The Council of the Open University of Tanzania

The Governing and Control of the Open University is vested in the Council which has the following powers.

To administer the properties of the University both movable and immov-•able. To administer funds and assets of the University•To signify the acts of the University by use of the Common seal.• To receive gifts, donations and grants or other monies and to make dis-•bursementsTo appoint such officers of the University when needed.•

The University Council appoints a qualified and suitable person to be the Secretary to Council. The Vice Chancellor is appointed by the Chancellor upon recommen-dation of the Search Committee formed by virtue of the Charter and Rules. The Chancellor upon recommendations of the Search Committee formed pursuant to the provisions of the University Charter appoints too Deputy Vice Chancellors to assist the Vice Chancellor in their respective functions.

Celebrating 20 Years of Bridging the Education Gap in Tanzania and Beyond

The Open University of Tanzania was established in 1992 by an Act of Parliament passed on 14th December, 1992, and assented by His Excellency the President on 28th

December 1992. The Act became operational on 18th March, 1993 with the Publication in the Government Notice No.55 published on 19th February, 1993 in the Official Gazette. The Commencement of the activities of the Open University of Tanzania was marked by the unveiling of a plaque by his Excellency Federico Mayor, Director General of UNESCO on 26th July, 1993.

The Open University of Tanzania started its operations in Temporary premises situ-ated in the National Correspondence Institute’s building in Dar es Salaam, On 18th May1994, the University moved to rented premises in the Tanzania Industrial and Research Development Organization (TIRDO) located at the Msasani Area. After almost 7 years, the University moved into its own buildings along Kawawa Road in Kinondoni. The five storey buildings were formerly owned by the National Bank of Commerce and these were purchased by the Governmnet at a cost of Tshs. 870 million in 2001. The Handover ceremony was performed on 1st January, 2001 and the move into the buildings by the Open University of Tanzania was completed by 31st March, 2001. The Open University of Tanzania is a fully fledged and accredited public institu-tion of higher learning, mandated to conduct academic programmes leading to Certificates, Diplomas, and Undergraduate and Postgraduate qualifications. In the 20 years of existence, the OUT has enrolled students from across Tanzania and also from foreign countries such as Malawi, Uganda, Kenya, Namibia, Hungary, Burundi, Libya, Ethiopia, Rwanda, Saud Arabia, Lesotho, Botswana, and United Kingdom and from the United States of America. The total cumulative students’ enrolment by June, 2011 was 44,099 where the majority of students are Tanzanians. Year 2005 saw the passing by Parliament of the Universities Act No.7 of 2005 that envisaged all Tanzanian Universities to prepare and submit for approval by the Government, the respective Charters and rules. The OUT draft Charter was approved by the University Council on 28th July, 2006 during the 52nd Council Meeting held at Mkonge Hotel in Tanga. Subsequently the OUT Charter was signed by the President of the United Republic of Tanzania on 28th March, 2007 but was in use with effect from 1st January, 2007 but the Charter was formally presented to the University Chancellor on 5th March, 2008 by the President of the United Republic of Tanzania H.E. Jakaya Mrisho Kikwete.

Basically, the establishment of the Open University of Tanzania was grounded in the potential of the institution to address the roblems of limited education and training opportunities in existing conventional higher learning institutions. Unlike the conventional niversities where the learners go for their education in the Univer-sities, the OUT takes education and training to the learners, wherever they are. OUT offers flexible learning environments whereby learners do not have to leave their homes, families, employers and communities for a period to concentrate in closed studies in the University.

Initially OUT started with a centralized administration system. With time, the insti-tution reengineered its administration system and revised its organizational struc-ture so as to rationalize the management and governance system and to further decentralize operations for better services delivery to students and staff most of who reside and study in diverse geographical areas of the country.

Studying at the Open University of Tanzania

The Open University of Tanzania is the first university in the whole of the East Africa region to offer educational pro-

grammes through Open and Distance Learning mode.This makes OUT peculiar from conventional residential univer-sities. Through Open and Distance Learning (ODL), OUT allows flexible learning environment leading to protracted periods of course completion.

Being an ODL institution OUT operates through a network of 30 Regional Cen-tres and more than 70 Study Centres in Tanzania and abroad. To address the emerging national, regional and global challenges which emanate from the fast changing perceptions and world cultural, social and economic outlooks, OUT has established several collaborations and links with local, regional and international organizations, associations, and institutions of higher learning such as the Interna-tional Telecommunication Union, United Kingdom Telecommunication Academy, Namibia College of Open Learning, Triumphant College in Namibia, University of Zimbabwe, Egerton University in Kenya, Global Justice Solutions (a subsidiary of Coffey International), Cape Coast University in Ghana and the National University of Rwanda.

Educational delivery is attained through various means of communication such as broadcasting, telecasting, Information and Communication Technologies (ICTs), correspondence, enhanced face to face, seminars, and contact programmes

OUT is increasingly using e-Learning as a mode of delivery through the Learn-ing Management System Moodle. It has received funding from SPIDER for the establishment of Tanzania’s first e-learning center, which will be located at the tem-porary headquarters of OUT in Dar es Salaam. The E-learning Centre will focus initially on the building the capacity of the staff and then students from OUT and other universities and colleges. SIDA will also support the capacity-building work of the E-learning Centre.

The OUT is available for students from a broad age profile, and from different socio-economic, cultural, physical locations and backgrounds and includes old people, businessmen and women, politicians, inmates and army, police and prisons offi-cers. The institution serves young and old people with multiple social and career obligations as long as they dedicate their life plans to lifelong learning.

The University has offered and continues to offer both degree and non-degree pro-grammes in diverse fields of study. These include degree programmes in arts and social sciences, business studies, education, environmental studies, law and sci-ences. There are also several non-degree programmes, which include foundation courses provided to enable individuals to qualify and enroll into different degree programmes as well as several demand driven short courses.
