    PROLOGUE

    Through the Eyes of the EnemyPortland, Maine (September 10th 2001)

    Wal-Mart, McDonalds, Holiday Inn. As

    he turned onto Gorham Road from I-295, he

    stared at the corridor of gaudy neon signs

    with awe and contempt. This is the real

    America. Not the steel towers of Manhattan,

    or the Roman architecture of Washington. And

    I should know. Ive been in this country for

    the better part of two years, all over this

    country, and this is what I have seen

    everywhere.

    Wendys, Home Depot, Starbucks. These

    were the things that America contributed to

    the worlds society. Lots of money and power

    and instant access to material possessions.But this was a Godless way, and a soulless

    place. He looked forward to leaving it.

    Then he thought about his journey planned for

    the next day. He should be scared, but he

    really wasnt. Maybe it was ego, knowing

    that he would take an important place in

    history. But that wasnt it, although he did

    enjoy the fact that he was the missions

    commander, and in the last several months had

    become responsible for so much more than

    that. Tonights meeting was proof of that.But no, it was the vision of the journey

    itself that held the fear at bay. He

    pictured himself soaring straight into the

    gates of Heaven.

    Muhammad, iwa! screamed the man in

    the passenger seat as he instinctively threw

    his arm across Muhammads chest. Muhammad

    instantly saw that he was about to run a red

    light and slammed on the brakes. A brief

    instant of anger flashed through Muhammads

    mind at Abdul, but then just as quicklyshifted back to him.

    Thank you Abdul. Im sorry, he said

    in English, then switched to Arabic, my

    thoughts were not where they should be.

    Of course, Muhammad. There is much to

    think about right now, Abdul returned inArabic.

    That was stupid, Muhammad silently

    cursed at himself. Abdul didnt know it, but

    not that long ago Muhammad had been stopped

    for speeding in Florida. He had put

    everything at risk, for nothing. And even

    more so now, coming all the way here to

    Maine, putting everything in jeopardy on the

    eve of the attack. But tonight will be worth

    it. Focus.

    He put his mind back on the route. Heand Abdul had been at it for over three

    hours. Theyd been shopping at Wal-Mart and

    a few other places, had dinner at Pizza Hut,

    and made a couple of ATM stops, all with

    absolutely no signs of surveillance.

    Muhammad made one last circle of Maine Mall,

    then merged back onto I-295 and headed east

    to their destination. A few miles later he

    pulled into a gas station and filled up his

    rented Nissan, while really using the vantage

    point to scan the parking lot of the BestWestern across the street. Everything looked

    calm and normal. It was, after all, a Monday

    night. Muhammad looked at Abdul and nodded.

    Abdul pulled a cell phone out of his coat

    pocket and dialed the number that Muhammad

    had charged him to memorize a few weeksearlier.

    This is John, is Peter home? Abdul

    turned off the phone and nodded at Muhammad.

    He had received the right response. Muhammad

    finished refueling the car, one less thing to

    worry about a few hours from now, and drove

    across the street to the Best Western parking

    lot.

    Room 217, said Abdul as they arrived.

    Muhammad pulled into a spot next to some

    bushes that was slightly obscured from thelobby and the road.

    I am going to have you go first,

    Muhammad said to Abdul in Arabic. When you

    are done, I want you to come back to the car

    and get as much sleep as you can. I will

    need you to be alert in the morning and make

    sure I make no mistakes. I do not think I

    will sleep tonight. Muhammad had drilled

    Abdul on tomorrows timeline during the drive

    from Boston. I picked you for this task,

    and the work in Boston, because you are thesmartest man on my team.

    T h a n k y o u M u h a m m a d . I a m

    honored . . . and I will not let you down. I

    am ready for tonight, and tomorrow.

    Muhammad took a moment to focus on the

    immediate task. He quickly reviewed whowould be in the room and whether they would

    oppose him. They did not all see eye to eye.

    Muhammad took a deep breath and thought to

    himself with assurance, I carry the word of

    Muhktar, which as good as word from the

    Shaykh himself. I cannot fail tonight. It

    is as important as what I do tomorrow.

    Muhammad exited the car and pulled a large

    duffel bag from the trunk.

    Muhammad and Abdul headed upstairscasually and Abdul knocked on the door for

    room 217. A man with long hair in his early

    30s, likely a Saudi judged Muhammad, opened

    the door and shut it behind them. Muhammad

    passed him and guessed that he was Abasi from

    Denver. Muhammad approached the far side of

    the room and quickly scanned its occupants.

    Sitting on the small couch was an older,

    diminutive Pakistani. He must be the Imam

    from Toronto. Across from the Pakistani,

    sitting in a swivel chair at a small desk wasanother Arabic looking man with short hair

    and a small beard. If the man at the door

    was Abasi, then this man must be Dumari, the

    Bahraini. All three were dressed in un-

    alerting Western clothes.

    Muhammad turned back to the Pakistaniand bowed his head in deference, Imam.

    Inshallah, Muhammad, the Imam said as

    he rose of the couch.

    Muhammad unslung the duffel bag and

    placed it on the bed. He looked at the other

    two men and asked in English, We are all

    here?

    The man at the desk did not rise. Who

    is this? He said with suspicion and a rough

    Arabic accent as he pointed behind Muhammadat Abdul.

    He is one of my soldiers and he will

    fly with me, Muhammad said, and paused

    intentionally for effect. Tomorrow.

    The Saudi behind Muhammad and Abdul

    spoke for the first time. His English was

    clear and he sounded educated. So this is

    why we meet. He walked in front of

    Muhammad, put a hand on each shoulder and

    kissed Muhammad on each cheek. Then he broke

    into a wide smile. You are Gods warrior,Muhammad. Allah Uh Akbhar! I am Abasi. You

    met my man from San Diego.

    Muhammad returned the smile. Yes, in

    Las Vegas. He was smart, and very helpful.

    Salem alekum. Muhammad turned to the other

    Arab, still sitting. You are Dumari Al-Bahraini. I am told you have done much good

    work here, Muhammad offered as a peaceful

    gesture.

    Dumari stared a hard stare at Muhammad

    and said, This is not the plan. I was with

    Atef in the camps, only a few weeks ago. He

    told me that August was the original plan,

    but that there were problems and that you

    would need more time. I was counting on

    this. He looked betrayed.

    Brother, please. We all work for thesame goal. You will have your chance to

    fight. But Muhktar says our time is now, and

    he speaks with the Shaykhs blessing. Atef

    is very important of course. But he runs the

    war. There. Muhktar knows America and he

    plans the war here.

    And you speak for Khalid Shaykh

    Muhammad? Dumari asked with doubt. How can

    this be?

    Yes. My closest brother, Ramzi, sits

    with Muhktar, said Muhammad with pride.Ramzi was to pilot, with me. But he could

    not get a visa to here. I meet him in

    Europe, and we speak often. Muhammad

    paused.

    Dumari looked at the others. Both the

    Imam and Abasi nodded their agreement withMuhammad.

    Muhammad continued to Dumari. I know

    you were just there my brother, but many

    things have been happening. I have four

    groups ready to go now. Muhktar wants me to

    proceed. The Shaykh agrees. We go tomorrow.

    On this, there will be no more talk.

    But what about all of our work,

    Dumari pleaded. We are ready.

    The Imam, with a rough Pakistani clip,counseled Dumari harshly. No, we do need

    more time. And so do you. You just said you

    were counting on it. If he is ready, we must

    stand aside. He turned to Muhammad with

    excitement. Tomorrow, where do you strike?

    Please, slow down, Muhammad said

    motioning the men to sit. Muhammad sat on

    the bed. Abdul followed suit and sat next to

    him. Abasi sat on the desk and the Imam on

    the couch. Dumari looked around at all of

    them. A look passed on his face, firstfrustration, then resignation. He sat in the

    chair and stared at Muhammad.

    Mutsakkir. He thanked them, then

    looked at the Imam. First, I am sorry Imam,

    but I cannot say where we go tomorrow. I can

    tell you though, that I am not taking awayfrom your work, and your people will not be

    in danger. He turned back to Dumari and

    Abasi. Muhktar knows you have all done good

    work. It will not go to waste. We all must

    coordinate our work and make a plan for the

    future. It is Muhktar and the Shaykhs wish

    that just as the Americans think they are

    recovering from what we do tomorrow, he

    touched Abdul on the shoulder and looked at

    the others, that you will hit them again.

    Very hard.How long must we wait, Dumari asked,

    clearly still frustrated.

    A year, maybe more, Muhammad replied.

    Muhktar says we can decide together, and

    then report back to him.

    How will we do this? the Imam asked.

    I have men that can go back, he offered.

    Muhammad had prepared for this moment.

    I think Dumari should go back. We have all

    worked hard, but the Shaykh recognizes that

    Dumari has been a faithful soldier sinceBosnia. Longer than me. And he has just

    been to the camps. He will have the easiest

    time going back. Muhammad saw that some of

    the rigidness left Dumaris face and he

    straightened up a little. Muhammad had just

    nominated Dumari to be the de facto leader ofthe next attack. Potentially a bigger one.

    Muhammad saw instantly that it had worked.

    Abasi spoke. I agree. Because of my

    family, I cannot go to the camps. There is

    also the risk that I will not be able to

    reenter the U.S. if I leave. Imam, you could

    go, but after tomorrow, you may have a hard

    time coming back to the U.S. from Canada to

    pass orders.

    Dumari rose. Yes. I wish to finishthe work that Muhammad will start tomorrow.

    Imam?

    The Imam simply nodded his approval.

    Good, said Muhammad, greatly

    relieved. Let us get to work. Muhammad

    stood, turned to the duffel bag, and

    methodically emptied its contents on the bed.

    I have maps, files, target information. I

    brought you all paper to take notes. Make

    sure you do not write in English. I brought

    some money, what we have left.I want Abdul to speak with us first, so

    he can rest for tomorrow. We are here, in

    this place, because of him.

    Muhammad sat on the bed and nodded to

    Abdul, who pulled an 11x14 envelope out of

    Muhammads duffel bag. I have been inBoston with some brothers. One of them works

    at this place, Seabrook Nuclear Power Plant,

    he pointed to a photograph. This brother has

    collected much information on this place,

    including how the air space is protected.

    There are ways to defeat it, which I will

    show you. There is also another plant, near

    and is very similar.

    Forty minutes later Abdul left the room

    and the others refocused on Muhammad. Let

    us look at the map. He spread a road map of

    the 48 states and southern Canada across the

    bed. The others stood and gathered around

    the bed. Muhktar has told my brother Ramzi

    of the work each of you, and your people, has

    done. Ramzi told this to me. I have also

    met with brother Issa Al-Hindi. He has donemuch target work. Muhammad looked at

    Dumari. You have met with brother

    Shukrijumah, yes?

    Dumari nodded. He has also done much

    target work.

    Yes, we will discuss this too. First,there is something you must know. One of my

    pilots is missing. He was in Minneapolis for

    training and we have not heard from him for

    almost a month. I do not think he was ready

    anyway, but this is still serious. I am

    worried that another of my pilots is not

    ready to be a martyr, but his pilot skills

    are good, so I must use the tools that Allah

    provides. Muhktar is concerned that if we do

    not strike now, we may miss our chance. My

    missing pilot does not know details and doesnot know that tomorrow is our attack. He

    put a hand on Dumaris shoulder. This, my

    brother, is why we cannot wait. Muhktar

    wanted to hit America much harder. Ten

    planes, both coasts. The biggest cities.

    Muhammad moved his hand from Dumaris

    shoulder to a stack of files on the bed.

    Hindi and Shukrijumah have good information

    on targets for planes, beyond what we will

    use tomorrow, in New York, Chicago, Seattle,

    Los Angeles. My men and Abasis haveinformation on Navy targets in San Diego.

    Abasis men have gathered information on the

    power grid in the Western U.S. and the Imams

    men on the power grid in the Eastern U.S.

    Now we have the nuclear plants in Boston and

    Toronto. And, perhaps, the Imam has aspecial group in Detroit that may finally give

    us the bomb. Muhammad gestured to the Imam,

    giving him the floor.

    Yes, responded the Imam, but as you

    say, things are not ready. They have a safe

    place to work. They can make a radiation

    bomb. But they need detailed plans for a

    real nuclear bomb. They need at least a year

    to collect all the materials without raising

    suspicion. Perhaps longer. They are not

    sure how long it will take them to build areal bomb, and of course that matters not, as

    they are waiting for the uranium, and the

    design. We await word from Muhktar.

    I bring word. A shipment is on the

    way. It will arrive in Quebec on a container

    ship in 10 weeks. Muhammad handed the Imam

    a folder. It is a small amount, but enough

    to start. Muhktar is still working on

    obtaining more detailed bomb plans. Im

    afraid I have no news for this.

    This is still wonderful news. We havelooked at ways to get this material to

    Detroit. We will be ready.

    Muhammad looked at his watch. Time is

    short. We must review targets, balance them

    against our assets, and make a plan for

    Muhktar. Muhammad pointed at the map.Imam, we will need to understand how far

    along your pilots and men are in Toronto and

    Atlanta. And the Americans in Portland and

    Detroit. How much more training do they

    require? He completed the rhetorical

    thought and turned to Dumari. The same for

    your pilots and men in Phoenix, Indiana, and

    Buffalo. He turned again to Abasi. Your

    About The Author

    The author captures over fourteen years of

    unique government experience in this thriller

    about hunting Al-Qaida. He started as a U.S.

    Army officer with two tours in Bosnia. During theArmys initial deployment to Bosnia, he led a

    scout platoon that tracked the number two war

    criminal in the Balkans and kept the Serbs most

    dangerous units from reigniting the war.

    In 1999, the author joined the CIA as a

    military analyst and was immediately put to work

    on the Agencys premier analytical unit, the

    Balkan Task Force. For the next three years he

    was part of a small team that tracked Balkan

    insurgent groups in minute detail, wrote daily

    intelligence analysis for the White House and

    senior Washington policy makers, and forward

    deployed to the Balkans to aid CIA operationsofficers, the U.S. military, and NATO allies in

    turning off several brewing Balkan crises. The

    author received several citations for critical

    warning memos to senior policy makers and for

    his role in averting new Balkan wars.

    Shortly before 9/11, the author became a

    CIA operations officer. After the attacks he

    deployed across the U.S., Canada, and the Middle

    East to assist the FBI in piecing together its

    multitude of cases related to the attacks. In 2003

    he received a commendation from the Director of

    the FBI for his role in combating terrorism inside

    the U.S. In 2006 the author left CIA for thedefense industry. He has a Masters Degree in

    Security Policy Studies from George Washington

    University and lives in the St. Louis area with his

    wife and two children.
