WELCOME Welcome to the BISFed European Championship 2019.
We are looking forward to welcoming European Nations in Sevilla.
The Hosting Committee commanded by the FEDPC has the honour of welcoming you to what
we feel will be one of the most important Boccia events during the 2019.
We are proud to host this Boccia European Championship and will try our best to promote our
Paralympic Sport and what it means in the territory.

ACCOMMODATION
Delegations have been accommodated in 2 of the finest Hotel during their stay in Sevilla: HOTEL
SEVILLA CONGRESOS 4* and HOTEL VERTICE SEVILLA 4*
The Entry Fees include all accommodation expenses and all meals, from dinner on the 25th August
until breakfast on the 1st September, 2019 (excluding delegations that have requested extra days
to the HOC).

TRANSPORTATION A transportation plan will be delivered to teams in order to ensure all their transfers during the
competition.
At arrival and departure, the HOC will ensure transportation for all delegations and officials from
Sevilla International Airport to the Hotel and from the hotel to the Airport.
Shuttle service from the official hotel will be provided to the teams in order to hep ensure an on-
time arrival for all the possible competition times. Shuttles are departing from the hotel at
07:00am. To come back to the hotel shuttles are departing at the end of the day. More information
about Schedule of the shuttles will be given in the Welcome Desk.
In order to attend the Opening Ceremony teams will not return to the hotel. Lunch will be served
in the Venue (IMD PALACIO DE LOS DEPORTES SAN PABLO) as during the rest of the European
Championship.
Teams must be ready for the parade in front of Main Entry.
After the Opening Ceremony the teams will be transported to the hotel. Teams will be previously
informed which bus will pick them up. Some slight delays may occur while we try to fill each
shuttle completely.
No transportation will be provided to any team staying in a hotel out of the HOC.
MEALS Breakfast and dinner will be served in the Hotel.
Lunch time will occur during the competition time and be served by the HOC in the Competition
Venue in the designated dinning zone.
During training and medical/equipment classification days, HOC will inform you if your lunch
will be provided in the Competition Venue or Hotel.

VENUE Official venue for the BISFed 2019 European Championship will be the Palacio de los Deportes
San Pablo (Seville).
This facility has different zones:
ZONE 1: Competition venue and Ceremonies
ZONE 2: To be used as warm up zone
ZONE 3: To be used as equipment check
ZONE 4: To be used as medical check
ZONE 5: Dining room
PAV1& PAV2: To be used as storage zone
BATHROOMS & SHOWERS
There are adapted bathrooms in all competition venue. We suggest that the teams use the showers
in the adapted bathrooms in zone 1.
ACCREDITATION The following participants will receive accreditation upon arrival to their hotels:

MEDICAL CARE At the venue: First Aid services will be offered with medical service.
HEALTHLINE 112
In Spain the Health line is a free telephone for emergency medical services.
Hospital Victoria Eugenia and Hospital Virgen del Roció are only 5km from the Venue: 954 35
14 00 – 955 01 20 00 there is a special emergency corridor, for the European Champhionship
players.
Teams, players and staff must attend on the competition with their own medical insurance
including medical costs of foreign countries and repatriation.
TEAM MANAGERS MEETING The Team Managers technical Meeting on the 26th of August at 17:30h / 5:30pm. It will be in the
Competition Venue.
Meeting Point: TIC
Team Managers can bring one other person and a translator with them to the meeting if required.

CLASSIFICATION
Athletes must bring their Passport (or Identification Card) to their classification appointment.
In addition, the athletes must sign, in the presence of a witness, the BISFed Consent for
Classification Form that can be printed from Classification Rules (available on the BISFed
website at http://www.bisfed.com/documents-library/)
Please ensure that the athletes understand the document, provide translation if necessary and bring
the form to classification. Athletes must bring a list of all medications and any pertinent health
information written in English with them. They must also bring the Certificate of Diagnosis
completed by their medical doctor.
The athlete must come to classification with Boccia equipment used in play and be dressed in
sports clothing. If they are not properly attired they will not be classified.
EQUIPMENT CHECK The Equipment Check will be done according to the schedule below in the Competition Venue ,
on the 25 th -26th August. Equipment that does not meet the criteria will not be certified and will
be held by the organization until the end of the championship.

TRAINING ON F.O.P
The teams must be at the entrance of the competition area at least 5 minutes before the scheduled
time.
Five minutes before the finish time they must stop training and prepare all the equipment to get
out at the scheduled time.
Access to the entrance of the training area will be allowed only to accredited staff or athletes who
are scheduled for training.
Access to the entrance of Sports Equipment Storage will be allowed only to accredited staff or
athletes who are scheduled for training and for picking up or leaving sports equipment.

COMPETITOR BIBS Upon confirmation of classification, each athlete shall be given two competitor numbers:
✓ One of the pieces must be worn at all times during the hours of competition. The
competitor number must be affixed on the front of the shirt or the trouser leg
✓ The second competitor number is a reserve copy. Exception for classes BC1 and BC3: in
this particular case, the assistant will have a third competitor number to be affixed where
visible.
If an athlete forgets, loses or chooses not to wear their competitor number, they will not be
permitted to enter the warm-up area, the Call Room or the field of play. A side that is not
present for the start of the match forfeits the match Exceptions may be considered by the
Head Referee and/or the Technical Delegate.
UNIFORM COLOUR
A list of every team uniform colours will be distributed during the technical meeting. After the
final schedule is finished, the TD will revise it and identify the matches with possible colour clash.
On matches where the colour clash is identified the lower ranked side will be instructed by the
TD to change to an alternate uniform colour. Jackets of a different colour will be allowed, as long
as the BiB Number is visible, and the correct shirt colour underneath."
WARM UP AREA PROCEDURES Warm-up for the first row of matches of each competition day will be on the F.O.P.
4 warm up courts will be at disposal for competing delegations
Priority will be given to competitors playing on the next row of matches.
Players may be accompanied into the Warm-up area by a maximum number of people as follows:

If it is necessary, one translator and one physiotherapist/masseuse per Country may enter in the
warm-up area. They can’t help or assist with coaching.
CALL ROOM PROCEDURES Call Room procedures will be as documented in the BISFed 2019 Competition Rules V3:

In case of doubt or any disagreement in the interpretation of the rules, the English version shall
prevail.
Prior to entering the Warm-up Area and Call Room, Athletes, Coaches and Sport Assistants must
ensure that they have their Accreditation Tag with them. Athlete competitor numbers should be
clearly visible. Failure to do so will result in refused entry to the Call Room.
PLEASE BE AWARE YOU’LL NEED ABOUT 5 MINUTES TO REACH THE CALL ROOM
AREA FROM THE WARM UP ZONE
BOCCIA BALLS The Organizing Committee will have Competition Balls available for both training and
competition.
Immediately outside the entrance to the Call Room will be an electronic set of weighing scales,
measuring template for Sides and Roll Test to check the eligibility of their balls before entry.
During the competition, random ball checks will take place in the Call Room prior to each round
of matches with one or two courts being selected for inspection. Balls that fail the criteria will be
confiscated until the end of the competition.
The player will be allowed to replace the ball/s with competition ball/s at this time. After the
match, these competition balls shall be returned to the Referee.
PROTEST PROCEDURES Protest procedures will be as documented in the BISFed 2019 Competition Rules V3:

Protest Forms will be available from and returned to the Sports Information Desk. The decision
of all Protests shall be available at this desk.
IMPORTANT LOCATIONS Access to Restricted Areas
Access to restricted areas shall be limited to authorised personnel only and in accordance
with the BISFed International Boccia Rules. Authorised personnel shall only be granted
access if they are wearing their appropriate Accreditation Card in a visible place. Full details
of restricted areas shall be explained at the Technical Meeting.
Sports Information Desk
Access to the Information Desk is restricted to the Team Manager or designated person. The
sports information desk will be located at the venue; the precise location can be observed
on the attached map. This desk shall hold the following information:
✓ Schedules of Play
✓ Results
✓ Protest Forms
✓ Classification Notices
✓ Time and Location of Meetings
✓ Time and Location of Social Events
✓ Map of Venue illustrating the location of specific areas
✓ Venue Facilities
Results will be published on the website http://www.sevillaeuropeanboccia2019.com on
a regular basis. One hard copy will be distributed at the end of each day. As to the schedule
of play, it will also be published and a hard copy will be delivered to each Team Manager at
the Technical meeting to be held on the 26st of August.
Competition Office
Access to the Competition Secretariat Office is restricted to members of the HOC and
BISFed Boccia officials. All enquiries should be addressed to the Information Desk
ANTI-DOPING CONTROL The list of forbidden substances can be found on BISFed website.

All doping procedures will be in accordance to the procedures of the WADA.
The doping control tests will be conducted by a Spanish Authority, the ADOP- Spanish anti-
doping Agency which is a WADA member.
BISFed Therapeutic Use Exemption (TUE) forms are located on the BISFed website. Athletes,
who are using banned substances found on the WADA Prohibited List for therapeutic reasons,
should complete the TUE forms and return them to the BISFed doping officer.
