Course Description: This course, which is nationally certified through the International Police Mountain Bike Association (IPMBA), has been developed for officers and First Line Supervisors and focuses on the use of the bicycle as a patrol vehicle. Participants will spend approximately half of each day riding their bikes and negotiating obstacles. Students will learn to safely handle their bikes while in traffic and how to use the bicycle when making traffic stops, citizen contacts, and suspect contacts. They will also learn how to safely handle bicycles in pursuit situations.

The course includes:

Bicycle, uniform, accessory, and clothing selections Basic physical fitness and injury avoidance

Critical situation riding techniques

Basic maintenance, tire changing, brake and gear adjustment,lubrication

Pre-ride safety inspections

Traffic strategies and approaches to calls Negotiation of basic obstacles

Equipment requirements:

Participants must bring: A multi-geared, quality mountain bike Headlight and rear reflector (or taillight) Bicycle helmet that meets CPSC standards, Protective eyewear, including clear lenses for the night class. Pedal retention, such as toe clips or power grips.

Highly recommended: Bike water bottle Cycling gloves Padded bike shorts Rear rack gear bag Rear mounted kick stand Body armor Police radio or cell phone

IMPORTANT NOTE: Student bikes MUST meet IPMBA standards for appropriate frame height and size, i.e. there should be 1.5 to 3 inches of clearance between the rider and the top tube of the bike when the rider is astride it in a flat-footed stance.

It is recommended that students wear department bike uniforms and duty gear for this course. If not available, clothing identifiable with ‘POLICE’ markings is also acceptable. It is also suggested that participants bring a basic tool kit, frame pump, replacement tire tubes and a rain jacket.

Instructor: Deborah Mills had been a prosecutor for 16 years, 5 years with the Milwaukee District Attorney’s Office and the remaining 11 years with the Will County State’s Attorney’s Office. Deborah served as the supervisor of the DUI/Traffic Unit in the Will County State’s Attorney’s Office since 2004 and has primarily prosecuted DUI/Traffic cases since 2004. She currently serves as a felony prosecutor. Additionally, Deborah has trained officers and prosecutors in both Illinois and Wisconsin on various DUI and traffic issues.

Instructor: Sean M. Gleason is a Detective Lieutenant assigned to the Investigations Division of the Cook County Sheriff’s Police Department (CCSPD), Cook County, Illinois. He has been in law enforcement for twenty-three (23) years serving in various capacities to include Corrections, Patrol, Gangs, Vice, SWAT, Polygraph, and Detectives. He has spent the majority of the last fourteen (14) years as a supervisor in the Investigations Division. As a member of the CCSPD, his duties include conducting criminal polygraph examinations for the CCSPD, other police agencies, and murder task forces. Since 2004, he has held a Detection of Deception license, has been a member of the American Polygraph Association, and has conducted several hundred polygraph examinations. He was certified in 2010 as a Detection of Deception Trainer by the Illinois Department of Financial and Professional Regulation and created his own business, Veracity Examiners, LLC, to conduct pre-employment,

criminal, and private polygraph examinations.

Course Description: The Autobahn law enforcement driving programs include classroom and hands on training in vehicle maneuvers, accident avoidance and effective fleet operations. The professional instructors at Autobahn have developed an extensive one day driving program that covers skills training typically found in a multiple day program.

To facilitate this one day program, breakfast and lunch are provided on site.

A professional race car driver learns to control adrenalin, maintain a high level of awareness, minimize the effects of distractions, and control his car under a variety of conditions. These are the same everyday challenges of an officer behind the wheel.

Participants rotate through four drills in succession. In the first of two focused and informative classroom sessions our driving professionals explain the physics of why cars behave the way they do (Vehicle Dynamics) and how to properly control them. After lunch, the second classroom discussion covers the problems caused by other drivers and how to deal with them.

Throughout the rest of the day participants practice accident avoidance and emergency lane change techniques, threshold braking under low traction conditions, and skid control and recovery utilizing our state of the art dynamic skid training vehicle, all on the Autobahn Vehicle Dynamics Skid Pad.

Requirements:

At least one department squad car, SUV, or Pick-up truck is required for every two officers (from the same department) and will be used in the training.

In order to maximize training, class size is limited to 10 officers. Officers are required to check-in at the front security/information gate

house; they will be directed from there.

Course Description: Drowning is the second leading cause of “accidental” death to children in the U.S. and third for adults. It is estimated that as many as 20% of these drownings are the result of foul play. Sadly, research has also found that very few drowning incidents are investigated, and those that are investigated are often conducted in hindsight when crucial scene evidence no longer exists. And even when cases are investigated, investigators are at a disadvantage because the chances of them having training on the specifics of homicidal drowning investigations are near to zero.

Just as investigating motor vehicle fatalities requires specialized skills and knowledge; so does investigating drowning incidents. It is unlikely that there will be any signs of trauma, signs of a struggle, or other normal foul play signs on a homicidal drowning scene. Standard autopsies typically do not provide any evidence either. The medical examiner needs to be asked to check for specific signs. The reason so few cases are investigated and even fewer result in convictions, is because law enforcement personnel are not trained to know the red flags and do not have the enough knowledge about drowning and water dynamics to know if a witness statement can be true or not.

Through in-depth study of case histories, responding officers, detectives, coroners, medical examiners, and prosecutors will learn state-of-the-art investigative procedures to investigate drownings, near-drownings, postmortem disposal, and evidence disposal.

Andrea Zaferes began teaching diving with Dr. Lee Somers and Karl Huggins at the University of

NAUI & ACUC course director, and a PADI, DAN, and Red Cross Instructor, teaches approximately

1000 surface rescue and dive personnel annually. She co-authored with Walt Hendrick such videos

Course Description: The Autobahn law enforcement driving programs include classroom and hands on training in vehicle maneuvers, accident avoidance and effective fleet operations. The professional instructors at Autobahn have developed an extensive one day driving program that covers skills training typically found in a multiple day program.

To facilitate this one day program, breakfast and lunch are provided on site.

A professional race car driver learns to control adrenalin, maintain a high level of awareness, minimize the effects of distractions, and control his car under a variety of conditions. These are the same everyday challenges of an officer behind the wheel.

Participants rotate through four drills in succession. In the first of two focused and informative classroom sessions our driving professionals explain the physics of why cars behave the way they do (Vehicle Dynamics) and how to properly control them. After lunch, the second classroom discussion covers the problems caused by other drivers and how to deal with them.

Throughout the rest of the day participants practice accident avoidance and emergency lane change techniques, threshold braking under low traction conditions, and skid control and recovery utilizing our state of the art dynamic skid training vehicle, all on the Autobahn Vehicle Dynamics Skid Pad.

Requirements:

At least one department squad car, SUV, or Pick-up truck is required for every two officers (from the same department) and will be used in the training.

In order to maximize training, class size is limited to 10 officers. Officers are required to check-in at the front security/information gate

house; they will be directed from there.

Course Description: Forfeitures can be a valuable tool to law enforcement in the following areas: improving public safety by forfeiting the DUI and suspended driver’s car, taking away expensive vehicles and other assets from drug dealers, seizing bank accounts of criminals who commit check/credit card fraud and other financial crimes, forfeiting real property paid for with proceeds of mortgage fraud or any other crime where money is derived.

This course will provide law enforcement officers an understanding of forfeiture law in Illinois and how to successfully incorporate the forfeiture component into criminal investigations and prosecutions. After reviewing applicable statutes, the course will cover practical implementation of those statutes through real world examples. Additionally, techniques for locating assets and building financial cases will be discussed. This course will be useful for patrol officers; officers in specialized units such as narcotics, gangs or financial crimes; command staff; and agency policymakers. For those individuals who have already attended a forfeiture training, this course will broaden your ability to implement forfeiture law into your investigations and capture previously untouched assets of criminal enterprises.

Laundering Act, The Gang Act, Article 36, and miscellaneous statutes Locating and discovering hidden assets and co-conspirators Putting together the forfeiture case simultaneous to the criminal case Search warrant execution – how to build a forfeiture case during a search warrant Techniques and tips for building a financial crimes case Use of forfeited property

Instructor: Assistant State’s Attorney Dant Foulk of the Will County State’s Attorney’s Office, manages the Forfeiture Unit and serves in the office’s Financial Crimes Prosecution Unit. In the Forfeiture Unit, Dant specializes in identifying, locating, seizing and forfeiting illegally gained proceeds from narcotics and money laundering activities and other financial crimes. In the Financial Crimes Unit, he coordinates the long-term investigations of complex financial crimes, including credit card and check fraud rings, identity theft conspiracies and organized money laundering activities.

Instructor: The program will be conducted by Officer Brian Tison of the University of Illinois Police Department. Brian has been in law enforcement for over 24 years, serving with both the UIPD and the Vermilion County Sheriff’s Department. He is currently assigned to the Patrol Division and is a certified Master Firearms Instructor, Field Training Officer, coordinates the Crisis Intervention program for UIPD, and sits on the Board of Directors for the Illinois Crisis Negotiators Association. Brian teaches the police response portion of the 40-hour Crisis Intervention Team (CIT) training statewide and serves as the CIT task force representative for the University of Illinois. In addition, he was named the 2006 CIT Officer of the Year for the State of Illinois.

Purpose: Law enforcement officers are generally the first responders to crisis events. This course is also open to local and county sworn corrections officers. It is important to have individuals in law enforcement who can utilize effective strategies, insuring public and personal safety. The Crisis Intervention Team (CIT) training provides officers with education about mental illness and other behavioral disabilities as well as providing skills and tools for effectively and safely interacting with someone who is experiencing a crisis.

Course Description: Crisis Intervention Team training is an in-depth 40-hour specialized course of study for uniformed patrol law enforcement officers and sworn corrections officers who, in addition to their regular service calls, will be required to respond to crisis calls involving people who have behavioral disabilities. CIT officers will use their acquired knowledge and skill to effectively handle crisis situations and make the most appropriate disposition, which will best serve the individual and

the community.

The key components of this course cover the following:

Officers are exposed to the dynamics of mental illness, developmental disabilities, child andadolescent disorders, elderly individuals with behavioral issues, returning combat veterans, peoplewho have excited delirium, and people with substance abuse/co-occurring disorders. This trainingwill allow officers to make quick and effective decisions utilizing options they have to resolve thecrisis.

Officers are exposed to the experiences, viewpoints and concerns of persons with mental illnesses(consumers). Officers will meet with consumers in order to gain their perspective and learn fromthem.

Officers receive instruction and demonstrations in basic listening and responding skills along withcrisis interventions strategies. Real life crisis scenarios provided by trained professional actorswith the assistance of state-certified CIT officers are presented to officers for them todemonstrate their resolution skills.

The scenario based training will take place on Thursday, June 29rd, attendees will berequired to wear their “department uniform of the day” for their current assignment.

About the Instructors: The course will be conducted by a diverse group of law enforcement and behavioral health professionals, including active CIT officers from various parts of the State of Illinois. An essential part of the CIT course is scenario-based skills training with crisis scenarios provided by trained professional actors. All scenarios are facilitated and evaluated by certified CIT officers.

Course Description: This course covers the concepts and practical application of Tactical

Emergency Casualty Care and Officer-Citizen High Threat Casualty Extraction in the patrol environment. Officers will learn to identify and treat the most commonly encountered wound patterns and plan/execute an Officer-Citizen Extraction, then demonstrate the concepts and techniques learned during scenario-based exercises.

Students are required to bring their duty belt/gear and wear clothing appropriate for physically demanding scenario training. Course exercises will allow each student to apply critical lifesaving skills in a dynamic patrol-based setting.

On completion of the course, each participant will receive a North American Rescue Products Individual Patrol Officer Kit (IPOK) for duty use. Each sealed kit contains: One C-A-T Combat Application Tourniquet, an ETD Emergency Trauma Dressing, a packet of Z-Fold Gauze, and a pair of trauma gloves.

and will serve as Lead Instructor for this course. He is currently assigned as a Senior Sergeant in the Patrol Division of the Alton (IL) Police Department. For 16 years Sergeant Gordon has served on Tactical Response Teams for both the Alton Police Department and the Illinois Law Enforcement Alarm System (ILEAS). He has served as Team Commander for both teams. Sergeant Gordon is also a paramedic with ten years of experience conducting Advanced Life Support in civilian emergency services and tactical medical operations. Sergeant Gordon will be assisted by a law enforcement veteran with civilian EMS experience.

Instructor: Chief Scott Hughes began his law enforcement career at the age of 16 when he joined a law enforcement explorer program. Scott remained active in the program until the age of 21 when he entered the police academy. He is currently the Chief of Police in Hamilton Township (Warren County) Ohio Police Department.

Chief Hughes has held the position of academy commander and advanced law enforcement training coordinator at a regional training facility where he continues to serve as a certified instructor through the Ohio Peace Officer’s Training Commission. Scott has been recognized as a subject matter expert by the Ohio Peace Officer Training Commission in several disciplines.

Chief Hughes studied Organizational Leadership at University of Charleston and is a graduate of The Supervisor Training and Education program as well as The Police Executive Leadership College, both affiliated with the Ohio Association of Chiefs of Police. Scott is also a graduate of 133rd FBI-LEEDA Command Institute.
