The Education levels and Quality in City of Tampere
Early education/Day Care (age 0-7) :
Promotes children´s positive growth and wellbeing. It evens out the differences based on living conditions among children. Evaluation is local.
Compulsory education ( age 7-16):
Basic education must provide an opportunity for diversified growth, learning, and the development of a healthy self-esteem, so that the pupils can obtain the knowledge and skills they need in life, become capable of further study, and, as involved citizens, develop a democratic society.
Also, basic education aims at increasing an awareness of the values and ways of acting that form the foundation of society and awaken desire for lifelong learning.
Evaluation is local, national and international.

What is Quality in Education ?
There is no single definition about quality.
•Quality is defined differently in different places,at different times and different cultures.
•Quality in education highlights the prosesses of education and learning.
•Education is quality when it achieves action based on goals.
• Value for money-thinking
•Better quality means that organisation is able to reach better the goals it has been set .

Success in Pisa ( Program for International Student Assessment)
Quality is based on:Educational system, students´own interests and leisure activities, highly educated teachers and well- respected education
Equality means: All children in Finland are provided the same opportunities to learn, the obstacles to learn are tackled by special teachers, an atmosphere of lifelong learning- and learning to learn.

Pisa in Finland (Program for International Student Assessment)
•This is also a problem
•What about the talented students?
•Only 5 % of the variation between pupils’ performances can be explained by the schools in Finland (Pisa)
•Finnish girls perform exceptionally well. Boys did very well, too (Gender gap especially in reading skills, literacy)
•Do we treat girls and boys equally in schools?
Our school system produces very small variation
(successful students- the least successful students)

Evaluation programme for General Upper Secondary school in Finland (by Finnish Education evaluation Coucil)
Based on assessment of student achievement (mathematics, mother tongue,art, literature)
Students acquire skills and knowledge in order to move on to further studies ( matriculation examination).
Students need also learning to learn- skill in their further lives.
