This was a property at 410 17th Street in downtown Denver, Colorado, which included a 24-story office tower and a seven-story parking garage that were originally constructed in the late 1970’s. The garage structure consisted of precast concrete elements with a concrete topping slab as part of the main wearing surface throughout. After decades of use and exposure to weather and de-icing salts, several areas of structural concrete were deteriorated. The deterioration included cracked double-tee stems, spalls within the structural beams and topping slab, and exposed and rusted reinforcing steel.
Facility Engineering Associates, P.C. (FEA) was retained by the property management in 2009 to evaluate the garage, identify and quantify areas of deterioration, and provide design drawings and specifications for repairs. The design included the needed concrete repairs and application of a traffic bearing coating on the top and bottom floors.
The property management was able to use FEA’s documents to bid the project and retain a contractor to implement the repairs. To meet the property’s budgetary constraints, the project was split into several phases and completed over three years, based on FEA’s prioritized recommendations.
During each year’s construction, FEA conducted multiple site visits to ensure that the repairs were being executed correctly. In the end, the repairs were completed successfully and the life of the structure was extended well into the foreseeable future.
During the concrete repair project, FEA was requested by the property management to provide other additional consulting services at the garage. FEA designed the installation of a pedestrian door into an existing stairwell; this allowed pedestrians on the first floor to exit through a dedicated space, rather than through the main entrance drive lane which had been causing a safety concern. Additionally, FEA provided recommendations to the property management for meeting current ADA guidelines for accessibility.
