Two Louisiana residents vaca-tioning in Georgia drowned follow-ing a canoe accident Sunday after-noon.

Authorities told WRBL TV-3 that26-year-old Jemarion Warren andBilly Joe Warren’s canoe overturnedas they were crossing InnsbrookLake at Pine Mountain Club ShaletResort in Pine Moutain.

Police say the pair were not wear-ing lifejackets and could not swimwell.

A witness said he called 911 aftertrying to jump in and help.

“We tried to give them paddles tograb onto, or at least grab onto theboat, and they were just panicking.Nothing was seeming to work. Then,all of a sudden they went under andwe had just lost them,” Jay Haygenstold WRBL in an interview.

Following the end of the2015 legislative session,state Rep. Gene Reynoldsand Webster Superintend-ent of Schools Dr. DanRawls say this is a step inthe right direction.

Rawls says CCSS isn’tworking for Louisiana stu-dents and with this reviewcommittee, it will allowLouisiana to tailor a cur-riculum that works for allinvolved.

“It’s finally getting thetwo sides together, and it isa good thing,” Rawls said inMay. “Both sides are finallygoing to reach across theaisle and we’re going to sitdown together and gothrough these GLE’s anddecide what’s best for our

kids. Somewhere in there, Ithink they will ultimatelycome up with a solutionthat will finally help kids.”

Reynolds says thePARCC test so widely criti-cized and feared is off thetable as well.

BATON ROUGE —Frustration, even outrightanger, with Gov. BobbyJindal has been simmeringin the Louisiana Legisla-ture for years, building asthe Republican governor'spresidential ambitionsgrew more obvious.

But widespread legisla-tive sentiment that Jindalhas been making deci-sions based on a GOPpresidential campaignhe's expected to announceJune 24 may have a silverlining for the state, possi-bly putting limits on thenext Louisiana governor'spower and forcing sweep-ing change for state budg-et and tax policy.

In the just-ended leg-islative session, senatorsenacted changes to theirleadership selectionprocess aimed at limitinga governor's meddling andincreasing legislative inde-

pendence. Lawmakers inboth the House and Sen-ate agreed to curtail thebroad records exemptionsgranted to the governor, toprovide more informationto the public.

And the state's financialsituation — hamstrung byJindal's rigid positions ontax discussions — hasbecome so troubled thatthe next governor electedthis fall will almost cer-tainly hold a special ses-sion to allow the type ofwide-ranging, neededdebate on the budget andtaxes that lawmakershaven't had for years.

More through traditionthan constitutionalauthority, Louisiana's gov-ernor has wielded signifi-cant power and sway overthe business of the inde-pendently elected legisla-tive branch.

The governor's abilityto veto line items in thebudget, control whichconstruction projects

secure state financing andappoint hundreds to stateboards and commissionshas regularly been used tokeep lawmakers in line —and to limit what shouldbe a separation of powers.

Lawmakers haveallowed governors tochoose their leaders andanoint committee chair-men. Jindal, term-limitedand unable to run for re-election, has used that tra-dition and power to hisadvantage, just like hispredecessors.

But the increasing rock-iness of the relationshipbetween lawmakers andJindal may have set thestage for some notableshifts when a new gover-nor takes office in January.

A day before the legisla-tive session ended lastweek, the Senate enactedchanges to the way itchooses its president andpresident pro tempore(the chamber's second-ranking job) every four

years. They agreed to asecret ballot.

With that change, sena-tors say a governor's arm-twisting and threats can'tcarry as much sway in thevotes because the gover-nor won't be able to findout how individual sena-tors voted — and won't beable to retaliate.

"The things that pre-vent us from being inde-pendent I think could bealleviated with a secretballot," said Sen. EricLaFleur, D-Ville Platte,who sponsored the rulechange.

As they urged passage,senators talked of theheavy hand of governorsin legislative decisions.Sen. Jonathan Perry, R-Kaplan, called the rulechange "the most impor-tant vote for the future ofthis body."

"It's easy to say you're asenator, you're independ-ent. We all know that prac-tically right now that ain't

possible," said Sen. NorbyChabert, R-Houma.

In the last days of theirwork, lawmakers also gavefinal passage to a proposalthat would limit the secre-cy of the governor's office,to lessen the sweepingrecords exemptions thatkeep most information inthe office hidden from thepublic.

Whether Jindal willagree to the recordchanges remains unclear.But lawmakers tried tomake it an easy decisionfor him, setting the startdate to coincide with thenext governor's term. Thebill wouldn't impact Jindalat all.

The more wide-rangingimplication of the frac-tured relationshipsbetween lawmakers andJindal could be tied tofinances.

As Jindal guarded hisrecord against tax increas-es, lawmakers went alongwith the governor's push

to use piecemeal financingto patch their way throughthe budget each year.

With savings accountsdrained and continuedbudget problems on thehorizon, lawmakers andthe four major candidatesfor governor have startedconversations about awholesale review ofLouisiana's tax structureand its billions of dollarsin tax breaks.

A special session on theissue is expected when anew governor takes office,in the hopes of putting thestate on a more solidfinancial footing.

Whether Louisianagains improvements fromthe legislative discontentwith Jindal is up to howthe state's next governorand future lawmakers usethe opportunities present-ed to them.

Bill was born June 18, 1930, inShreveport and entered into rest July2, 2015 in Minden. Bill was a retiredaccountant for West Brothers, a mem-ber of First Baptist Church Minden,and a member of Gideon’s Interna-

tional. He was a clock builder andloved working with wood.

He was preceded in death by hiswife Betty Carter.

He is survived by his daughters,Judith D’Angelo and husband Stephenof Pass Christian, Mississippi and JeanBasham and husband Ronnie of Min-

ATHENS, Greece —Greece and its member-ship in Europe's joint cur-rency faced an uncertainfuture Monday, with thecountry under pressure toreach a bailout deal withcreditors as soon as possi-ble after Greeks resound-ingly rejected the notion ofmore austerity in exchangefor aid.

With Greek banks run-ning out of cash and facingthe danger of collapsewithin days without newaid, the government inAthens is racing against theclock.

In an effort to facilitatenegotiations on a new aidprogram, Finance MinisterYanis Varoufakis, who hadclashed with Europeanofficials in the bailouttalks, announced his resig-nation Monday.

But Greece and its cred-itors, who will meet againTuesday to discuss how tokeep the country in theeuro, remain far apart onkey issues, particularly thenotion of debt relief.

The negotiations are

complicated for the Euro-pean creditors by PrimeMinister Alexis Tsipras' tri-umph in Sunday's referen-dum. More than 61 percentof Greeks backed his call tovote "no" to budget cutsthe creditors had proposedin return for rescue loansthe country needs — eventhough those proposalswere no longer on thetable.

The vote was painted byopposition parties andmany European officials asone on whether Greeceshould remain in Europe'sjoint currency. In the after-math, many officials soft-ened their tone and saidtalks would resume,though Greece's chance ofstaying in the euro waslooking increasingly shaky.

The country's banksremain shut for a sixthworking day the govern-ment tries to limit a drainof deposits despite limitson cash withdrawals atATMs.

All eyes now turn towhether the EuropeanCentral Bank will increasethe amount of credit thebanks can draw on to makeup for the cash drain. Ana-

lysts expect the ECB to notprovide more emergencyassistance on Monday,meaning Greece mighthave to tighten its limits oncash withdrawals andtransfers from the current60 euros ($67) per day.

If the ECB does notincrease its help to thebanks, it will be impossiblefor Tsipras to keep hispledge to quickly restoreGreece's banking system.

The Greek governmenthas vowed to quicklyrestart negotiations withcreditors in other eurozonecountries and with theinstitutions that oversawthe country's bailout: theECB, European Commis-sion and InternationalMonetary Fund.

Varoufakis appared tobe the first casualty of thevote's fallout.

With his brash style andfondness for frequentmedia appearances, Varo-ufakis had visibly annoyedmany of the eurozone'sfinance ministers duringGreece's debt negotiations.

Varoufakis said in astatement he was toldshortly after the referen-dum result that some other

eurozone finance minis-ters and the country'sother creditors wouldappreciate his not attend-ing the ministers' meet-ings.

The idea was one "thatthe Prime Minister judgedto be potentially helpful tohim in reaching an agree-ment. For this reason I amleaving the Ministry ofFinance today," he said.

As for his Europeannegotiating colleagues, hesaid of them: "I shall wearthe creditors' loathing withpride."

A replacement was to beannounced later Monday.

With his high-stakesgamble to call a referen-dum with just a week'snotice, Tsipras aimed toshow creditors that Greeks,whose economy has beenshattered and who facespiraling unemploymentand poverty, have hadenough and that the aus-terity prescribed isn'tworking.

But everything hingeson European reaction. Aeurozone summit washastily called for Tuesdayafternoon to discuss thesituation.

European officialsappear to be split on a keydemand by Greece to havethe burden of its bailoutloans be made more man-ageable.

France's finance minis-ter, Michel Sapin, indicat-ed that discussing Greece'sdebt is not taboo, sayingthe country could notrecover with its currentobligations "in the monthsand years to come."

Sapin also called for theECB to maintain liquidityassistance to Greek banks.

Germany, however,remains reluctant to dis-cuss debt forgiveness.

Finance Ministryspokesman Martin Jaegersaid Germany's "positionis well-known ... a debt cutis not an issue for us."

More broadly, Chancel-lor Angela Merkel'sspokesman said talks on anew bailout program forGreece would depend onwhat proposals Athensmakes.

Steffen Seibert said Ger-many respects the "clear'no' vote" by Greeksagainst austerity meas-ures."

However, he added that

"in view of Greek citizens'decision yesterday, theconditions are not there atpresent to enter negotia-tions on a new program."He said the "no" vote is avote against the principle— still supported by Ger-many — that solidarityrequires countries to maketheir own reform efforts.

Besieged by a prolongedrecession, high unemploy-ment and banks danger-ously low on capital,Greece defaulted on anIMF loan repayment lastweek, becoming the firstdeveloped nation to do so.

Now some analystswonder if Greece is sostarved of cash that itcould be forced to startissuing its own currencyand become the first coun-try to leave the 19-membereurozone, established in1999.

Tsipras was elected inJanuary on promises torepeal the austeritydemanded in return for itsbailout and negotiationsbroke down late lastmonth after dragging onunsuccessfully for fivemonths.

And the hometownReds can celebrate astarter, too, despiteCincinnati's sorry season.

Houston second base-man Jose Altuve passedKansas City's OmarInfante in the final daysof voting, leaving fourRoyals as starters for theAll-Star Game.

Cincinnati's ToddFrazier leapfrogged St.Louis third baseman MattCarpenter and will be inthe NL starting lineup forthe July 14 game at GreatAmerican Ball Park,according to final resultsannounced Sunday.

AL champion KansasCity will be representedin the starting lineup byoutfielders Lorenzo Cainand Alex Gordon, catcherSalvador Perez and short-stop Alcides Escobar.Four players ties the ALrecord for fan-electedstarters, achieved ninetimes previously.

VANCOUVER, BritishColumbia (AP) — CarliLloyd lives for the bigmoment. She had herbiggest on Sunday night —and gave the United Statesits third Women's WorldCup title.

Lloyd scored three timesas the U.S. jumped to afour-goal lead in the first 16minutes, and the Americansoverwhelmed defendingchampion Japan 5-2 for theteam's first World Cupchampionship since 1999,and record third overall.

A sellout crowd of53,341 that included U.S.Vice President Joe Bidenroared in approval forLloyd's hat trick, the firstever in a Women's WorldCup final.

"It's been a long journey,my career. I've had a lot ofpeople believe in me, in mycorner, from day one," the32-year-old midfielder said."I've dedicated my wholelife to this. Everything elsecomes second. But I would-n't want to do it any otherway."

When it was over, Lloydcollapsed to her knees andpumped her fists. ForwardAbby Wambach bear-hugged teary eyed coachJill Ellis, lifting her off theground.

Lloyd, awarded theGolden Ball as player of thetournament, scored twice ina span of about 135 secondsas the U.S. led 2-0 by the
