Will the Minister for Commerce be pleased to state:

(a) the quaritity of wheat exported daring the year 2010-11 till datealongwith the amount of foreign exchange earned therefrom;and

(b) the names of the countries to whom the said wheat was exportedduring the Said period?

(b) During the said period the wheat was exported to Bangladesh, Yemen,Kenya, Sri Lanka, UAE, Qatar, Malaysia, Philippines, Afghanistan, Sudan,Australia, Djibouti, Hong Kong, Indonesia, Jordan, Madagascar, Myanmar,O.Asia, Oman, Saudi Arabia, Singapore, Somalia, South Africa, U.R. of Tanzania,Viet Nam.

156. *Mrs. Nisar Tanveer:

Will the Minister for Commerce be pleased to state:

(a) whether it is a fact that Gwadar Port is being utilized for importsat present;

(b) whether it is also a fact that freight charges has doubled; if so,the justification to start imports therefrom; and

(c) whether there is any proposal under consideration to revisit suchpolicy till the development of link roads infrastructure ofGawader. Port to the rest of the country; if so, when it will beimplemented?

160. *Rana Mahmood -ul- Hassan:

Will the Minister for Commerce be pleased to state:

(a) whether it is a fact that certain exemptions have been extendedon goods being transported to Afghanistan through AfghanTransit Trade 1965; if so, the details thereof;

(b) the annually estimated amount suffered by the nationalexchequer by such exemptions;

(c) the period fixed for aforesaid exemptions;

(d) whether any comprehensive study conducted to identify theimpacts of ATT 1965 on national exchequer; If so, the .detailsthereof; and

(e) the steps being taken to control the negative impacts of ATT1965?

Minister for Commerce (Makhdoom Muhammad Amin Fahim ):(a) A new Afghanistan Pakistan Transit Trade Agreement (APTTA), 2010 wassigned by both countries on 28th October, 2010. This Agreement has replacedthe Transit Trade agreement of 1965.

APTTA was operationalized on 12th June, 2011. According to theprovisions of the Agreement, an insurance guarantee equal to the amount of importlevies of Pakistan has to be deposited by the importer with the customs authoritiesfor the clearance of transit goods. However, the said provision was suspended forthree months, as the Insurance companies in Pakistan were not prepared to provideinsurance guarantees for the transit goods.

The new Agreement is based on the principle of full reciprocity. Whatever,facility is extended by Pakistan to Afghanistan under the Agreement, will bereciprocated by the Afghan side. -

(b) Nil

(c) No exemption was granted except the suspension of equirement ofproviding insurance guarantee for three months. This has been restored w.e.f 13thOctober, 2011.

(d) Various studies and reports highlighted the limitations of the transittreaty of 1965. The new Afghanistan -Pakistan Transit Trade Agreement (APTTA)was negotiated keeping in view the shortcomings of the previous transit agreement,inputs received from public and private sectors stakeholders and best internationalpractices.

(e) The main concern of Pakistan was the issue of smuggling in the garbof transit trade. The new transit treaty has addressed this issue and the followingmeasures have been placed to prevent the misuse of the transit facility:—

i. Installation of tracking device on transport units.

ii. Customs to Customs information sharing (IT data and others).

iii. Provision of financial guarantees equal to the amount of import leviesof Pakistan, to be deposited by authorized brokers / custom clearingagents, which shall be released after the goods exit the country. Incase the goods do not exit the country within a specified time, theguarantees will be encashed by the custom authorities.

iv. Only sealed containerized cargo will be allowed. In the interim periodof three years, the cargo shall be transported in internationallyacceptable and verifiable standards of sealable trucks.

v. Installation of biometric devices at the entry points.

vi. Weighment and scanning of cargo at entry and exit points to controlpilferage of goods en-route to Afghanistan.

vii. In case of doubt or suspicions, consignments could be examinedenroute by Custom authorities.

viii. Risk assessments and inspection of transit cargo to identify high riskconsignments for detailed scrutiny.

ix. Transport of consignments will only be allowed through specifiedroutes.

Most of the above provisions have been implemented. As regards theinstallation of biometric system and tracking devices on transport units, FBR andthe Ministry of Interior are working on it. Presently, FBR is in the process ofselecting suitable firm(s) for monitoring and tracking of transit cargo across thecountry on a real time basis. All the required codal formalities have been completedand it is expected that the firm(s), most suitable both technically and financially,would be mandated to operate the tracking system, within two weeks time.

According to the Ministry of Interior, a meeting with Afghan authoritieshas been scheduled on January 23-24, 2012 in Kabul on the installation of acompatible biometric system at Torkham and Chamman.

164. *Ms. Shahnaz Saleem:

Will the Minister for Railways be pleased to state whether there isany proposal under consideration to install automatic railways signals

with the financial assistance of Islamic Development Bank; if so,when it will be implemented alongwith the city-wise installationsthereof?

Minister for Railways (Haji Ghulam Ahmed Bilour ): The PC-I forthe project of replacement of Old and Obsolete Signaling Gear on Lodhran-Shahdara Bagh Section project was approved by ECNEC on 6-2-2008 at a costof Rs.10.720 billion including FEC. Rs. 7.899 billion. The Contract Agreementwas signed with the Consortium of M/s Bombardier Sweden and China RailwaySignal & Communications Corporations (CRSC) China on 30-12-2009. IslamicDevelopment Bank has agreed to finance the project up to US$ 140.000 million.The work has started on 10-5-2010 and will be completed in 36 months by09-5-2013.

Under this project “Computer based Interlocking” (CBI) with colour lightsignals and Electric Point Machines shall be provided at 31 Railway stationsincluding the cities of Lodhran, Shujaabad, Multan, Khanewal, Mian ChannuChichawatni, Sahiwal, Okara, Pattoki, Raiwind and Lahore. Auto Block systemon 433 km length along with Railway track and Automatic Train Protection (ATP)system in 160 Diesel Electric Locomotives will be provided on Lodhran ShahdaraBagh section. With the ATP system, train shall stop automatically before red signalin case the train driver fails to apply brakes due to any reason.

176. *Ms. Shireen Arshad Khan:

Will the Minister for Commerce be pleased to state:

(a) whether it is a fact that the government has given the contractduring the years 2009-10 and 2010-11 for import of wheat to atrading company; if so, the name of the said company alongwiththe per ton price fixed thereof; and

(b) the price of said wheat for the consumers of the country?

(a) the kinds of Livestock exported during the last three years tilldate; and

Will the Minister for Foreign Affairs be pleased to state:

(a) the year-wise total number of Pakistanis deported from Europeancountries during the last two years; and

(b) whether Government of Pakistan was Informed thereof beforedeporting those Pakistanis; if so, the details thereof?

(b) Yes, In most of the cases, the local authorities inform the concernPakistani Mission about the detention/deportation of a Pakistani citizen. As soonas the Mission was approached by the local authorities, Government quarters inPakistan were contacted with the available details. Moreover, the Governmentquarters were timely intimated of all developments that had taken place on thesubject. The concerned authorities in Pakistan including Ministries of Interior andFIA are duly informed about the travel itinerary of the deportees before theirdeparture. Most of those being deported were issued Emergency Travel documents.These travel documents were issued after conducting detailed interviews byMission’s officials. However, there have also been cases of deportation of Pakistaniswhere the local authorities coordinated directly with the authorities in Pakistanwithout involving the concerned Pakistani Mission.

48. *Raja Muhammad Asad Khan:

Will the Minister for Commerce be pleased to state, the details ofPakistani imports/exports with Iran, Saudi Arabia and United ArabEmirates at present alongwith details of trade benefits accruedtherefrom during the year 2010-11 till date?

49. *Malik Shakir Bashir Awan:

Will the Minister for Railways be pleased to state:

(a) the steps being taken to bring good governance in PakistanRailways;

(b) the steps being taken to improve the ticketing system and poormaintenance of Pakistan Railways at present; and

(c) whether there Is any proposal under consideration to Inviteprivate sector to ply their own trains and build their ownRailways Stations in the country; if so, when it will beimplemented?

Minister for Railways (Haji Ghulam Ahmed Bilour ): (a) Thefollowing steps have been taken to bring good governance in PakistanRailways:—

i. Public Private Partnership (PPP) is being introduced.

ii. Track Access Regime is in the process of introduction.

iii. Signaling on Lodhran – Multan -Khanewal, Raiwind – ShahdaraBagh Section is being improved.

iv. Rehabilitation of 400 coaches is under process.

v. Procurement of 202 modern coaches from China is under process.

vi. The project of doubling of track from Lodhran to Raiwind is underprocess.

vii. Rehabilitation of main line track from Landhi to Rohri is in progress.

viii. Terminal facilities for freight operation are being improved.

ix. Prem Nagar Dry Port is in operation on PPP basis.

All these steps have been taken to improve the working performance .andbetter governance in Pakistan Railways.

(b) Following steps have been taken to improve the ticketing systemover Pakistan Railways:

1. The facility of computerized reservation/ticketing and return ticketshas been provided at 42 major Railway Stations over PakistanRailways System.

2. Pakistan Railways has assigned the job of ticket printing to M/SPakistan Post Foundation Press with the objective to replacetraditional tickets with bar coded and hidden railway logo in order toarrest the menace of sale of fake tickets.

(c) Public Private Partnership (PPP) has been undertaken with a viewto involve private sector to ply their own trains. The Commercial Management oftwo Mail & Express Trains i.e. Shalimar Express and Business Train has beenoutsourced to Private Sector.

Introduction of Track Access Regime is under finalization whereby privateparties will ply their own trains by bringing their rolling stock and locomotives andpaying Track Access Charges to Pakistan Railways.

An Inland Container Terminal at Prem Nagar Railway Station has beensetup under Public Private Partnership (PPP) by M/s. QICT & PMS forcontainerized traffic.

However, there is no proposal under consideration to build Railway Stationby the private sector.

50. *Malik Shakir Bashir Awan:

Will the Minister for Railways be pleased to state:

(a) whether it is a fact that a Regulatory Authority is beingestablished for the development of Pakistan Railways; if so, whenit will be established; and

(b) the benefits to be accrued therefrom?

Minister for Railways (Haji Ghulam Ahmed Bilour ): (a) RailwayRegulatory Authority was established under Ordinance No. XCII of 2002 dated

26th October, 2002. No follow up action was taken as this initiative was a part ofan overall privatization programme that has not subsequently been followed upon. Ministry of Railways has requested Law Division to intimate as to whether thesaid Ordinance still holds good keeping in view the 18th Amendment in theConstitution of Pakistan. Reply from Law Division is awaited.

(b) Not applicable in view of the above.

51. *Dr. Attiya Inayatullah:

Will the Minister for Foreign Affairs be pleased to state:

(a) the total number of Pakistani Juveniles detained in Indian jailsat present;

(b) whether those Juveniles are under trial/convicted or in preventivedetention;

(c) the support provided to those Juveniles by the government sofar; and

(d) the steps being taken by the government for their release?

Minister for Foreign Affairs (Ms. Hina Rabbani Khar): The requisiteinformation pertaining to Pakistani juveniles detained in Indian jails is as under:

(a) Total Number of Pakistani Juveniles Detained in Indian Jails?

According to office record following 06 Pakistani juveniles are presentlydetained in Indian jails:

1. Master Muhammad Shakir S/o Sher Muhammad (under trial)

2. Master Samrajo Sameda S/o Valeji Koli (preventive detention)

3. Master Laxman S/o Kamabhai alias Bago (preventive detention)

4. Master Manavar Tagji S/o Ravta Megwal (preventive detention)

5. Master Naeem Khan S/o Sarwar Khan (consular access is awaited)

6. Baby Hina daughter of Saif-ur-Rehman (She was born in jail andresiding with her mother in jail (consular access is awaited).

(b) Whether those juveniles are under trial/convicted or inpreventive detention?

According to office record Master Muhammad Shakir S/o SherMuhammad is under trial at Central jail, Amritsar. Master Laxman S/o Kamabhaialias Bago and Master Samrajo Sameda s/o Valeji Koli are in preventive detention.

Moreover, consular access to Master Manavar Tagji S/o Ravta Megwal,Master Naeem Khan S/o Sarwar Khan and Baby Hina daughter of Saif-ur-Rehman is still awaited from Indian MEA.

(c) The support provided to those juveniles by the Governmentso far?

The Indian side provided consular access to Master Laxman S/o KamabhaiAlias Bago, Master Samrajo Sameda S/o Valeji Koli at Central jail Jaipur onNovember 25, 2011, and Master Muhammad Shakir S/o Sher Muhammad atCentral jail Amritsar on November 30, 2011, respectively.

(d) The Steps being taken by the Government for their release

The High Commission for Pakistan, New Delhi, India, has raised the issueof the release of the juveniles, women, old age and mentally challenged prisonerswith Indian side a number of times. Following are the highlights:

o Whenever our High Commission receives information regarding thearrest of its national, it immediately takes up the case with the Indianauthorities requesting immediate consular access.

o All cases are vigorously followed-up and raised with Indian side atall levels. In case of the convicted Pakistani prisoners, the IndianGovernment is reminded to release them as soon as they completetheir sentences.

o Particulars of the prisoners provided during consular access areimmediately sent to Ministry of Interior for verification of theirPakistani nationality. Upon confirmation of Pakistani nationality, Indianauthorities are provided with travel documents for repatriation ofPakistani prisoners.

o Consular visits to Indian jails are undertaken on a regular basis, bypro-activity obtaining permission from Indian authorities.

o Regular contact is maintained with Human Rights Organizations,NGOs, ICRC (New Delhi), Peace Activists and Lawyers. The HighCommission also obtains information about Pakistani prisoners fromindependent sources such as the ICRC, Human Rights Organizations,relatives of the prisoners etc.

52. *Mrs. Nisar Tanveer:

Will the Minister for Railways be pleased to refer to Starred QuestionNo. 3, replied on 21st July, 2011 and to state:

(a) the present status of the rehabilitation project to repair 36 outof order locomotives of the Pakistan Railways alongwith theimpacts of such rehabilitation on the verall operation of PakistanRailways;

(b) whether the total amount allocated for the said project has beenrevised; if so, the details alongwith the justification thereof;

(c) the reasons for selection of old GMU-30 locomotives, purchasedduring the year 1975 for repairing;

(d) whether it is a fact that necessary parts have not been installedduring the rehabilitation of above-mentioned locomotives; if so,whether any enquiry conducted to probe the matter; if so, thedetails thereof?

Minister for Railways (Haji Ghulam Ahmed Bilour ): (a) The Projectof Special Repair of 36 GMU-30 diesel electric locomotives stands completedand the last locomotive was rolled out in August, 2010. The said locomotiveswere not rehabilitated totally due to limited funds allocated and special repairs

were carried out. All DE locomotives (GMU-30) had performed satisfactoryservice up till yearly repair (F Schedule). After that the performance declined dueto non provision of spares required in the above said schedule. As far as impact ofthe project on over all operation of Pakistan Railways is concerned, it is submittedthat these locomotives had been utilized on freight as well as passenger trainsservice, even today they are playing pivotal role in the train operations. 16locomotives are working and 19 are ineffective/held up for want of Traction Motors,Starting Motors and parts of power assemblies, whereas 01 locomotive istemporarily deleted as it met with an accident. Availability/reliability of theselocomotives after special repair is attached as Annexure-A.

(b) The total amount Rs. 1610 Million was allocated for the said projectand the same has not been revised. However, expenditures incurred on this projectwere Rs. 1611.509 Million with only 0.09% excess.

(c) It is intimated that the 36 new GMU-30 locomotives were inductedin Pakistan Railways fleet during the year 1975 and have so far, earned service ofmore than 36 years. To enhance the availability/reliability of this overaged fleetbeing one of the most reliable class of locomotives was selected for rehabilitationand PC-I amounting to Rs.4572.900 million was prepared and the same wasapproved by ECNEC after complete scrutiny, due process and following all laiddown procedures. This project could not be executed as requisite funds were notlined up. Afterwards due to financial crunch, it was decided to give special repairinstead of rehabilitation of this class of locomotives and a revised PC-I to the tuneof Rs.1610.000 million was prepared and the same was approved by ECNEC(out of which Rs.567.000 million for local expenditure and Rs.1043.000 millionfor imported material). The said locomotives were attended for special repairsinstead of rehabilitation.

(d) The material imported for the project had been utilized and fitted inGMU-30 Class of D.E. locomotives during special repair. A preliminary reporthas suggested that the project was ill-conceived. Accordingly, specializedinvestigation into the project is now being carried out.

53. *Rana Mahmood -ul- Hassan:

Will the Minister for Commerce be pleased to state the steps beingtaken to introduce an Export Insurance Policy in order to protect theexporters from payment risks?

Reply not received.

54. *Mr. Wasim Akhter Sheikh:

Will the Minister for Railways be pleased to refer to Starred QuestionNo.161 replied on 4-1-2012 and to state:

(a) whether it is a fact that tenders were floated in the newspapersfor purchasing of locomotives from China during the year, 2002;of so, the date alongwith the specification thereof;

(b) the terms and conditions upon which such locomotives werepurchased; and

(c) the total number of locomotives purchased during the said periodalongwith the present operational status thereof?

Minister for Railways (Haji Ghulam Ahmed Bilour ): (a) ) PakistanRailways has not floated any tender for the purchase of locomotives from Chinaduring the year 2002.

However, a tender for procurement of 69 Diesel Electric Locomotiveswas floated in December 2000. After processing through tendering procedure,contract agreement amounting to US$98.250 million was signed with M/s. DongfangElectric Corporation, China on 08-11-2001. As per contract. 69 Diesel ElectricLocomotives (44 of 3000 Horse Power and 25 of 2000 Horse Power) were tobe procured. Out of these, 15 were received in Completely Built Up (CBU)condition, whereas remaining 54 locomotives were assembled/manufactured atPakistan Locomotives Factory, Risalpur.

(b) The contract agreement of 69 Diesel Electric Locomotives was signedon Supplier’s Credit basis as per following terms & conditions:——————————————————————————————

Will the Minister for Foreign Affairs be pleased to state:

(a) the present status of diplomatic relations with Russia; and

(b) the steps being taken to improve the said relations?

Minister for Foreign Affairs (Ms. Hina Rabbani Khar): (a) Duringrecent years, there has been marked improvement in Pakistan-Russia diplomaticrelations. As a result of the President’s official visit in May last year, Pakistan andRussia have turned a new page in their relations. The frequency of highest politicallevel interaction between Pakistan and Russia has witnessed unprecedented increaseduring recent years. President Zardari and President Medvedev have met as manyas seven times over the last three years. Prime Minister Gilani and Prime MinisterPutin met three times over the same period.

(b) Our ties are now characterized by mutual trust, commonality ofinterest, better understanding and convergence of views on important areas likeregional security, combating terrorism and drug trafficking. The two countries areengaged in cooperation, both at bilateral as well as regional/ multilateral levels.Mutually beneficial cooperation is taking place in various fields such as science &technology, culture, defence, power generation and distribution, oil & gas, steelindustry and infrastructure development.

(c) Both countries have established between them the followinginstitutional mechanisms:

(i). Inter-Governmental Commission (IGC) on Trade, Economic,Scientific and Technological Cooperation,

(ii). Consultative Group on Strategic Stability,

(iii). Joint Working Group on Counter Terrorism,

(iv). Joint Working Group on Energy Cooperation.

(d) The Russian Federation has agreed to assist Pakistan in the expansionand modernization of the Pakistan Steel Mills. The installed capacity of PakistanSteel Mills is 1.1 million tons per year (mtpy). It is planned to raise it initially up to1.5mtpy and then to 3mtpy at a later stage.

(e) Russia is an important trade partner of Pakistan. In the year 2010-11,bilateral trade volume was slightly over US$300million. During the year, our exportsto Russia increased from US$105million (the previous year) to US$ 189million,posting an impressive 45% rise.

(f) Besides several power sector projects in Pakistan, Russia has alsoexpressed interest in the TAPI and CASA-1000 projects. The steps being takento improve the said relations?

(a) Upon the invitation of the Russian Foreign Minister, Mr. SergeyViktorovich Lavrov, the Foreign Minister would be paying an officialvisit to the Russian Federation on 08-09 February 2012 for holdingbilateral consultations.

(b) We are striving to inject greater content into our relations. The existingbilateral institutional mechanisms between the two countries havebeen revitalized while several proposals are under way for creatingnew ones.

(c) To further deepen and widen the bilateral relations, we are alsoworking on several important agreements between the two countriesincluding Scientific & Technical Cooperation, Defence Collaboration,Cooperation in Oil & Gas Sectors, Cooperation between the twoMinistries of Justice and Mutual Legal Assistance on Criminal Matters.

(d) To promote trade and investment, establishment of Pak-Russia JointTrade Committee and Joint Business Council is being pursued.

(e) In the aftermath of the 2010 floods, we proposed to the Russia a listof 173 items for grant of tariff concessions. Russia is considering thelist along with its customs union partners.

(f) We have also proposed a Currency Swap Arrangement betweenthe two countries.

(g) An MoU has been signed between the Board of Investment and theRussian National Investment Agency (RNIA). The RNIA wouldopen an office in Islamabad.

(h) Also both countries have agreed that their banks would open branchesin each other’s capitals. The Russian bank, VTB Capital, isconsidering to open a branch in Pakistan.

(i) A sister-city agreement between Karachi and St. Petersburg undernegotiation. A Protocol in this regard was signed during thevisit of Chief Minister Sindh to Moscow and St Petersburg(23-25 October 2011).

(j) Pakistan and Russia are also cooperating under the Quadrilateral(Pakistan, Russia, Tajikistan and Afghanistan) mechanism.

56. *Mr. Muhammad Riaz Malik:

(a) the present status of diplomatic relations with Bangladesh; and

(b) the steps being taken to improve/develop the said relations?

Minister for Foreign Affairs (Ms. Hina Rabbani Khar): (a) ThePresent status of diplomatic relations with Bangladesh:

Relations between Pakistan and Bangladesh are friendly and cordial.These are based on mutual respect, common religion history andculture. Pakistan attaches importance to these relations. Many highlevel contacts have taken place between the two countries in recentyears which have helped in further strengthening bilateral cooperation.

The Prime Minister met Prime Minister Sheikh Hasina on 27 April2010 on the sidelines of the 16th SAARC Summit. Issues of mutualinterest were discussed including strengthening of democracy, peopleto people contact and trade. It was a useful meeting.

Foreign Secretaries level consultations were held on 1 November2010. Matters pertaining to political, trade, investment and educationsectors came up under discussion.

The two countries also coordinate at multilateral and regional foraincluding SAARC and OIC.

Pakistan and Bangladesh are also cooperating in the field of nationaldata base and registration.

The trade volume has witnessed considerable growth during the 2010-2011against 2009-2010, which is as below.

Pakistan’s major exports to Bangladesh include raw cotton, sugar raw,cotton yarn, cotton fabrics, machinery and its parts, chemical materials and chemicalproducts, rice and fertilizers. Pakistan greatly values its relations with Bangladesh. Pakistan isworking for strengthening economic and trade relations withBangladesh.

Director General level talks are scheduled to be held in first quarterof 2012 in Dhaka;

Foreign Secretary level bilateral consultations are expected to beheld in 2012 in Dhaka. Dates are being worked out;

Joint Economic Commission (JEC) meeting is likely to be held in2012. Mutually convenient dates are being worked out;

In 2011-12 (July-Sep) the export of rice toIran was US$ 17.031 million, out of US$ 36.069 million total export to Iran.Similarly in 2010-11 total exports of rice to Iran amounted to US$ 97.091 millionout of total exports of US$ 161.941 million.

Will the Minister for Foreign Affairs be pleased to state the stepsbeing taken to improve the relationships of Pakistan with USA duringthe last six months?

Minister for Foreign Affairs (Ms. Hina Rabbani Khar): (a) Pakistan-US relationship constitutes an important part of our Foreign Policy. Our relationsare extensive and actively pursued in different important areas. Pakistan-USStrategic Dialogue is a major channel for furthering bilateral relations. The StrategicDialogue has been operational since 2006 and the meetings under the StrategicDialogue process have continued to take place.

2. To further improve the relationship, we have taken series of initiativeson behalf of the Foreign Ministry. This includes meetings of the Foreign Ministerwith the leadership of the US including with Secretary of State, Hillary Clinton.

During these meetings the two sides agreed to take the relationship forward basedon mutual respect and mutual interest.

3. However, since the Salala attacks by US/ISAF forces, Pakistan iscurrently in the phase of re-assessing and reviewing its bilateral relationship withthe US. Ministry of Foreign Affairs has provided its input to the review process.The Parliamentary National Security Committee has finalized its recommendationsto be considered by a joint session of the Parliament. The ultimate shape, natureand extent of bilateral relationship has to be determined by the Parliament whichwill then be taken as guidelines by the Government.

(b) Pakistan Railways had to suffer shortage of diesel for few days,when supply was stopped by PSO in end December 2011 and early January2012. Presently approximately 8 days fuel supply is available with Pakistan Railwaysfor locomotives. Two million liters of diesel is procured from PSO by PakistanRailways on weekly basis.

(b) 105 health facilities of various Agency/ FRs were de-emphasizedinstead of 200 under the New Health Plan TARUCCI approved by theEx-Governor Khyber Pakhtunkhwa.

REASONS

Governor Khyber Pakhtunkhwa in a presentation approved Tribal AreaRural to Urban Center Conversion Initiative (T.A.R.U.C.C.I) for

development of category A and category B Urban Centers at Agency Head Quartersand Tehsil Head Quarter.

The decision was taken considering Master Health Plan, with emphasisfor the Improvement of health delivery system in FATA approved by the competentforum. Salient fetures of Health Plan and detail of the Closed Dispensaries havebeen given in supplementary material.

(c) In this regard a notification was issued to reinstate the terminatedstaff during the de-emphasization of the health facilities dated 03-08-2011 withthe condition that the staff will get their salaries against ADP scheme” “Provision ofsalaries to surplus staff of various health facilities in FATA” ADP No. 252 (2011-12)subject to approval by the FDWP. However,the scheme was re-submitted toFDWP meeting but the forum deferred the scheme till a decision was taken in theSecretaries committee meeting.

The competent authority had constituted a committee at each Agency/ FRfor verification / re-feasibility of the de-emphasized health facilities. The first meetingof the committee was held in Mohmand Agency under the chairmanship of PoliticalAgent on 21st October, 2011 in respect of the reinstatement of staff / de-emphasizedhealth facilities (CHC/CD).

The committee recommended that 29 health facilities (21 CHCs & 08CDs) may be re-emphasized subject to following conditions:—

1. The Health Deptt: will execute an agreement with the land owners/elders that they will provide Rent free buildings for the CHCs/CDsand will provide necessary security to the health staff.

2. They will also give undertaking to the affect that they will not claimany rent in future.

3. The agreement will be signed by the Agency surgeon and land ownersduly attested / countersigned by the concerned Assistant PoliticalAgent.

4. The Class-IV staff will be reinstated from the date of CHC/CDbecome functional.

5. The Agency Surgeon will re-verify the feasibility of all the CHC/CDsconcerned within one week and will submit report to the PoliticalAgent Mohmand.

As and when to fulfill the above mentioned conditions of the committeeand the case will be submitted to competent authority for further necessary action.

(d) Nil.

Minister for Foreign Affairs (Ms. Hina Rabbani Khar): (a) & (b)The decision to close down the Embassy of Finland in Islamabad was conveyedto us by the Finnish Foreign Minister in his letter dated 4 November 2011. It wasinformed that due to “tight budgetary constraints”, the Government of Finland haddecided to close down a number of its foreign missions including their Embassy inIslamabad during 2012. Other capitals where they are closing down their Embassiesare Caracas and Manila & Consulates in China and Spain. Hoping that the closingof the Embassy would be temporary, and that they would be able to open theEmbassy soon again, the Finnish Foreign Minister also informed that the decisionwas in no way a reflection on the “good relations” between Pakistan and Finlandwith which the latter had “long standing links”.

2. Though it is the sovereign right of any state to decide whether itwants to close its mission or not, we have taken up the matter with the FinnishGovernment requesting it to reconsider its decision. While, their response is stillawaited, there is no exact date conveyed by the Finnish side when they would beclosing their Mission in Islamabad.

3. Pakistan and Finland enjoy excellent relations and we hope that theFinnish Government would reconsider its decision to close its Embassy inIslamabad.

Scrap generated on the system is examined through a Survey Committeeof three Deputy Principal Officers (BS-19) so as to segregate serviceable scrapmaterial for railway use, while the remaining portion is disposed through opentender after completing all procedural formalities.

Will the Minister for Railways be pleased to state:

a) whether it is a fact that the capacity of Khushabwala Railwaycrossing Sargodha is not up to the present requirement;

(b) if so, whether there is any proposal under consideration toexpand the said Railway crossing; if so, the time by which it willbe implemented?

Minister for Railways (Haji Ghulam Ahmed Bilour): (a) Yes, it is afact that the capacity of Khushab Wala Railway crossing Sargodha (falling onSargodha, Bhalwal-Khushab road) is not up to the present requirement.

(b) There is neither any proposal under consideration nor the road owingagency (Tehsil Municipal Administration, Sargodha) has approached the RailwayAdministration for widening of the aforesaid Railway level crossing. The said levelcrossing can be widened within a period of 6 months provided funds are arrangedby the Tehsil Municipal Administration.

Minister for Railways (Haji Ghulam Ahmed Bilour): Loss sufferedby Pakistan Railways due to discontinuation of the trains service during the year2010-2011.

(a) Decrease in earning due to = Rs.1080.453 millionscancellation of trains

(b) Losses due to cancellation of = Rs. 232 788 millions.trains on account of floods.

Total loss = Rs. 1313.241 million

(a) the number of employees working in Engine Shed Mughalpuraat present; and

(b) the total annual salary being provided to those employees atpresent alongwith the job description of those employees?
