INTRODUCTION A list of activities carried out by Council’s Heritage Advisor was attached to the agenda. MOVED Cr Grossman That the Heritage Advisor’s Reports be received and noted Seconded Cr Lange CARRIED COMMENT The attachment shows a summary of the activities undertaken between August and October 2014 by Mr Sam Hosking, Council’s Heritage Advisor. Mr Hosking works for Council one day a fortnight and a summary of time spent was attached to the agenda. Mr Hosking was in attendance at this meeting to discuss any matters arising and can be contacted by email, [email protected] further information is sought.

LEGISLATION/POLICY/COUNCIL STRATEGIC PLAN COUNCIL STRATEGIC PLAN: 3.1 Character & Heritage: We will ensure the appropriate preservation of the character and heritage of our townships and rural areas. FINANCIAL AND RISK MANAGEMENT CONSIDERATIONS No financial risk management considerations. 3.1.7 Heritage Grant Applications INTRODUCTION Five Heritage Grant applications have been received since the last meeting for consideration by the Committee. Sam Hosking gave an overview of the applications and disclosed a conflict of interest for the Nick Manser application and remained in the meeting. MOVED Cr Lange that the Community Assistance Scheme Committee consider the application submitted by William M Conley as a late application and: (1) Grant a Heritage Grant in the amount of $2,000 for James Ehrat to go towards the restoration

of a stone wall of 1850’s cottage and replace roof to the cottage at 224 Krondorf Road, Tanunda.

(2) Grant a Heritage Grant in the amount of $300 for St John’s Anglican Church to go towards the

painting of interior, exterior and rood of the St John’s Church at 231 Melrose Street, Mount Pleasant.

(3) Grant a Heritage Grant in the amount of $1,000 for John and Fiona Lloyde to go towards the

treatment of salt damp to preserve a local heritage building at 48 Paradale Drive, Tanunda. (4) Grant a Heritage Grant in the amount of $4,000 for Nick Manser for the conservation works for

the restoration of the stables and barn at Kent Farm at 3184 Edevn Valley Road, Mount Pleasant.

(5) Grant a Heritage Grant in the amount of $2,000 for William M Conley for the Rebuilding on

external walls for the Old Bakehouse at 178 Winton Road, near Rosedale Seconded Cr Grossman CARRIED COMMENT Five funding applications have been received for the 2014/2015 financial year for consideration by the Committee. A summary of the applications together with comments made by Council’s Heritage Advisor were in Attachment 1 in the agenda. A full copy of the Heritage Grant Applications for the Committee’s consideration form Attachments 2 to 5 in the agenda. Council at its meeting on 26 June 2014 set a budget of $10915 for Heritage Grant Applications for the 2014/2015 financial year.

LEGISLATION/POLICY/COUNCIL STRATEGIC PLAN COUNCIL STRATEGIC PLAN: 3.1 Character & Heritage: We will ensure the appropriate preservation of the character and heritage of our townships and rural areas. FINANCIAL AND RISK MANAGEMENT CONSIDERATIONS $500 from the adopted budget of $10915 has been allocated from the heritage grant funds for an outstanding payment from the 2013/2014 financial year. Therefore the Community Assistance Scheme Heritage Grant amount for the 2014/2015 financial year is $10415. 5. NEXT MEETING

CONSENSUS AGENDA 2.2 COMMUNITY ASSISTANCE SCHEME POLICY AND PROCESS REVIEW

The Community Assistance Scheme’s Policy and Process is due to be reviewed June 2015. As some items have not yet been determined or completed, a draft document will be forwarded to Committee members for consideration and comment. The documents will be recommended to Council to adopt, and then accepted by the Committee, at the next CASC meeting on 3 June 2015. Should there be major changes to the documents; an extra meeting may be scheduled for CASC to adopt documentation. RECOMMENDATION: That item 2.2 be received.

CONSENSUS AGENDA 2.3 BAROSSA ARCHERY CLUB At the Community Assistance Scheme meeting held on the 10th September 2014 a motion was passed that: ‘“MOVED Cr Seager that Barossa Archery Club be granted a Community Assistance Grant of $2,150 for a Shooting Line at Heinemann Park, subject to Council approvals, with non-slip and self-coloured (green) concrete. Seconded Mayor Hurn CARRIED” There was concern that the Shooting line was not laid with self-coloured concrete. After correspondence and a site meeting with Barossa Archery Club, it was shown that the Shooting Line was green; however it was agreed that it was not the colour that was intended or envisaged by the Committee. Correspondence, with photos was sent to Committee members for comment regarding the above matter. While there was no concern with the colour of the concrete, there was an issue with the quality of the laying of the concrete. Due to this, the Manager – Engineering Services (Mr Steve Kaesler) inspected the site and reported the following:

• The concrete surface finish is reasonable and appropriately non-slip, but has a number of noticeable raised ripple defects along the length.

• The concrete edge alignment is not reasonably straight with a number of bends along

the length. This may become be less pronounced as the grass grows up to the edge of the hard stand.

• The colour of the concrete was appropriately ordered as “Pale Eucalypt” green. This

however looks more grey on ground than anticipated when compared to the concrete colour chart. The resultant colour however does match the eucalypt trees in the locality and is in my opinion a more appropriate colour than a grass green, especially when the grass starts to die off.

• Residue rubble from the stockpile near the hard stand was not fully removed and grass is growing up through this. Recommend this area be scraped to remove residue rubble, especially the larger stones.

• The left over concrete from the pour appears to have been disposed of in front of the

nearby storage shed in a lump and screeded over. Recommend this be removed and disposed of appropriately off site.

The Barossa Archery Club was requested to remove the left over concrete spoil and rubble, to which the Barossa Archery Club said they had no issues with the request and would remove as soon as possible. With $788k in the bank as at 30 June 2014; I note their comments regarding the “cash held needs to be available at call to be repaid to residents” with a liability of this at $1.5m ~ Will this satisfy guideline clause 1.15 does this repayment to residents occur frequently, how $

much per year?They are receiving grants - govt subsidies $811k last year ~ so why did they say no in their

application? – see clause 1.3I assume the plumbing cost includes the tanks?

Note back in 2009-10 an application was received from this applicant: “To add bench seats, appropriate lighting and beautifying the area to the gazebo”: was Declined - against Section 2.2 (now section 1.3) of the guidelines and also the amount of funds accumulated. (Section 2.2: “The Grants are not designed to replace financial assistance for projects where there is a more appropriate funding source. On this basis, organisations which are aligned to and/or affiliated with bodies funded from Federal and State Government sources are ineligible to

apply for funding”.)

The question will be with a healthy cash position or funds accumulated, what has changed from last time?

Cash held for Resident's are Bonds or Refundable Accommodation Deposits (RAD). depending on year of entry. We only receive the interest on this money and repayment is made when the resident leaves our care. These funds have to be held in compliance with the Annual Prudential Compliance required by the Department of Social Services. Government subsidies is what is called ACFI(Aged Care Funding Instrument) this funds the care provided under the Aged Care Act. As an approved provider, the Government funds the direct care for the residents. The tanks are already in existence but not plumbed ready for reticulation to garden areas.

The fundraising amount is higher than the cost of the event, perhaps if it is general fundraising and not specifically for this event it probably should not have been listed for this event but the

expected breakfast takings for the event should be listed (last year it looks like breakfast receipts were around $3k – noting this years might be a bigger event), otherwise it appears that no

financial assistance is needed. No other issues from my reading of the application and associated documents

3.1.7 LAPSED HERITAGE GRANT – HEIDI HELBIG (B1937) INTRODUCTION Heritage grant received by Heidi Helbig on the 7 September 2013 has now lapsed. As at the 30 January 2015 the applicant had not provided proof of expenditure for works being carried out, within the 12 month specified timeframe. RECOMMENDATION That the report be received and the applicant advised that their funding has lapsed in accordance with the conditions of the application agreement. COMMENT The Community Assistance Scheme, as its meeting held on the 3 December 2013, resolved the following: MOVED Cr Angas that the Community Assistance Scheme Committee grant a Heritage Grant in the amount of $500 for Heidi Helbig for the treatment for damp course on stone wall at 2 Bethany Road, Tanunda. Seconded Mayor Hurn CARRIED Heritage Grant Application requirements state: COMPLETION If the works are not completed within the period agreed at

commencement of the project, the owner agrees to forego the unpaid balance of the grant, unless a written extension of time is obtained from The Barossa Council.

No written extension of time has been applied for the $500 heritage grant. Therefore the monies can no longer be allocated and the applicant will be required to submit a new heritage grant funding application for consideration (if they wish to claim further funding). LEGISLATION/POLICY/COUNCIL STRATEGIC PLAN COUNCIL STRATEGIC PLAN: 3.1 Character & Heritage: We will ensure the appropriate preservation of the character and heritage of our townships and rural areas. FINANCIAL AND RISK MANAGEMENT CONSIDERATIONS The $500 grant was allocated from the 2013/2014 financial year budget and was rolled over to the 2014/2015 financial year budget. Therefore the $500 outstanding balance still remains in the 2014/2015 budget unallocated.
