TENDER NOTICE
INVITATION OF PROPOSAL / BIDS FOR THE “HIRING OF SECURITY SERVICES AT TDCP PATRIATA CHAIRLIFT & CABLE CAR SYSTEM, NEW MURREE The Tourism Development Corporation of Punjab (TDCP) intends to invite sealed bids for “Hiring of Security” at TDCP Patriata Chairlift & Cable Car System, New Murree from renowned and licened security companies / firms having minimum 05 years relevant experience for providing security services (Ex armed personnel). The guards will perform security duties including tourist safety, visitor area, TDCP installations, its properly and fire fighting in case of fire. The interested companies / firms must fulfill the requirement and supply the detail and documents as detail below:-
1. A CDR of 5% of the estimated offer in favor of TDCP shall be attached as bid security.
2. Interested parties may collect the original set of tender documents on payment of non-refundable fee of Rs.1000/-after publishing the advertisement upto 23.03.2021 at 12.00 pm during the office hours..
3. Interested parties must have valid registration with Income Tax / Sales Tax Department; Copies of all valid registrations be enclosed with the bid by bidding party.
4. A Certificate/Affidavit that the firm is not black listed by any Govt./Autonomous, Semi Autonomous Body and no bankruptcy involved.
5. The bid shall be single stage single envelope bidding procedure.
6. The TDCP reserves the right to reject all the bids / proposals at any time prior to acceptance of a bid or proposal.
7. The bid must reach the office of General Manager Operations TDCP, on or before at 23.03.2021 at 01.30 pm. Office address is 68-Trade Centre, adjacent to PPSC examination Hall, Ayub Chowk, Johar Town, Lahore.04299231007.
8. Bids received after due time and date will not be entertained.

SOLICITATION OF BIDS / INSTRUCTIONS TO BIDDERS
The Tourism Development Corporation of Punjab (hereinafter referred to as
TDCP) is a wholly owned Company of the Government of Punjab engaged for
the Promotion of Tourism in the Province of Punjab. The principal office of the
Corporation is at 68-Johar Town, Trade Centre Block, Lahore.
TDCP intends for “Hiring of Security Services” at its Resort Patriata-Murree, from an independent Security Company for the provision of trained Security Guards / personnel for the security of TDCP assets, Tourists and other installation at the TDCP Resort Patriata.
2. Bid Security
Estimated cost for monthly services of 12 personnel / Security Guards is
Rs.38,00,000/- (3.8 million) (inclusive of all taxes) per year. CDR / Pay order
equal to 5% of the estimated cost is Rs.190,000/- to be attached with the bid
in-favour of TDCP.
3. Bid Validity
Bids shall remain valid for a period of 6 months starting from the day of
opening of bids.
4. Bid Submission
Bids will be submitted on single stage one envelop method.
Bidders should submit their bids in sealed envelope.
Bids can be submitted at the following addresses during the office
hour:-

Bid will comprise all documents and details proving the bidder eligible
in accordance with the eligibility criteria.
The last date of Bid submission is 23.03.2021 at 1.30 pm.
5. Bid Opening
Date: 23.03.2021
Time 02.00 pm
Venue: 68-Johar Town, Trade Centre Block, Lahore
6. Bid Evaluation Criteria
i) Bids will be evaluated in accordance with single stage one envelop method. Bidders will submit their bid in sealed envelope.
ii) Proposal will be considered responsive if they fulfill all of the following condition:-
a) The bidder has a legal entity in Pakistan having valid NTN and Sales Tax number.
b) The bidder has experience of business for more than five years.
c) Bank statement for the last one year.
d) Non black listing certificate TDCP would request for any information pertaining to eligibility if it is found deficient/missing/unsatisfactory at the time of evaluation.
7. Period
Initially 02 years.
Further extendable for a similar term on the basis of satisfactory performance.
8. Payment Schedule
The payment shall be made on monthly basis, the company will submit invoice, which would be the 1/12 of the annual charges, payment against each invoice will be released will-in 30 days of the submission of invoice. TDCP shall deduct all applicable taxes while making payments.
9. Scope of Service
9.1 Security Company will provide Security Staff / equipment as
under:-

9.2 Guards will be healthy and medically fit.
9.3 Guards will have copy of National Identity Card as well as
Security Company Card.
9.4 Security Company will provide only semi automatic shotgun
(Pump Action) where required, in working condition and will
replace / maintain the weapon at its own cost.
9.5 Company will provide ten rounds with Pump Action.
9.6 On a written report from TDCP unsuitable guards(s) will be
replaced within three days by the Company.
9.7 The Guards will be employees of Company and will execute a
contract of employment with the Company to perform duties for
TDCP.
9.8 The Company would be responsible for payment of wages,
government, dues, workman compensation, old age benefits,
social security, group insurance or other benefits payable to their
employees as per Law.
9.9 The Guards will be positioned on static or patrolling duties of a
point / area indicated / mutually agreed by TDCP and
Company Transport for mobile guards will be provided by the
TDCP or Company as mutually agreed upon.
9.10 SoPs and security instruction for deployment of guards will be
provided by installation Incharge and all guards will abide by
these SoPs / instructions religiously
9.11 The Guards will be directly under the control of TDCP where
employed.
9.12 In case any guard feels sick / ill or absent, Company will provide
relief otherwise the present guard will be deputed on over time
without any extra cost to TDCP to ensure that the duty post does
not remain unattended / vacant.
10. Service and Termination
10.1 Each guard will perform duty on an average of 12 hours per day
during the month.
10.2 The guards will be entitled to 4 days leave in a month or one day
leave in a week by the Company at no extra cost to the TDCP.
10.3 For provision of extra guards, TDCP will provide one week
advance notice.
10.4 TDCP has the right to demand additional guards, if required, on
same terms and conditions and Company shall be obliged to
provide additional guards in the given time. Similarly, if TDCP
decides to reduce some or all guards, company shall not claim
any additional charges except one month pay of the number of
guards being reduced.
10.5 Should the Company decide to discontinue its obligations under
the contract, they shall do so, by giving one month notice to the
TDCP.
10.6 Should the TDCP decide to terminate the contract during the
period it is in force, TDCP shall do so either by giving one month
advance notice or payment of one month’s service charges at
contract price based on last monthly verified invoice, to the
company.
11. Inspection and Discipline
11.1 Terms and Conditions spelled out in this section will be building on both the parties to TDCP and Security Company. 11.2 Beside Company, TDCP will exercise supervision of guards and
report any misconduct of guards to Company for prompt remedial measures.
12. Miscellaneous
12.1 The Company will provide telephone and fax number of their
office to the TDCP.
12.2 TDCP will provide local telephone / fax email ID facilities to the
company contact Company office.
12.3 TDCP will provide Medical First Aid to guards if required.
12.4. The Company will not be held responsible for any direct
transaction of advance or loan by the TDCP to personnel of the
Company.
12.5 TDCP will make payment through crossed cheque against regular
invoice direct to the Company and dispatch through counter
service.
13. Currency of Contract
13.1 Rates will not be increased as mutually agreed. 13.2 This contract shall continue for two years and shall be renewed
on mutual consent. 13.3 Contract will come into force as specified. Invoice will commence
with effect from the date the first group of guards report for duty. 14. Arbitration
14.1. In the event of any dispute arising between the Company and
TDCP out of in relevance to this contract, Company and TDCP
shall attempt in the first instance to resolve such disputes through
friendly consultation. If the dispute has not been resolved through
consultations with in sixty (60) days after one party has served
written notice on the other party requesting the commencement of
such consultations, then the disputes shall be finally settled by
Arbitration Act 1940 or any amendment thereto or re-enactment
thereof for the time being in force. The arbitration award shall be
final and binding on the parties. The arbitration fee shall be borne
by the losing party or as otherwise provided in the arbitration
award.
