EXPLANATION: The Enhanced Long- Term Care Home Renewal Strategy was initially announced in October 2014 to support the redevelopment of more than 30, 000 LTC beds in over 300 designated Level " B" and Level " C" LTC Homes in Ontario. The Golden Manor is a " B" level home, and therefore eligible for redevelopment. On September 26, 2017, Council accepted the proposal submitted by the consulting team of L360 ARCHITECTURE and Glos Associates Inc. to undertake the First Phase Feasibility Study of the redevelopment options for the Golden Manor. June 2018, the preliminary report was received and reviewed by the Golden Manor Committee of Management. January 2019, Council approved that the Golden Manor Committee of Management proceed with an analysis of the redevelopment options as presented in the Feasibility Study Report. June 2019 the Committee of Management supported the recommendation contained within the Feasibility Study to build a new LTC Home. This will include redevelopment of the existing 176 beds and application to develop 16 new beds to create a 192 bed home when the anticipated MOLTC application opportunity arises. November 2019 Committee of Management agreed to proceed with updating the conceptual design and engaging project management support to complete the application. December 4, 2019, an Additional Services Order was authorized to engage L360

ARCHITECTURE to assist in developing updated design requirements to support theredevelopment application for additional beds.

December 16, 2019 the MOLTC announced that the deadline for application submission

had been extended to March 30, 2020.

January 14, 2020 an RFP for Project Management support was issued ( closing January28, 2020).

February 2020, Council approved the recommendation of the Golden Manor Committee ofManagement to proceed with application to the Ministry of Long — Term Care for a hybrid

redevelopment project which will involve redeveloping 176 existing LTC beds anddeveloping 16 new LTC beds.

June 2020 Application for redevelopment of 176 beds and development of 16 new beds

was submitted to the Ministry of Long- Term Care.

April 2020 a Request for Qualifications ( RFQ) with the following evaluation criteria wasissued to pre- qualify architectural firms who will be invited to participate in a Request forProposals ( RFP) process.

Through this process three proponents were short- listed who are qualified to participate in

the RFP.

August 2020 a Request for Proposal ( RFP) was issued to select an architectural firm which

is interested, qualified and capable to act as Prime Consultant to provide comprehensive

FINANCIAL AND/ OR HUMAN RESOURCE IMPLICATIONS:

The City will borrow the funds for the redevelopment project. Once the project is completeand meets all applicable conditions, the MOLTC will provide the City of Timmins with aConstruction Funding Subsidy ( CFS) which is a per bed per day ( per diem) funding paidover 25 years to assist with paying down the debt.

The city will be eligible for a one- time $ 250, 000 planning grant once a DevelopmentAgreement has been signed with the Ministry of Long- Term Care.

The provincial government has also announced a development grant of between 10% and

17% of eligible costs, but few details are available on how this will be calculated.
