Why the GSS Initiative?

• Stakeholder and oversight recommendations:

– The General Accountability Office, the Office of the Inspector General, and the National Academies of Science identified as issues:

• The lack of a comprehensive geographic update program between censuses

• Associated negative impact on ongoing programs such as the American Community Survey, other current surveys, and small areas estimates programs

• The Steering Committee reviews and approves or rejects WG Recommendations

– The majority (too many for immediate implementation) have been approved

• Approved WG Recommendations are prioritized

– High (immediate implementation), medium, & low

– Recommendations are deemed high priority if they are determined to be essential to the 2015 targeted Address Canvassing decision, or

– Directly contribute to achieving the GSS Initiative goals, and

• Support the exchange of data and use of partnership files, or

FY2012 High Priority

Recommendations • Identify and resolve existing MAF/TIGER Database

(MTDB) data deficiencies

• Identify geographic areas requiring spatial updates or with “irregular” linear features in order to prioritize building partnerships and obtaining GIS files

• Resolve “ungeocoded” addresses

• Identify high level indicators for assessing MTDB quality

• Improve spatial feature metadata

• Provide a method of producing, recording, and reporting quality rankings for geographic areas continuously over time as updates occur (longitudinal analysis)

FY2012 = Contracting For GPS Point Collection

14

• Last decade Geography Division contracted for the

collection of 110 GPS points per county to determine

the positional accuracy of proposed source data for

MTDB feature realignment – Points were randomly selected MTDB road intersections

• This decade, Geography Division once again will

contract for GPS points – 800 counties still lack GPS points

– Some collections were in “multi-county” area; plan to fill in these

areas

– Control points will be used to prove in the positional accuracy of

imagery, which will then be used to validate feature updates (new

intersections) being added to the MTDB

• The Census Bureau issued an RFI for a

collaborative partnership activity focused on

geospatial information sharing

• The GSS Initiative proposes continual feature

updates via intake of data; the RFI is a proof of

concept

• We will be working with the 3 companies that

responded to the RFI with viable proposals

• 2 Reports – Change Detection

• An review of the Geography Division’s in-house change detection capability (for features reliance on USDA National Agriculture Imagery Program orthoimagery) and investigation of other potential sources of remote sensor data, more automated methods of extracting accurate change information, and whether the change detection should be performed in-house, by outside contractors, or a hybrid approach. Report + recommendations deliverable August, 2012

– Master Address File (MAF) Evaluation

• A description and analysis of the content that comprises the MAF, an analysis of how useful the data in the MAF have been in creating viable address products, and potential methods for improving the MAF. Report + recommendations deliverable August, 2012

• Geography Division hosted an “Address Summit”

– in September 2011

• Results include Address Pilot Projects

– Federal/State/Tribal/Local Address Management Coordination

• To create a formalized model to allow for the development, maintenance, and bi-directional (state-local-tribal and state-federal) sharing of high quality, multiple use, address data

– Data Sharing – Local/State/USPS/Census

• Create a model that will allow for address data sharing between local governments, state governments, the USPS, and the Census Bureau

– Address Authority Outreach and Support for Data Sharing Efforts

• To research and develop an approach for identifying and creating an inventory of address authorities which facilitates the continual update of address data sharing activities, and provides guidance on overcoming barriers (legal/policy) at the local level

– FGDC Address Standards and Implementation

• To educate local authorities on the benefits, use, and implementation of the Federal Geographic Data Committee’s United States Thoroughfare, Landmark, and Postal Address Data Standard (FGDC Address Standard)

• TIGERweb – a publically available service

– TIGERweb Viewer is a new web-based tool that allows users to visualize

Census geography • The geographic data includes legal and statistical geography as well as the roads, railroads,

and water layers in the TIGER database.

• Contains the 2010 Census population and housing unit counts for the various geographic

entities

– The TIGERweb Viewer is built

on ArcGIS Template Viewer

2.2 using Microsoft Silverlight.

– Users can access the “how to”

– We are investigating improved conflation (overcoming the difficulties

of ingesting data to a topological database) – internal development

coupled with the user of vendor technology?

• Utilizing Crowd Sourcing as one TIGER update avenue

• A methodology for receiving Volunteered Geographic Information (VGI)
