Regular Baronial Gatherings

Tuesdays at 6:30 PM: Fighters’ Practice is held in Howard Amon Park in Richland.

Fighter’s Practice includes practice for heavy armored combat and rapier combat. Non-

fighters are encouraged to attend, bring projects to work on, observe and ask questions.

Newcomers are always welcome. Call Sir Dyon at 509-627-0142 for more information.

Check the calendar, because Wastekeep fighters are now traveling to Vulkanfeldt for

practice on the 4th Wednesday of the month and will not hold a practice here on the

4th Tuesday. Vulkanfeldt’s practices are held in Zillah at Stewart Park. Emails about

carpooling plans come out on the fighters’ email lists. For those who would like to keep up to date on what’s going on with practice, send an email

to subscribe to the fighters’ emailgroups:WasteKeepHeavyFTR-

[email protected] or for rapier [email protected].

2nd Thursdays: Baronial Council (Business Meeting) This event is not in costume, and

newcomers are always welcome. It is here that upcoming activities are planned, budgets

are discussed, etc. All are welcome to contribute ideas. The meetings begin at 6:30 and

are held at Round Table Pizza on Court Street in Pasco.

Pages will be meeting somewhat irregularly over the summer. Contact Baroness Stjarna at

[email protected] with questions. Watch the email list for updates.

Armoring/Arts & Sciences: Meeting weekly on Wednesdays at 6 PM at Master Ulrik’s

house at 3310 W. John Day Ave. in Kennewick. Please call Master Ulrik at 509-987-5109

to let him know that you are coming, preferably the night before, so that he is free to

make other plans if no one will be attending.

publication of SCA, Inc., and does not delineate SCA, Inc. policies. The Barony of Wastekeep

was founded in 1979, and is located in the Tri-Cities, Washington and the surrounding area.

Baron’s Ball and Tournament

September 30-October 2nd

When Harvest time draws nigh, one thinks of plentiful food, dancing, sport, and

merriment. Come and join the Barony of Wastekeep for our Annual Baron’s Ball

celebration and tournament as we gather along the confluence of two glorious rivers

under the trees and enjoy the company of friends and family from near and far.

We will be having competitions for the Baronial Arts and Sciences Champion,and the

Baronial Bardic Champion.

As this is a Fall event and the holidays will be approaching, the Autocrat would like

to request that everyone attending this event bring at least one can or box of non-

perishable food for the local food bank.

There will be a Potluck Feast on Saturday evening. The Barony will provide the meat.

This will include Beef and Poultry. Others please bring enough to serve 8 for each

adult member of your family or group. Please bring food according to the following

list of mundane last names:

A-G Side Dishes (i.e., veggies, salads, hot dishes - there are

electrical outlets to plug in crock pots and such.)

H-N Bread and Cheeses

O-U Desserts

V-Z Surprise Us!

We will be having a dessert auction as a fund raiser for Raven Travel Fund, so please

bring a dessert contribution.

In addition there will be an Arts and Sciences contest for the best Children (5-11)

and Youth (12-17). There will be a prize for each category. A couple of archery

contests will be hosted by Master Ulrik Grimwolf.

NEWS FLASH 8/18/11: I have received news that the Large bath/shower/medical

electricity building has been burned down by arsonists. I went to see it todayand

spoke with the ranger about options for our event. Hopefully the building will already

be taken down to grade. (It’s rather smelly right now!) There will be some biffies

around that area. They are trying to put together a couple of temporary showers for

us to use as well. Camping and so forth will be as usual. The electric that may be

available will be coming from a power pole out in the field, so longer extension cords

would be necessary and keeping it to medical equipment need only. It will probably not

be good to try and power electric for appliances in the RV’s.

The Rangers always take such good care of us that I am sure everything will work out

and it will not affect the event in any noticeable way. We look forward to seeing

everyone at the end of September.

Classes: Medieval Grain Threshing Demo/Workshop: Saturday at 1 PM Aerngaldra

Hrafnskald will be giving a medieval grain threshing demo/workshop using period tools. Have you ever wondered how grain was harvested and processed in period? We will be threshing wheat gleaned from

Palouse fields with flails and then winnowing it using baskets. This workshop is free, and hands-on participation is heartily invited. Wear clothes you can move in and get chaff on. Informational handouts

will be provided, as will sweet, home-pressed apple cider to quench the thirst of the threshers. :)

Tool Handle Making Workshop: Saturday at 11 AM Aerngalra Hrafnskald will be teaching how to

make wooden handles for tools (hammers, axes,etc.) using a shaving horse and drawknife. This is a hands-on workshop where participants will be invited and encouraged to use tools and make a handle. If

you have something that needs a handle, bring it and we'll see what we can do. Shavings will fly, wear clothes you can move in and get shavings on. This workshop is free, and all materials are provided.

Chain Maille Class: Saturday, 10 AM, My Lords and Ladies! Have you ever desired to learn to make

chainmail? Something with a bit of “wow” factor to it? Now is your chance. In this class you will learn

how to weave Byzantine style and make a bracelet. All supplies and instructions are included to complete a beautiful piece of jewelry you can wear. Rings will be aluminum, so if need be, the rings can be bent by

hand. Class size limited to 10, and a $3 supply fee is required to cover the costs of material. Class will be taught by HL Epona Ehwaz, who has been making maille jewelry for several years now.

Target Archery Marshall: Sunday morning after court, taught by Sergeant Ronan McKay. This class

will include safety on the range, inspections of equipment, how to run a line, how to set up a range and then cover any questions. After completing this class you can have him sign off on becoming a Target

Archery Marshall.

Site Rules:

* Alcohol is permitted, but must be in period containers and not dispensed from containers

larger than 2 gallons. Persons possessing alcohol MUST be 21 or over.

* Vehicles are not allowed on grass, other than to unload and load. All Vehicles must be

parked in the main parking lot after unloading.

* There are no hook ups for RV`s. Generators use is limited to the hours of 8-10 a.m. and

3-5 pm to ensure minimum disruption to attendees. RV’s must park in the boat launch parking

area.

* Site is pet friendly. You are responsible to keep your animal confined or leashed at all

times and pick up after them.

* Please respect the people around you and their encampments.

* The ground may be uneven. Please be prepared if you have ankle, knee or walking

difficulties.

* There are very few water faucets available, please bring your own water.

* Lost and found will be located at Gate.

*Fire Safety Rules (these can change daily if conditions require it.)

Fire pits must be 18 inches or higher off the ground.

A water/sand bucket or extinguisher next to each fire (must be in sight).

All Fires must be attended at all times, unattended fires will be extinguished!

items contributing to the understanding and enjoyment of art, nature, history, music,

Minutes of Wastekeep Baronial Council

The meeting was called to order by the Seneschal at 6:35 at Round Table Pizza in Pasco. In attendance: Cat, Dyon, Phillip, Styrkarr, Stjarna, Svann(Sonja), Marcia, Inguz, Arndis, Ysabella,

Gusir, Delia, Ulrik, Meghan, Gudrun, Thorkell, (with Kora and Lili), Sadhbh, Brighid, Sigmundr, Rowena,

Victoria, Roth Minutes: August minutes approved with a change on Chirurgeon‟s report that the word Baron‟s should

be changed to Sergeants‟. Old Business: Money handling policy: Catriona had questions about the policy on voting on all

reimbursements, because we haven‟t usually voted on minor amounts spent by officers. Most thought all

of those amounts should go into the minutes. Other than that, a couple of things might be moved into different sections to better fit the headings. Inguz or the committee will rewrite and publish again.

Pavilion repair/replacement: Marcia brought fabric for possible use for pavillion top. It is 15.95 a yard for sunbrella fabric, made for marine use and awnings. It is 46 inches wide but may be able to get it

wider. Do we want white? Some felt we need to go with a different color so it won‟t get as many bird stains. Marcia thought that the stripes on the striped fabric were very narrow. We would need more

fabric to make stripes work. Mairghread also sent out some sites for people to look at. There was

discussion of whether it needs to be vented but no clear agreement. We need more details down before we make more inquiries. Her Excellency will head up a committee that will meet for the first time on

Friday afteernoon at Baron‟s. Baron’s: 2 merchants have registered. The major bathroom with showers was destroyed by arson.

Biffies will be set up there and the other restrooms will be open. We will issue the already approved

check for 50.00 for prizes. She wondered if we want to spend money for a shower/biffies. It was moved and seconded that we pay for an extra cleaning of the biffies if needed. If anyone else is sponsoring a

contest, contact Mairghread. She is sponsoring an arts contest for youth and children. She needs to hear from the arts champion. Ulrik will run archery. Ulrik will contact the Arts Champion. His Excellency will

donate a rawhide sword for the main prize. Her Excellency will run the bardic if needed. Svana will run the animals from vegetables contest along with other kids activities. We might need traps for yellow

jackets because some other users of the park have reported that there are a lot there right now. Friday

night there will be root beer floats after the dancing, provided by Ulrik. Inguz would like to sponsor either a heraldry or a heralding contest. Baron‟s will be part of the tourney circuit. Merchants need to contact

Mairghread. There is a sign up sheet for gate duty on the website. Her Excellency has received an email with questions about the RV fee and why people have to pay both

the site and park RV fees. Ysabella has already talked to some who have concerns but the RV fee goes to

the park and RV users can‟t expect other campers to absorb their costs. A vote was taken and approved up to $100.00 for lighting for the Ball. They are looking at 3 -4 sets o@

9.99 each for LED lights, some wire to make holders for the lights, and some candles for some hanging candelabra.

Yule Feast: 2nd weekend in December. December 10. Their Excellencies are autocratting and are looking at Bethel Church in South Richland. Their Excellencies have friends who would have to sponsor us to rent

it. The fees are $50 and $25 extra for the kitchen for a site that is twice as big as the Richland Masonic

Hall. This might be a no alcohol site. Buddy has reserved the Richland Masonic Hall if we need it but most agreed that we have outgrown that

site. They are thinking of having a contest for best Yule story. We will skip the gift exchange this year except for the kids.

Officer’s Reports:

Seneschal: Nothing new to report.

Baron & Baroness: Their Excellencies went to Crown where His Excellency came in 4th. His Excellency

talked to Sir Torfin about the buckles. He is not taking any new projects that are not medieval. His Excellency asked him to design something more period for us and we‟ll pay him for the design. He will

get back to us within a month. His Excellency will be at Border War. He will be taking Phillip as a squire

at Baron‟s and Daegar will squire Diego there also.

Reeve: The balance is $8251.53 in checking and $1444.37 in savings.

Chronicler: Turned in receipts for $59.54 for printer cartridges and binder . The cartridges should cover a year‟s worth of printing of draft and final file copies for The Word. The binder is for keeping file copies.

The amount was approved by the council.

Webminister: We now have a Kingdom web minister and Ulrik now has to do quarterly reports. There

are a lot of new regulations coming out.

Herald: Please sign up to help with heralding at Baron‟s Ball. Some of our heralds have some health

issues that make them not able to do long periods. They will have a contest for adult, youth and child.

Marshal: It is starting to get dark a bit sooner so we are now meeting by the tennis courts where there are lights. Ulrik has put in a request for the New Horizons building again but at this point it is iffy if it will

be available. We are having war practice at noon Saturday at Howard Amon. Castle workshop at Arianwen‟s starting at 10 or 11. She will provide snacks and a meal. Ulrik is moving Pages to the castle

workshop so they can help out. We are hoping to paint Arthur‟s device on one of the merlins. Styrkarr will

do the painting.

Chatelaine: Was not able to be present due to illness. He is continuing to give out brochures at practice.

Gold Key: Nothing to report. Rowena needs the trailer to be moved while she is having some concrete

moved. Styrkarr will move it to Xarrmon‟s temporarily.

Dean of Pages: Ulrik moved the meeting to Arianwen„s on Sunday. Wear work clothes and come to help

with the castle.

Ithra: We have 3 openings left if anyone wants to sign up. Forms are on the website or she has

brochures. All the info is on the website.

Librarian: NTR

Canton: As You Like it is Nov. 5 in Waitsburg Town Hall. Darby will do feast-ocratting with help of some kids. They would like for kids to help with gate, heralding, etc. It will be a served feast. Thorkell has an

article to share about An Tir West.from the Curry Co. Reporter.

The next council meeting will be here on Thursday, October 13th.

Proposed Money Handling Policy for the Barony of Wastekeep

(a vote to approve this policy will be held at the October Council meeting.)

I. Normal Business

An expense report form must be completed for all disbursements.

All disbursements except for officer expenses under $50 will be approved by a majority vote at an open baronial council meeting. This approval will be documented in the baronial minutes.

Disbursements for officer expenses of less than $50 per month can be made without further baronial council approval. It will be reported at the baronial council meeting where the disbursement is made. Such disbursements are subject to a majority vote to disallow reimbursement at that baronial council meeting should a member question the appropriateness of said expense.

Expenses shall be reimbursed by the Exchequer based on receipts tendered accompanied by the expense report form. In all cases, written receipts must substantiate disbursements.

Approval by a majority vote at an open baronial council meeting must be obtained to reimburse an expense without an accompanying receipt.

Photocopies of receipts shall be maintained for the baronial records to ensure that the barony maintains auditable records. (Many modern receipts fade rapidly over time.) It is strongly recommended that photocopies of the receipts be submitted for reimbursement with the expense report form.

Fees may be paid based on invoices accompanied by an expense form.

Honoraria may be paid based on Financial Committee approval (a copy of a letter thanking the person included with the check serves as the documentation).

Advances must be reconciled within 100 days. Extensions beyond 100 days require the approval of the Financial Committee.

Payments to the barony for items purchased with baronial funds such as unused food shall be documented using a duplicate receipt book with both the Exchequer or designee and the person making the payment signing the receipt.

II. Gate

A. Pre-event

Advances for gate change funds will be issued no earlier than at the last open baronial council meeting before the event. The amount will vary depending on the size of the event and the amount of change gate will be expected to make.

Advances for fees will be issued as needed after being approved during an open baronial council meeting.

Advances for estimated costs of food or other event supplies will be issued when approved during an open meeting of the baronial council. It is recommended that such advances be made as close to the event as feasible so as to reduce the chance of real or perceived mishandling of SCA funds and to be able to reconcile within the 100 day limit.

B. Event

NOTE: An adult is 18 years of age or older per mundane law.

A least one member in good standing will be at the gate at all times when it is open. Additional volunteers are welcome but must be at least fifteen (15) years of age. It is preferred that volunteers be members in good standing.

Only adult members in good standing will handle money at the gate. When there is more than one member in good standing, one of them will be designated Lead and will be responsible for the cash box.

For kingdom level events, at least one adult Wastekeep member in good standing will be at the gate with at least one other volunteer. During periods of increased activity, additional volunteers may be needed.

If cash must be obtained from someone on site for the gate, a check will be given to that person to cover the amount. There will be no “loaning” of cash with the person reimbursed from the gate receipts later in the day.

No expense receipts should be reimbursed from the cash box. Use a baronial check. If that is not possible, use a duplicating receipt book and have the receipt signed by both the person issuing it and the person receiving the cash. Place the barony’s copy in the cash box with any support documentation like a store receipt or bill of material.

A duplicate receipt book will be kept at gate to document any cash transactions not related to site fees and to provide, to those members who want one, a receipt of their gate fee.

If people request refunds at the gate, use checks to issue the refunds after making sure their

reservation check cleared. If it has not, get their address and send the refund check to them after

the event when it does clear. Do not issue refunds in cash at the gate.

If an attendee is not a member and there is a Corporate Non-Member Surcharge in effect for

that event, they must pay this additional fee. After the event, the amount is calculated and sent

in as the current requirements dictate. The Gate Reconciliation form has a column to help

calculate this amount.

When the gate is shut down, the cash box will be taken by one leader of the event while the gate sheets are taken by a different leader of the event. They will be returned to the gate when it is reopened. These leaders cannot be part of the same mundane household.

The money from the cash box must be secured at all times. When it is not in the cash box at the gate in the presence of the gate attendants (such as when the gate is shut down), it needs to be safeguarded. Don't make it public knowledge where the money stash is. Examples of what can be done include using an on-site safe, placement with

other items that are kept under constant guard or placement into a cooler under a blanket used as a chair.

C. Deposits

Removal of money from the cash box to deposit it (known as count out), requires two people: a member in good standing and the Seneschal, Exchequer, Autocrat or previously approved Wastekeep member in good standing. Each person independently counts the money and confirms the deposit slip.

Use disposable sealable bank bags, and include a SASE to the branch's mailing address. At regular intervals (more often during peak times, less during slow times), count out cash equal to the total minus the starting cash, and remove it and any checks from the cash box. Place it in sealed or locked bank bags with a detailed count of bills and checks. Put a SASE addressed to the branch in the bag. Store these in a safe place until they can be transported to the bank drop or money conversion point.

If the event is small enough, a single deposit may be made after the close of the event. For larger events, have two people drive the money to the bank or money conversion point as needed to keep the amount of cash at the event site reasonable.

D. Reconciliation

Comparing the gate sheets with the money taken in to ensure they match should be done as soon as possible, ideally before the event is over.

The Exchequer or designated alternate with the Autocrat, Seneschal or designated alternate will match the money taken in with the money recorded on the gate sheets plus any other money transactions detailed on the barony’s copy of receipts placed in the cash box. Don't forget to remove the "starting change fund" from the amount collected before determining gross income.

The reconciliation will be documented by having the individuals performing it sign the attendance list.

E. Post-Event

If reconciliation did not happen at the event, it should occur within 7 calendar days unless extraordinary circumstances prevail.

All event funds should be deposited within five business days unless extraordinary circumstances prevail.

III. Exceptions

Requests for money between meetings that cannot wait for the next baronial meeting shall be approved by a majority of the Financial Committee or of the major officers and documented at the next baronial council meeting.

Sergeant Phillip de Mantel

Phillip de Mantel was born at Malinwood Keep in

the year 1388, the first child of Dyon de Mantel and

Catriona of Rathcroghan. The de Mantel family

line can be traced back to the Norman invasion.

They have long held lands in England at Drayford

on Severn, lands currently held by Phillip’s

grandfather.

Dyon’s lands in Ireland were acquired by his great

grandfather, who was one of the barons who

fought to push Felim O’Connor out of Connacht

and received Irish lands in exchange for his service.

Phillip has travelled to his Grandfather’s estate at

Drayford several times. While his younger brother

Seamus went to live at Drayford for several years, Phillip remained at Malinwood.

While his father is continually annoyed at his lack of interest when it comes to assisting

the steward in management of the lands, Phillip has proved himself useful in

negotiations and dealings with neighboring lords, both English and Irish.

He has also made regular trips to nearby monasteries, though much to his mother’s

disapproval, these trips are more about securing uisce beatha than prayer.

Phillip has worked to learn what martial skills he could and is a fair horseman.

He longs for the excitement and glory of a serious campaign, and is always eager to

hear news from England, especially any news related to tensions with France.
