Ultimately, that is not my recommendation for the 2016–2017 school year for a number of operational and educational reasons; however, I believe it is important to engage in a more comprehensive examination of the continuum of professional days in the school calendar to better understand the operational and educational impact of making any changes to our current approach to scheduling professional days. The new calendar format presented in Attachment A also indicates, in a visual display, the days of instruction. Stakeholder Involvement In accordance with Policy IDA, staff in the Office of the Chief Operating Officer uses a collaborative process to solicit input on drafting the proposed school calendar that draws on representation from the Montgomery County Council of Parent Teacher Associations, Inc., MCEA, the Montgomery County Association of Administrators and Principals, the Service Employees International Union Local 500, the Maryland Association of Student Councils-Montgomery County Region, the Montgomery County Faith Community Working Group, as well as other community and district representatives. Of the nine stakeholder groups from which feedback was garnered, more than 300 individuals provided input to the development of the school calendar and who shared information and ideas from the organizations they represented. Additionally, feedback from e-mail messages and other correspondence informed the development of the 2016–2017 school year calendar. It was important during this process to ensure we received feedback from a cross section of students, staff members, families, and community members that reflected the diversity of Montgomery County with multiple perspectives. During discussions with stakeholder groups, the following comments and questions were raised:

• Appreciation was expressed by all stakeholders for our continued commitment to seek collaborative feedback annually during the development of the school calendar.

• There was significant discussion with each stakeholder group about the start of the school year. The 2016–2017 calendar was considered and feedback provided about the first day of school beginning on August 22, 2016, as well as August 29, 2016. Many stakeholder groups were split regarding this topic, with advantages and disadvantages noted for each start date. With an earlier start date, parents/guardians appreciated schools ending earlier in June; however, they were not necessarily in favor of decreasing the number of noninstructional days during this upcoming summer. Parents/guardians expressed a concern for student athletes participating in summer and fall sports who would not have a break before beginning school. Students were in favor of beginning school earlier as it allowed for additional instructional time prior to Advanced Placement exams. The three collective bargaining units’ members had similar views on when school should begin. There was consensus that students would be provided more consistent days of instruction with an earlier start date; however, many were concerned that the 2016 summer would be shortened, summer employment for staff members would have to end earlier than normal, summer vacations for families would be cut short due to an earlier pre-service week, there would be a short turn around for school-based staff to prepare for the first day of school, and planning for the opening of the school year would be expedited. The Department of Facilities Management (DFM), which is responsible for ensuring school readiness with regard to maintaining facilities, construction projects,

and the upkeep of schools and offices, must adhere to timelines to ensure buildings are ready to open when students return. DFM staff would be able to meet the projected timeline for all projects with an August 22, 2016, start date; however, many would have to be expedited due to the shortened time frame between the end of school and the beginning of the new school year.

• Parents/guardians requested that the placement of contingency days at the end of the year be reexamined as instructional time could be regained earlier in the year when students could benefit from it more.

• Staff also requested that early release and professional days be reexamined so that teachers still are provided critical professional days with perhaps increased flexibility around how the days are used for either contingency purposes or to support additional systemwide professional development.

• Parents/guardians continue to express interest in having as many nonschool days

as possible occur on a Monday or Friday. Students also expressed a strong interest in placing nonschool days on Monday or Friday. The proposed calendar accommodates that request to the extent possible.

• Some stakeholders raised the question about including Eid al-Adha as a noninstructional day. Additionally, we received a number of communications (primarily e-mail messages) during the public comment period for Policy IDA, School Year Calendar, requesting that MCPS close schools when Eid al-Adha falls on an instructional day. For the 2016–2017 calendar year, Eid al-Adha is predicted to be on either one of two days: Sunday, September 11, 2016, or Monday, September 12, 2016. It is important to note that the MCPS comprehensive calendar, distributed to every employee, identifies religious holidays and celebrations so that teachers and school-based staff are aware of those days when students may be absent to observe religious holidays. The document, Guidelines for Respecting Religious Diversity, also was developed this year to ensure the MCPS community is aware of students’ rights to exercise their religious beliefs and practices free from discrimination and bullying or harassment. Included in this document are expectations aligned with the regulations that guide how homework and testing should be managed for students who may be absent due to a religious holiday. These guidelines were shared with school staff during the professional days in August 2015 and also are posted on the MCPS website. Additionally, a calendar of holidays and religious observances, based on the Montgomery County Days of Commemoration calendar, is easily accessible on the school calendar home page of the MCPS website.

Under Policy IDA, the Board may determine that schools should be closed in furtherance of educational interests or operational needs. Policy IDA states, as an example, that the likelihood of high absentee rates on any given day for staff and/or students may warrant closure of all schools. As noted in Attachment C, absentee rates for staff and students on September 24, 2015, the day of Eid al-Adha, was not significantly different than

absentee rates on other school days. These data are consistent with previous years’ data. Therefore, it is my view that absentee data do not establish the level of operational need that would warrant closing schools on Eid al-Adha, and as noted in Policy IDA, the district must establish that school closure furthers a secular purpose in order to close schools other than those mandated by Maryland law.

Professional Days One of the educational interests and operational needs that warrants school closure, contemplated under Policy IDA, is staff professional development. Consequently, for a number of years, MCPS has adhered to a calendar of professional days that includes five pre-service professional days to prepare and plan for the school year, as well as four professional days distributed one per quarter at the end of each marking period when schools are closed for students.1 This calendar of professional days has served us well; however, the design of the professional day calendar should be examined to consider if there may be new or different ways to achieve the goals of the district through a redesigned approach to professional days that may impact the overall structure of the broader school calendar. Especially in light of recent calls to close schools for a professional day on September 12, 2016, one of the expected days of Eid al-Adha, I believe it is important to convene a work group to examine our entire calendar of professional days to consider what, if any, new approaches might be warranted in the future. Changing our current approach to scheduling professional days, absent an in-depth analysis of the overall continuum of professional days in MCPS, would be disruptive to the operations of the school district and to the work of schools, specifically. With respect to closing schools for a professional day on Eid al-Adha, it is difficult to predict the day of Eid al-Adha with complete certainty due to the lunar calendar. In addition, simply adding a professional day to the school calendar is cost prohibitive; the addition of a tenth professional day will cost approximately $6.57 million. Moving professional days wthin the school calendar, therefore, needs to be considered closely in terms of the educational interests and operational needs of the district as stated in Policy IDA. As indicated in Policy IDA, professional days provide staff with valuable opportunities to implement professional learning communities, collaborate on instructional strategies, review student data, plan collaboratively, and prepare report cards. Careful consideration must be given to the timing and placement of these professional days so that they best support the opportunities enumerated in Policy IDA. This must be done collaboratively with support from teachers, supporting services staff, and administrators for whom those professional days are designed and intended. Therefore, I recommend we take the time necessary to consider alternative approaches to our current practice with appropriate involvement from our different staff members as the appropriate next step.

Members of the Board of Education 5 November 10, 2015 2017–2018 School Year Calendar Board members requested to receive the school year calendar for 2017–2018. The draft calendar for the 2017–2018 school year is attached (Attachment D). The greatest challenge with proposing a school year calendar two years in advance is the Maryland State Department of Education (MSDE) testing calendar. MSDE testing dates have changed a number of times during the last several years, and changes could impact the scheduling of professional days and spring break. Additionally, in previous years during discussions regarding the school calendar, Board members indicated that they desire to know the testing dates when adopting the Board calendar. The most current version of the MSDE testing calendar is provided for your information (Attachment E). Summary The following considerations are included in the recommended 2016–2017 school year calendar:

• School beginning on Monday, August 29, 2016 • A student year of 184 instructional days, including four contingency days • A teacher year of 193 duty days, plus 16 hours of unscheduled professional time • Nine professional days with no school for students—five pre-service days beginning

Monday, August 22, 2016; three days for report card preparation/planning—Monday, November 7, 2016; Friday, January 27, 2017; and Friday, April 7, 2017; and the last day of the school year for teachers on Monday, June 19, 2017

• Noninstructional days and holidays as indicated on Attachment A • Six early release days—two early release days for all students on Friday, September 30,

2016, and Friday, March 3, 2017, for planning and interims (per the MCEA negotiated agreement); two early release days for parent conferences in elementary and middle schools on Thursday, November 10, and Friday, November 11, 2016; and two early release days on the day before the Thanksgiving holiday on Wednesday, November 23, 2016, and on Friday, June 16, 2017, the last day of school for students.
