METHODOLOGICAL APPROACH
ACTION PHASE III:TRANSFER & APPLICATION TO THE LOCAL SYSTEM
Establishment of “task-forces” in each partner country responsible to test and try out results and outcomes through pilot activities in the territory
Target Groups:- Experts, volunteers, actors involved in various CP activities- Population- Local CP system
Activities carried out:– Seminars, conferences, exhibitions, Info Days– Training sessions, lectures and practical exercises– 8 Full-scale disaster simulations (forest fire, tornado,
earthquake, indusrtrial accidents) – Staff exchanges and study visits
RESULTS
1) THE DEVELOPMENT OF METHODS, STANDARDS AND A COMMON LANGUAGE AIMED AT BRINGING THE DIFFERENT CP SYSTEMS CLOSER TOGETHER
2) BETTER PREPARATION AND SELF PROTECTION OF THE POPULATION
3) EUROPEAN NETWORK OF CP EXPERTS
4) BETTER LOCAL AND REGIONAL RESPONSE TO NATURAL AND MANMADE DISASTERS
1. A)
MINIMUM STANDARDS FOR A LOCAL PLAN OF CIVIL PROTECTION
A Local Plan of CP is a fundamental mechanism of CP
The need for Plans not only based on crisismanagement but which include preparatoryaspects to be organised and consolidated in peace time: forecast, prevention and protectionactivities
To develop homogenous cooperation means, aiming at strengthening mutual assistance and intervention among members states

1. C) RISK MAPPING –
A PROPOSAL FOR A COMMON EUROPEAN METHODOLOGY
1. C) RISK MAPPING –
A PROPOSAL FOR A COMMON EUROPEAN METHODOLOGY
Risk Mapping is the process of identifying areasand their different risk exposure.
Advantages of a common European methodology:Easier to exchange and confront data betweenexpertsExact knowledge of the consequences in a certainarea if the risk scenario is referred to in common standardsObjective criteria for the distribution of funds for riskprevention and mitigationPossibility to develop a common mitigation strategyfor areas with the same level of risk even if situatedin different countries
2) BETTER PREPARATION AND SELF- PROTECTION OF THE POPULATION
THROUGH:A handbook/manual addressed to those involved ininforming the public
Communication to the population at risk(focus both on preventive communication and emergency communication)Communication according to different target groupsNorms of behaviours when faced with specific risks- Do you know what to do in case of flooding?
2) BETTER PREPARATION AND SELF- PROTECTION OF THE POPULATION
THROUGH:Implementation of a series of information activities, lessons, practical exercises and competions involvingthe public (volunteers, teachers, young people, children, students, etc.).
THROUGH:Development and testing of tools and instrumentsused for effective communication & information tocitizens.

3) EUROPEAN NETWORK OF CIVIL PROTECTION EXPERTSEuropean network of CP experts willing to share knowledge and experience and to transfer and apply new methods as well as to
generate new ideas and cooperation patterns
Transnational WGs, training sessions, seminars, simulation exercises,
exchange of staff, etc. RESCUE/SIPROCI cooperation
Important n° experts & CP actors
Increased knowledge,beyond local context
Integrated platform:Knowledge, Good practices,
New projectsBottom-up approach
3) EUROPEAN NETWORK OF CIVIL PROTECTION EXPERTS
Good Practices of using ICT applied in the fieldof crisis management:
Crisis management system used in the Czech Republic - Crisis Mobile’s Phone Project - Network of emergency call centres – 112
Study on “Hazard Risk & Crisis Management Systemsbased on Information Technology around the world”www.siproci.net
New common projects and initiatives:e.g. “ICT in Civil Protection” approved under the Community Action Programme in the field of CPEuropean Workshop – June 2007 in Italy
Integrated platform:

BENEFITS FROM TRANSNATIONAL WORK:
Better quality of workTransferability and mainstreamingInvolving local and regional authorities in interregional cooperation (bottom-up approach combined with a transnational approach) Mutual understanding and trust
……………….AND DIFFICULTIES ENCOUNTERED:
“To speak the same language”Different culturesLegislative framework
PROPOSALS AND FURTHER REFLECTIONS:
To develop a European dimension of Civil Protection as a culture of prevention
To set up basic competencies of people working in Civil Protection
To create a common platform enabling the development of common and basic standards
To provide more financial means for European cooperation and exchange activities in the field of Civil Protection
