase, which isexpected to be started by October, 2016 whereas remaining areas of FATA willbe covered in 2nd

Phase, which is expected to be started by June, 2017.

(d) BISP board recommended for closure of Waseela-e-Rozgar,Waseela-e-Sehat, and Waseela-e-Haq due to weak design, fragile monitoring &evaluation mechanism, duplication of efforts and resources with other federal andprovincial government’s social protection initiatives. Detail of each initiative alongwith reasons of closure is given in Annex-B.

(i) Tranche-I: Rs. 25,000 as Emergency Relief.

(ii) Tranche-II: Rs.75,000 as Mobilization Advance afterDamage Assessment Survey.

(iii) Tranche-III: Rs. 25,000 after Compliant Inspection at PlinthLevel.

(iv) Tranche-IV: Rs. 50,000 after Compliant Inspection at LintelLevel.

(e) The Reconstruction was carried out under Seismic Standards /DRR Featured Designs provided by ERRA. The House comprisedof 2x rooms, washroom, kitchen and veranda. Total covered areawas 250 to 450 sqm. 5 Construction Options were given i.e. Brick& Mortar, Dhajji, Bahtar, Filled Cement Block and Hollow CementBlock, based on availability of the material.

(f) The entire reconstruction phase was Supervised by Assistance &Inspection Teams.

(g) in order to make up deficiencies of skilled manpower, 200,000individuals were trained as Masons, Carpenters, Plumbers,Electricians and Steel Fixers

(h) 137 Construction Material Hubs were also established to ensuresmooth supply and quality of material at stable prices.

(i) Model Houses for vulnerable population were built and priorityinspections were made.

The manpower employed under projects of China Pakistan EconomicCorridor will be as per directives/ guidelines issued by Pakistan Engineering Councilon the basis of professional competence.

Furthermore, for physical material utilization, Engineering DevelopmentBoard of Pakistan’s policies and procedures will serve as guidelines.

Summary for ECC approval is in process where tax regimes for specialconstruction equipment will be dealt with. Ministry of Planning, Development andReform is fully cognisant of this issue and making full efforts to sensitize the Chineseof the importance of working locally available materials and manpower. Thedomestic industries and businesses are also being engaged to be ready to avail thenew opportunities optimally.

(b) May be pre-mature at this stage. However, Pakistan EngineeringCouncil has established standards for engineering products and services besidessafeguarding the interest of its members.

Minister for Planning Development and Reform (Mr. Ahsan Iqbal):(a) Sustainable development has been defined as “development that meets theneeds of the present without compromising the ability of future generations tomeet their own needs”. Pakistan is striving to be at par with the internationalcommunity in the constant struggle to take effective measures against ClimateChange. One globally accepted response to these challenges was the need toformulate home grown and bottoms-up “Green Economy” models and this wasagreed to in the Rio+20 meeting, which also laid the foundations for finalization ofthe SDGs in 2015. Pakistan has recently submitted a short report on “IntendedNationally Determined Contributions” (INDs) which was in compliance to thedecision taken at the 20th Session of the Conference of Parties of the UnitedNations Framework Convention on Climate Change (UNFCCC) held in Lima,Peru. Pakistan is actively participating in the international efforts to combat climatechange and its disastrous effects on the international forums.

(b) Pakistan is cognizant of the negative effects of climate change issues;therefore, it has approved the National Climate Change Policy. The Lahore HighCourt has constituted Climate Change Commission and the terms of reference ofthe said Commission include effective implementation of National Climate ChangePolicy and Framework for Implementation of Climate Change Policy (2014-2030).Furthermore, Pakistan has included Climate Change issues in Vision 2025.Following milestones have been achieved:

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Import of books is subject to3% customs duty which is the lowest customs slab as per the Pakistan CustomsTariff 2016-17. The duly was levied in 2014 in a bid to give boost to the localprinting industry and to provide fair competition against cheaper imports fromabroad. However, no new levies have been specifically imposed on importedbooks in the Finance Act, 2016-17.

(b) According to Article 1 of the UN Florence Agreement 1950(Annex A), the Contracting States have undertaken not to apply customs dutiesor other charges on, or in connection with, the importation of books and publicationslisted in the Annexes to the Agreement. Pakistan is a contracting state since 1951,however, provisions of the Agreement have not been incorporated into nationallegislation as required under Article XII of the aforesaid Agreement. On the contrary,the Act of Parliament authorizes the government to levy Customs duty @3% onthe import of books and publications thus creating an anomaly between the domesticlaws and international obligations.

(c) Pakistan is a signatory to the UN Florence Agreement since19th May, 1951. The said Agreement was ratified on 17-01-1952.
