K-9 Officer ChesapeakeCyndi is helping WebsterParish sheriff’s deputiestake drugs off the streets.

Laportia Renee Willis,33, of the 500 block ofMoore Street in Springhill, was arrested Wednesdayand charged with improp-er lane usage, possessionwith intent to distribute

Schedule I CDS (marijua-na) and driving under sus-pension.

According to reports,Webster Parish Sheriff’sDeputy Wade Wells con-ducted a traffic stop onHighway 371 for improperlane usage. Capt. RobertHayden says Willisappeared to be acting in anervous manner, whichprompted Wells to call himin with Chesapeake Cyndi.

“She was not being

straight with the deputywhen he was talking toher,” Hayden said. “Due toher actions, somethingjust didn’t feel right withhim, and he called andasked me to bring (Chesa-peake) Cyndi.”

Hayden says he tookher around the car andshe kept going back to thetrunk area.

“Once she did that, welooked in the trunk andfound the (suspected)

weed back there,” he said.According to reports,

roughly 500 grams of sus-pected marijuana was dis-covered. That equates toabout one pound of mari-juana, Hayden says. Williswas placed under arrest, and during questioning, she reportedly admitted toownership of the suspect-ed marijuana.

Chesapeake Cyndi is 8-years-old and has beentrained strictly as a nar-

cotics K-9 officer. Hayden, who has partnered withher for six years, says sheis trained to sniff out mari-juana, heroin, metham-phetamines and cocaine.

Chesapeake Cyndi wasgiven to the sheriff’s officeseveral years ago in effortsto better equip the lawenforcement agency in itsfight against drugs.

Deputies Wells andCharles Clark made theinitial traffic stop. Hayden

was called to the scene, and after ChesapeakeCyndi alerted to the drugs,Deputies Tommy Zilliner,Bobby Igo III and JoelThomas came to the sceneand took the case fromthere.

Willis was transportedto Bayou Dorcheat Correc-tional Center and bookedon the above charges.

areas, including the Doy-line schools. Buster Flow-ers, head of security andtransportation for theWebster Parish SchoolBoard, says during theentire remediationprocess, school busses willbe stationed at the schoolsin the event they have toevacuate.

He says everyone at theschools will immediatelyget on the busses and betransported to a ren-dezvous point at LakeBistineau State Park. Atthat point, a head countwill be done to make sureeveryone is accounted for.Currently, they are in con-versation with the BienvilleParish School System to tryto use the Ringgold Schoolcomplex as an off-site shel-ter. At that time, parentswill be allowed to pick uptheir children. He empha-sized that no one would beallowed to pick up theirchildren at Doylineschools.

Superintendent of

Schools Dr. Dan Rawls saysonce Doyline School isevacuated, the entireschool system would beshut down to lend itsresources and facilities tothe agencies for whateveris needed.

This is because schoolbusses are also used in theevacuation of YCP cadetsand staff as well as inmatesat Bayou Dorcheat Correc-tional Center. Sexton saysinmates will be evacuatedlast, certainly not becausethey are less important, but because it takes moretime to secure them andget them off site.

David Faulk, with theBossier Parish Sheriff’sOffice, says if an evacua-tion at Camp Mindenoccurs, then the Bossierjail would be placed on fulllockdown in order to lendits transport vehicles inaiding the evacuation ofBDCC.

In an evacuation of Doy-line, a call system will beused urging residents toleave. WPSO will also haveextra patrol in the area fordoor to door notifications,Sexton says. Media will

also be utilized in gettingthe word out.

Jenny Reynolds, withWebster’s Office of Home-land Security and Emer-gency Preparedness, talkedabout the state’s Get aGame Plan website whereit offers preparednessplans for families, busi-nesses and others inpreparation for an evacua-tion. She says to take stockof what will be needed forseveral days, such as bat-teries, flashlights, medica-tion and other things afamily will need in theinterim.

“To have a family plan isinvaluable information,”Reynolds said.

Homeland SecurityDirector John Stanley sayseven with technology, thebest thing is to “get to knowyour neighbors.” That willgo a long way in helpingwith an evacuation, because even though thegovernment is there toprotect its citizens, it startsat the local level.

Reynolds’ office gets asteady flow of informationon any incidents occurringthroughout the parish, and

her job is to make sureinformation is flowingsmoothly up and down thelines of communication.

WOHSEP works in a sup-port capacity with all of theagencies.

“The system in place

works,” Reynolds said.“We’re not just up heretelling you we have one; itreally works.”

When 1 in 10 children havebeen either sexually or physicallyabused, my sister, Alice, and I con-tinue on our lifelong mission ofexposing child abuse.

Having grown up in a very phys-ically and sexually abusive churchrun orphanage, back in the sixties,I cannot comprehend why somepeople say "we should let sleep-ing dogs lie."

I'll never forget the shock I felt,at fourteen, when I wasapproached at church by a ten-year-old girl. She asked me to stepinto the bathroom after serviceswere over.

In horror I watched as sheunveiled massive layers of black-ened bruises hidden beneath herclothing. Without hesitation Itold her "Tomorrow we will go tothe school nurse."

All day long I feared returninghome from school.

When I stepped off the bus, Isaw the superintendent waitingfor us.

Instinctively I knew he waslooking for the culprit who report-ed the abuse.

I was verbally slapped, after Iconfessedreporting theabuse. He toldme he'd tell myhousemotherbecause thenurse had keptmy name anony-mous when shevisited the homethat day.

Behind closeddoors, my house-mother dealtwith me as shelectured me forhours, telling me how she hadonce beaten her own daughterwith a garden hose so severely shehad to be put to bed. She didn'tdare lay a hand on me, fearing Imight tell.

My punishment was to be onemonth's grounding -- and I would-n't be able to bathe, wash or rollmy hair. I was to wear the samedirty clothes to school and churchfor the duration of my grounding.

Though fifty-three years havepassed and gone, and the abusivehousemother was finally fired thefollowing year, as one case afteranother was reported, and my ownabusive housemother was firedtwenty years later, I'm still proudof the shy, undersized, awkwardfourteen year old girl from thebackwoods of Arkansas, who tookjustice into her own hands backthen and continues to do so today.

Being the activists we are, mysister and I strive to be advo-cates, for those who have novoice!

And even though the orphanagehas moved from Turley to Clare-more, Oklahoma, and changedtheir name, Claremore courtrecords show abuse still reins whilethey home school their childrenmaking it harder for the childrento report the abuse.

Randy Conkling, a housefather,is serving time in prison until 2018for repeatedly raping and sodom-izing a young girl in 2003.

In 2010 we published a book oftrue stories written by theseadult children (many in their 50'sand 60's) because they wanted tofinally be heard to help preventfuture abuse. Also I told my storyto the Aha Moment Tour that camethrough Shreveport in May 2013. Iwas grateful to set up an interviewfor , another victim, to tell herstory on the last day of that tour atSalem, Oregon, which is rightwhere she lives.

PERSPECTIVE

SARAHHUDSON PIERCE

As the nation celebratesArbor Day (April 24), let’sreflect on the value of trees, and highlight the importantability of trees to restorehope, bring healing, and liftspirits following natural dis-asters. Trees are vital to suc-cessful, long-term recoveryefforts – from a critical con-servation recovery perspec-tive, and also when consider-ing the emotional healingand recovery of people andthe fabric of a community.

Trees bring hope andhealing, raising the spirits ofresidents who suffered theloss of their cherished trees. Many shared a similar senti-ment as that of the goodpeople of Mississippi. Whenasked why he came for thetrees, one resident respond-ed, “So I can bring life back.”

Trees serve many purpos-es. They are very much a partof the fabric of life and of thecommunity. Trees provideboth physical and emotionallandmarks –marking child-hood adventures, romanticwalks, and lazy Saturdayafternoon picnics, amongothers. Trees evoke memo-ries and help to establish asense of place, meaning andbelonging. Putting trees intopeople’s hands following lossserves to lift spirits, restorehope, and help to begin thehealing process. On thisArbor Day, it is importantthat we recognize that treesare vital infrastructure justlike our roads and ourbridges.

Disasters such as wild-fires, tornadoes, windstormsand floods wreak havoc

upon both our physical andemotional landscapes. Thecomfort and security – thesense of place provided byour trees – is dramaticallyaltered, and sometimes evenerased. New trees bringhope and are part of theholistic recovery of a com-munity following a naturaldisaster.

After Superstorm Sandy, residents of New Jersey expe-rienced first-hand the hopeand healing brought forth bynew trees. One said, “Moreand more communities areengaged. We are onthe road torecoveringour pre-cious treecanopy, one tree ata time.”

Theneed foran orches-trated dis-asterresponsethat includes providing newtrees to communities in needis today more importantthan ever due to increasedthreats of severe storms andwildfires. When natural dis-asters strike, our partners onthe ground, including stateforesters across the nation, are poised to respond andready to provide new treesthrough the generous sup-port of our caring membersand partners. 2015 Commu-nity Tree Recovery cam-paigns are visible across thecountry in Alabama,Arkansas, Colorado, Ken-

tucky, Mississippi, Missouri,Nebraska, New Jersey, Okla-homa, Texas and Washing-ton. Trees are part of therecovery process. Together,we can continue to bring lifeback through trees.

In Texas, a local officialhelped plant new trees toreplace trees lost in the dev-astating 2011 wildfires. Hesaid, “As we plant these treeswe’re helping people to knowthat life goes on and thingscan be restored.”

Arbor Day reminds us allto plant, nurture and cele-brate trees.

Let’s continue to planttrees whose benefits will beenjoyed not only by us, butalso by our nation’s childrenand grandchildren.

On this Arbor Day, let’sappreciate the trees for theirimportant role in helping toestablish a sense of place, meaning and belonging; forserving as both physical andemotional landmarks thatdefine important milestonesalong life’s journey; and forbeing so seamlessly, intri-cately woven deeply into therich fabric of our life and ourcommunity.

Please join me and thou-sands of others as we contin-ue to work directly with ourstate forestry leaders on theground to put trees into peo-ple’s hands following the losscaused by natural disasters,so that we may lift spirits, restore hope, and help tobegin the healing process.

If you missed PresidentObama's "interview" on MSNBCthis week, you had plenty of com-pany. The man who once filledstadiums with screaming andadoring fans can't even win thecoveted cable news demo ofviewers between the ages of 25and 54.

MSNBC's softball conversationwith the president was beaten byErin Burnett on CNN, andabsolutely crushed by Greta onFNC. Of course, given his tenden-cy to ignore bad news, PresidentObama may wish to focus on thefact that he attracted more youngviewers than CNBC's Shark Tank.

It could well be that Ameri-cans have had their fill of thepresident's denial, especiallyregarding the miserable state ofthe world. Mr. Obama did con-cede in his MSNBC lovefest thatthere is "a lot of tumult andchaos," but quickly added this:"There actually is probably lesswar and vio-lence aroundthe worldtoday thanthere mighthave been thir-ty, forty yearsago."

Our friendCharlesKrauthammerdestroyed thatargument, describing it as"adolescent."Charles pointed out that, by thatmeasure, Lincoln was the lousiestpresident of the 19th century,FDR the worst of the 20th centu-ry.

Now, it's perfectly natural forany leader to stress successes anddownplay failures. No oneexpects President Obama to saythe globe is on fire and he's hold-ing a book of matches. What'struly disturbing is that this presi-dent seems to actually believewhat he's saying.

Does the president trulybelieve his current claim that theUnited States will "work withpartner countries to try to resolveconflicts?" He apparently envi-sions a 60-nation coalitionsweeping in, much like the myth-ical Justice League, to make theworld right. If that's the case, thatcoalition had better get to work. Here are just a few of today'smesses:

Terrorists are running wild inthe Middle East, slaughteringtourists, women, children, Chris-tians, and others who don't fittheir strict definition of faith.

The butcher Assad is comfort-ably ensconced in Syria long afterleaping over President Obama's"red line."

In Russia, Vladimir Putin looksto the West and throws up hismiddle finger.

The animalistic thugs of BokoHaram still terrorize centralAfrica a year after kidnappingmore than 200 schoolgirls.

China has developed a wan-dering eye and is claiming territo-ry belonging to its neighbors.

Europe is overrun by desper-ate North Africans fleeing thechaos in post-Gaddafi Libya.

And of course, ISIS is behead-ing Christians, while Afghanistanseems ready to explode.

Most clear-thinking Americanswant our president and secretaryof state to identify and deal withvillains, those terrorists andtyrants who make the world a farmore dangerous place than it wasthirty, forty years ago. Instead, theadministration is chasing thechimera of "global warming."

We expect so much more fromour leaders. We expect them to berealistic, rational, and truthfulabout the state of the world. Thenagain, perhaps that's a sign thatwe are the ones living in a dreamworld.

BATON ROUGE — Gov.Bobby Jindal said Thursdayhe won't support a legisla-tive effort to temporarilysuspend tax breaks todrum up quick cash topatch together next year'sbudget.

The Republican gover-nor, in a sit-down withreporters to recap the sec-ond week of the legislativesession, said he's told leg-islative leaders that hewould consider the move atax increase and he wouldveto a budget dependenton it.

"I made it very clear tothem that we're notencouraging any kind ofgames or workarounds orloopholes," he said.

But he added: "I don'tthink we're going to get inthat situation."

Jindal said he thinkslawmakers will find alonger-term solution to the

state's $1.6 billion budgetshortfall, with tax changesand spending reductionsthat he won't consider anet increase in taxes.

Lawmakers looking forways to stop deep cuts tohealth care services andcollege campuses havefiled an array of measuresto make tax changes thatwould generate newmoney for the state.

Two dozen proposalsare temporary suspensionsof tax credits, rebates, exemptions and deduc-tions that could provide ashort-term fix to balancethe budget if lawmakerscan't reach a broader,long-term agreement ontax changes.

The idea behind thetemporary proposals isthat a tax break suspensionwould generate money forthe next year, while a newgovernor and new Legisla-

ture elected this fall comesin and works to restructureLouisiana's tax structureand spending protections.

Jindal couldn't veto theresolutions that allow forthe temporary tax breaksuspensions — but hecould veto a budget billtied to them. His threat todo so could kill efforts toadvance those pieces oflegislation, since a vetooverride takes a hefty two-thirds vote and lawmakerstraditionally don't supportveto overrides.

One caveat could be iflawmakers include thetemporary tax break sus-pension as part of a largerplan that Jindal wouldn'tconsider a net increase intaxes, an idea that seemslike a long-shot.

Lawmakers are trying tostay within guidelines setby Jindal about what sortsof tax changes he'll consid-

er, parameters set in accor-dance with the policies ofnational anti-tax activistGrover Norquist.

In his budget recom-mendations, the governorproposed to lessen statespending by more than$500 million on a dozenrefundable tax credits inwhich the state writes acheck to businesses abovetheir state tax liability.

But legislators haveresisted the proposal, which faces strong opposi-tion from business leaders, and instead have come up

with their own ideas. This week, the Senate

Finance Committeeapproved a bill to repealthe local property taxcharged on inventory. Themaneuver would save thestate more than $500 mil-lion a year that it givesbusinesses in tax credits tooffset the expense.

Next week, the HouseWays and Means Commit-tee will consider proposalsto raise the cigarette taxand scale back tax breaksfor the film and solarindustries, among other

ideas.Jindal commended law-

makers for makingprogress in the budgetnegotiations.

"This will obviously be acomplicated process. There will be a lot of mov-ing parts," he said.

BRIAN SLODYSKOAssociated Press

BATON ROUGE — Gov.Bobby Jindal said Thurs-day that businessesopposed to religiousobjections laws are enter-ing an "unholy alliance"with the same liberal eliteswho support more taxes, regulation and "demo-nize" profit-making.

In a meeting withreporters, the Republicangovernor said he wasalarmed when businessgroups united with LGBTadvocates to oppose suchlaws in Indiana andArkansas, prompting law-makers to make changes.

Jindal, whose building apossible presidential cam-paign on an appeal tosocial conservatives, is

backing a religious objec-tion bill in Louisiana. Crit-ics of those laws say theycould allow discriminationof same-sex couples, andbusinesses have expressedconcerns about theLouisiana bill, which is acornerstone of the gover-nor's legislative agenda.

In a Thursday opinionpiece published in TheNew York Times, Jindalcalled out business leadersfor betraying what havehistorically been theirconservative allies.

"You had what I'd terman unholy alliancebetween big business andradical left groups tryingto infringe on religious lib-erty rights," Jindal said ofopponents of the Indianabill. "I felt strongly enoughabout it, I wrote an op-ed,

warning these corporateboardrooms that this is atemporary alliance that isnot going to benefitthem."

Jindal said the "nationalradical liberal groups" thatfought Indiana's bill "arethe samegroups thatdemonizeindustries, are for moretaxes, are formore regu-lations, thatdon'tbelieve busi-nessesshould be making profits."

He suggested businessleaders should rememberwho their friends are:"Those who believe in reli-gious liberty also believein economic liberty."

The number two rank-ing member of theLouisiana House suggest-ed Jindal was spreading a"message of divisiveness."

"It is truly a sad day forLouisiana, when one mustlook to New York to hearfrom the Governor ofLouisiana. Hopefully thelegislature will address thetruly urgent issues andwork to improve andstrengthen our communi-ties and economy in a dis-play of fairness, equity, and opportunity for allLouisianians," Rep. WaltLeger, D-New Orleans, anopponent of the religiousobjections bill, said in astatement.

Gay marriage is bannedunder Louisiana's consti-tution, though the U.S.Supreme Court is expected

to soon issue a ruling thatcould strike down suchbans nationwide.

As written, the "Mar-riage and Conscience Act,"sponsored by Rep. MikeJohnson, a Bossier CityRepublican, would prohib-it the state from denyingany resident or business alicense, benefits or taxdeductions because ofactions taken "in accor-dance with a religiousbelief or moral conviction"about marriage.

Computer giant IBM —which has plans for an800-worker facility inBaton Rouge — sent Jin-

dal's office a letter lastweek opposing the bill asdiscriminatory, and thegovernor said other corpo-rations also have askedhim to oppose it.

What the bill wouldactually do has been thesubject of heated debate.

Opponents say it wouldsanction discriminationagainst same-sex couples, while proponents say itwould do no such thing. Some legal experts havesaid if a proposed anti-dis-crimination provision isadded, the amended billmight not accomplishanything.
