We have been working with the IAB and the industry to develop and upgrade our independent digital measurement solution to truly represent the digital audiences and the content they are consuming. We have carefully reviewed and stress tested the data both internally and with our clients and we are confident to launch.

Digital Content Ratings Monthly delivers the first monthly view of total digital audiences both on-and-off-platform, de-duplicated across all devices. The big step change in our measurement comes from improvements in mobile audience coverage both by expanding the age of measurement and the content measured as well adding back audiences consuming publisher content off-platform.

We remain committed to continually improving our coverage to deliver the most comprehensive, independent view of Total Audiences across our clients’ digital assets.

TOP 10 THINGS YOU NEED TO KNOW Nielsen will commence reporting weekly and monthly Digital Content Ratings from May data and this will be the new monthly ranking metric reporting released in June 2018.

The IAB has endorsed Digital Content Ratings Monthly tagged rankings as the third-party independent measurement for digital audiences.

Digital Content Ratings is the ranking metric used due to its comprehensive coverage of both on and-off-platform audiences, secure pages, mobile audiences under 18, video consumed on all devices including mobile.

For those brands that have seen audience increases in Digital Content Ratings Monthly, the majority of the increase is attributable to improved smartphone measurement.

From May 2018 data, Digital Content Ratings Monthly will combine both tagged data and panel data for non-tagged sites.

Panel data reported in Digital Content Ratings will include on-platform audiences only and video on desktop.

The panel data currently known as Digital Ratings Monthly will be renamed to Nielsen Digital Panel and will no longer be published in the press as the monthly ranking metric.

The Nielsen Digital Panel will remain as a vital source of respondent- level data for reporting of duplication across entities, state based, fusion capability, custom roll ups, and category-level audiences. Within 12 months, the full integration of Nielsen Digital Panel reporting functionality into Digital Content Ratings will be complete.

emma Cross-Platform and Nielsen Consumer & Media View will continue to have Nielsen Digital Panel data fused until Nielsen can develop Digital Content Ratings respondent level data.

Where a client has either emma Cross Platform or emma Consumer & Media View, these products can be used for duplication, category reporting, custom roll ups and state based data.

As part of the industry-agreed roadmap and evolution of the IAB Australia endorsed digital audience measurement currency, from June 2018 Nielsen will switch on both monthly and weekly reporting frequencies in Nielsen Digital Content Ratings.

The media industry has had visibility of the expanded coverage Digital Content Ratings offers via daily data for nearly 12 months.

Audiences are consuming content in different ways both on-and-off-platform, they are using multiple devices to access content on websites, in apps and on video players. Digital Content Ratings Monthly measurement delivers expanded coverage of off-platform and more frequent delivery formats. This is crucial and offers a complete audience measure for publishers of all sizes.

This is an important milestone on the IAB Australia digital measurement roadmap, and one publishers, agencies and advertisers have been eager for us to hit.

WHY DIGITAL CONTENT RATINGS IS THE MOST COMPREHENSIVE SOURCE FOR RANKINGSDigital publishers have invested in strategies that deliver their content to audiences wherever they engage with digital:-

• This means there is content in websites, apps and video players and Digital Content Ratings captures all this content, across all devices.

• Consumption of content within social platforms is also a key strategy to deliver against consumer needs and Digital Content Ratings measures publisher content off-platform and adds these unique audiences back to the audiences who consumed content directly.

• Search prioritisation for secure pages has required publishers to deliver their content in secure environments and Digital Content Ratings can measure secure pages across all devices.

CROSS PLATFORM & DUPLICATION Digital Content Ratings combines a unique set of inputs from the Nielsen SDK, a third-party sample and the Nielsen Digital Panel. While we have delivered the ranking metrics, our next step is to expand our respondent level data set to incorporate the full Digital Content Ratings coverage.

This requires creating a synthetic respondent level database that will allow us to deliver duplication analysis, custom roll ups, state based reporting and the critical currency level fusions required to support emma Cross Platform and Nielsen Consumer & Media View.Nielsen will complete work on the weekly and monthly data release in June 2018 and will commence work on the Digital Content Ratings respondent level database. This full transition from Nielsen Digital Panel to Digital Content Ratings in emma Cross Platform and Nielsen Consumer & Media View will be complete in the first half of 2019.

Nielsen’s Digital Panel measurement unique audience is derived from our panels for all clients whether they are tagged or untagged. All sites are treated the same and measurement is independent of tags. The tags inform volumetrics but these metrics are not fused into emma Cross Platform or Nielsen Consumer & Media View.

Digital Content Ratings uses a census and panel methodology and Digital Ratings Monthly uses a panel methodology.

Digital Content Ratings leverages Nielsen’s Software Development Kit (SDK) or tag to light up all the publisher content that needs to be measured. This SDK acts as a beacon to our third party data provider to determine who did the viewing, in age and gender terms. While the sample coverage from our third party data provider is at scale, we still weight and balance using our media quality panels to remove any bias or attribution error. This methodology means we are now measuring more audience directly, with less reliance on panel weighting and projection for unknown audience.

Digital Ratings Monthly leverages a panel-based methodology that relies on sample weighting to report audiences.

THE DIFFERENCE BETWEEN DIGITAL RATINGS MONTHLYAND DIGITAL CONTENT RATINGS 1. METHODOLOGY

Improving on the coverage of Digital Ratings Monthly, Digital Content Ratings includes the measurement of:• People under 18 on mobile devices• Off-platform and in-app consumption• Mobile videoAs a result of expanding our measurement across these three key areas, the new Digital Content Ratings coverage better reflects publishers’ total digital audiences.

2. MEASUREMENT COVERAGE

Digital Content Ratings, through the SDK, has the technical capability to measure content consumed via secure websites (HTTPS) and Single Page Application type website technologies.

Digital Content Ratings’ more robust identification of content viewed in foreground vs background enables more complete unique audience and duration crediting.

HOW TO ACCESS TAG STATUS AND WHAT DOES IT MEAN?

PANEL ONLY: Clients who do not activate census-based measurement via the Software Development Kit (SDK) will be reported via a panel-based measurement methodology at a monthly frequency only in DCR.

PARTIAL SDK: Clients who do not activate census-based measurement via the SDK across all their properties (websites and apps) within a brand for both text and video measurement. The brand will be partially tagged in DCR.

FULL SDK: Clients who have activated census-based measurement via the SDK across all their properties within a brand for both text and video. The brand will be fully tagged in DCR.

DAILY: SDK tagged content only, delivered after 3 days. For instance, Monday’s data will be delivered on Thursday.

WEEKLY: SDK tagged content only, delivered on Thursday for the preceding Monday - Sunday week.

MONTHLY TAGGED: SDK tagged content only, delivered on the 4th of next month. For instance May’s data will be released on 4th June.

MONTHLY TOTAL: SDK tagged content and panel data delivered on the 4th after two months. For instance, May’s data will be delivered on 4th July.

FAQSWHAT DOES THE INTRODUCTION OF DIGITAL CONTENT RATINGS MONTHLY MEAN FOR EMMA CROSS PLATFORM AND NIELSEN CONSUMER & MEDIA VIEW?Digital Content Ratings monthly data will not yet be incorporated into emma Cross Platform or Nielsen Consumer & View. Nielsen Digital Panel (formerly DRM) data will continue to be used for reporting in these cross-media tools as it is a high-quality, respondent-level dataset that enables fusion of digital data to, or with other media. Nielsen is developing a methodology to “synthesise” respondent-level data from Digital Content Ratings and is planning to introduce this in the first half of 2019.

WHEN DO I USE DIGITAL CONTENT RATINGS, NIELSEN DIGITAL PANEL, DIGITAL RATINGS (MONTHLY), DIGITAL AD RATINGS?Digital content is measured with Digital Content Ratings and Nielsen Digital Panel. The measurement of content audiences is vital for planning digital campaigns and understanding the digital consumer.

Digital advertising is measured with Digital Ad Ratings. Digital Ad Ratings is used to understand the on-target performance of an online advertising campaign for post-evaluation and delivery optimisation purposes. Digital Content Ratings and Digital Ad Ratings uses the same census-based methodology which is calibrated to our media quality panel. Clients can therefore understand the audience reach and profile of media, to include in the media plan and then validate on-target delivery to those audiences using the same underlying methodology.

FAQSWHY IS DIGITAL CONTENT RATINGS DATA NOT DELIVERED OVERNIGHT?Digital Content Ratings reports digital audiences at a daily frequency, on a +3 day delivery schedule. This is to allow sufficient time to collect, process and quality-check the data. The digital landscape is complex, with many content touchpoints to measure (text, video and audio content delivered via websites, apps or off-platform), therefore it requires more time to combine the inputs, process, check and deliver the data.

HOW DO I SEE OFF-PLATFORM MEASUREMENT IN DIGITAL RATINGS?Publishers who have opted-in for off-platform measurement have the ability to view their secondary crediting data from Google AMP, Facebook Instant Articles or Facebook Video, via either custom segment reporting or the program level (for Facebook Video). This data is not syndicated or made available to agencies or other publishers. Off-platform data does contribute to the syndicated Brands and Sub-Brands where applicable, however it is not separately identified in syndicated reporting.

WHERE IS THE MARKET LINE REPORTED?Nielsen Digital Panel is the source of text based market line reporting. Digital Content Ratings includes reporting of the video market line within the monthly, total reporting frequency, when video content type is selected. The market line for both text and video will also be available in the Digital Landscape report shared on a monthly basis.

WHY HAS NIELSEN NOT RETIRED DIGITAL RATINGS (MONTHLY) WITH THE INTRODUCTION OF DIGITAL CONTENT RATINGS?Digital Ratings (Monthly) will be re-branded as Nielsen Digital Panel with the introduction of Digital Content Ratings Monthly. This is to reflect its repositioning as a source of panel-based respondent-level data for reporting that requires fusions or duplication across digital publishers. This includes usage in emma Cross Platform, emma Consumer & Media View and Nielsen Consumer & Media View. Digital Content Ratings is not currently a respondent-level dataset, however Nielsen is developing a “synthetic” respondent-level dataset from Digital Content Ratings, which is due for delivery in the first half of 2019. Once this is available, we will have the capability to use Digital Content Ratings data for fusions. At the point when all the duplication and respondent level functionality is built into Digital Content Ratings we can review the complete retirement of Digital Ratings (Monthly).

HOW DO NON-TAGGED SITES GET MEASURED?Publishers who do not opt-in to measurement via the SDK are only measured by Nielsen’s digital panels for PC, smartphone and tablet. This reporting is available in Digital Content Ratings at the monthly, total frequency only. Note that non-tagged publishers do not have the same measurement coverage as tagged publishers. This includes no daily/weekly, off-platform, mobile video, single page application sites or secure site channel-level reporting.

FAQSWHY HAVE AUDIENCES IN DIGITAL CONTENT RATINGS INCREASED SO MUCH COMPARED TO NIELSEN DIGITAL PANEL, PARTICULARLY MOBILE AUDIENCES?Digital Content Ratings provides additional measurement coverage that our digital panels alone are unable to measure, particularly on mobile devices. This is expected for publishers who have integrated the SDK. When comparing like-for-like text data for Brands or Sub-Brands in Digital Content Ratings and Nielsen Digital Panel, the three key drivers of increased mobile audiences are:

• Measurement of under 18s on smartphones and tablets

• Measurement of off-platform (for Google Accelerated Mobile Pages, Facebook Instant Articles, Secondary Crediting) and in-app browsing audiences

• Entities being below sample thresholds in panel data and either not reporting or being impacted by standard sample error

IS NIELSEN DIGITAL PANEL DATA (FORMERLY DIGITAL RATINGS (MONTHLY)) INCORRECT?Nielsen Digital Panel data is obtained from a media quality desktop, mobile and tablet panel that is representative of the digital Australian population. It provides robust measurement of publisher content consumed on their owned platforms. Nielsen Digital Panel is also the ongoing source of data for publishers who do not tag for Digital Content Ratings measurement. Digital Content Ratings does have greater coverage than Digital Ratings (Monthly) and is therefore the ranking metric endorsed.

HOW DOES AUSTRALIAN DCR COMPARE TO DIGITAL CONTENT RATINGS INTERNATIONALLY?Australia is the first market globally to introduce Digital Content Ratings as a digital media currency. We are also one of the first markets to have strong coverage across both text and video content. These firsts are testament to the commitment from the IAB and the local digital industry to support independent, transparent and high-quality digital measurement

HOW DO WE NOW MEASURE YOUTUBE AND FACEBOOK?YouTube is reported in Digital Content Ratings from a combination of census data for volumetrics (time spent, views) and digital panel data for audience/reach. Please note that the volumetric data is custom census data reported at daily, weekly and monthly tagged level and the unique audience data is only available at the monthly, total level.

Facebook will now report in Digital Content Ratings monthly, total from panel only.

WHY IS APPLE NEWS NOT MEASURED IN DIGITAL CONTENT RATINGS?Nielsen is exploring a potential custom solution with Apple which uses Nielsen Digital Panel data for availability in a future product release.

WHAT IMPACT DO THE CHANGES IN FACEBOOK’S PRIVACY SETTINGS HAVE ON NIELSEN PRODUCTS?Nielsen’s partnership with Facebook centers on measurement, while Facebook’s new policy centers on targeting. Nielsen is confident that our measurement services including Digital Ad Ratings, Digital Content Ratings and other Total Audience products will not be materially impacted by these changes, and we will continue serving our clients as we do today.

Facebook is one of serveral partners Nielsen works with globally to provide aggregated calibration. Nielsen operates plans and products globally, in accordance with applicable privacy laws.

For this reason, all the data we receive is always aggregated and anonymised which prevents Nielsen from identifying individual Facebook users.
