Telford and Wrekin’s population is younger than the national picture with a greater proportion of the population aged under 20. The three locality areas all have a different age structure:
• Hadley Castle has a population slightly older than the Borough average with a greater proportion of the population aged 65+ than Borough wide
• Lakeside South has the youngest population of the three areas with a greater proportion of the population aged 0-9 than Borough wide.
• The Wrekin has a greater proportion of the population aged 35-59 than seen Borough wide.

The 0-19 age group is decreasing as a proportion of the population in Telford and Wrekin and two of the three localities. Lakeside South has the largest 0-19 proportion at 27.2%, but Hadley Castle has the largest actual population of those aged 0-19, due to its larger population size. The proportion of the population aged 0-19 varies greatly across small areas in the Borough, from as little as 1.8% in an area of Dothill to as high as 55.3% in an area of Edgmond.

The working age group (16-64) is decreasing as a proportion of the population, Borough wide and in all three localities. Hadley Castle has the largest proportion of working age residents (63.4%) and the largest actual number. Across the Borough the working age proportion of the population varies greatly, from as little as 19.5% in an area of Madeley & Sutton Hill ward, to as high as 95.7% in an area of Edgmond & Ercall Magna.

The 65+ population of the Borough and in all localities is increasing as a proportion of the population, rising from 14.3% to 15.9% between 2010 and 2015. Hadley Castle locality has the largest 65+ population, both proportionally and in actual terms with some 12,300 in this locality aged 65 and over, 1,600 of these aged 85 and over. The proportion of the population aged 65 and over varies considerably across small areas of the Borough, from as high as 78.3% in an area of Madeley and Sutton Hill ward to as little as 0.9% in an area of Oakengates & Ketley Bank ward.

Between 2016 & 2031 the Borough population is expected to increase by 23,300 (13.4%). Over half of these are 65 and over, with the 85+ ages more than doubling (117.6%) and the 65-84 ages increasing by 33.1%. All England is expected to grow 10.2%, a slower growth than the Borough (13.2%). The largest difference is seen in the Borough’s 25-44 age group which expects 11.6% growth compared with just 3.2% for England.

There were a total of 2,075 live births to mothers living in Telford and Wrekin during 2015, resulting in a Total Fertility Rate of 1.82. Over the past six years the total fertility rate for Telford and Wrekin has fallen from 2.22 to 1.93. The national trend is similar falling from 2.00 to 1.82. Between 2010 and 2014 the Borough’s crude fertility rate was 66.7 per 1,000 15-44 year olds. This is higher than that the national rate. Hadley Castle’s crude fertility rate (60.0) was significantly lower than the Borough whilst Lakeside South’s rate (77.7) was significantly higher.

Telford and Wrekin England
For the period 2013-15 the Telford and Wrekin infant mortality rate was 6.5 per 1,000 births, significantly worse than the national rate (3.9). Over the past seven measurement periods the national rate has fallen from 4.7 to 3.9. In comparison, Telford and Wrekin’s rate has increased from 5.1, when it was not significantly different to England’s rate, up to 6.5, significantly worse than England.

The 2011 Census found a total of 54,304 young people aged 0-24 living in Telford and Wrekin. Of these, the vast majority (86.9%) were from a White British background, with just 13.1% reporting some other ethnic background (BME). In England the rate of BME is 25.4%, nearly double the Telford and Wrekin rate. England had a higher rate of all BME groups than Borough wide. Ethnic diversity varied greatly across the Borough, with The Wrekin locality having the largest rate of BME of 16.2% (2,780 residents). The majority were Pakistani, Indian & other white groups. Lakeside South had the lowest rate of BME at 8.0% (1,100 residents).

The 2011 Census found a total of 88,248 adults aged 25-64 living in Telford and Wrekin. Of these, the vast majority (89.3%) were from a White British background, with just 10.7% reporting some other ethnic background (BME).
In England the rate of BME is 20.9%, double the Telford and Wrekin rate. England had a higher rate of all BME groups when compared to Telford and Wrekin.
Ethnic diversity varied greatly across the Borough, with The Wrekin locality having the largest rate of BME of 12.4% (3600 residents). The majority were Other White, Pakistani & Indian groups. Lakeside South had the lowest rate of BME at 6.6% (1440 residents).

The 2011 Census found a total of 24,089 adults aged 65 and over living in Telford and Wrekin. Of these, the vast majority (95.8%) were from a White British background, with just 4.2% reporting some other ethnic background (BME). In England the rate of BME is 8.4%, double the Telford and Wrekin rate. England had a higher rate for all BME groups when compared to Telford and Wrekin.. Ethnic diversity varied little across the Borough, with both The Wrekin and Hadley Castle localities having the largest rate of BME of 4.4% (340 and 480 respectively. Lakeside South had the lowest rate of BME at 3.5% (190 residents).

The percentage of school children from a BME background increased from 13.7% in 2012 to 18.5% in 2016. This increase is mirrored in the rates of BME in each locality. The Wrekin has the largest BME rate in all years, rising from 16.5% in 2012 to 21.9% in 2016. By contrast Lakeside South’s rate is roughly half of The Wrekin from 7.8% in 2012 to 11.6% in 2016. Note: Ethnicity data can be obtained from the school census, however this information is only required to be collected for statutory school age (5-16) pupils educated at maintained and academy schools within the Borough. Despite these limitations, it is a useful indicator of change in ethnic diversity over time.

In the 2011 Census a total of 166 Telford and Wrekin residents identified themselves as White: Gypsy or Irish Traveller. This represents just 0.1% of the population. The largest concentration of those people identifying as White: Gypsy or Irish Traveller was in The Wrekin locality with just over half living in this locality (86 out of 166, or 0.35% of the population of The Wrekin).

A total of 1,071 international migrants arrived in Telford and Wrekin in the year before the 2011 Census. This is in addition to the 5,507 migrants moving from elsewhere in the UK. The dominant age range of UK and international migrants into Telford and Wrekin was ages 25-49 and 16-24 with these age bands accounting for three quarters (75.1%) of all international migrants. There were 5,813 people migrating out of the Borough (to the UK) in the same period. This resulted in a net UK migration outflow for the period of 306 residents. The largest net migration outflow was represented by the 0-15 years and 50-74 year age ranges which together accounted for three quarters (75%) of the net outflow.

In 2017, 5,310 of the total of 187,842 Telford and Wrekin residents were registered with GPs outside Telford and Wrekin. Of these, 99% (5,254) were registered with GPs in Shropshire. Conversely, 6,319 of the total of 189,860 patients registered with Telford and Wrekin GPs, were resident outside the Borough. These cross border GP patient numbers increase little in the three years 2015 to 2017. However, in this period the Telford and Wrekin residents registering with Telford and Wrekin GPs grew by 5,800 (3.4%) to 177,222 in 2017.

In 2017, a total of 1,283 (4.6%) of the total 27,951 pupils in Telford and Wrekin schools were resident outside Telford and Wrekin. Of these, some 601 (47%) were resident in Shropshire and 311 (24%) were resident in Stafford. Schools in Newport and its surrounding villages have the highest proportions of out of area pupils. Adam’s Grammar and Newport Girls’ High Schools have 63.2% and 40.3% respectively. Together, the three secondary schools in Newport educate 875 (68%) of the 1,283 out of area pupils.

2.16 Work day population The workday population includes
• People who are usually resident in England and Wales and in employment (aged 16 and over) with a fixed place of work (part-time or full-time). When there is no fixed place of work, or work is mostly done from home, then the home address of the person is used for the workday population. The work day population will include shift and night workers such as hospital staff and security guards.
• Those not working (including those under 16) are counted at their usual residence.

The workday population of Telford and Wrekin is 1,300 people more than the residential population. Hadley Castle locality has the largest workday population (69,252) but it is about 3,000 people less than its residential population. It has its highest workday population in the Hortonwood industrial estate. The Wrekin locality has a workday population of 65,033, which is about 10,000 more than its residential population. This workday increase is centred around the town centre, with its shops and office complexes and the adjacent Stafford Park industrial estate.

In the 2011 Census, 92.7% of Telford and Wrekin residents recorded that they were born in the UK. The next most populous group were the 3.7% who had been resident in the UK for 10 years or more. Lakeside South locality had the highest proportion of residents born in the UK (95.3%). Hadley Castle and The Wrekin localities had very similar proportions of all categories of residence. Hadley Castle had the largest number of residents (5,810) not born in the UK. It also had the largest number resident in the UK for less than 5 years at 1,720. Within the locality, there are high concentrations of these residents around Harper Adams University and in areas of Hadley and Leegomery.

In the 2011 Census, 66.1% of Telford and Wrekin residents had a religion. Christian was the dominant religion accounting for 61.7% of all residents. Muslim was the second placed religion with 1.8% of residents. Lakeside South locality had the lowest proportion of residents with a religion at 59.1%, whilst Hadley Castle had the highest at 69.4%. Lakeside South locality has the lowest proportions of all religions recorded when compared to the other localities. The Wrekin has the highest proportion of Muslim (3.0%) & Hindu (0.8%). Hadley Castle has the highest proportion of Christian (64.8%) and Sikh (1.8%).

The area with the highest proportion of households with dependent children is Newdale (40.2%) followed by Woodside (39.8%) and Hadley (38.8%). Newport has the lowest proportion of households with dependent children at just over a quarter (27.7%).

A total of 5,362 households in Telford and Wrekin are lone parents with dependent children, just under a quarter (24.4%) of all dependent children households within the Borough. The vast majority (87.7%) of lone parents are female. The highest proportions of lone parent households are in Woodside area (36.7%) and Malinslee area (31.2%) with much lower proportions in Wellington (15.8%) and Newport (17.3%). The proportion of lone parent households where the parent is not working is 43.5% in Telford and Wrekin. In the Lakeside South locality this proportion rises to over one-half (51.8%), but is at its lowest (35.8%) in Hadley Castle.

Hadley Castle has the highest proportion of households where all residents are aged 65 and over (19.8%) whilst Lakeside South has the smallest proportion (16.4%).
