Vision:The Cocos (Keeling) Islands wish to be regarded as model of best practice for other small island communities.
To achieve this, the Shire of Cocos (Keeling) Islands have adopted a Strategic Direction Philosophy, Vision 2010, to ensure that all future development and services proposed for the islands are sustainable and contribute positively to the standard of living and level of services for the local community.

Community Service Centre Precinct
RATIONALE: Existing community services are spread haphazardly around the Kampong in whatever building space that is available. These premises are substandard, have poor access and do not contain essential services such as toilets, running water and sewerage;Poor access to aging population;Collocation will encourage sharing of facilities and resources, and avoid the duplication of amenities.
GOAL: To provide a centrally located facility which will collocate all existing and future community services.

RATIONALE: Existing museum is utilising valuable office administration space required by Council;Heritage listed Copra Industry workshops and stores could be converted to accommodate museum articles as well as form part of the heritage interpretation;Restoration and purpose for Copra Sheds.
GOAL: To provide a Cultural and Heritage precinct that will both, preserve the Cocos (Keeling) Islands heritage and culture as well as provide a significant attraction to visiting tourists to the island.

PROPOSAL: To secure ongoing funding to carry out repairs and conservation works on Garden Walls;Ensure gardens and lawns are maintained constantly by Council;Provide seating and interpretive signage;Incorporate into Cultural and Heritage Tourist Walk Trial.
Emergency Services Precinct (HI & WI)
PROPOSAL: Liaison with DoTaRS to ensure ongoing funds are made available for the continual upgrade of emergency services assets.
GOAL: To maintain existing Emergency Service Facilities on both islands, that are critical to the overall safety of the islands community.
Housing Precinct (HI & WI)
RATIONALE: Housing shortage on Home Island causing overcrowding and contravening Health standards.
GOAL: To address the issue of the Housing shortage experienced on Home Island as well liaise with the Commonwealth on proposed residential development on West Island.
PROPOSAL: Encourage DoTaRS to upgrade utilities such as Water & Sewerage, so that Home Island kampong can be further developed;Compile a housing development strategy that address’s the data obtained from the Demographics Study;Actively seek funding from relevant agencies to assist in the construction of new residences;Liaison with Commonwealth on residential development on West Island.

Sports & Recreation Precinct (HI &WI)
GOAL: To construct one indoor court size facility, including appropriate function and changerooms on both islands to compliment existing outdoor recreational facilities.
RATIONALE: Currently no indoor facility is available for sports such as basketball, netball, indoor soccer & cricket, badminton, volleyball, gymnasium etc;No appropriate function and changerooms are available to cater for existing outdoor arenas.

Business Park Precinct (HI)GOAL:
To provide a centrally located and purpose built facility which will collocate existing and future commercial small businesses;To provide suitable light industrial workshop / shed premises to be made available to industrial trades within the kampong.
RATIONALE: Existing small business’s are currently located in either the old Health Clinic (asbestos structure) or a storage building used in the old copra industry. Both these premises are substandard, have poor access and are inadequate to provide for these services.No adequate purpose built shed space is available on island with appropriate headwork services i.e. 3 phase power, sewerage etc. Ship containers and the Heritage listed two storey Copra Workshops are currently utilised by industrial trades.

PROPOSAL: To construct a purpose built ‘shopfront’ facility, within an easily accessible precinct for the community, to collocate all existing small commercial businesses. ie Bunga Melati Restaurant, Kelapa Gading, Cocos Asian Imports, Cocos General Agency, Cocos Co-operative Soc. Ltd, etc;Construct suitable workshop/industrial sheds which can be utilised by existing tradesman and businesses;Design the industrial sheds so that they may be extended as demand requires.

GOAL: To designate a portion of Trust Land on West Island for sustainable economic development opportunities such as Tourist Resorts, Horticultural and Maricultural industries that will benefit the islands.
RATIONALE: Availability of Trust Lands;To compliment existing industries - Horticulture block and clam farm;Sustainable industry to benefit the CKI community.

GOAL: Compile and implement an Environmental Waste Management Strategy that reduces landfill and environmental impacts on island.
RATIONALE: Environmentally sensitive islands;Freshwater lenses: limited land mass;High financial burden to Council on managing waste disposal.

Utilities Precinct (HI)
GOAL: To provide a specific precinct that collocate all of the islands utility services that does not have a detrimental impact on the Kampong;To improve headworks so that they can sustain community demand.
RATIONALE: To collocate utilities within a inconspicuous area of island that does not adversely affect Kampong and tourist attractions;Common use of headworks, access roads etc;Liaison with Commonwealth to provide and improve utilities, particularly water and sewerage, to accommodate community demand.

PROPOSAL: Already the wastewater treatment plant, fuel bowsers and power plant are collocated separate from the kampong area. It will be Council’s intention to ensure that any future services will be collocated in this area;Ongoing liaison with the Commonwealth on the issue of upgrading headworks to adequately satisfy the community.

Direction Island Precinct
GOAL: To maintain the Trust Land referred to as Direction Island available to the community for public recreation purposes.
PROPOSAL: To continually maintain and improve amenities available for visitors to Direction Island to ensure a pleasurable and memorable experience.
North Keeling Island Precinct
GOAL: To provide a long term lease of North Keeling Island to the Commonwealth Government (Parks Australia) for conservation purposes.
Permaculture Precinct (HI)
GOAL: To allocate a portion of land separate from the kampong, whereby residents may keep domestic animals such as chooks or pigeons and grow fruit and vegetables.
RATIONALE: Allows the keeping of chooks and pigeons away from the residents to avoid nuisance such as noise, smells etc;The need to protect the quality of the fresh water lenses;Lack of available space within the kampong.
PROPOSAL: Allocate parcels of land within the permaculture precinct to residents for this purpose.

GOAL: To establish an Indian Ocean Malay Festival as an additional tourist attraction for the Cocos (Keeling) Islands.
PROPOSAL: To compliment existing tourist attractions a Malay themed festival (similar to Broome Chinese Festival) be organised annually. A suggested program of events are listed.
Cocos (Keeling) Islands Development Corporation
FUNCTION:
The Cocos (Keeling) Islands Development Corporation (‘DevCorp’) is a development corporation to be owned by the Cocos (Keeling) Islands Shire Council.
The Cocos (Keeling) Islands Shire Council owns approximately 6/7ths of the land in the Territory. This land includes such areas as Direction Island (a favourite site for tourists), Trannies Beach and Scout Park on West Island, North Keeling Island (the site of the North Keeling Island National Park), all accessed by tourists.
All tourism proposals, irrespective of the land that they are built on, will require access to Council land, for example, those sites identified above. In consideration for this access, and the broader access to such intangible issues, such as the Cocos Malay culture, DevCorp should negotiate a Memorandum of Understanding with all development proponents which will address issues such as:

Issues such as local employment and small business support.
