The EU Civil Protection Mechanism

The Commission's European Community Humanitarian Office (ECHO) was created in 1992 as an expression of the European solidarity with people in need all around the world. In 2004 ECHO became the Directorate-General for Humanitarian Aid before integrating Civil Protection in 2010 for a better coordination and disaster response inside and outside Europe.

Following the devastating floods in the Elbe and the Danube in 2002, the Joint Research Centre has developed a European Flood Awareness System-EFAS. In 2012, EFAS has been transferred to a full operational state under the umbrella of DG Enterprises COPERNICUS programme and the DG ECHO-Emergency Response Unit. The European Forest Fire Information System (EFFIS) supports the services in charge of the protection of forests against fires in the EU countries and provides the European Commission services and the European Parliament with updated and reliable information on wildland fires in Europe.

Copernicus, the European Earth Monitoring programme, has made a decisive step forward following the adoption of the Regulation on GMES and its Initial Operations for the period 2011-2013 (GIO). The GIO Emergency Management Service (GIO EMS) is the first GMES service to become operational. GIO EMS started operations on April 1st, 2012 and consists of a set of services funded by the European Commission. These are aimed at providing actors in the management of natural and manmade disasters, in particular Civil Protection Authorities and Humanitarian Aid with mapping products based on satellite imagery (GIO EMS - Mapping). Other GIO EMS activities support Early Warning Systems.

Logistical support is provided by volunteers from many different technical backgrounds.
