The Director/Principal Dear Sir/Madam, We are pleased to extend an invitation to your hockey team to be part in the 3rd KISAS OPEN Indoor Hockey Tournament (National Level & International Invitation). We are inviting your team to contest in the International Invitation event. We felt that your team will offer the tournament the correct flavour. The International Invitation is a new event we are introducing this year. The National Level is already in its 3rd edition which is open to teams in Malaysia only. The format of the International Invitation is 2 pools of 4 which guarantee all teams a minimum of 3 games. The top two teams of each pool will advance to the semifinal stage, to contest for a place in the final. The first 8 teams from our limited invitation list to return the entry and indemnity forms, or at least verbally inform us of the intention to take part, will be accepted. The day has generated substantial interest, and sports will be filled quite quickly. Attached is all information concerning the tournament for your view. If you need further information, please do not hesitate to contact any of the persons listed in the general information sheet. We look forward to hearing from you soon.

- All transportation, board & lodging shall be by the

respective participating teams. Teams are advised to make early reservation for accommodation.

- Invited teams from outside Malaysia will be provided with accommodation. Transportation from/to the airport or arriving/departing checkpoint, to/from accommodation, to/from tournament venue will be organized.

Tournament Rules

3rd KISAS Open Indoor Hockey Tournament 2015

(National Level & International Invitation) Tournament Rules Unless otherwise noted, the rules of this tournament will be as stated in the International Hockey Federation (FIH), Rules of Indoor Hockey. KISAS Open modifications to the Rules of Indoor Hockey and the following tournament rules will be enforced. Failure to comply with any of the rules as outlined will be cause for the match to be declared a forfeit.

A. Additional Modifications to the FIH Rules of Indoor Hockey 1. The Tournament Organizing Committee will provide indoor sticks to be used by all the participating teams. All players must use the sticks provided. Personal sticks are not allowed into the court. 2. Each team must play with a goalkeeper. The goalkeeper is required to wear a helmet with a fixed facemask defending a penalty corner and a penalty stroke. 3. Goalkeeper equipments are the responsibility of the team 3. Umpires shall have the authority to warn (green card) or suspend (red card) a team coach for misconduct.

B. Uniforms 1. Each team must bring two different coloured shirts and socks. 2. Numbers are required on the backs of uniform shirts 3. The captain must wear a distinctive arm-band. 4. Goalkeepers must wear a completely different colour shirt from that of the colours worn by both teams

5. In the event of teams competing against each other wearing the same uniform colour, the first team listed on the schedule will have to change its uniform colour. The first team listed is the HOME team and will be responsible to change shirts and/or socks should there be a conflict of uniforms.

C. Players Registration 1. Each team can register 8 players. 2. Only registered players may participate in the tournament. No replacement of players is allowed during the tournament running in case of documented injuries, illness or extenuation circumstances. 3. Teams must have age appropriate players. Players must be of the age of 13 years old to 16 years old. 4. A player can play for only one team.

D. Points Teams will receive:

3 points for a win

1 point for a tie

0 points for a loss

E. System/Game Time 1. This is a 5 a side game. 2. For International Invitation, all games will consist of 2 - 7.5 minute halves with an immediate turnaround at halftime. A 1-minute interval will be for switching ends. 3. No switching of bench areas, during the 1 minute interval. 4. THIS IS NOT A HALFTIME TO BE DELAYED BY TEAM MEETINGS. THE SECOND HALF WILL START IMMEDIATELY WHEN THE 1-MINUTE INTERVAL IS COMPLETED. 5. For National Level, all games until the semi final stage will be played in 1 - 10 minute half. The final will consist of 2 - 7.5 minute halves with an immediate turnaround at halftime. A 1-minute interval will be for switching ends. No switching of bench areas, during the 1 minute interval. 6. The Technical Table will keep time for the whole duration of the game. 7. ALL RULES FOR COMPLETING A PENALTY CORNER APPLY. 8. Rolling substitution is applied in this tournament.

F. Arrival Time Teams arriving for a match later than 5 minutes after the starting time forfeit that game

G. Match Sheet 1. A Technical Officer will be responsible of the match sheet for each game

2. At the conclusion of the game, the match sheet must be verified and signed by each team’s manager or coach. After the managers or coaches sign the match sheet, umpires verify and sign the match sheet.

3. When the match sheet has been signed by the managers or coaches and umpires, the score of that game becomes official. 4. A signed match sheet will not be changed.

H. Forfeits 1. A team forfeits a game if:

A team does not show up for the match;

A team forfeits or is declared “forfeit”;

A team arrives more than 5 minutes after the match start time;

A team does not have 4 players dressed in proper uniform on the court after the 5 minute grace period

A team refuses or is not prepared to change uniforms

An ineligible player participates in the game

A team refuses to play or removes their team from the field of play for any reason.

2. If a game is forfeit: A 3-0 win will be awarded to the opponent;

I. Ties at the End of Pool Play & Knockout Stages If there is a point tie among teams at the end of pool play, the following procedure will be used to break ties:

1. Points

2. Goal differential

3. Goals Against

4. Head-to-head competition

5. Most wins

If the above procedure fails to break the tie, a sudden death penalty stroke competition will be held.

The sudden death penalty stroke competition is applied at all the knockout stages.

J. Penalties During a game :

Green Card – One Minute Suspension

Yellow Card –Temporary Suspension for a minimum of 3 minutes

Red Card - Suspended for the remainder of the game

During Tournament

3 Green Card – 1 game suspension

2 Yellow Card – 1 game suspension

2 Red Card - Suspended for the remainder of the tournament

K. Breaking at Penalty Corner 1. Until the ball has been played, no attacker other than the one taking the push from the back- line is permitted to enter the circle and no defender is permitted to cross the back line or center-line. 2. For any offence of this rule by a defender other than the goalkeeper, the offending player(s) shall be required to go beyond the centerline and cannot be replaced by another defender. 3. For any offence of this rule by a defending goalkeeper, the defending team defends the penalty corner with one less player. 4. For an offence of this rule by an attacker who enters the circle before the ball is played, the offending player(s) shall be required to go beyond the centerline. 5. The player who pushes the ball from the back-line must not feint at playing the ball. For an offence of this rule the offending player shall be required to go beyond the centerline and shall be replaced by another attacker. 6. A team which chooses to defend a Penalty Corner with less than the maximum number of players must defend a re-taken penalty corner with one less player than the original set-up. 7. A player required to go beyond the centerline for a penalty corner may return for any subsequent penalty corner. THEY MAY NOT RETURN FOR THE RE-TAKEN PENALTY CORNER. EXAMPLE: A defender breaks early into the circle from the back line; that player is required to go beyond the centerline. On the re-taken penalty corner the attacker feints on the insertion; that player also is required to go beyond the centerline. The defender originally sent to the centerline MAY NOT come back. The insertion now takes place and due to a defensive foul in the circle, another penalty corner is called; BOTH players may now return to participate in the subsequent penalty corner.

L. Game Protests & Appeals Game protests will not be allowed at the tournament, therefore no appeals will be entertained.
