December Meeting Minutes The December meeting was called to order at 7:00 p.m. by President Chris Capshaw. Treasurer’s Report- Anita Smith stated that the club is comfortable going into the new budget year and that we will present our charity with a check for $955. Secretary Report –No corrections to the November minutes and they were approved as printed in the December newsletter. Past Events - Reports were given by Pete Olejnik for the Highway Beautification. 23 members volunteered so the cleanup was quickly completed. Breakfast afterward at the Western Omelette 2. Unfinished Business: None New Business – Chris Capshaw discussed an email scam that was affecting several club members. Museum update - Barrett Benson was snowed in so no museum update. New Cars or Upgrades – Jodi and Todd DeSchepper have a new puppy named Floki. Good news – bad news suitcase auction. A bonus would be given to the winner of the suitcase by Ron & Debra Wynn who had returned the suitcase. Bob Sanders had the winning bid of $110 and Ron presented him with 3 Broncos 2020 preseason game tickets as the bonus. Governor Report – Wayne Umland reported that everyone should receive their new NCCC cards by January 8th. He explained the Family helping family aspect of the NCCC. The NCCC charity, St. Judes, has been given $31,000 by NCCC to date. He also asked members to not label the NCCC Presidents email as spam. The event dates for RMR are almost set in concrete and a couple chairmen have been appointed. CSCC Charity Presentation – Vicki Ury introduced the head of the automotive department at Daugherty High School, Brad

Wheaton and 4 students to the membership. Brad said that approximately 200 students are in the program yearly. They attend competitions and receive internships from local shops. He was very thankful for the help so he can continue to improve the program. Jerry Stermer who works at the Air Force Academy presented Brad with 4 Chevrolet 454 engines that the academy would no longer be using. These will benefit the program greatly. Vicki presented the check for $955 to the Foundation. Upcoming Events: Christmas Baskets: Brent Renholm reported that the club had been doing this for 36 years so far. That it is a wonderful way to help those less fortunate have food for the holidays. Assembly and delivery

would be on December 7th at James Irwin Charter HS, 5525 Astrozon Blvd., Colorado Springs. Please come out and

help. Contact Brent and Caryn Renholm for details on how to help. Festival of Lights – December 7th evening. Contact Chris Capshaw if you are interested in participating. Still have a few positions available. Members only Christmas Party – December 19th: A Black-tie Christmas. Vicki Ury mentioned you didn’t have to rent a tux but could if you wanted. Just make sure you have a black tie in some way. 4th Annual Pool Tournament: Larry Valentine reported it is Jan. 13, at Fox and Hound. Had 26 entries last year. You don’t have to be a great player, just come out and enjoy friendships and good food. 16th Annual Dub Bridge Card Party: Winnie Bochnak stated it would be January

25th at Wally & JoAnn Bochnak home 45 Pauma Valley Drive (Gleneagle). It is a lot of fun and no it is not real bridge. It is a very simple card game and lots of fun. Guests were introduced by Tom Phillips; Calvin & Debbie Helus, Tracy DeSchepper,

Kevin Mahon, Carl & Carol Marlar, Larry McMillin, and Mark Muren & JoAnne

Rodgers. Calvin & Debbie Helus were voted in as new members. Welcome! Door Prizes Winners - Thank you for door prize contributions from Daniels Long and The Corvette Center. Winners were Tim Collins, Gerry Turner, Jonathan Capshaw, and Elaine Collins.

CSCC Adopt-A-Highway By Tom and Pete, Highway Beautification Coordinators

The CSCC Adopt-A-Highway cleanup was held November 16th with 23 people attending. Since the area we clean is located on fast-foot alley down in Security, there is always plenty of trash to pick up. Fellow member Brian Dahl was rewarded by finding $5! Everyone did a great job and nearly all went to breakfast at a new location, the Western Omelette 2 in Fountain, which seemed to be a great decision. We will schedule another cleanup probably in March.

November 2019 CSCC Ladies Luncheon

A group of 9 CSCC ladies took a break from Christmas shopping and enjoyed a lovely luncheon together at the Fox and Hound Bar and Grill on Saturday, November 30th. We shared stories about vacations, organ concerts, children, and grandchildren.

Christmas Basket Assembly and Delivery Hope everyone is having a wonderful Holiday season! Caryn, Jeremy and I would like to give a very big “thank you” for all the help and support you all gave to make the 37th annual Christmas baskets event a huge success! We delivered 125 baskets to needy families in our community and it would not have been possible without you. We received overwhelming appreciation from all the families. By-Law Review Committee Proposed Administrative Changes

To Rules and Policies The following represents the By-law Review Committee’s recommended administrative changes to our Club’s Standing Rules and General Policies. Only items where the Committee recommended changes are included 2.0 COMPETITION POLICY The Committee noticed a vast disparity between what is written about sanctioned events and non-sanctioned competitive events and feels the two areas need to be consistent. The Committee also feels the below reference to the First Vice President being the approval authority for events is redundant and not necessary, since the First Vice President’s authority in such matters is clearly defined within Article V, paragraph 2.2 of the By-laws. The Committee noted the cited reference of Section 4.0 B of the Club Event Policy, is an incorrect reference since it deals with financial issues instead of competition, and therefore should be removed. Current Version: A. Sanctioned Events: Sanctioned events will be governed by NCCC guidelines. B. Non-Sanctioned Events: All CSCC activities will be coordinated with and approved by the First Vice President as he/she feels is in the best interests of the CSCC. Non-sanctioned events will be governed by NCCC guidelines and the event chairperson. All safety guidelines will be observed at all times. Awards will be at the Chair-person's discretion. (See Section 4.0, Club Event Policy, paragraph B.) Proposed Version: A. Sanctioned Events: NCCC sanctioned competitive events will be governed by NCCC guidelines and the event chairperson(s). All safety guidelines will be observed at all times. B. Non-Sanctioned Events: NCCC non-sanctioned competitive events will be governed by NCCC guidelines and the

event chairperson(s). All safety guidelines will be observed at all times. Awards will be at the Chair-person's discretion. 4.0 CLUB EVENT POLICY The Committee feels a little more clarification is needed in regard to Club sponsored non-competitive events. Therefore, the following changes are recommended. Current Version: A. Activities: All CSCC activities will be coordinated with and approved by the First Vice President as he/she feels is in the best interests of the CSCC. B. Event Policy Guidelines: Unless otherwise authorized by a vote of the members, events are expected to pay their own way and not be a liability to the club treasury. Each chairperson shall report to the Treasurer the financial results of their event. At a minimum, the report shall include money taken in; expenses; and supporting receipts. 5.0 PUBLICATIONS POLICY The Committee recommends sub-paragraph C be changed to make it grammatically correct. Standing Rules and General Policies cannot be in conflict, contravene or diminish the By-laws. The Committee feels sub-paragraphs (1) and (2) below do just that. In Article V of the By-laws, it clearly states the Second Vice President has the final word on the Club’s website, and the Secretary is responsible for all aspects of the Club’s newsletter. As written sub-paragraphs (1) and (2) below attempts to take that authority away from those officers and give it to the Board of Directors; an action it cannot do. The Committee also feels that, as a practical matter, having the Board review all advertising proposals is unwieldly, causes delays, and creates additional unnecessary work for the Board. The respective officers can certainly be trusted to monitor the advertising. Therefore, the Committee strongly recommends sub-paragraphs (1) and (2) be eliminated, and the following procedures be put in their place. Current Version: (1) Requests to advertise in the club’s newsletter or on the club’s website, shall, at a minimum, be approved by a majority vote of Board members. If the Board feels it appropriate, the advertising request should be taken to the general membership for voting. (2) Any questionable advertisements will be brought up at a board meeting to be approved/disapproved before it can be published. Proposed Version: (1) The Club Officer responsible for a particular venue (such as newsletter, website, or other venue) in which advertising is proposed, shall be responsible for the oversight of any advertisements, pursuant to the officer’s duties in the By-Laws.

At the September club meeting, the club membership voted to have the Bylaw Review Committee’s recommended changes broken up into smaller parts, so they could be more easily considered. Below is the first part, which represents the administrative changes to the Bylaws and Standing Rules. Administrative changes include grammatical corrections and clarifications, and do not change policy or procedures. Also included is the membership approved amendment to change the Dependent membership category to an Enthusiast membership category. These recommended changes have the unanimous endorsement of the Board of Directors.

(2) Club members or Associate members may advertise their Corvette and Corvette related personal property for sale free of charge. (3) Non-members wishing to advertise Corvette or Corvette related personal property for sale will be required to pay a fee established by the Board of Directors. (4) Commercial businesses (whether associated with a member, Associate member, or non-member) will be required to pay a fee established by the Board of Directors. E. To Club By-Laws

The following represents the By-law Review Committee’s recommended administrative changes to our Club’s By-laws. Only items where the Committee recommended changes are included. Cover Page: The Committee observed the term “Inc.” was in the wrong location. It is currently located at the bottom of the page, when it should be located at the

end of the Club’s name. Therefore, the Committee recommends the term “Inc.” be moved to the proper location and should be: Colorado Springs Corvette Club, Inc. Club Emblem: The Committee found the current Club emblem on the cover page, does not comply with the description contained within the By-laws (see emblem description later in this document). On the current Club emblem, the word “Corvette” is grey instead of white as directed by the By-law description. The current emblem also does not comply with the By-law description because it has a yellow border, while the description directs that the emblem have a black border. Therefore, the Committee recommends the current emblem be replaced with the new By-law compliant emblem. Current Version

Table of Contents: The Committee noted the By-laws did not have a Table of Contents and felt having one would greatly assist Club members. Therefore, the Committee recommends a Table of Contents be added. Depicted page numbers are approximate because if the proposed changes are approved and finalized for publication, the removal of unneeded text will shorten the total length of the document. As a result, the page numbers may need to be adjusted.

Current Version: The club emblem shall consist of the words Colorado Springs Corvette Club Inc. The word Corvette is written in white script with all other letters in block style. The words COLORADO SPRINGS and INC. are in black, the word CLUB is red; the background is yellow, and the entire emblem is bordered in black. A set of crossed flags, as found on early Corvette automobiles is positioned on the letter "C" of Corvette. The colors of the emblem represent the Club colors and shall be used on official Club patches and decals. A likeness of the emblem may be used in publications and on other items without the colors when it is impractical to use the colors of the Club or the word “Inc.”. Therefore, the Committee recommends the last sentence be corrected. The proposed change does not alter the meaning or content of the purpose statement. Current Version: The general purpose of the CSCC is to encourage planned trips, events and social activities for members of the CSCC; to act as a source of technical information; to establish rules and regulations covering all activities of the CSCC; to provide and regulate events and exhibitions of Corvettes; and to encourage careful and skillful driving on public highways; and to own personal property as individual to the foregoing purposes.

ARTICLE II 1.0 MEMBER The Committee noted the By-laws did not recognize dual-club membership, even though our Club has been accepting dual-club membership for a few years. The Committee felt dual-club memberships should be officially recognized. It was also noted the proper identification of other organizations was not correct. When an abbreviation of an organization is used in a document, the first time the organization is mentioned the full name is used with the abbreviation in parenthesis. Subsequently the organization is then represented by the abbreviation. Therefore, the Committee recommends the following change. Current Version: NCCC members of other Clubs; or Rocky Mountain Region members that wish to transfer to CSCC may do so by: Proposed Version: Members of clubs belonging to the National Council of Corvette Clubs (NCCC) or the Rocky Mountain Region (RMR) that wish to transfer to, or maintain dual-club membership with CSCC may do so by: The Committee felt the Club’s requirement to have a member of another NCCC club submit a letter explaining why they want to join our club, in addition to a member- ship application was redundant and unnecessary. The application itself is a written request and is adequate for a new member, so why wouldn’t it be adequate for a person already in another NCCC club? It is felt the mere desire to join our club is a sufficient reason. Therefore, the Committee recommends sub-paragraph 3 below be eliminated.

Current Version: 1. Filling out a CSCC on-line (or hard copy) membership application; 2. Obtaining a CSCC sponsor; 3. Providing the membership application and a written request for membership (in writing) to the sponsor (that explains the reason for transfer and how they plan to benefit the club). The Committee further felt that acquiring a replacement Corvette is a major endeavor, and more time should be allowed before a member is required to become an Associate member. Therefore, the Committee recommends sub-paragraph C below be changed.

Current Version: C. Members shall have 90 days in which to acquire another Corvette, at the end of 90 days, membership shall be changed to associate membership status. Associate members may not hold any office in CSCC and proof of ownership of a Corvette will revert associate membership to full membership. Proposed Version: C. Members shall have till the end of their current membership or 90 days, whichever is greater in which to acquire another Corvette. If at the end of this period the member has not acquired another Corvette, their membership status shall change to Associate member. Associate members shall

have all privileges of Primary members, but may not hold any office. Proof of ownership of a Corvette will revert Associate membership to full membership. 1.2 DEPENDENT MEMBER A recommendation to change the Club’s Dependent membership category to a category more closely resembling the NCCC Enthusiast category, was submitted and endorsed by the membership. Therefore, the Committee recommends paragraph 1.2 be changed. Current Version: 1.2 DEPENDENT MEMBER The child of any primary or spouse member, who is between the ages of 16 and 21 years of age, shall become a dependent member upon payment of $10.00 annual dues. They shall be entitled to all rights and privileges, except they may not vote until age 18; and they may not hold office. Participation in speed events will be in accordance with National Council of Corvette Clubs, Inc. (NCCC) rules. Proposed Version: 1.2 ENTHUSIAST MEMBER A. This membership is available to anyone who is a Corvette Enthusiast who meets the requirements of this section. In the case of a dependent or other family member of a Primary or Spousal Member, any requests for such status shall be directed to the Board of Directors for approval. In the case of non-dependent or non-family members, they must comply with the 3 meetings and vote requirements set forth in Section 1.0 of this Article II. All applicants must pay $10.00 annual dues to initiate or maintain their membership. B. Enthusiast members need not comply with the Corvette ownership or other membership requirements set forth in Section 1.0 of this Article II, nor are they required to be members of NCCC, except that they must be at least 16 years of age. If they are between 16 and 18 years of age they must be the

dependent or other family member of a Primary or Spousal member. An Enthusiast member shall be entitled to all of the privileges of Primary members except the rights to hold office or vote. 4.0 FEES The Committee noted the identification of RMR needed to be corrected. Current Version: Fees shall be assessed in accordance with CSCC, NCCC Rocky Mountain Region (RMR), and NCCC financial policies. MUSEUM NABS LAST (ALMOST) C7 STINGRAY

When the last C7, a black Z06 Stingray coupe with manual transmission, rolled off the Corvette Assembly Plant line, it ended the Corvette era of front engines and manual transmissions. The Z06 was purchased at the Barrett Jackson auction for $2.7 million, with proceeds donated to the Tunnel to Tower charity. But what happened to the next-to-last C7? You’re right if you said the NCM purchased it. As you know, NCM was created to house the history of the iconic American Sports Car, and now the next-to-last C7 has joined the Museum’s collections. You may wonder how this happened...here’s the story.

General Motors, the Assembly Plant, and NCM work together to preserve the history of Corvette. When planning the C7 final production units, GM and Harlan Charles, Chevrolet Corvette Product Marketing Manager, asked NCM if there was any interest in obtaining one of the last C7’s.

The Museum already owns several Stingrays, from the early models to the C7 generation. So, Museum President and CEO, Dr. Sean Preston, said he was thrilled that GM offered NCM the opportunity to buy the next-to-last Stingray coupe with manual transmission, as it would be the “bookend” to the collection.

With NCM’s answer to GM a resounding” yes,” the next step was to raise funds for purchase. Enter Ivan Schrodt, a lifetime member, past NCM board member, and longtime Museum donor. As a 2016 Z06 owner and knowing what an incredible car the C7 is, Ivan and wife Mary generously donated the funds to purchase the next-to-last Stingray coupe. Excited to acquire this particular C7 for NCM, they’re especially glad it will be in the Museum forever!

The Corvette was spec’d out with a purpose - a white exterior and red interior just like the very first Corvette, except for the 1953’s auto tranny. Finishing touches include autographs on the engine cover by representatives of the Corvette Assembly Plant and Schrodt. The Stingray coupe was presented to the Museum on November 20 in a ceremony on Corvette Boulevard. Driven down the Boulevard and Victory Lane by Dr. Preston with Schrodt in the passenger seat, it then joined the “Generations” exhibit in the Museum’s Skydome.

You can see this very special Stingray on your next visit to the Museum. I plan on seeing it during NCM’s April 2020 Michelin Bash; I hope you’ll join me!

RAFFLE At the January 2020 meeting I’ll have the Corvette Raffle Ticket Form for $20 tickets for a Black C8 Coupe, to be drawn on April 25, 2020 at NCM’s Michelin Bash.

RMR (Rocky Mountain Region)

In our club, we recently renewed our membership. Our renewal fees cover Club dues, NCCC dues, and Rocky Mountain Region (RMR) dues. This note discusses RMR – what is it, and what you might be missing.

The RMR has 3 officers, and 9 Governors (1 from each club). The Officers are the Regional Executive (RE) Pete Urenda, Regional Competition Director (RCD) Lorren Lowen and Regional Membership Director (RMD) me. Pete maintains the region, Lorren keeps the competition rolling along, and I collect dues, and recruit. The RMR is financed via the $5.00/person/yr. membership, and $10.00/event/yr. dues; the Regional Event, and National Convention profits.

Governors propose rule changes, vote, and keep the Officers in line ;-) The governors decide if there will be Regional Event, National Convention, Regional Banquet, how many sanctioned events a club can offer, the amount regional Dues, etc. The governors run the region.

RMR activities include a Regional Event, National Convention, and Regional Banquet. The Regional Event is a mini-convention and will be held in Casper Wyoming on Labor Day weekend 2020. The Regional Event will sponsor an Auto-x, Car-show, Rallye, Funkhana, and dinner party. The National Convention was held in Denver this year, and is, traditionally, offered in the RMR on 10-year anniversary of NCCC (2019, 2009, etc.). The Regional Banquet recognizes the competitors’

accomplishments and is typically a dinner party 😊.
