Roles and Powers of Community Boards

The Community Board has already been delegated the task of co-ordinating rural reserves and hall committees. It also has a major input into the development of Council’s Long Term Plan.

The Community Board’s prime objective is to be the interface between Council and the ratepayers and public of the Ward.

Role of Community Boards The role of a Community Board is to (Section 52 Local Government Act 2002 [LGA]):

(a) Represent and act as an advocate for the interests of the community. (b) Consider and report on all matters referred to it by the territorial authority, or any other

matter of interest or concern to the community board. (c) Maintain an overview of services provided by the territorial authority within the community. (d) Prepare an annual submission to the territorial authority for expenditure within the

community. (e) Communicate with community organisations and special interest groups within the

community. (f) Undertake any other responsibilities that are delegated to it by the territorial authority.

Powers of Community Boards A Community Board shall perform such functions and duties and exercise such powers as are delegated to it by Council from time to time.

Powers of Community Boards (Section 53 – LGA): 1 A community board has the powers that are:

(a) Delegated to it by the relevant territorial authority in accordance with Clause 43 of Schedule 7 of the LGA.

(b) Prescribed by the Order in Council constituting its community. 2 The powers of a Community Board prescribed by Order in Council expire at the close of six

years after the Order comes into force. 3 Despite subsection (1), a community board may not:

(a) Acquire, hold or dispose of property. (b) Appoint, suspend or remove staff.

Powers Delegated to the Community Board by Council • The co-ordination of rural reserves and hall committees.• To allocate the approved budget for the following activities in the area: Footpaths programme; Parks and Reserves discretionary spend; Public information signage.

• To approve: Temporary road closures for events (subject to administrative imperatives); Street names; Parades, collections and special uses of the roads; Changes to speed restrictions on local roads (subject to NZTA rules); Road closures.

Public Forum Guidelines

3.1 The Community Board has adopted the following Public Forum Guidelines:(a) Five minutes speaking time will apply to each speaker or group.(b) Members of the public wishing to speak must advise the Community Board of the

reasons and subject he/she wishes to address the Board a minimum of two clearworking days prior to the meeting.

(c) The Chair may refuse applications which are repetitious or offensive and may terminatea speaker in progress where the subject matter is disrespectful or offensive.

(d) There are not to be criticisms of individual Board members or individual staff members.(e) The Public Forums are designed for people to speak about matters of interest to them to

The Board received addresses as follows:

• Councillor NottageAdvised the new concrete pads for the wooden park seating at Christie Park,Ohakune has been tagged while the concrete was still wet. Concrete needs tobe re-screed.

Enquired about rules and regulations regarding Itinerant Trader Licences inrelation to the Pizza Container Business Goldfinch Street, Ohakune. GroupManager Customer Services advised the information on trading in Public Placesis on the Council’s website, and the Pizza container business complies with therules of Council.

On visiting the new Waiouru toilet block, noticed a crack in the concrete path.Also the louvre vents are being left open in bad weather, letting rain in. There isstill paper on the windows. Feels the toilets need attending to two to three timesa day being 24 hr service and on the main State Highway 1. Who is thecontractor for this? Is there a contractor for the lawn mowing, gardening aroundthis area? The refuse bins were full and lots of rubbish lying around. The refusebin is on a 15 degree lean. And a 44 gallon drum has also been placed there.There are no lights yet.Land Transport Manager advised that by the official opening this should all becompleted. Parking is still to be carried out and the parks will be 90 degrees.Bus stop to be done. Planting at the BP Truck Stop will be carried out undernext year’s budget.

• Chairperson ComptonAdvised that the Armistice Day Service Heartlander: New Zealanders of theGreat War will be taking place at the Ohakune New World Carpark on 11November 2015 at 10.45am. The Flag Pole at the Ohakune Service Centre willbe attended. Representation from RSA, Army Museum local Schools, and NgatiRangi will attend. There will be a Poppy display, and a morning tea provided bythe Army Museum.

• Land Transport Manager FurnerReported on the Regional Growth Study Implementation. Directors have beenappointed, with teams of eight people with a Team Leader. Significance aroundtourism, manuka honey, cropping and land utilization. Next stage plan action forMarch and April 2016.

Reported on Roading Contractors and State Highways in the District. There arethree different contracts for the State Highways, level of service maintenance.

Subject: Ex-Half Pipe Site at Jubilee Park

Purpose of Report

1.1 The purpose of this Report is to seek Members’ response to options for the future use ofthe ex-half pipe site in Jubilee Park, Ohakune.

Significance and Engagement

2.1 This report does not trigger the Significance and Engagement Policy.

Background

3.1 The half-pipe that was located in Jubilee Park near the public toilets was removed in2014.

3.2 The Community Board has requested options for using the concrete pad that was left afterthe removal of the half-pipe from this site.

Discussion

4.1 Once cleaned the concrete pad will provide approximately 8m x 12m of flat surface in aprime location.

4.2 This site could be used as a half court for basketball. The installation of a single basketballhoop would cost approximately $2,000, plus $250 for line marking.

4.3 Council could purchase a giant chess set (as available in the playground near the SuperLoo in Taupo). There would however be an ongoing operational requirement for thisoption. Logically the pieces could be stored at the Ohakune i-SITE, however there is thechance that pieces could go missing. A plastic set with the largest piece as 60cm highcosts approximately $1,000. The line marking would cost approximately $200.

4.4 Alternatively, 3 or 4 picnic tables could be installed at this site, to provide an outdooreating hub, at a cost of approximately $2,000 per table installed. This option could bestaged over time as budget allows.

4.5 If the giant chess set option was selected, there would be space available for one or twopicnic tables as well.

4.6 Members are invited to provide other ideas for consideration for this site to the meeting.

1.1 The purpose of this Report is to request Member’s approval on priorities for the annualaccessible walkways budget.

Background

3.1 An annual budget of $20,000 for the south of the District has been in place since the2012/22 Long Term Plan.

3.2 When this budget was last considered in 2014, there was availability of $40,000 fromcarry forwards and from the 2013/14 budget. It was resolved that the available funding besplit as $15,000 to Raetihi, $15,000 to Ohakune and $10,000 to Waiouru.

3.3 The resolutions for the allocation of the 2013/14 budget (and the carry forward amount)are shown below.

That the Waimarino-Waiouru Community Board approves the accessible walkway budget for 2013/14 to be utilised following the below priorities:

(a) Raetihi Option A and 3.7 (Further Information Doc 583149, File: P15-0017) (b) Ohakune 2000 Joint Venture with Council (c) Waiouru –put to one side

3.4 To serve as a reminder, the detail for the resolutions are shown below (and the originalreports are attached).

Option A - (Pitt Street Reserve Playground, Raetihi) This project was completed in 2015, and has provided a well-used asset for accessibleaccess to, and around, the play equipment.

Point 3.7 - Track to the Glow Worms (red track shown) The intention was to create a scoria or crusher dust track from State Highway 4 to the glowworm cave in the area behind and below the Raetihi Holiday Park. This work has not yetbegun, but is intended to be completed early in 2016. There is however an opportunity nowthat the 2015/16 budget is available to create a concrete surface for this part of theMakotuku walkway in partnership with Raetihi Promotions.

Ohakune 2000 - Joint Venture with CouncilThis project has just recently started to move ahead, with the $15,000 allocation beingtaken by Ohakune 2000. The group has completed approximately one third of the entirelength of the walkway through a combination of Council funding and local fundraisingefforts.

3.5 Below are the remaining funds from the earlier resolution after work completed to date:

3.6 Council decided in the 2014/15 EAP budget to remove the funding for that financial year.

3.7 There is a new budget of $20,000 available for the 2015/16 year.

Discussion

4.1 It is understood that Ohakune 2000 would like to continue their work in the Rochfort Parkarea by continuing the concrete path towards the Carrot.

4.2 The work to form a pathway to the glow worms near the Raetihi Holiday Park has not yetbeen started. This can go ahead as planned early in 2016 or a decision could be made to

improve the surface to a concrete treatment due to the new budget being available. Aconcrete pathway of 60m may cost approximately $6,000. If Council entered into apartnership with Raetihi Promotions, as it has with Ohakune 2000, there is an opportunityfor the community group to seek further funding using this budget as seed funding.

4.3 It is recommended that the following allocations be made for the 2015/16 budget:

(a) Ohakune 2000 for Rochfort Park accessible walkway $10,000(b) Raetihi Promotions for Makotuku accessible walkway $10,000

Total $20,000

4.4 Alternatively, Members are requested to provide suggestions for use of this budget withinthe Waimarino/Waiouru area.

1 That the Report on Accessible Walkways South 2015-16 be received.

2 That the Waimarino-Waiouru Community Board recommends that the accessible walkwaybudget for 2015/16 be utilised as follows:

Memorandum

Purpose

1.1 The purpose of this memo is to provide further information to Report 582776 regarding

Accessible Walkways.

Background

2.1 At the meeting held 1 May 2014 Members considered a report seeking approval on priorities for the annual accessible walkways budget. At that meeting it was resolved:

“That the Report on Accessible Walkways South 2013/14 lie on the table until next month’s meeting.”

2.2 It was requested at that meeting that more information be presented on a number of

options to use this funding, and that the funding be split between Waiouru, Raetihi and Ohakune.

Discussion

3.1 The maximum gradient of a slope for accessibility (for the building code) is 1:12 and 1200mm wide. All accessible walkways would need to be developed with that requirement in mind.

3.2 It is proposed that the budget be split in the following way: $10,000 to Waiouru, $15,000 to

Raetihi and $15,000 to Ohakune. 3.3 Waiouru

3.4 It is proposed that an accessible walkway be created in the area where the Waiouru Primary School, the Army Museum, Department of Conservation and Council have partnered in a planting area. There is a table located at the top of the knoll which a new accessible walkway could lead to. This land is owned by the New Zealand Defence Force, therefore owners permission would be required. It is expected that this permission would be forthcoming due to the earlier planting partnership in this area. It is proposed that Council requests partnership with the Defence Force, whereby a community project with labour for the excavation, framing and laying of the concrete could be sought, which would enable a longer length of walkway within the available budget.

3.5 Raetihi 3.6 There are two considerations for accessible walkways in Raetihi. The initial thought was a

concrete walkway encompassing the Raetihi playground. This would link to a new carparking area that is to be established on the Parapara Road side of the playground. It would enable those with accessibility issues to be more fully engaged in the activities of the children in this area.

Option A 88 metres: $8,600

Option B 110 metres: $10,700

Option C 110 metres: $10,700

3.7 The other consideration for Raetihi was for a walkway from the eastern side of ParaparaRoad to the glow worms cutting. While this is a night time activity and use by those withlimited accessibility would need to be supervised for safety, it would also provide a lovelyday time walk. This work could be completed in partnership with Raetihi Promotions workbeing done on the Makotuku walkway. This walkway could potentially be a differenttreatment to concrete due to the more natural area, and could either come through theRaetihi Camping Ground (yellow), which would require discussion with the lease holdersof the camping ground, or along the Makotuku River (red). The estimated cost for thiswalkway to be completed in concrete is:

Yellow: 90 metres, $8,900Red: 130 metres, $12,800

3.8 Ohakune

Ohakune 2000 has expressed an interest in extending the concrete walkway from JubileePark which finishes on Raetihi-Ohakune Road, which was completed in 2012/13. The newwalkway would start on the opposite side of the Raetihi-Ohakune Road, leading behindthe reserve and extending to the carrot. While the proposal has not yet been drawn up,the estimated cost for the full length of 450 metres is $44,000. Ohakune 2000 areprepared to contribute towards this project through fundraising and accessing externalgrant funding. It is possible that this amount could be handed over to Ohakune 2000 to beringfenced for this project to enable the raising of additional funds.

Purpose of Report

1.1 The purpose of this Report is to request Member’s approval on priorities for the annualaccessible walkways budget.

Discussion

2.1 An annual budget of $20,000 for the south of the District has been in place since the2012/22 Long Term Plan. There is currently $40,000 available to complete concrete(accessible) walkways within Council parks and reserves. This figure is $20,000 carriedforward from work not completed in the previous year and the 2013/14 allocation.

2.2 The draft Exceptions Annual Plan 2014/15 has removed the allocation for the nextfinancial year.

2.3 It is understood that Ohakune 2000 would like to extend the concrete walkway fromJubilee Park which finishes on Raetihi-Ohakune Road, which was completed in 2012/13.The new walkway would start on the opposite side of the Raetihi-Ohakune Road, leadingbehind the reserve and extending up to the Carrot. The proposal has not yet been drawnup, so the total length of a walkway is not yet known. Ohakune 2000 are prepared tocontribute towards this project.

2.4 A general tidy up of the Raetihi Parapara Road playground is planned by the end of thisfinancial year. Included in this is a new concrete path leading to the playground area. Thebudget for this concrete path could come from the accessible walkways budget.

2.5 Members are requested to provide other recommendations for use of this budget withinthe Waimarino/Waiouru area.

2.6 It is recommended that the Waimarino/Waiouru Community Board provide guidance onpriority for Council officers information.

A new Raetihi Water Supply Consent has been lodgedwith Regional Council. It has approval in principal from affectedparties, Department of Conservation, Fish and Gameand Iwi. The processing may be delayed and processedwith the Wastewater Resource Consents. Horizonshave asked for more information around a small numberof points and this data is being collated and added to thelodgement in October 2015. Additional information asrequested by Horizons has been sent to support theapplication.

Horizons are reassessing flood mapping as theyincorporate data from the 100 year flood to assessmanagement of the Mangawhero River and associatedstreams. The draft report by Horizons Regional Councilwas presented to Council on 27 October 2015. Councilagreed to support the draft document and HorizonsRegional Council were to investigate the establishmentof an Upper Mangawhero and tributaries scheme.

Horizons, RDC, RAL and Iwi will preliminary look at theparameters around which the fine money may beallocated within Raetihi. This will be followed up withconsultation with the Raetihi community.
