It is alre ady cle ar th at th is glob-al m ove m e nt is not a s im ple s pon-tane ous outburs t of m obilis ation,

but an ongoing m obilis ation. Th e W SF is e xplicitly s e arch ing for a non-arm e d and non-e le ctoral polit-ics (s e e th e W SF ch arte r at w w w .forum s ocialm undial.org) – a k ind of "non-viole nt s ocial re s is t-ance " – w h ile not outlining w h at th at re ally m e ans .

Since no nonviole nt s trate gy h as be e n adopte d s o far th e re is now an ongoing dis cus s ion on m oving aw ay from global confront-ations . In m y unde rs tanding, th e pre s e nt global m ove m e nt is a m ove m e nt re ady for adopting a nonviole nt re s is tance s trate gy as its approach to politics and s ocial ch ange . W ar Re s is te rs ’ Inte rnational h ave th e pote ntial to contribute to th is de ve lopm e nt of a nonviole nt s trate gy. H ow e ve r, it is not only th e global m ove m e nt th at lack s an unde rs tanding of nonviole nt s trate gy, w e w h o w ork w ith nonvi-ole nce are lack ing a global unde r-s tanding of nonviole nce , and ne e d to de ve lop a global re pe r-toire of nonviole nt re s is tance to-ge th e r w ith th e global pe ace and jus tice m ove m e nt. Trans ce nding traditional politics

Th e m ove m e nt of m ove m e nts is trans ce nding both th e local/glob-al le ve ls of politics , and th e ve ry ide a of politics confine d into ce r-tain are as (e .g. m ilitaris m , e conom -ics , cultural or e nvironm e ntal) or s ubje cts (e .g. nucle ar w e apons , cons cription, ge ne tically m odifie d crops and agrobus ine s s or th ou-s ands of oth e r s ubje cts of th e e vil e ffe cts of pre s e nt w orld s ys te m s ). It is m y firm be lie f th at th e global m ove m e nts ne e d to be offe re d th e ch oice of a com -pre h e ns ive alte rnative to th e us u-al political traditions . Joch e n Stay, w h o w as active in civil dis obe die nce cam paigns agains t th e de ploym e nt of Pe rs h -ing-II nucle ar m is s ile s in Mutlan-ge n in Ge rm any in th e 19 80s , and late r in th e cam paigns agains t nucle ar w as te s h ipm e nts in th e 19 9 0s and e arly 2000s , re -fle cts on h is e xpe rie nce w ith m as s civil dis obe die nce . In th e pre s e nt s ituation, it is cle ar th at courage ous action is again ne ce s -s ary, but h e as k s : Is civil dis obe di-e nce w ith th e participation of th ous ands of pe ople an appropri-ate pe rs pe ctive for th e pe ace m ove m e nt today?

It is e vide nt – and th e m any faile d atte m pts prove – th at not jus t any is s ue , nor in jus t any polit-ical conte xt, and nor w ith jus t any political approach can th ous ands of pe ople be attracte d to tak e part in civil dis obe die nce . Som e politic-al conditions h ave to be m e t for it to w ork . I w ill give te n points , w h ich can be found in Mutlange n and w ith “X-th ous ands in th e w ay”, but I don't claim to be able to offe r a re cipe for s ucce s s :

1. Th e is s ue at h and is pe rce ive d by m any pe ople as a re al th re at. Be ing affe cte d as a pe rs on is als o a crucial factor.2. Th e is s ue at h and is one w h e re m any pe ople be lie ve th at pow e r-ful inte re s ts are s upe rior to polit-ics and th at party politics doe s not re pre s e nt th e w ill of th e pe ople .3. Th e cam paign gains e ne rgy from a s ocial vis ion w h ich goe s

far be yond th e political aim , and w h ich is re fle cte d w ith in th e cam -paign, in th e w ay pe ople re late to e ach oth e r. I only w ant to m e ntion gras s roots de m ocracy, con-s e ns us de cis ion m ak ing, affinity groups and s pok e s council.6. Th e cam paign for civil dis obe di-e nce is carrie d by a circle of activ-is ts , w h o for ye ars put all th e ir e ne rgy and tim e (alm os t full-tim e ) into th e cam paign and th e fulfill-m e nt of th e ir vis ion.7. A form of civil dis obe die nce is de vis e d w h os e cons e q ue nce s are ne ith e r too h e avy nor too ligh t. Th is m e ans th rough lim ite d violation of th e law and th rough th e pre pare dne s s to confront th e cons e q ue nce s public aw are ne s s is cre ate d, but als o th at m any pe ople are pre pare d to w age civil dis obe die nce , be caus e th e le gal and ph ys ical cons e q ue nce s are lim ite d and cos ts can be calcu-late d.8. Th e actions de ve lop into a good m ixture of e ffe ctive dis rup-tion of th e m ach ine ry and ritual. For m e , rituals are not ne gative , as long as th e y are fille d w ith life .9 . Th e m obilis ation for th e actions as k s for a pe rs onal com m itm e nt from participants , for ins tance via ple dge s . 10. A lot of e ffort is put into cre ating of an organis ational fram e w ork th at allow s th e individual activis t to fo-cus on th e act of block ading its e lf.

Th os e are s om e com m onalit-ie s . But th e re are als o diffe r-e nce s , factors th at h ave ch ange d s ince . I w ant to nam e s om e of th os e too. (...)► Th e us e of and pre paration of civil dis obe die nce is now s e e n from a m ore pragm atic pe rs pe ct-ive . In Mutlange n th e re w as a long and de e p de bate w h y civil dis -obe die nce is jus tifie d in tim e s of th e nucle ar arm s race . Th ough th e y s till e xis t and form th e core of th e action, m os t activ-is ts join as individuals or in s m all groups , and only form affinity groups on arrival. Th e re fore one or tw o days of pre paration are ne e de d be fore an action, to turn a ch aotic m as s into a com m unity re ady and able to act. And e ve n th is com m unity is little m ore th an an e xpande d core of participants . Mos t activis ts join s pontane ous ly and w ith out pre paration, and th e action h as to be planne d in a w ay th at m ak e s th is pos s ible .► Th e actions are a bit m ore “m ilit-ary s tyle ”. Be caus e th e police try to pre ve nt any action in advance , us ing bans on de m ons trations and de ploying h uge am ounts of police , ofte n ge tting to th e action can be th e m os t difficult part. W atch ing an action of “X-th ou-s ands in th e w ay”, w e can s e e

h ow th ous ands w alk alm os t lik e a route colum n to th e action, w h e re th ous ands of police w ait, re m inis -ce nt of im age s from th e Napole o-nic w ars . Th e diffe re nce be com e s obvious w h e n s h ortly be fore th e confrontation w e fan out and calm ly but de te rm ine d w alk th rough th e police line s . ► W h at ch ange d too is th e pe r-ce ption of s ucce s s .
