TRANSCRIPT
The Parish of Gwinear-Gwithian lies in the west of Cornwall, in the
former Penwith District. The Parish covers 2,977 hectares, and stretches
from the coastline at Godrevy Point down to Fraddam, incorporating
the villages of Gwithian, Gwinear, Connor Downs, Carnhell Green, and
the hamlets of Fraddam, Wall, Reawla, Roseworthy, and Upton Towans.
The Parish is bordered by Camborne Parish to the north-east, by Hayle
Parish to the west, St Erth Parish to the south-west, and Crowan Parish
to the south. The civil parishes of Gwinear and Gwithian were combined
to form the parish of Gwinear-Gwithian in 1934.
This gives me the
opportunity to look
back through the year,
and also to look at our
plans for the coming
year. We have had
another busy year
across the Parish. The
Neighbourhood Plan
continues to be our main focus with
consultation continuing. We hope the
plan will go to referendum in early
2017 and thank the Steering Group
for their input and for undertaking
this project.
We have consulted parishioners
regarding new service delivery to
include weed spraying, verge
management and sign cleaning and it
was proposed that as a clear mandate
had not been given the Parish Council
could not take on responsibility for
these items at this time.
We sadly lost our Chairman, Brian
Pocock in the Autumn. I would like
to acknowledge Brian for his
enthusiasm and input into the Parish
during his time with the Council – he
continues to be sadly missed.
Our Community Pride Officer – Mr
Paul Miners continues to maintain our
Parish where the PC has an input and
we thank him for his hard work.
The Streetscape Project for the
Parish is reaching fruition and we
look forward to seeing the works on
the first phase being carried out in
the next couple of months.
I would also like to thank our Clerk
Mrs Vida Perrin for her continued
hard work, she has steered our
Neighbourhood Plan and continues
to work towards her CiLCA Award
for the Parish Council to attain
Quality Council status, also she is
ably supported by her Assistant
Mrs Sarah Thomas.
Thanks also to our Parish
Councillors, both current and past
this year for their continued
commitment. Lots of work goes on
outside of the Parish Council
meetings that is not seen and
hopefully this Annual Report will
go some way to showing the
community what we do all year!

Allotment Awards
How the year shaped up
Annual Meeting of Gwinear-Gwithian Parish
Council held on Monday 11th May 2015
Cllr Brian Pocock and Cllr Steve Rowe were elected
Chairman and Vice Chairman respectively.
Membership of the Council
The council consists of twelve councilors, with six
members representing each of the wards of Gwinear
and Gwithian. The Council interviewed candidates for
the Gwithian Ward Vacancies after the death of Cllr
Brian Pocock and resignations of Cllr James Crocker
and Cllr Annette Crocker and co-opted Mr Nigel
Bawden, Mrs Ann Burt and Mr David Wilkins as Coun-
cillors.
The Council met 22 times in 5 differing venues in the
Parish; of these there were:-

Hall. This included the

allotment awards 2015.

The fingerposts in the Parish have
now all been fully restored,
including re-painting and
replacement works.
This has been possible thanks
to:- advice from Jane Powning
and paint donation from
Gwinear Farmers;

Cormac is the contractor used
by Cornwall Council (the
Highway Authority). Cormac
have put together a schedule
to help prioritise the works
required across the Parish.
The schedule is generally in
line with the findings of the
community consultation held
during July/August 2015, the
results of the consultation and

important to note that the
Parish Council has no legal
power to facilitate highway
infrastructure projects alone as
Cornwall Council is the

Email from BT 11/3/16 - We are hoping to have the
door fitted at CG by the middle of April. The paint job for Gwinear has been sent to the contractors and they have added this to their list of kiosks
to be painted this year. They work geographically so I can’t say when this will be done, just that it will be done this year.
Cemetery extension The PC owned Connor Downs Cemetery (off Gwithian Road)
will only cater for another 20 odd plots. Going on current interment rates at this cemetery, could last up to 5 years. Possible solutions would be to try and purchase more land or
to create more space using the PC owned allotment land which is adjacent to the cemetery.
PC agree to upgrading the need for allotment space
in INA from ‘necessary’ to ‘critical’ in line with the need for cemetery space and put info in the notes linking the two.
Review new allotment plots as they become available. Parish Cllrs to consider allotment space being included (or a contribution made towards space) within planning apps coming forward depending on
their size.
CiLCA Clerk undertaking a 2 year course known as Certificate in Local
Council Administration This course will help the Council obtain Quality Council Status It is equivalent to an A level
The course must be completed by November 2016.
The pass rate is 50% first time.
Defibrillators (for full
update see page 7
Cllr Tovey & Bawden are the project leaders.
PC has been given £10k grant towards project, funded by the National Lottery Awards through the Big Lottery Fund. Project leaders to meet with business owners to set up the sites
for the defibs and encourage volunteers. It is anticipated that we will have about 8 defibs across the Parish as well as training volunteers. RRMC Collection pots may be managed by the PC for future funding towards the defibs
The CPO will be responsible for maintaining & reporting on defibs.
JT & NB have arranged installation of first defib at
Reawla JT & NB liaised with Clerk regarding rolling out the project across the Parish on 4th March
Once sites have been finalised defibs will be purchased Parish Cllrs to promote project and refer volunteers to Clerk.

Dog Bins Local resident enquired on prices of dog bins as
considering making a contribution to one for Connor Downs.
CC not willing to provide further bins at this stage.

The intention would be to replace the diminishing wooden teen
equipment, A basket swing has been installed further up but there is still room for further equipment.

The Pre-submission consultation period has now closed
and the Steering Group are working through the comments made to ensure the plan is robust and compliant
The NPSG have to produce a Consultation Statement which must outline all the consultation stages and show evidence of each. The NPSG also has to put together a ‘Basic Conditions
Statement’ before it can submit the plan for the Post-Submission stage showing that the plan is compliant.
The NPSG is hoping that it can provide the Parish
Council with these documents ready to be signed off for Post-Submission along with any recommendations for changes to the draft
Neighbourhood Development Plan at the June meeting now as works are still ongoing. If we can submit in June it will be some months before we are at examination stage as Cornwall
Council have to do their consultation. Updates can be found at

A new Parish facility which will include
a hall, kitchen and toilets as well as 2
offices is due to be built as part of the development behind Pen Tye in
Reawla (off Relistian Lane). The hall is due to be completed by the end of 2016. Once built the facility will be transferred to the PC.

(Mandatory) A council which is in touch with its community is expected to hold regular meetings.
PC considered setting up a working group of
Councillors to review all the criteria and report back to the PC regarding the requirements needed to meet the award and agreed this would be
undertaken once the Clerk had gained the CiLCA award.

Defibrillator project
New Service Delivery
Due to budget constraints
Cornwall Council (CC) has
had to make decisions
about what services it can
provide in the community.
The Parish Council (PC)
receives complaints
regarding these issues
every year and therefore
agreed to undertake a
community questionnaire
sent to every household in
2015 asking Parishioners if
they wanted the PC to
consider taking any of
these services over.
The results are as follows:-
183 responses received
Item 1 - Sign Cleaning –
only 52% were in favour of
the PC carrying out regular
cleaning
Item 2 - Verge manage-
ment – only 54% were in
favour of the PC carrying
out some management
Item 3 - Weed
management – only 54%
were in favour of the PC
carrying out management
Item 4 - Gwithian toilets –
78% felt a 10% rise in car
parking fees was
appropriate. With 8%
wanting the PC to take
over and 14% wanting no
toilets.
The PC agreed that as a
clear mandate had not been
given by Parishioners for
items 1, 2 and 3 the PC
could not take on
responsibility for these
items but agreed that the
evidence for the Gwithian
Toilets be passed to CC
and ask them to investigate
the way forward.
Grant Awards from the Parish Council in 2015/2016
- Busy Bodies Pre-School £150 towards playhouse, CDRA £80 towards community Newsletter, St
Gwinear Church £100 towards cemetery maintenance, PTRA £300 towards Christmas
community event, Wall Music Festival £200 towards the Festival and Hall for Gwinear £200
towards the installation of a mic/induction loop.

We will also be talking to
both of our Primary Schools
to ensure they don’t miss out
on this vital piece of life sav-
ing equipment.
We will need to raise further
funds to maintain the defibs
but we will hopefully do this
with donation boxes located
near to them.
Volunteers will be trained on
how to use the equipment
and what to do in the case of
an emergency they will be
covered under the Parish
Council’s insurance and their
contact details will be made
available to the Ambulance
Service as well as having
them with the defib if re-
quired.

on our register as a volunteer
or just want some more infor-
mation about becoming a
volunteer for this project
please contact the Clerk and
keep an eye out for the defibs
which should be installed
across the Parish in the next
few months.
We would also like to say
congratulations to the Connor
Downs Resident Association
(CDRA) for raising money
and installing the first ever
community defibrillator in
the Parish at Turnpike Inn,
Connor Downs and for rais-
ing enough money possibly
for a second defib for the
village! The whole commu-
nity in Connor Downs has
worked really hard to achieve

The Parish Council has been
awarded £10,000 funded by
the National Lottery through
t h e B i g L o t t e r y
Fund towards our project for
defibrillators. We are abso-
lutely delighted to receive
this grant which will enable
us to buy a number of defi-
brillators to be installed right
across the Parish. It will also
enable us to train up any
volunteers who would like
to help in an emergency.
We already have a small
number of volunteers but we
really need more, particu-
larly in more isolated areas
such as Roseworthy,
Gwithian, Gwinear and Up-
ton Towans. The aim is to
get at least 5 volunteers
within 10 minutes of each
defibrillator.
We are hoping to put
defibs in all of the
following locations:-
Gwithian Toilets – Sign Cleaning – Verge Management – Weed Control

Post-Submission is when the plan is formerly submitted to
Cornwall Council for comment and they in turn have to consult other statutory consultees. This process could take
a further 3 months. After Post-Consultation the next stage is Examination and
again this can take around 3 months. Once our plan has gone through Examination the
community will get the opportunity to vote to approve the plan through a referendum. To find out more about how our plan has come together

The Parish Council started the process of developing a
Neighbourhood Plan on behalf of the community back in October 2013.
The Neigbourhood Planning Steering Group (NPSG) on behalf of the Parish Council has held a series of
consultations over the past two years. Our plan has just gone through the Pre-Submission
Consultation stage. This is to ensure that not only the community but statutory consultees are given an opportunity to comment on our plan.
The NPSG are currently working through the comments made and will look to submit the plan for the next stage
(Post Submission Consultation) in the coming months.

Reawla Park Devolution The Parish Council would like to take over the park in Reawla from Cornwall
Council (CC) who currently own and manage it. The PC have been negotiating with CC on behalf of the
community to get the best deal possible for the take over. We have also been working closely with the PTRA
regarding
funding
towards the
Park. The
PTRA have
already raised
funds towards
a new basket
swing and a
fun day at the
park to find
out what
people would
like to see
once the PC
take it over.
