SGS has hired Stacey Austinson as a new Implementation Manager. She moved back to Lillooet in 2006 from the Lower Mainland and is a long time employee of the St’át’imc. Stacey has worked in various roles and capacities for nearly a decade. Stacey started her career as part of the St’át’imc/BC Hydro negotia-tions team and as a Governance Advisor to the St’át’imc Chiefs Council. In that capacity, she was part of the Ratification Team as the SCC Ratification Representative, lead for the St’át’imc indigenous government and governance devel-opment initiative, assisted in the foundation work for the Education and Training program and fulfilled SCC’s Interim Executive Director role for a period. In her various roles, Stacey brings her experience to the team working at the

political level with leadership. She also has extensive knowledge of the St’át’imc Agreements through her involvement with St’át’imc Nation Hydro during the negotiations and ratification process. Stacey comments “I am honoured the SGS Board has put their faith in me to continue the advancement of the organization. Even with my educa-tion background from TRU and UBC, my university training does not touch the invaluable experience I gained immersed in politics with the St’át’imc Chiefs Council which developed my skills as a professional. The SGS staff is so professional. There is tremendous talent and skills at SGS, an exceptional team. I am looking forward to working with them and the SGS Board.”

children, Skeezix & Carly. My sons are Pat Alec & Balian Narcisse, plus we are helping to raise my nephew Jaron Michel.

I enjoy practicing our St’át’imc way of life including fishing, hunting and picking our natural foods & medicines. I learned how to make medicinal salves from Morgan Wells, which I continue to make for family & friends.

I also garden as a way to sustain my family by cold storing veg-etables, and I am very interested in learning how to preserve seeds, especially heirloom and organic.

I’ve received a Bachelor of Arts Degree, along with a Native Studies Research Certificate, a Community Economic Development Post-Baccalaureate, and took language courses at Simon Fraser University. Through NVIT, I have a Native Adult Instructors Certificate, and I completed a Master’s degree in Planning at the University of BC.

My interest has always been in planning, which I started with doing Comprehensive Community Plan-ning, and since then I have been involved in doing feasibility studies, research projects, teaching, land use planning, etc.

I am now working as the Research Manager for SGS/ SCC to carry out a Land Use & Occupancy Study for St’át’imc as a whole. We are currently developing the method-ology using the Truvian Mapping System, job descriptions, communication process, and getting documents signed by communities. Please feel free to talk to me about the LUOS if you have any questions or comments.

Helen has recently moved back home to T’it’q’et and became em-ployed by St’at’imc Chiefs Council as the St’at’imc Indigenous Legal Systems Facilitator/ Researcher. Helen’s background is in finance with 22 years of experience. She has 18 years of developing and nurturing partnerships with First Nation communities and secondary and post-secondary education institutes. Helen has 33 years of personal and business development. Helen has her Masters’ in Education in Life Long Learning program. Helen has always been interested in self-determination. She looks forward to learning about St’at’imc environmental law by analyzing the St’at’imc Stories and reading the St’at’imc Declarations.

Robyn Spencer has joined the St’at’imc relationship implemen-tation team as BC Hydro’s new Relationship Manager. Alongside Al Boldt, she will be a main point of contact on all matters related to BC Hydro’s work in the Territory. Robyn has been with BC Hydro since 2013 and has worked on several important relationship files, including implementation of BC Hydro’s only other grievance settlement agreement. She holds an MBA in Community and Economic Development and has worked with First Nations and

Metis communities across Canada on community planning, traditional land use mapping, sustainability, governance and strategic planning. She has also worked with the United Nations on socially inclusive infrastructure development and on economic development training and projects within Africa and the Asia-Pacific. The St’at’imc relationship is very important to BC Hydro; Robyn is excited for the opportunity to help the company deliver on the commitments set out in the Agree-ments and to participate in the

ongoing development of a rela-tionship based on mutual respect, transparency and collaboration. Robyn will be based out of the Whistler-Pemberton area, where she lives with her husband Mac and two kids, Franny and Sam. She is very grateful for this opportunity and looks forward to meeting you all.

“In Our Own Words” video project in partnership with First Peoples Culture Heritage Council and River Voices Productions, pro-vided an educational opportunity for four St’at’imc youth to produce a video. The youth include: Keelan Edwards, Bradley James, Leanne Michell and Skyler Casper. Jeremy Williams mentored the youth over the course of two weeks. The youth worked through all stages of scripting, planning, filming and editing producing St’at’imc Grizzy.

The St’át’imc Scholarship fundraiser was held at the Meadows in Pemberton golf course. SGS would like to thank all of the gen-erous sponsors and participants. This year’s Gold sponsors included: Mandell Pinder, GWR Heritage Consulting Ltd. T’it’q’et, Urban Systems, Tsalalh Council, St’at’imc Eco-Resources (SER), Tsalalh Development Corporation (TDC). Bronze sponsors are Boralex, Innergex and Kerr Wood Leidal Associates Ltd. The total funds raised this year are $22,835. The Scholarship program has two calls each year: September 14 and January 15. Grants are awarded in the following categories: under-graduate students, health career students, graduate students and Nation Capacity building awards to professional development students. SET mission is to finalize the Education 20 Year Sustainability Plan to work collaboratively to-ward improving education and training outcomes. Effective community engagement supported the nation to:

• Build awareness, understanding, support nations short term, and long term needs • Delivered openness, timeliness, and accountabil ity in decision-making processes identify-ing community needs and goals. • Developed embedded effective process for obtaining community input that represents the views of the people and the education and training program it serves • SET provided Surveys for community members that were not able to attend community engagement meetings to gain further input and feedback from community members on the following topics:

a) Skills and Training (completed) b) Education (completed) c) Parental Engagement (completed) d) Language & Culture (active)

• SET is near the completion of completing the requirements and purpose of SET (Nation Strategic Plan (end of August 2016) • Supported the identification of the needs and gaps, potential solutions, proposed new, and continuous improvement

SET will continue to address the needs and research and identify the strategies for the 20 year and beyond sustainability plan based on community needs, goals and what is required to build capacity for the Nation.

Nation Strategy will be available August 2016 for review.

SET Current Projects

SGS SET has currently hired a Data Entry Clerk (Kirsten Whitney) to assist communities to start building individual community profiles.

System for building a data base through Accountibility & Resource Management System (ARMS). ARMS acts as a skills inventory; a strategic human resource planner that collects an inventory of skills of members to assist in identifying available skills in the community and nation, while also identifying gaps to assist with planning for education and training needs.

ARMS Benefits: CLIENT TRACKING & CASE MANAGEMENT Communities can:• Track and manage clients, case files and results• Manage electronic files and documents associated with clients• Record additional employment and training history• Report on past due follow-ups and inactive case files ACCOUNTABILITY REPORTING ARMS Software Solution:• Provides comprehensive reports designed to track and report on progress• Provides automatic reporting of accountability of data• Supports data reporting requirements to other funders as needed CUSTOMIZATION Communities can:• access ARMS from within their own communities• Import existing data from Contact IV, AROSuite and other client tracking and case manage-ment systems• Request other special requirements if needed

SECURITY & PRIVACY • All data is encrypted using 128 - bit encryption• Secure login and access control• Comprehensive tracking and logging• User levels (admin, update, view-only and reporting)• Ability to flag data as “private”• Centralized data storage and backup (no data ever gets stored on the local workstation)

Partnership

SET is collaboratively working with Statimc Communities to establish a training plan to apply for the Skills and Partnership Fund Call for Proposals for the October proposal submission date. To date, community responses for proposal input has been received from Bridge River, Sekw’el’was, Lillooet Tribal Council, T’it’q’et, Tsal’álh, Samahquam, and Ts’kw’áylaxw.

Discussions and planning has been established with Thompson Rivers University, Avino Mines, and St’át’imc Eco Resources to identify what four year training opportunities could be applied for. Areas of interest have been identified in the following:

The St’át’imc Chiefs Council did not support the MOU concerning Education and Statimc Students and communities in the Statimc Territory. However, School District No.74 (Gold Trail) submitted a letter stating that the goals of the district has key relation-

ships with the students; with the child’s parent(s) or caregiver(s); and, with those organizations, agencies, and groups who support students, families, schools and communities.

University of British Columbia

The St’át’imc Culture & Research Training Program first phase was held between January to April 2016. A total of 10 students participated in the program.This program is intended to advance St’át’imc student’s education, enhance their community’s capacity for cultural research and management; thus, providing a high level of research capacity and data gather-ing skills that can be retained by their own communities, the broader Nation, or by those aspects of the commercial sector that require cultural data and management skills during project design, and imple-mentation. The first semester is now complete. SGS SET will work directly with UBC for the second se-mester and any future partnerships in this area.

This year has been inspirational watching our youth empower themselves by placing an importance on their education. We had many students graduate this year all across the Nation, and unfortunately many who are not pictured. We congratulate all those who have put in the hard work to succeed in a new chapter of their education. Cwel’ao7alhcw Grad 2016, language immersion (top image) integrates culture and education. These children and young adults are our future leaders and it is great to see them valuing educa-tion because it is important in their journey to success. As our education rates start to rise, and our unemployment rate starts to decrease, it creates a unyielding path to help shape our Nation’s holistic sense of prosperity and well-being.

The Justice Institute of BC (JIBC) through a grant from RBC Foundation delivered the First Responder training in Lillooet mid-March 2016. A total of 13 St’át’imc members successfully completed the training. The same training was provided to the southern communities in 2015. JIBC is seeking additional funds to deliver the paramedic training in 2016/17 fiscal year.
