Challenges
• 4-year enrollment decline• Challenging onboarding processes (especially
for first-generation and disadvantaged student populations)
• Low completion rates
• Out of 100 applicants, only 52 students enroll.
• Of the 52 who enroll, only 34 return in the spring.
• Only 21 are still enrolled the second fall.
• And only 14 return the second spring.
• Of the 49 who stop attending, – 13 transfer to a 4-year university– And some may stop attending after completing
most of their hours towards an award• But we can’t count them as completers because they
didn’t apply for graduation.
• Eleven of the original 52 eventually complete an associate’s degree.

The community college landscape is littered with lost credits that do not add up to student success. Fewer than half of students who enter community colleges with the goal of earning a degree or certificate have attained that goal, transferred to a baccalaureate institution, or are still enrolled 6 years later.

VCCS Outcomes-Based Funding
Beginning in 2016, a portion of college budgets will be based on the number of students who:– Complete college-level math – Complete college-level English– Are retained from fall to spring and fall to fall– Attain 12 credits with a minimum 2.0 GPA in the first
academic year, and 24 credits in the second– Earn awards (degrees, diplomas and certificates)– Transfer with at least 16 or more credit hours or an
associate’s degree– Complete a bachelor’s degree
